Safeguarding and Child Protection

St. Michael’s CE VC Primary School fully recognises its responsibilities for safeguarding and child protection. We have in place policies to ensure the best possible care of pupils. These policies apply to all staff, governors and volunteers working in the school. We follow the procedures set out by the Local Children Safeguarding Board and take account of guidance issued by the Department for Children, Schools and Families. A copy of the Safeguarding Policy can be found on our school website or can be obtained from the school office on request. Our Safeguarding Officer (designated member of Staff for Child Protection) is Mrs Anne Byrom. This conforms to Local Authority/LCSB Safeguarding practice.

School Environment and History

The School is situated between Somerville Road and West Hill Road, near Bournemouth West Cliff and the town centre. There has been a school on the site since 1878. It was a Church Aided School until 1954 when it was decided to make it a Voluntary Controlled School. This means that the School is funded and abides by the policies set by the Borough Council. However the links with the Church are strong and there are active Church members on the Governing Body.

In 1958 the site of the former vicarage was acquired by Bournemouth Council for future extensions to the School. This was realised in December 1961 with the opening of a two storey classroom block. Later, further extensions were opened which included an Assembly Hall, forming a link between the two Key Stages.

In 1997 the School was further extended to accommodate two classes in each year group. Most recently, the school underwent a further extensive building programme to allow for three classes in each year group.

The School currently has provision for 540 children, with the maximum number of children in each class being 30. The maximum capacity of the school will be 630 pupils by September 2017. In 2013 the School opened St Michael’s Pre-school on the school site. This is a privately run setting for 3-4 year olds managed by a qualified teacher on behalf of the Governing Body of St Michael’s CE (VC) Primary School. It provides morning only sessions, Monday to Friday in term time only.

Bournemouth Education Directorate

Policy Statement All LA schools in the above Directorate will follow the current National Curriculum QCA guidelines which supports the National Curriculum. The policy helps schools in providing coherence, continuity and progression in pupil Learning throughout their attendance at school. The School has its own curriculum policies and development plans which are based on the National Guidelines. These policies are regularly reviewed to meet the needs of the pupils and the changes in Government policy. These policies are available for parents to peruse. Any enquiries are always welcome.

Staffing and Curriculum

Staffing:

Each class has a dedicated Teacher who is responsible for the children in that group. Some classes are allocated two Teachers who share the responsibility. Reception and Year One classes each have a full time Teacher and a full time Teaching Assistant. All other classes have a Teaching Assistant for the morning. In addition, we have a number of trained Special Educational Needs Teaching Assistants (SEN TA) who work with individual children or small groups in order to support their Learning. The School also has TA’s who work with children who have English as an additional language and Emotional Literacy Support Assistants to support children with emotional difficulties.

Curriculum:

The National Curriculum The National Curriculum requires each school to provide a specified range of subjects and provides guidelines to enable Teachers to plan lessons effectively. Attainment targets and programmes of study will determine the minimum requirements for each core and foundation subject.

The School offers a broad and varied curriculum with emphasis on using a range of visual, auditory and kinaesthetic approaches to Learning. The School follows the National Curriculum and children are taught Literacy and Numeracy in line with the National Strategies. Teaching and Learning is supported through the use of interactive whiteboards and appropriate software. Children in Key Stage 2 Learn French. In order to fulfil the requirement of Physical education, children in Years 5 & 6 are taken to the Littledown Centre for games and swimming on a rota basis.

Religious Education

Sex Education is part of the school curriculum and many facts are taught through Personal, Social and Health Education as natural progression to their Learning in school. Details regarding birth and personal development will be taught during the children's last two years in this school. Although the Education Act passes the responsibility for sex education to the Governing Body, they have agreed that parents may withdraw their children from the lessons. However, the school does give an opportunity for parents to view the videos. Religious Education must be provided in a school under the terms of the 1944 Education Act. If a parent wishes to withdraw their child from the corporate Act of Worship on religious grounds, please contact the Head teacher. The Worship will be Christian but will give children awareness of other faiths and religious festivals in order that all children may understand each other’s beliefs. The School follows the Guidelines of the Bournemouth and Poole Agreed Syllabus. The Local Education Directorate has set up a Standing Advisory Council for Religious Education (SACRE) with the following role:

1. To support and encourage good practice in Religious Education.

2. To monitor staffing, resources and training.

3. To keep the agreed syllabus of Religious Education under consideration and when necessary, call for its review.

There will be two parental consultation evenings per year at which parents will have a discussion about their child's progress. There will be other meetings at which the teachers will explain the year's curriculum. A written report will be sent to parents/carers annually. During their time in school children will be given Reading and/or Homework diaries (according to age) to ensure continued home /school Learning is maintained.

