Jeevan Pramaan - Digital Life Certificate for Pensioners

Pensioners are required to furnish a "Life Certificate" to the PensionDisbursing Agency (PDA) in November every year either by presenting themselvespersonally or by delivering a life certificate in the prescribed format duly attested bya Gazetted Officer. The requirement to produce this certificate causes hugehardships particularly to the aged and or / infirm pensioners.

Digital Life Certificate for Pensioners Scheme of the Government ofIndia, known as the Jeevan Pramaan UP) seeks to address this very problem bydigitizing the whole process of securing the life certificate. It enables the pensionerto generate a digital life certificate using a software application and secure Aadhaarbased Biometric Authentication System. The Digital Life Certificate (DLC) sogenerated is stored online & can be accessed by the pensioner & the Pension

Disbursing Agency as and when required by them.

As a Digital India initiative to facilitate Pensioners, Ministry of Electronics &Information Technology (MeitY) has launched Jeevan Pramaan portalhttps://jeevanpramaan.gov.in/. Now the pensioner need not visit office of DisbursingAgency for physical submission of Life Certificate and may use the Aadhaar enabledBiometric authentication mechanism to generate Digital Life Certificate.

Advantages of Digital Life Certificate (DLCs):

./ It may be generated from anywhere including home if the Windows / Androidbased device is having an Internet and STQC certified Bio metric deviceconnected to it is available .

./ Auto SMS to pensioners regarding DLC.

./ Auto transfer of DLC to Pension Disbursing Agency.

../ Sending SMS by Pension Disbursing Agency after processing.

The jeevan Pramaan uses the Aadhaar platform for biometric authentication of thepensioner. For the DLC generation the pensioner needs to have InternetConnectivity, a biometric device (list of supported devices is given on the jeevanPramann portal) and jP Windows/Android Client Application Software forPC/Mobile/tablet which can be downloaded from the jeevan Pramaan portal:https://jeevanpramaan.gov.in/

Pre-Requisites for Digital Life Certificate Generation

• The pensioner must have a Aadhaar number

• The pensioner must have an existing mobile number

• Registration of the Aadhaar number with Pension Disbursing Agency(SCTIMST) should have been done already

• Biometric device (list of supported devices is given on the jP portal)

• PC with Windows 7.0 & above Android Mobile/Tablet 4.0 & above

• Internet Connectivity

Pensioner can download the jP application (Generate DLC themselves) from thejP Portal https://jeevanpramaan.gov.in/app/download & install client application onandroid based smart Phone/tablet or Windows PC/Laptop for DLC generation.

ORPensioner can visit any nearest Centre (having facilities for digital services)

The All India List of such CSCs (name & address) in various States across India isavailable on jP portal.

Once the certificate is generated, the Pramaan ID is sent in a sms to thepensioner for further use (print). The Digital Life Certificate or the jeevan Pramaancan also be electronically delivered to the Pension Disbursing Agencies. The PDAscan access and view the Life Certificate on the jeevan Pramaan website and alsodownload the same. The Pensioner can have the DLC available not only at the time ofDLC generation but the same can also be downloaded as a PDF copy from jeevanPramaan website (https://jeevanpramaan.gov.inl) by using the generated jeevan

The Institute is implementing Jeevan Pramaanfrom November 2019. AllPensioners jFamily Pensioners are requested to make use of this facility positivelyand be a part Digital India initiative.

As a pre-requisite, those Pensioners / Family Pensioners of SCTIMST, desirousof availing the Jeevan Pramaan facility must ensure that they have submitted theirAadhaar number with the Institute and verify the basic details required for JeevanPramaan through their personal login in Pensioners' Portal of the Institute -https://www.sctimst.ac.in/PensionersPortal/. Corrections required if any shall bebrought to the notice of the office of the undersigned at accounts@sctimst.ac.in.

It is also informed that the Digital Life certificate is an add-on facility to theexisting way of submission of Life Certificate.
