Keeping the village informedIt seems that there are three principal ways that villagers can keep up to date with what is going on locally – the Whittlebury Village Community website – www.whittlebury.org.uk - this magazine and the local Facebook page.

Although not on FB, I do see the occasional post there with a query that could probably be answered through one of the other media sources and the question comes to mind, how could this all be linked up to provide a common source of information for the village? Any suggestions?

It has been a busy year and at the time of writing, I am reflecting on the recent Remembrance Day and our solemn commemorations of those who gave their lives for our freedom. This year as Leader of the House I was asked to be at the Cenotaph in London to honour the sons and daughters of parishes across the country who made the ultimate sacrifice.

As with many of the villages around Towcester, I know that people in Whittlebury are aware of the urgent need for the relief road around the Towcester Southern Expansion to be built as soon as possible.

Construction has already started but the A5 along Watling Street continues to clog up with HGVs and other through-traffic.

The Towcester Bypass Action Group has been working hard to coordinate local views and to disseminate information, and I am very grateful to them for this. Through the working group I have convened – comprised of myself, County and District councillors, Highways England, Northants Highways and the developers – we have set our sights on the relief road opening by the end of 2020 and removing HGVs from the town centre. This has always been my ambition, and I am determined that we achieve it.

We all benefit locally from the primary healthcare provided by our GP practices and working closely with our doctors, I am exploring what we can do to make our local healthcare even better. Following the fantastic news recently that the new Brackley Medical Centre has been given the go-ahead – with a range of outpatient services including X-ray facilities, a minor injuries unit and intermediate care beds – there is an opportunity for Towcester to expand services too.

On broadband, all residences in Whittlebury should have access to superfast broadband, however I am very happy to take up any specific broadband concerns if you would like to contact me.

I would also like to thank all those villagers who support the fantastic Whittlebury HUG

and I note that in the last six years over £30,000 has been raised in aid of renovations of the Reading Room. I am supporting coffee morning initiatives all over South Northants, based largely on the success of the HUG, and would encourage all residents to visit the Reading Room on a Friday morning for tea, coffee and homemade cakes.

Nearby, we have the excellent Silverstone Real Ale Brewery and at the start of November, I welcomed their head brewer, Tanel Karjus, director Trevor Wright and sales manager, Rob South, to Westminster. I had managed to arrange for their fantastic Ignition ale to be hosted as the Guest of the Week in Strangers’ Bar where MPs and their guests may drink, and I was keen to hear how the brewery was going from strength to strength and about the CAMRA awards they keep winning!

While the brewery is a great supporter of apprenticeships, you may be aware that each year since becoming your MP, I have employed a local school-leaver to join my team as an apprentice caseworker. This is a terrific opportunity for paid work whilst also gaining an NVQ in Business Administration, and I was delighted to welcome Emily from the Sponne School in September. I will be starting to look for my 2018/19 apprentice early in the New Year, so if you or someone you know might be interested please do get in touch with me!

Parish COUNCIL MATTERSSouth Northamptonshire Local Plan Part 2AIt is understood that the 10 week consultation period for the above plan will commence about the end of August. Some of the areas covered will be the settlement hierarchy, village confines, housing policies and allocations. The Parish Council will be submitting a response and villagers are encouraged to make their views known to the Council.Update on the “Odours Saga”SNC Planning has granted planning permission for the construction of a new gravity sewer from the Whittlebury Hall/Park complex to the Washbrook Spinney pumping station on the road to Silverstone which will effectively by-pass the village. It is hoped that construction will commence in the autumn.Traffic calming in WhittleburyFollowing the granting of outline planning permission to MEPC for development at Silverstone Park (next to the Circuit), the Parish Council will be engaging with MEPC and the relevant Council Authorities regarding traffic calming measures in Whittlebury provided for in the associated S106 agreement. The Parish Council would be pleased to receive the views of villagers.David Randall