Admissions Policy

1 Introduction 1.1 The Governing Body of St. Michael’s Church of England Primary School applies the

regulations on admissions fairly and equally to all those who wish to attend this school. The School Standards and Framework Act 1998 introduced a new framework for school admissions as of September 2000. This policy conforms to the regulations that are set out in that Act and also further explained in the statutory School Admissions Code of Practice and the statutory Appeals Code of Practice.

2 Aims and objectives 2.1 We are an inclusive school that welcomes children from all backgrounds and

abilities. 2.2 All applications will be treated on merit and in a sensitive manner. 2.3 The only restriction we place on entry is the number. If the number of children

applying for entry exceeds the places available, we enforce the procedure set out below in order to determine whether a child is accepted or not. It is our wish to allow parents the right to have a place at the school of their choice. However, this is not always possible, due to the excess demand on the school places available.

2.4 The level of ability of a child or any special needs that s/he may have plays no part

in the admissions policy of this school.

11

3. Admissions Criteria The admissions criteria are listed below in priority order. First priority

Children who are “Looked After” by the Local Authority. Second priority

Children living in the designated catchment area of the school who will have a brother or sister attending the school at the time of admission. (see note A below)

Third priority

Children living in the designated catchment area of the school. Fourth priority

Children living outside the designated catchment area of the school who will have a brother or sister attending the school at the time of admission. (see note A below)

Fifth priority

Children living outside the catchment area as defined by the Local Authority and who regularly attend the church of St Michael, Poole Hill or the church of St John, Surrey Road. (see note B below)

Sixth priority

Children living outside the catchment area of the school who live closest to the school as measured by straight-line distance.

(see note C below) Notes

A. Brothers and sisters are defined as half or full brother or sister, adoptive brother or sister and the children of parents who are married or cohabiting, where the parents and children live together in the same household.

B. Applicants seeking admission under category 5 will be required to supply evidence

from the Vicar of the relevant Parish of being practising members of the faith. Regular attendance is considered to be at least fortnightly demonstrated over a period of at least 12 months before the closing date set by the Local Authority for return of applications. A Supplementary Information Form is available for parents applying under that category.

4. How parents can apply for their child to be admitted to our school 4.1 As our school is an academy, the school determines its own admission

arrangements. The criteria for admissions to our school can be viewed below and are also published in our school prospectus and admissions policy. You can view both these documents on this website (see links at the bottom of this page).

Page 12: ST. MICHAEL'S CE (VC) PRIMARY SCHOOL BOURNEMOUTHstmichaelsprimary.bournemouth.sch.uk/wp-content/... · Cleaners: Mrs M Barcelo Ayles Mrs G Bzdziuch Mrs A Krakowiak Miss E Marshall

12

4.2 The Local Authority publishes a composite admissions prospectus on their website

each year, which gives information about how parents can apply for a school of their choice. Parents have a right to express a preference for the school of their choice and they should do so on the application form. Expressing a preference does not in itself guarantee a place at this school. Application forms can be obtained online (see link below), from the school, or from Children’s Services at the Town Hall. The forms should be completed and returned by the date stipulated.

4.3 In this area, children enter school in the academic year they become five. There is one admissions date per year, early in September (i.e. at the start of the school year). Therefore, parents who would like their child to be admitted to this school during the year their child is five should ensure that they complete the necessary preference form by the closing date in January.

5. Admission appeals

5.1 If we do not offer a child a place at this school, it is because to do so would prejudice the education of other children by allowing the numbers of children to be above the number allowed by the government regulations (30 pupils in a class).

5.2 If parents wish to appeal against a decision to refuse entry, they can do so by applying to School Office. An independent appeals panel then meets to consider all appeals by parents who have been refused a place at our school and who wish to appeal against this decision. An appeals panel’s decision is binding for all parties concerned. If the appeals panel decides that we should admit a child to our school, then we will accept this and continue to do all we can to provide the best education for all the children at our school. (Details of how to appeal are outlined in the Code of Practice in the School Admissions Appeals.)

6. The Admissions Number 6.1 The admissions number is the number of children the school can accommodate.

The admissions number for our school is 90. We keep this number under review and the Governors will apply to change the number if circumstances allow.

7. Reception Admissions 7.1 The following options are available for Reception children to start school:

Full-time attendance (8:40 - 3:10) from the first day of the autumn term.

Part-time attendance (8:40 – 11:40) until any point before autumn half-term and full-time from the first day after autumn half-term.

Parents may also choose to defer their child’s attendance until the term after he/she turns five years of age. This will be full-time attendance.

