83rd Legislative Session Underway As you know the 83rd legislative session is now in its 3rd month and will soon be voting on bills submitted prior to March 8th. Over 2,000 bills have been filed but many may not make it out of legislative council in time for the dead- line. Rumor has it that the democrats have flooded the council with useless bills only to slow down the review process and keep good Republican bills out due to lack of time to review all of them. Governor Perry has made education issues a priority for this session so the Senate has already voted on some education bills. Highlights from the March 2nd Quarterly SREC Meeting By Tina Gibson and Marvin Clede

It was an exciting week in Austin for SREC mem-bers and County Chairmen as we participated in County Chairman workshops, a County Chairman event with Governor Perry and state wide elected officials, SREC and County Chairman Legislative Day in the House Chamber, a tour of the Speaker’s apartment, lunch with Lt. Governor Dewhurst and dinner with Land Commissioner Jerry Patterson with a tour of

the General Land Office. We ac-complished quite a significant amount of lobbying efforts on some major issues with our state representatives and Senators within the greater Houston area. I was able to meet with several of our state representatives on Party

growth of minority voters including Stefani Carter and J. M. Lozano. Our SREC meeting on Saturday, March 2nd focused on the many blessings we have living in Texas, recognizing Texas Independence Day. In his report to the SREC Chairman Steve Munisteri stated that the last 4 months of his term have been the most calm of any in the past 3 years in office; 1029 days to be exact, which means NO LAWSUITS! SREC Quarterly Meeting Highlights continued from page 1: The RPT/RNC Roundtable on Outreach with RNC Chairman Reince Preibus last January in Austin focused on Texas having a greater say in National primary process and in the RNC supporting outreach with major funds. Chairman Munisteri stressed that Texas is playing a major role in dialogue throughout the USA. Other states are now looking to us for leadership on major issues. Chairman Munisteri reviewed some goals that the RPT has put forth during this session.

At this time the Texas legislature doesn’t have a lot of say in the National Primary process. The National Party must look at why some small states have so much clout. Even if the Texas Legislature moved its primary up to February as some have indicated they would like for this legislature to address, the 4 states (New Hampshire, Iowa, South Carolina and Nevada) can still have the ability to move their primaries up further into January or even December. Borah Van Dormolen our National Committeewoman, is now on the Rules Committee and will be reviewing this at the next RNC meeting. Moving the Texas Primary up before March 1st will cause the number of delegates from Texas to decrease to 9 as per RNC rules.

School Choice is another goal. Please see the SREC Resolutions on page 4.

The RPT will continue to work with the Republican Caucus chairs Senator Huffman and State Representative Creighton on Party goals based on the Party Platform.

State Chair Steve Munisteri and Vice Chair Melinda Fredericks spoke of relying on the established truths of history to support our conservative approach (from the book, Conscience of a Conservative by Barry Goldwater) and the com-petitive spirit that will enable us to compete toe to toe with Democrats trying to turn Texas their way with the Battle-ground Texas campaign. We also heard from Agriculture Commissioner Todd Staples including remarks geared to the importance of border security and immigration issues and Chair of the Railroad Commission Barry Smitherman and newly appointed Texas Supreme Court Justice Jeff Boyd. Rights act which will have a huge significance and impact on final redistricting for Texas. Outlook seems to be positive

for striking down this onerous provision which places an unfair burden on Texas and most other southern states. In

light of this likelihood, the party’s General Counsel Patrick O’Daniel noted that a brief will be filed this month in the

San Antonio federal court stating that new maps are not needed now before the Supreme Court ruling on Section 5.

This will be opposing Democrat claims that the court needs to proceed with drawing new maps.

Also on the meeting agenda were two legislative panels focusing on the important issues that will be brought up in session in the next few months. A state representative panel included Jodie Laubenburg, Geannie Morrison, Todd Hunter and Rick Miller. The Senate panel included Dr. Donna Campbell, Ken Paxton, Kelly Hancock and Craig Estes. Highlights of the Senate and House panel discussion and some legislation to follow: HB 14/SB 14—Transparency in Government. All government agencies must report debt on the state website. SB 554, HB 1564 –Voter fraud/ voter poaching –bringing stiff penalties of either $10,000 fine and 10 years in prison. HB 4 –regarding water issues. Priority bill this session. Election Code reform a priority in both houses. Ask the Federal government to repay Texas the $221 million spent on guarding our borders. Call for a special session for redistricting. Do not accept federal mandates on Medicaid expansion.

Highlights of the morning included reaching non traditional voters in communities that are not generally worked by Republicans, learning about growth challenges of the greater Houston area, 83rd Legislative Session updates and the population changes in Texas that will affect future elections in Texas. Fort Bend Lincoln Reagan Dinner 2013 A Great Success!