The next meetings of the Parish Council are on 21st September, 19th October and 16th November. All meetings are held in the Reading Room and commence at 7.30pm. All villagers are welcome to attend and to raise issues. We welcome Stuart Hall as a co-opted member of the Council. The Council is now at full strength.Village Bus ServiceThere have been some problems with the new service introduced in June and these have been reported. Stagecoach has apologised and has taken corrective action. Please let us know the times and dates of any further problems with the service. It is important that any issues are reported to Stagecoach on a timely basis. In the meantime please remember to “use it or lose it”.British Grand Prix 2017The 2017 British Grand Prix took place over the weekend of 14/15/16 July. A representative of the Parish Council will be meeting with some of the Silverstone Circuit management on 14 September. Whittlebury ARCHIVESFrom the “Banbury Guardian”, 1st August 1872: - “On Wednesday last all that was mortal of the late Lord Lieutenant of Northampton, the Right Hon. Charles Fitzroy, Baron Southampton, was consigned to its last resting place in the recently-constructed vault in Whittlebury churchyard. The death of the noble lord had cast a deep feeling of gloom, not only over his own parish of Whittlebury, but over the entire district. For forty or fifty years his lordship had been accustomed to go in and out amongst his people with the familiarity and kindness of a friend and it seems impossible to realise how sadly he will be missed from amongst them. His life had been like an open volume before them; he had been known to, and known of them, and on every hand, one heard nothing but respect for him that was gone, and sentiments of sympathy for the bereaved. The poor will especially miss him. The village of Whittlebury is itself an evidence of the care with which he regarded the interests, the comfort and happiness of his poorer neighbours. A village possessing an appearance of greater contentment and comfort could not, probably, be found, and certainly it would be impossible to find one prettier or better cared for, each cottage, neat in itself, boasting its piece of front garden beautifully decked with flowers of many hues and of rich fragrance. The general demeanour of its inhabitants during the day was a silent but significant testimony to the worth of the nobleman whom they have just lost. This was the first funeral of the family that has taken place at Whittlebury. The late lord’s father and mother were buried at

Highgate, London, we believe, whilst the late Lady Southampton, the former wife of the deceased nobleman, was interred at Euston [Thetford].

Lady Southampton came down from London on Tuesday evening. The remains of the noble lord were removed from 7, Audley Square, the London residence where he died, on the Wednesday morning, being conveyed from Euston station by the 6.23 train, arriving at Towcester by half past nine o’clock. From thence the funeral procession at foot pace through Towcester to Whittlebury, there being the hearse and four, containing the corpse, on one mourning coach and pair for Frank Nugent Esq., Lady Southampton’s brother. Nearly the whole of Towcester tradesmen had partially closed their shops as a mark of respect to the memory of the late lord. On reaching Whittlebury, where the passing funeral knell was slowly tolled, the corpse was removed to the library, a hatchment being fixed over the entrance to the hall.

The tenantry who had been invited to attend the funeral, headed by Mr. Oxley and Mr. J.H. Oxley, they passed through the library to view the coffin. The coffin, a leaded one, encased in polished English oak, having massive ormolu handles. It bears the inscription: -“Right Honourable Charles Fitzroy, Baron Southampton, born 28th September 1804, Died 16th July 1872.”

The inscription is surmounted by the family coat of arms, with motto: -“Et decus et pretium rect”, and at the foot is the baronet’s coronet..........” Denise Gale

It is said that we have come a long way since the horse and cart although given the current and increasing problems in the village with traffic, some may doubt that any progress has been made at all in the last 100 years.

Speeding has always been a contentious issue, with many drivers continuing to flout the 30 mph warning signs at either end of the village and speed excessively along the High Street and the Towcester Road. One point of view put forward by a “higher authority” in its infinite wisdom was that because there is a very low incidence of accidents and hence injuries and even fatalities, Whittlebury is considered “low priority” for any help. It beggars belief that that is the prevailing attitude – any volunteers to be knocked over and injured? The worthy, annual efforts of the Speed Watch volunteers result in catching a number of speeding motorists who subsequently receive letters from the police but does this lead to the miscreants modifying their driving behaviour? At least the police speed camera van which appears on and off in the lay-by by the Reading Room has more

Traffic Problems in Whittleburystatutory clout in that fines and penalty points are issued or an offer may be made, if appropriate, to attend a speed awareness course.

The Parish Council is waiting to hear about the availability of so-called Section 106 money (a requirement placed on developers to provide finance for infrastructure projects in an area where development is taking place) in connection with the proposals by Silverstone Circuit for expansion on its site. This money has been earmarked partly for traffic calming but when it will appear, how much it will be and exactly for what it can be used all remain unknown. The “chicane” built at the entrance to Shutlanger apparently cost in excess of £20,000 and resulted in an increase in the precept for villagers there – would Whittlebury residents entertain a similar move?

