Within few years of its inception ISIS suc- ceeded in spreading its fear among people with its beheading and other brutal killing methods. Besides this, ISIS was able to reach and recruit people of outside Iraq and Syria. As far as India in concerned, no major terror attack took place in the country so far. But India seems no more safe from the threat of ISIS. Many Muslim youth, mainly radicalised on so- cial media, tried to join the terror outfit, is raising serious concerns. continue without recessTo nobody’s surprise, the BJP’s resounding rout in the Bihar Assembly elections has led to deafening noise across the country. Those that the Narendra Modi wave had crushed 18 months ago are jumping with joy, and loudly mocking the prime minister and his right-hand man and party president, Amit Shah. Ironically, the furore within the ruling party that has often claimed to be a “party with a difference” is even more booming. So much so that four veterans, including two margdarshaks (guides to the right path), L.K. Advani and Murli Manohar Joshi, have charged the BJP’s leadership with having “emascu-lated” the party. All this, however, is a current issue of the first order and could lead to inner-party war-fare after Modi’s return from England and Turkey.Therefore, it should normally have no place in this column devoted to remembrance of things past. But even in the tremendous tumult over the drubbing received by Modi and Shah, some barely audible voices have raised a pertinent concern that cannot be brushed away with a flippant wave of the hand. The complaint is that, at any given time, some state or the other is having an election, which impedes both governance and policymaking, not only in the state concerned, but countrywide. For this, there are two main reasons. First, as soon as the model code of conduct comes into force, no matter which corner of the country is going to the polls, even the Union government cannot announce any new policy. Second, and more important, the battle of the bal-lot tends to be just short of an actual combat. Every party, whether in power or in search of it, mobilises all its resources, human and financial. Nothing could have demonstrated this better than Bihar, where the contest was between PM Modi and the state chief minister, Nitish Kumar. Modi addressed as many as 26 rallies during the five phases of voting. The num-ber of Central ministers deployed to assist him was no fewer than 30. Eleven of them stayed in various parts of the state throughout the election campaign. How much work would have been done in the South and North Blocks, and countless bhavans housing the government in New Delhi, during this protracted period? It is in this context that those worried about the duration of the Bihar elections are shaken, be-cause in the next 18 months or so, a large number of states, from Assam to Kerala, including such large states as West Bengal, Tamil Nadu and even Uttar Pradesh, will be electing their assemblies.

Dr Reddy ‘s has completed the purchase of world-wide exclusive Intellectual Property Rights (IPR) for Fondaparinux sodium, its generic anti-coag-ulant drug, from Australian partner Alchemia for USD 17.5 million (around Rs 115 crore). The com-pany had earlier inked a term sheet for this trans-action in September. Alchemia’s shareholders ap-proved the sale of Fondaparinux at the company’s annual general meeting held on November 10, post which Dr Reddy’s and Alchemia have executed a purchase and sale agreement, together with various patent assignment deeds, Dr Reddy’s Laboratories said in a statement. “Alchemia has received USD 17.5 million from Dr Reddy’s as consideration for the sale. The agreement is effective July, 2015,” it added. Fondaparinux is a generic version of the anticoagulant drug Arixtra, which is approved in the US and Europe for the treatment of deep vein thrombosis (DVT) and pulmonary embolism (PE).

Gujarat high court has re-fused to stop a departmen-tal inquiry against the for-mer registrar of the city’s metropolitan court with regard to a sexual harass-ment complaint filed in 2010 by a female employ-ee. A high court official who was appointed as met-ro court registrar, S M Jani was accused of sexual ha-rassment by a fellow staff member. The chief metro-politan magistrate appoint-ed a fivemember complaint committee, which con-ducted a preliminary inqui-ry and exonerated him by 3 against 2 votes.The two female members of the committee held him guilty. After this inquiry, the chief metropolitan magistrate wrote to the HC, proposing punishment for the officer by demoting him from the post of registrar to assistant superintendent. The CMM

ordered an inquiry and the HC appointed an inquiry officer in 2011. All wit-nesses were examined over four years. Even the regis-trar deposed before the in-quiry officer and levelled accusations against two fe-male members of the com-plaint committee. This led the probe panel to summon both the members, who initially refused to depose on the ground that they were members in the pre-liminary inquiry and hence cannot become witnesses. However, they changed their stand and one of them deposed in 2015. It was at this stage that Jani filed a petition in the HC and opposed the departmental inquiry on the grounds that it was violative of Gujarat Civil Services (Discipline & Appeal) Rules. He re-quested the HC to declare this second inquiry as void ab initio and over the prin-ciple of double jeopardy.

Crime branch offi-cials said as the officials of the Ahmedabad-based company grew suspi-cious about the book-ing, the canceled 21 out of the 37 tickets but still the fraudster managed to use 16 tickets worth Rs 11.82 lakhs. travelling and hospitality department of the compa-ny, he received a call from the fraudster that as the travel system of the UK company is being upgrad-ed he could not book tick-ets for him and his team from there. “The fraudster who identified himself as Nick Barefoot, urged Mir to book the tickets and gave four credit card num-bers for purpose of book-ing tickets” said a crime branch official. Crime branch sources said how-ever after the booking Mir got suspicious about the domain of the email used by the fraudster to supply information. “Mir man-aged to cancel 21 booking but by then 16 tickets were already used” said a crime branch official.