Florida Congressman Colonel Allen West was the key note speaker at the annual LRD at the Sugar Land Marriott. Highlights of the event also included entertainment by the Needville High School Girls Chorus and a video on Minority American Republican produced by Sam Malone of Phonoscope Media. Daniel Wong, Jackie Rosenthal, Sanjay Rao, Darrell Segura, and Henry Di-brell all help produced the video and expressing why they are Republicans and what the Ameri-can Dream of strong work ethic and families, individual freedom and faith have brought them to the Republican Party. Other important officials included Congressman Pete Olson, Lt. Governor David Dewhurst, Land Commissioner Jerry Patterson, Railroad Commissioner Barry Smither-man, Senator Joan Huffman, State Representatives John Zerwas, Rick Miller and Phil Stephenson and State Party Chairman Steve Munisteri. Another noted guest was the Consulate General of India. Several of our area SREC repre-sentatives and County Chairmen were also in attendance. Resolutions Passed at the Quarterly SREC Meeting on March 2nd, 2013

Generally the Republican Party of Texas Resolutions Committee filters through submitted resolutions that are already noted in our Party Platform. Therefore these requests are not approved and voted on again by the SREC due to redundancy with the exception of the Medicaid expansion resolution below.

Resolution honoring the Greater Houston Council of the Texas Federation of Republican Women on the 50th anniversary of service to the Greater Houston area where 36 Federated Republican Women’s clubs include 11 counties.

Resolution on School Choice urging the 83rd Legislative Session to pass legislation that will improve the oppor-tunities for school choice in Texas by considering Comprehensive Education Reform including: Business tax credits to fund donations to qualifying non-profit agencies to fund scholarships for children that will assist parents in choosing schooling in the best interest of their children. Create incentives that encourage local school districts to fully utilize provisions in state law that allow the crea-tion of campus and district charter schools within the public school system, facilitating school choice. Encourage elimination of non-performing charters while expanding opportunities for new charter providers. Work toward the long-term goal of providing every parent the ability to send their child to the school they choose by the expansion of private schools. Pass iron-clad protections from any government regulation of private schools and those parents who choose to home-school their children.

Resolution on “CSCOPE” Curriculum Program The Republican Party of Texas urges the legislature to formally by statute require immediate transparency on all issues, including curriculum and finances of Texas Education Service Centers Collaborative. That CSCOPE be placed under explicit review and authority of the State board of Education. The SBOE be pro-vided a modest staff for reviewing CSCOPE materials. The Texas Legislature prohibits the expenditure of any public funds by a political subdivision of the State of Texas to the Texas Education Service Centers Collaborative.

Resolution on Concealed Handgun License Rights The Texas Legislature consider lifting a ban on no-carry zones at universities, schools, hospitals, public meetings and governmental bodies. This resolution be properly enacted and executed March 2, 2013, be transmitted to the Republican Caucuses of the Senate and House of Representatives of the state of Texas, the Governor, each Republican member of the Texas Legislature, Republican County Chairs and Republican Senate District Chairs, etc. Resolution Opposing the Expansion of Medicaid Funding Under the Affordable Care Act The State Republican Executive Committee requests that our Chairman, Steve Munisteri, urges the Texas State House Republican Caucus to follow the Republican Party of Texas Platform and stand with Governor Perry in opposing the expansion of Medicaid funding in Texas under Obama Care (Affordable Care Act).

Obama’s War on Working Families By Tina Gibson

Diane Sawyer, anchorwoman for ABC Evening news said the first week of February that 4% of family income goes to paying for gas to fill the family cars. Gas prices rose to $96 per barrel that week, with prices per gallon to fill up our

cars exceeding $4 in many states. The reason, Diane said is due to market speculators and the cut in production of Saudi oil. That phrase “Republican’s war on women” is all but gone now that our honest president has been re elected. But we all know that the phrase is hitting home in Real Ville, USA right this very moment, only it’s “Obama’s war on families”. Obama’s war on women and minorities is never spoken about. To Republicans this phrase trans-lates to the war on soccer moms, home makers and the middle class. For lower income and middle class work-ers, where a greater percentage of income goes to paying for energy in their homes and their transportation to work, Obama’s war on fossil fuels is directly attacking them. Obama’s war on energy jobs directly attacks lower income workers as well. The constant attack by the ap-pointed EPA members on oil and gas finds in Texas and the Dakotas are holding up jobs that minorities and lower wage workers are depending on. The fact that drilling in oil rich central Texas could be halted and busi-nesses fined by the EPA due to a lizard’s well being is incredible. Texas is the last bastion for consistent jobs in the private sector. What will it take for people to finally stand up to the attacks that Obama is making on our working families?