But apart from speeding, there are other traffic issues that are becoming worse, and one in particular is the volume of traffic. There is no doubt that there are increasing numbers of cars and lorries on the roads through the village – the High Street is clogged first thing in the morning

Whittlebury Youth Club

The youth club meets in the Reading Room on the first Friday of the month, from 7.30pm to 9pm. It is open to children from the age of 8 to 14 years. Entrance is £1.50.

At our July meeting we had a water fight night and BBQ. We were very lucky with the warm weather.

In September we had a games night and a youth leader from the Northampton Youth Club Association joined us.

Our October meeting was Halloween themed and we played lots of party games.

We made Guys at our November meeting. You may have seen them loitering around the park!

We have our Christmas party on December 1st.

There will be NO Youth club in January. The next meeting will be later than usual and will be held on the 9th of February.

The club has acquired some new indoor games; a tennis set and a netball basket.

and traffic can queue back down Church Way from the T-junction for over 100 yards. The new development at Silverstone is clearly contributing already to this and getting on to the A5 at the Cow Pastures junction in the morning and evening entails an exercise in extreme patience with drivers often waiting five or ten minutes. As for the Towcester Southern Extension (Towcester Vale) development which is yet to receive its first resident, with 2,750 new houses each with at least one car, the potential for adding to the area’s traffic mayhem is vast.

The matter of visitors to the Home Farm Business Park in Church Way has recently been raised in that apart from the problem of increasing traffic along Church Way to access the Park, particularly the auctioneers which recently relocated there from Towcester, as well as lorries abusing the 7.5 ton weight limit guidance, there is now an issue with the recent removal of signage to the Park and sat navs taking cars and lorries into the driveways to Whittlebury House, much to the inconvenience and annoyance of residents. This “local” problem is just another instance of the irritation and frustration felt throughout the village.

Perhaps an issue of lesser importance, but not for those pushing a wheelchair or pram, is parking on the pavement in the village. A stroll along the High Street at any time of the day will reveal several cars half on and half off the pavement, particularly near the pub, severely restricting the space for pedestrians. Now if they were parked completely on the main road, would that not slow the traffic down? – just an idea!The authorities seem blind to our concerns and we have now reached the point where some concerted action is needed. So how about WAGOT – the Whittlebury Action Group on Traffic. Any offers?Roger Harrington

Film NIGHTS

You will, by now, be aware that there are no film nights in the Reading Room this winter. After 7 years and with plenty of warning I decided it was time for me to step down and ask for others to volunteer to take on the role/roles. Unfortunately no one, and it could be shared by more than one, has come forward with the result that no film nights are taking place.

The initial aim was to encourage more use of the Reading Room as well as providing the facility for our village community. We would not seek to make profit but just cover costs and that we successfully achieved. It is disappointing and more than a little disheartening that there is so little support for the organisation of such events that attempt to bring the community together. I have heard arguments such as ‘we have seen it before’, ‘it is on TV/DVD’, etc. To my mind these arguments miss the point.

Film nights could still go ahead in the future if volunteers are willing to run them. The tasks could be shared for example, perhaps one of the young people in the village could prepare the programme and posters, the content is provided; another coordinate the evenings; someone attend the door (as has been done in the past) etc. I am very happy to introduce people to the process and to the district coordinator for the supply of films and projectionist. It is only 6 evenings, one per month from October to March but needs commitment to the tasks and those evenings.

We have been invited by the Safer Roads Team to partake in Speed Watch again next year and on behalf of our team I have accepted the offer. We may have some extra people coming to help us out but as with all these things we could always do with more.

Recent postings from the Northamptonshire Neighbourhood Watch include advice about staying safe on Halloween and Bonfire Night as well as a reminder about looking after car tyres, keeping children and babies warm and, with the darker evenings, how pedestrians and cyclists can remain more easily visible to motorists. Sensible information which is applicable not only in the winter but throughout the year.

Locally, a theft of garden ornaments from a property in the High Street was reported in early November and that only emphasised the need to be constantly vigilant with one’s own property – locking windows and doors and making sure outbuildings are well secured and that no personal belongings are left visible in unattended vehicles.