In exceptional circumstances, parents who feel their child would not be ready to start full time education from the above dates should contact the school to discuss their preferred arrangements with the Head Teacher. The Head Teacher will listen to individual cases and make a decision in accordance with the information

Page 13: ST. MICHAEL'S CE (VC) PRIMARY SCHOOL BOURNEMOUTHstmichaelsprimary.bournemouth.sch.uk/wp-content/... · Cleaners: Mrs M Barcelo Ayles Mrs G Bzdziuch Mrs A Krakowiak Miss E Marshall

13

provided by the parent and his/her professional judgement. The Head Teacher’s decision is final.

8. Review

This policy will be reviewed annually with the Admissions Authority in the light of any changed circumstances in our school or the local area.

Holidays in Term Time Children are expected to attend school on a regular basis and holidays in term time are not encouraged. However if you have exceptional circumstances that entail taking your child out of school in term time, an application form (available from the school office) may be sent to the Head Teacher for consideration. We must however, draw your attention to the following information:

Research suggests that children who are missing school or are taken out of school may never catch up on the work that they have missed. (A child with 90% attendance will have missed the equivalent of a half day each week). This can affect their education and overall outcomes at the end of their school years and beyond.

The law states that parents/carers have a duty to ensure that their children receive a suitable education and do not have the automatic right to take their children out of school for holidays in term time.

Referrals can be made to the Education Welfare Service for any child whose attendance causes concern. The Head Teacher has the discretion to decide whether absence can

14

be authorised and whether a holiday in term time can be authorized or not. In the exceptional circumstances that a holiday application is put in, a school can allow parents to take their children out of school for up to 10 days in a school year.

In the event of a parent putting in an application for their child to be removed for a holiday in term time, various factors will be considered including the following:-

The age of the child and the time and duration of the requested Leave. Leave is not recommended during the first year at a new school and at the start of any new term, particularly when new work and new friendships are so important.

The child’s current level of attendance and whether it is below the expected 95% mark or not.

The child’s ability.

Whether Leave has been requested during, or close to, examination times or School Attainment Tests in years 2 and 6.

In the event that a school turns down a holiday application and the child is still taken out of school, this will be registered as unauthorised absence and recorded on the child’s attendance record. In most cases a referral will also be made to the Education Social Worker. This may result in a penalty notice being issued leading to a fine.

INCLUSION

The mission statement of our school talks of valuing the individuality of all of our children. We are committed to giving all our children every opportunity to achieve the highest of standards. Our Policies help to ensure that this happens for all the children in our school – regardless of their age, gender, ethnicity, attainment or background.

Our school aims to be an inclusive school. This means that equality of opportunity must be a reality for our children. We make this a reality through the attention we pay to the different groups of children within our school:

girls and boys;

minority ethnic and faith groups;

children who need support to learn English as an additional language;

children with special educational needs;

gifted and talented children;

any children who are at risk of disaffection or exclusion.

A copy of the full Inclusion Policy can be obtained from the School Office.

SPECIAL EDUCATIONAL NEEDS St Michael’s Church of England Primary School provides a broad and balanced

curriculum for all children. The National Curriculum is our starting point for planning that meets the specific needs of individuals and groups of children. When planning, teachers set suitable Learning challenges and respond to children’s diverse Learning needs. A minority of children have particular Learning and assessment requirements that could create barriers to Learning.

These requirements are likely to arise as a consequence of a child having special

educational needs. Teachers take account of these requirements and make provision, where necessary, to support individuals or groups of children and thus enable them to participate effectively in curriculum and assessment activities.

Children may have special educational needs either throughout, or at any time during, their school career. This policy ensures that curriculum planning and assessment for children with special educational needs takes account of the type and extent of the difficulty experienced by the child.

A copy of the full Special Educational Needs Policy can be obtained from the

school office.

Charges for School Activities

A copy of the Policy Statement prepared by the Governors of St. Michael's CE Primary School is held in the school office. One of the changes of the Education Reform Act 1988 is the introduction of new legislation with regard to charges for school activities, which came into effect on 1st April 1989. The law requires that the Governors of each school publish a school policy.

Charges The following are situations where the Governors of this School may make a charge:

Activities outside school hours - such as club visits and sporting fixtures.

Residential school trips with a night or more away from home.

16

Music tuition.

Hiring or purchasing of musical instruments and music books if supplied by the School.

Charging in kind for ingredients, materials and equipment (or the provision of them by parents) for practical activities such as craft, needlework, cookery, etc., provided that the parents have indicated in advance, that they wish to own the finished product.

