Status of Phase 1 ProjectsBackground

• SSO 700 Storage and Treatment Facility (STF) is required under the Interim Partial Consent Decree (February 2002) and Global Consent Decree (June 2004)

• The SSO 700 STF is a pilot facility commissioned in 2006 to mitigate the impacts of sanitary sewer overflows in the upper reaches of the Mill Creek watershed.

• Designed to store and treat most of the wastewater volume in excess of the downstream sewer capacity.

• Consists of 30 MGD firm capacity (40 MGD installed capacity) influent pumping station, four (4) 1.2 MG above-ground tanks, 15 MGD Chemically Enhanced High Rate Settling (CEHRS), and UV disinfection.

Status of Phase 1 ProjectsConsent Decree

• Two-year effectiveness study to evaluate effectiveness including recommendations for optimizing operations.

• Result of the study is the STF has effectively eliminated overflows and improved water quality in Mill Creek.

• The study identified needed improvements (physical & operational)• Improvements identified under the study were carried out under

two projects, the Reliability Upgrades project in 2017, and the ongoing Facility Improvements project.

• The SSO 700 STF Disinfection Improvements Project is the second phase of the SSO 700 Facility Improvements Project, which is part of the “bridge schedule” of projects that is required to be substantially complete by December 31, 2020.

Status of Phase 1 ProjectsBackground and Project Objective

Objective:• To implement disinfection improvements (provide

chemical disinfection for tank overflows and replace existing UV system for treated flows) at the SSO 700 STF by December 31, 2020 as required by the “bridge schedule” of projects approved by the Regulators.

Status of Phase 1 ProjectsSSO 700 STF Disinfection Improvements Project Scope

• A new Storage and Disinfection Facility (SDF) for chemical storage and feed equipment for 12.5% sodium hypochlorite (NaOCL) for chlorination and 38% sodium bisulfite for dechlorination of Storage Tank 4 (ST-4) overflows. The SDF consists of pre-engineered metal building (PEMB) founded on drilled cast-in-place reinforced concrete piers.

• Installation of chemical feed duct banks to the feed points.• Implementation of electrical and Instrumentation & Controls

(I&C) system improvements in support of upgrades. • Refurbishment of the existing UV system.

Construction Schedule• Consent Decree Substantial Completion – 236 days from Notice to

Proceed. Requirements:• All equipment installed• Preliminary O&M manuals approved• Factory Acceptance Testing complete and accepted by MSDGC• Equipment Startup and Checkout complete and accepted by

MSDGC• Instrumentation and Control System Site Acceptance Testing

complete and accepted by MSDGC• Although UV refurbishment can be completed in the above-

mentioned construction duration, this activity is not tied to the CDSC milestone.

Construction Schedule• Project Substantial Completion – 90 days after Consent Decree

Substantial Completion. Requirements:• Consent Decree Substantial Completion has occurred.• Functional Testing, Functional Acceptance Testing, and

Operation Acceptance Testing and accepted by MSDGC.• All trainings completed.• Warranty start dates document has been submitted and

approved.• Preliminary Record Drawings shall have been received and

accepted by MSDGC

Construction Schedule• Final Completion – 60 days after Project Substantial Completion.

Requirements:• Project Substantial Completion has occurred.• Any contractual obligation outstanding at either Substantial

Completion has been satisfied.• All punch list items have been satisfactorily completed to the

City’s requirements.• All restoration, seeding, final cleaning, and site demobilization

have occurred.

Potential Schedule Issues

• The Pre-Engineered Metal Building (PEMB) lead time following acceptance of shop drawings may vary significantly among specified and non specified PEMB suppliers. The CONTRACTOR shall consider his bid on confirmed delivery dates and prices from PEMB suppliers to meet project schedule requirements.

• UV system lead time is more than 26 weeks. Submittals will be available from vendor within 8 weeks after acceptance of purchase order and equipment delivery is approximately 18 weeks after approved submittals.

4. Background a. Consent Decree with USEPA and Ohio EPA to eliminate SSOs and reduce

CSOs. The SSO 700 Storage & Treatment Facility (STF) was commissioned in 2006 to mitigate SSOs in the upper reaches of the Mill Creek sewershed. The SSO 700 STF was identified as an interim solution for this site, which could become final or temporary based on the final remedy for the sewershed.

b. 2 Year Effectiveness Study concluded the interim facility adequately addresses SSOs, but improvements were identified. These improvements were carried under two projects: Reliability Project in 2017 and the ongoing Facility Improvements project.

c. This project is the second phase of the Facility Improvements project with a Consent Decree milestone of 12/31/2020.

5. Project Objective a. Implement disinfection improvements for Storage Tank No. 4. b. Refurbish existing ultraviolet (UV) system. This work is not tied to CDSC

milestone date of December 31, 2020, but based on schedule estimates it should be capable of being completed by this date.

6. Scope Overview a. Disinfection chemical storage and feed systems using 12.5% sodium

hypochlorite solution and 38% sodium bisulfite. b. Storage and Disinfection Facility (SDF) Building, consisting of pre-

engineered metal building (PEMB) to house chemical systems, founded on a drilled shaft deep foundation.

c. Yard Improvements (chemical feed DBs, utility connections) d. Electrical/I&C Improvements e. UV System Refurbishment

7. Existing and Proposed Process a. Raw Sewage Pump Station conveys flow to the four onsite storage

tanks. Flow initially goes to ST-1, then to ST-2/ST-3 which float together as a single tank. From ST-2 flow is conveyed to the Chemically Enhanced High Rate Settling (CEHRS) process which consists of an Actiflo® ballasted flocculation process, followed by UV disinfection. Treated effluent is routed to Mill Creek. CEHRS solids are routed to either the interceptor or the CEHRS Solids Pump Station which pumps solids to ST-1. ST-4 received raw sewage, and the disinfection improvements project will disinfect and dechlorinate ST-4 overflows. Tank overflows are directed to Mill Creek. Storage tanks are drained and flushed after events.

The specifications include the definition from the Consent Decree: “The system may be placed in full operation and will both function as perform as designed. This includes all control systems, instrumentation and residual handling systems”. Requirements include:

9. Schedule Considerations a. The PEMB lead times may vary drastically among the specified PEMB

vendors. Consider this for bid preparation. b. UV equipment is a long-lead item; this should be accounted for in bid

preparation. c. If there are schedule concerns please bring these to MSD’s attention for

consideration. 10. Project Area

a. The site address is 420 Cavett Drive in Reading, Ohio. Site access is from Riesenberg Ave.; do not follow Cavett Drive to access the site.

11. Questions

a. Has the Tank No. 4 foundation vendor been contacted regarding this project? Note 7 on sheet S01 indicates the VSC contractor is to be contacted.

The project team has not had formal contact with the VSC, although they may be aware through informal communications. If there are concerns raised by the VSC vendor, this should be

brought to MSD’s attention. A pesticide (Deldrin) has been encountered during previous work at this location, but not during the ongoing project. A site conditions allowance, Bid Item 5, is intended to address contaminated soil if encountered. ATC is on the consultant’s team to provide expertise should impacted soils be encountered during the project. We want to minimize the duration the system is offline. It will not be a short-term outage since there will be significant work to complete all the panel modifications. Dry weather periods such as August would be preferable from MSD’s perspective. The PTI recognizes that plant outages will be required to perform the UV work. MSD operates UV at this location year-round. Yes, all soil must remain onsite. The final grading plan accounts for the current spoils piles and site excavation for the new SDF building.
