Monday, January 21, 2019 The meeting of the Pastoral Council was held in the SJRG Parish Office conference room and was called to order at 7:02 p.m. by Diana Clokey, Pastoral Council Chair.

Prayer and Mission Statement: The Parish Mission Statement was recited, and Erika Abeyta lead the prayer. Agenda and Minutes: Kathy Malechuk moved to approve the agenda, Susan Tomita seconded, and the agenda was accepted with the additions of Darly Barkley as a guest speaker and placing her information about Immaculee after Deacon George’s report. Leroy Chavez moved to approve the Nov. minutes with one correction and Vince Nulk seconded. The minutes were approved unanimously. Youth Faith Formation Report: (Deacon George)
● YFF started with 251 children and young adults; 17 withdrew, so the program currently has 234 young people.
● 49 attend the Sun. early session; 94, Sun. late, and 66 on Mon. ● 111 are participating in Sacramental preparation: 49 in First Reconciliation (47 made their first confession
last week); 37 in Confirmation (2 dropped out); 25 in High School Confirmation (2 dropped out); and addition 12 have been Confirmed.
● Fees: $45 per child ($55, 9/1/2019); 4 or more children free; Confirmation, $100 which includes the Steubenville Retreat at the Madonna Center in Denver, CO.
● 1/3 of the Confirmation class comes from St. Pius. Monsignor would like all non-parishioners identified. ● There are 44 volunteers/”disciples.” ● Important dates: 3 May, Confirmation; 11 May, First Communion.

● Concerning move to the Nazareth Center: Deacon George would like to sell the 225 student desks and use the proceeds for the Steubenville Retreat (the Dream Team has recommended that the Parish give the desks and other furniture away). If the desks are sold, any extra monies would go back to the Parish.
● The textbooks cost $15 a piece. Because of tear-outs during the sessions and because the children take their texts home at the end of the year, new texts are supplied each year. Although the program has used the same text for the last few years, Deacon George was confident that the information was current.
● Deacon George was confident that the NC would be more than adequate for the program as it currently stands, but fears that when the YFF classes move to the NC, attendance may increase.
● Deacon George had been concerned that parents would just “drop off” the First Communion children for their lessons and not take them to Mass, but that behavior has decreased.
Speaker information (Darly Barkley): Parishioner Darley Barkley requested that the Parish Council invite Ms. Immaculee Ilibagiza to speak at a future parish retreat. Immaculee is a survivor of the atrocities in Rwanda , and her message is forgiveness. She would conduct a two-day retreat: a 5-9 pm evening session and 8-12 am session the next morning. There would be no cost to the Parish, only 30 roses on the altar. She proposed a committee of 15 parishioners to publicize the event. Income for travel expenses would be raised from an on-line (www.immaculee.com) payment of $57 for one person or $76 for two. Immaculee would need a minimum of 3 months, preferably 6, lead time, but Darly thought next December would be best. The PC will discuss this in the February meeting. Monsignor Luna’s Comments:
• Monsignor will be on vacation from 2/3 -2/16.
• Chapter 11 impact: Construction is continuing with no freezing of funds. However, anticipating a suit by the claimants against the Archdiocese, SJRG and most of the 90+ parishes in the archdiocese have retained a law firm to separate and protect, i.e., a channeling injunction, the individual parishes from the bankruptcy suit against the archdiocese. The settlement monies from this forthcoming suit will be included in the Archdiocese’s assets. The costs to the parishes for the lawyer and settlement have yet to be determined.
• NC construction: the steel is up, roofing has started, walls and inside work soon.
• NC furniture update: St Claire furniture to be given away. For NC, new tables and work-space furniture. The crucifix from the Gathering space in the church will be moved to the Gathering Space of the NC and a parishioner sponsored plaque of the Holy Family on opposite walls.
Chair’s Comments:
• For family reasons, Lee Orosco has asked for and been granted a leave of absence. She will be in our prayers.
• Kathy Malechuk will assume Lee Orosco’s PC Updates. Vince Nulk was assigned the prayer for April PC meeting.
• Diana Clokey distributed the 2019 Annual Ministry Leaders Meeting Executive Summary. Attached. A post event meeting will occur to review participants’ comments and suggestions.

• Peter Schwartz asked about the monthly mortgage expense for the NC. Frances Donio of the Finance Council will be able to provide this information at our next meeting.
Service Animal Policy:
• Susan Tomita developed and distributed a service animal policy for the parish. Attached.
• It was accepted unanimously and will appear on the website. Notice of it will appear in the Bulletin. Lenten Mission Update:
• Patrick Newfield said the committee has met once and will meet again on Wed. 1/23/2019. When Monsignor Raun returns from vacation, Patrick will have more details.
Winter Retreat Update
• Kathy Malechuk reported that the WR will be held at the Norbertine Abbey on 2/23/19, and the theme will be “gratitude and leadership.”
Information Desk Update:
• Diana Clokey reported that o the Catholic Daughters will staff the Information desk on the second weekend of the month; o the Knights of Columbus on the third weekend; o the Welcoming Com. on the fourth weekend; o and Senior Singles from A to Zeke on the fifth. o The PC staffs the ID on the first weekend. o There is a new one-page information sheet to help volunteers and new parishioners available at the
desk. o There are 40-50 parishioners available to work at the ID. o The Welcome Committee is looking for a new chair.
Feast Day Committee Update:
• Leroy Chavez Mentioned that the FD Celebration will be held at Ladera Golf Course on April 28, 2019 instead of the Catholic Center. There was a scheduling problem at the CC.
• The Com.’s next meeting will be on January 31, 2019. Adjournment:

2019 MINISTRY LEADERS MEETING EXECUTIVE SUMMARY
About people gathered and engaged in learning and discussion on how to improve the St. Joseph on the Rio Grande (SJRG) ministries. The opening prayer focused on renewing our baptism in the death and resurrection of Christ. Monsignor called on us to go out and share Christ with others. The ice breaker helped people learn more about each other and the common bonds we have in our ministries.
Nazareth Center Update
We learned about the history of the efforts for the Nazareth Center. We got an update on the survey that was sent out to each ministry. We ended with a commitment from each ministry to send in their survey response to help with the planning.
Ministry Update
We received an update of efforts already underway to get ministry information in front of the parishioners.
Ministry Management Procedures
Each participant was given a handout called “Ministry Operations Guidelines” that defines the steps to get many common tasks done. The game format to review the document enhanced the participants’ learning and sparked meaningful questions and discussion. The “Ministry Operations Guidelines” will be on the website soon.
Facilitated Discussion: Find People to Share the Spirit of Jesus
Mary Ann Sabie provided an inspiring introduction that set the tone for a spirit-filled discussion. She distributed a handout on “Suggested prayers to foster the spirit of Jesus within our spirits and within the spirit of those we serve”.
Lee Orosco led the group to discuss how people find out about their ministry.
Each table discussed their ideas, with the Pastoral Council Members taking notes. Then each table reported out the key ideas and highlighted those that are not yet in place. The input reflected careful thought and concern.
The group agreed that each ministry should create an annual report of the ministry, including a clear mission statement. The format and guidelines for creating the report need to be developed.

We were challenged to think about maintaining and sustaining our ministries by developing a succession plan.

We formed a big circle and held hands for Monsignor’s inspiring closing prayer sending us out to share Christ with others.
Response to Darly Barkley request for speaker DRAFT During the PC Executive meeting on February 18 the following discussion transpired. Monsignor requested that if the council approves Ms. Barkley’s request, that our parish’s involvement in this event be limited to the following: To guide Ms. Barkley in the vetting process of her speaker and to allow St. Joseph on the Rio Grande Church to be used as a venue with certain stipulations. Ms. Barkley is expected to incur all costs of the event. In order for St. Joseph on the Rio Grande to be used as a venue for the event, the following stipulations must be met.
1. To avoid conflict with annual parish events, June or July are the only two months available for use. The earliest available date for this event would be June or July 2020. If this time is not convenient for the speaker, it will be suggested that Ms Barkley contact the Archdiocese of Santa Fe to seek another venue.
2. Immaculee Illibagiza must be vetted and approved by the Archdiocese of Santa
Fe. Ms Barkley will be responsible for obtaining all the necessary documents required for vetting.
3. A written plan to be presented to the PC no later than May 20, 2019. The plan
will include the following a. A timetable or flow chart when goals will be met. Include when the
15-member committee will be in place. The council will suggest recruiting committee members from various parishes in order to help meet the 300 participant goal needed for the event to occur.
b. Explanation on how funds will be solicited and secured. c. A method for returning funds to participants should the goal for the
number required to attend the event cannot be met. d. Budget. Janitorial Services and Parking lot security costs/liability will be
incurred by the event planner. e. To allow the PC to review the agreement or contract that Ms Barkley may
enter with Immaculee Illibagiza prior to the event. 4. The PC reserves the right for final approval until all stipulations have been met.
Service Animal Policy
In compliance with the New Mexico Service Animal Act and the Americans with Disabilities Act (ADA), it is the policy of St. Joseph on the Rio Grande (SJRG) to allow persons with disabilities to be accompanied by their “qualified service animals” in all places open to the public including into the church proper and into meeting rooms and other facilities used by parish members.
For purposes of this policy, a “qualified service animal” is
defined as a service dog or service miniature horse that is trained to do work or perform tasks for the benefit of an individual with a disability. Examples include hearing dogs, guide dogs for the visually impaired, psychiatric service animals, seizure alert animals, and allergen alert animals. “Qualified service animals” do not include emotional support animals, comfort animals, or therapy animals that may provide a sense of safety, companionship, and comfort but are not individually trained to perform specific tasks for their handlers.
A person accompanied by a qualified service animal shall not be
asked about his or her disability and shall not be asked to produce certification, identification, or other proof of the service animal’s training or status. The person may only be asked whether the animal is a service animal and what tasks it performs for him or her.
A service animal may be excluded if it poses a direct threat to
health and safety (for example, if a dog is aggressively barking and snapping at other people), is not housebroken, or is out of control and the handler is unable or unwilling to control it. The disabled person is still entitled to enter the premises however even if his or her service animal is excluded.