One of the definitions of a mirage in the Oxford English Dictionary is “something illusory, without substance or reality”. And Whittler feels this description could be easily applied to the once daily X88 bus service to Towcester and Northampton which having been reinstated on 26th June 2017 after much clamour by villagers, was dramatically snatched away at the beginning of November with the last journey on Friday 3rd November. With only three working days’ notice, any plans to travel to Northampton for a spot of early Christmas shopping were ruined. Whittler understands that, originally, the con-tinuation, or otherwise, of the service was go-ing to be dependent on passenger numbers but no statistics have appeared to confirm that low use was the reason for Stagecoach’s decision. The official reason that was given

by the company, however, was the sudden availability of grant money for a Northampton County Council contract for a new service to run on the Northampton-Towcester-Silver-stone-Brackley route resulting in the unavail-ability of a bus for the village. Ever felt like the poor neighbours here in Whittlebury?

There are various signs that winter is ap-proaching, the clocks have gone back, the evenings are drawing in rapidly, and the invi-tations from the Whittlebury Welfare Commit-tee have arrived for the Over 60s Christmas party at Whittlebury Hall. While acknowledg-ing the excellent work that the Committee has done, and continues to do, a reliable source has told Whittler that fundraising by the Committee’s hard-working members is confined now to two coffee mornings a year. Whittler can’t help but ponder how funds can be adequate for a splendid three course dinner and if, at the end of the day, it is really justified to raise money to provide a subsi-dised meal for the over 60s in the village.

Many in that age group are either still working or have retired with decent pensions and Whittler wonders if either the age limit should be increased or efforts and funds be put towards a more general “good neighbour scheme” such as providing lifts to the shops or GP surgery, collecting prescriptions, walk-ing a pet dog, checking an elderly next-door neighbour when the weather turns colder, carrying out the odd DIY job or repair for

a house bound villager etc. etc. Just say-ing……

Whittler doesn’t get out much these days but to celebrate 5th November a trip to the Silverstone Circuit to see the well-advertised firework display was planned, making use of a residents’ pass which is provided by the Circuit for villagers in Whittlebury, Silverstone and Dadford. Many are grateful to be able to use the pass to access not only the fireworks but a number of events during the racing season free of charge – although in return, it must be said, for putting up with some in-convenience, particularly during the summer months, with noise, extra traffic, etc.

According to the pre-event publicity there was the added bonus of “stunt cars” per-forming and all-in-all it promised to be a lively and entertaining couple of hours. In reality it turned out to be a veritable damp squib, if the pun can be forgiven. After 50 mind-numbing minutes watching Ford Focuses (Foci?) and souped-up Toyota Corollas doing a multi-tude of doughnuts and reversing into tight spaces, and little else, there followed about 20 minutes of fireworks and, unlike 2016, no bonfire. And that was it! Perhaps churlish to complain about something that was free but to be honest Whittler is pleased to have been spared forking out £24 for a pair of tickets.

In a remarkable piece of prestidigitation of which the late Paul Daniels would have approved, the X88 bus service suddenly disappeared on Friday 3rd November 2017. For new readers to these columns, the history of bus services in Whittlebury is a chequered one with many changes over the years. More recently, it was announced by Northamptonshire County Council (NCC) in March 2016 that it could no longer afford to subsidise each bus journey – other parts of the county were affected as well - and as a consequence Stagecoach Midlands, the operator, withdrew the X88 service as it was not viable economically without the subsidy. The irony at the time was that NCC stated that its bus strategy aimed to keep

“communities connected” and, as such, “we are investigating what can be done, working with parish councils and local councillors”.

The service finally finished on April 18th 2016 and in fairness to NCC then, and their claim to work with parish councils, a representative from Northamptonshire Highways (NH), along with the managing director of Stagecoach Midlands, did attend the village’s annual meeting in late April 2016. However, the decision was clearly a “done deal” and the only concession to villagers was the offer of the use of the County Connect service which, for one thing, required pre-booking.

Over the succeeding months the clamour from the village for a return of a scheduled bus service gradually reached a crescendo, culminating in the organising of a petition that was presented to NCC in March 2017. Stagecoach then reviewed its services in the locality and magically found that a school bus could be available for a once daily run from Whittlebury to Towcester and on to Northampton, and return, but only on weekdays, and the service was duly reinstated with those limitations on Monday June 26th 2017.

