13. PUBLIC CONSULTATION 13.0 Introduction
The Ministry of Environment, Forest and Climate Change, (MoEF&CC) Government of
India issued Environmental Impact Assessment notification S.O. 1533 dated September 16,
2006 mandating prior environmental clearance for manufacture of synthetic organic
chemicals industry under category ‘A’ for projects located outside notified industrial
area/estate. The proposed expansion project of Sree Rayalaseema High Strength Hypo
Limited is located at Sy. No. 13/A1, 16, 17, 23, 67, 68, 69, 70/A & A2, etc, Gondiparla
Village, Kurnool Mandal and District, Andhrapradesh. The proponents obtained the
terms of reference from the MoEF&CC, which mandated public consultation vide letter
no. F. No. J-11011/82/2016-IA II (I) dated 21.06.2016. Accordingly the draft Environmental
Impact Assessment was submitted to APPCB Regional Office, Kurnool for conducting
public hearing. The public hearing for the proposed expansion of synthetic organic
chemicals and co-generation power plant was conducted on 29.11.2017 near industry site.
The public hearing was chaired by Sri S. Satyanarayana, Collector and District Magistrate,
Kurnool District and Sri P. Prasada Rao, Environmental Engineer, APPCB Regional Office,
Kurnool.
13.1 Advertisement
Press notification regarding the date, time and venue of the Environmental public hearing
for the proposed expansion was issued in Eenadu, Sakshi (Telugu daily) and The Hans
India (English daily) newspapers on 28.10.2017. Copy of the advertisement is enclosed.

He also informed that their village is having continuous water supply and no other villages in the district have been extended with such facility of having continuous water supply to their villages. He informed that they are facing drinking water scarcity during the summer as Tungabhadra River is being contaminated due to the discharge of sewage into river by Kurnool Municipal Corporation and requested the authorities to take steps for avoiding discharge in to the river. He informed that many of the local people have been employed in the industry and expressed his support for the expansion activity with a request to the management to provide employment to the local villagers in the expansion activity.

She also informed that the industry has provided employment opportunities to their villagers and extended her support to the proposed activity as it will provide employment to the local people.

He has informed that their villages Gondiparla & E.Tandrapadu have been provided with CC Road, Drainage facilities, Drinking water supply on par with the Kurnool Municipal Corporation and informed that all these developmental activities have been carried in their village by the chairman of the company through special funds and MP lads during last two years. He has requested the management to take up the maintenance of green belt along the Gondiparla road side, and also towards village as it will control the impacts of dust pollution if any on the surrounding villages. He has also requested the management to complete the installation of RO Plant at Vasanth Nagar and extended his support for the proposed expansion of the industry.
The proponent informed that the management will establish RO Plants in Devamada, also in E. Tandrapadu villages. The proponent assured to take up avenue plantation along the connecting road for mitigation of dust emissions.

He informed that the management of the industry have done many developmental activities in E.Tandrapadu, Gondiparla, Panchalingala villages such as providing RO water supply, Construction of Schools, laying of roads etc.,. He has requested the management to establish many more such industries in the area and also requested to provide employment to the local villagers. He also informed that he has visited many such Cholor alkali industries existing in Bihar, Rajasthan, & Gujarat etc., and informed that no other industry in the Country has taken Pollution Control measures as like the SRHHL. He has informed that the proposed expansion will provide employment to the local villagers and also will develop the surrounding villagers. He informed that the water in the Tungabhadra River is contaminated due to the discharge of sewage in to the Tungabhadra River by Kurnool Municipal Corporation and requested the Collector & District Magistrate to construct channel all along the river and to discharge the sewage in the downstream of the village & Kurnool town, so that river water will not be contaminated due to the sewage from the Kurnool town. He also informed that the management has taken outmost safety measures in the industry by providing fire engines, extinguishers etc.,. He has requested the management to provide employment to the local villagers who have completed degree course and expressed his support for the proposed expansion of the industry. He has informed that the management of the industry is paying salaries to these teachers and also extending financial support to these schools as and when required. He has supported the proposed expansion and requested the management to provide employment to the educated people prevailing in the village based on the eligibility in the proposed expansion activity.

He informed that he was sarpanch for Gondiparla village during the period from 1970 to 1986 and informed that there were no schools, developmental activities in the village prior to the establishment of the industry. The management of the industry have donated 4 acres of land in the village for establishing High School and since then, the management of the industry have supported the development of the village by as laying of roads, construction of drainages facilities, construction of temples, providing drinking water etc.,. He informed that the villagers are travelling more than 16 km to reach Kurnool town and explained the necessity of construction of bridge over Tungabhadra river connecting Gondiparla to Kurnool town there by the distance will be only about 1.0 Km. He informed that the bridge was not materialized though it was sanctioned by the Government earlier and requested the intervention of the Collector & District Magistrate, Kurnool District, Sri T. G. Venkatesh, Chairman of the Company for sanction of approvals and for the construction of the bridge at the earliest. He has informed that they are welcoming the proposed expansion of the industry and requested the management to provide employment opportunities in the expansion project to their villagers.

14 Sri Sunanda Reddy, NGO
He welcomed the proposed expansion project and requested the authorities to recommend to MoEF&CC, Govt., of India for sanction of the permissions to the expansion. He opined that the major pollution in the society is unemployment and the industrialization plays an important role in providing employment opportunities to the larger extent. He informed that about 2% of total land, about 3 1/2% of water resources and about 8% of air is being polluted due to the various activities and informed that there is urgent need for the protection of the environment. He has also informed that public hearing of the proposed expansion activity is being conducted in the positive way as the management of the industry have carried out all developmental activities in the surrounding villages. He opined that there is no much water pollution from the industry and he has agreed with opinion expressed by the villagers with regard to the contamination of river Tungabhadra due to the sewage discharged by the Kurnool Municipal Corporation in to the river. He has suggested the management to improve the green belt to 50% to 60% of their area and to plant medicinal/ fruit bearing trees and fruit plants while developing green belt and also appreciated the skill development programme initiated by Sri T.G. Bharath Chairman & Managing Director of the Company to solve the unemployment issue in the area.

He has explained the sailent features of the EIA notification and informed that the public healing has to be conducted on the EIA study being carried out to know the present prevailing environmental conditions in the area and also the impacts of the proposed expansion activity on the surrounding. He also informed that the economic development of the region is vital and industrialization plays a key role in the development of the surrounding villages and therefore he requested the MoEF & CC, GoI, for sanction of approval to the expansion activity. He has requested the authorities to carryout sustainable development of the region by conservation of natural resources such as Land, Air & Water and suggested MOEF&CC, GoI, to direct the technical consultants to study the status of Animal Husbandry, Agricultural Sector and health of the people in the area in the EIA study while issuing TORs to the proponents. He has requested the authorities to inform the industries which have obtained environmental clearance from MoEF & CC, GoI, to allow the public for inspection of their industry under section 10 of the EIA notification. He suggested the management for the extensive development of green belt in the waste lands, along the road sides, etc., also to construct rain water harvesting structures in the area for percolation of rain water and requested the authorities to recommend to MoEF&CC, GoI for sanction permission to the proposed activity.