However, it was made clear by Stagecoach that the service would be reviewed after three months and that any chance of it continuing would be largely dependent on its use by villagers. This “use it or lose it” message was emphasised through these columns and by the Parish Council, and by mid-September the Council was anticipating the release of the usage figures by Stagecoach. Perhaps not surprisingly given subsequent events, nothing was forthcoming until an email to the Parish Clerk late on the evening of Tuesday October 31st from NH informed the village that the service would “no longer operate from Monday 6th November” – in other words the last bus would run on Friday 3rd November which, in effect, was only three working days’ notice.

Explanations for this sudden volte-face before any usage figures had been provided were squeezed out of Stagecoach and seemed to be centred around the fact that the company had won a new contract with NCC using so-called Section 106 money (grants provided by relevant developers for use on infrastructure projects) to restore a regular hourly Northampton-Towcester-Silverstone-Brackley service and introduce a new Brackley-Silverstone-Towcester-Milton Keynes one. Apparently, these new services have had to incorporate school buses into the timetables and hence no buses are available now to operate the X88 through Whittlebury.

So essentially, even though it is acknowledged that NCC is in dire financial straits, Whittlebury has been penalised because it has no new developments that would attract S106 money to fund a bus service. There seems something distinctly underhand about that despite us all having to live with “austerity” and its effects. Are we “all in it together”?

This term has been an extremely busy one with the administrative highlight being a very successful OFSTED inspection on November 7th 2017. Mrs. Eliza Hollis, Executive Headteacher, has expressed her delight with the results, more details of which will be available on our website in due course.

Similarly, the children have been involved in a number of activities including fundraising for Children in Need, a Countryfile-sponsored ramble, a visit to Towcester Museum, a Roman Day together with children from Gayton C of E Primary School at the end of November and a visit to the Derngate Theatre in Northampton for the Christmas panto, Aladdin.

Many sporting activities take place involving children from our school and other Federation schools as a team playing other local schools and there are many music options for the children with opportunities to play the guitar, cello, violin and clarinet. The Rev. Paul McLeod, Rector of the Whittlewood Parishes, leads a regular morning assembly.

In early November there was a fundraising event for the NSPCC with a cake sale in the morning and an NSPCC afternoon assembly with the theme of “Speak Out, Stay Safe”.

The Friends of Whittlebury School (FOWS) remain extremely active and recent fundraising events have included a film night in October and a car boot sale. On Friday 15th December there will be the Christmas lunch and Christmas Jumper Mufti Day for FOWS while the FOWS Christmas disco and party will be on Monday 18th December, 1700-1900.

Interested in volunteering?

TADD is the Towcester area’s voluntary transport service, transporting local people to and from their health-related appointments.

Additional volunteer drivers are required for both regular and ad hoc bookings in order to maintain TADD’s current level of service.

Whether you can spare an hour or so once a week, once a fortnight or a couple of times a month, there are always bookings to suit your availability.

Volunteers use their own cars and are paid mileage costs. No extra insurance is required.

Poppy APPEAL 2017

We were lucky once again with the weather when we held our Poppy Appeal house-to-house collection on Saturday October 28th.

Thank you to everyone who helped by collecting or donating to this very worthy cause.

Static boxes were placed in The Fox and Hounds, Whittlebury Hall Bar and Reception, The Atrium, The Golf Shop and at Whittlebury School.

Along with a generous donation from the Scrabblers, the Parish Council and the collection during the Remembrance Day Service in St Mary’s Church the grand total of £1039.14 was raised.

Although the house-to-house collection compared favourably to previous years the static boxes were considerably lower, maybe due to us being a CASHLESS SOCIETY!!

Welfare COMMITTEE

Over 60’s Christmas dinner

All the invites for this year’s event to be held at Whittlebury Hall on Wednesday 20th December have now been sent out. If you are coming to the dinner your meal selection should have been returned by 1st December.

Jumble Sale

The October Jumble Sale was very poorly supported. There were more helpers than buyers. As a result it has been decided not to have any more Jumble Sales.

Thanks to all the Committee members and helpers for all their support.

Coffee Morning

The Winter Coffee Morning is at the home of Sybil Boswell at 57 High Street between 10am and 12noon on Wednesday 17th January 2018.

Entrance is only £1 and that includes drinks and cakes. There will be a Bring and Buy Stall and a Raffle.

The Winter and Summer Coffee Mornings are now the only fund raising events to finance the Welfare Committee’s undertakings, which include the Summer Outing and Christmas Dinner, so your support will provide much needed money towards the cost of these activities.