The Governors may, from time to time amend the categories of activity for which a charge may be made but you would be informed beforehand. However, nothing in this policy prevents the Governors from inviting you to make a voluntary contribution towards the cost of providing education for your child(ren) at this School.

Financial Help (Remission)

Where any parent receives Income Support or Family Credit, the Governors ask that they speak in confidence with the Head teacher. This school is able to remit in full, the cost of board and lodging for any residential activity that takes place within school hours or where it is part of the National Curriculum. In other circumstances there may be cases of family hardship which makes it difficult for a child to take part in particular activities. Again parents are invited to talk this over in confidence with the Head teacher.

School Uniform

Parents are requested to supply the following items of school clothing when their son or daughter commences School:-

St Michael’s blue sweatshirt

St Michael’s polo shirt

St Michael’s gold PE top

St Michael’s royal blue PE shorts

All of the above items can be purchased from the School office

Plain mid-grey trousers or shorts (boys)

Plain grey skirt, grey pinafore or grey trousers (girls)

Black, brown or grey shoes.

Trainers ONLY if they are black

Any coloured anorak

In the summer girls may wear a blue and white check patterned dress which can be purchased from the High Street stores.

In Key Stage Two, parents will need to provide children with any football kit and football boots.

During the winter months we advise that the children bring with them a track suit to wear during their games lessons.

Please note that NO jewellery should be worn in School other than solid stud earrings. Earrings must not be worn to school on the day your child does P.E. Older children must be able to remove their own studs for the duration of the lesson.

Hairstyles should be in keeping with the principles of the school’s dress code (i.e. smart appearance). No extreme hairstyles (including tramlines) or hair colouring should be worn to school. Teaching staff will advise children/parents if a child’s hairstyle is inappropriate. For reasons of hygiene, we would encourage children with long hair to wear it tied back.

Assistance with Clothing

Parents of children who are in receipt of free school meals are entitled to claim financial assistance with the purchase of uniform, up to a maximum of £30 per year. Applications are considered in the strictest confidence.

Voluntary Contributions

The Governors fully recognise and appreciate that the scale of voluntary contributions already being made by parents of St. Michael's. This has allowed our Parents and Teachers Association to finance innumerable projects to improve the Learning opportunities for every child here. In making requests for contributions, the Governors have to make it clear that there is no obligation to contribute, and secondly, that children will not be treated differently whether or not parents make any contribution. However, as part of their policy, the Governors wish to stress that extra-curricular activities can only take place if adequately funded.

Medical Matters

When your child is first admitted to school, parents will be requested to fill in a form stating any medical or pupil needs. Parents need to keep the school informed of any subsequent changes or new problems which have arisen. If a pupil needs to take tablets, medicines or other medical drugs more than three times a day as part of the treatment, these should be brought to school by the parent and left with a First Aider. Seven members of staff are qualified First Aiders and help considerably with minor day-to-day ailments. The school nurse makes regular visits to screen pupils, e.g. for vision and hearing. We need to have a telephone contact with parents should the need arise for a pupil to be taken home or sent to hospital.

We offer a hot meals service every day. Children have a choice of a meat/fish main course or a vegetarian main course. Alternatively a jacket potato or salad option is available each day. They also receive a pudding, fruit or yogurt and fresh water or fruit flavoured squash to drink. The menus are available online through the online payments system: Wisepay. These are updated to show at least 6 weeks’ worth of food in advance; orders and payments are made at least a week in advance of the Monday morning. A calm ‘cafeteria’ style atmosphere is encouraged in the hall which becomes a dining room. The children come in at staggered intervals and may sit where they wish, even with friends who bring packed lunch (with the exception of Reception children who all sit together). Whilst we try to persuade children to eat their meal no one is forced to eat everything. There is no time limit within which children must eat their meal. Children who are taking a hot lunch collect an appropriate coloured band from either their class teacher, for key stage one children, or from the attendants on the desk in the hall, for key stage two children. They then go to the counter to collect their lunch. Pupils who do not order a hot meal will need to bring a healthy packed lunch. Sweets are not allowed in school. The children are well supervised at lunchtime. If a parent wishes for a child to go home for lunch, we will expect to be notified in advance by letter. This is to ensure the safety of the child. Otherwise no child will be allowed to leave the premises.

A Guide to Children

The one rule for all of us in school is: Everyone will act with courtesy and consideration to others at all times. You always try to understand other people’s point of view.

In class you make it as easy as possible for everyone to Learn and for the teacher to teach. This means having your books and pencils ready for the lesson, beginning and ending the lesson in a courteous and orderly way, listening carefully, following instructions, helping each other when appropriate and being quiet and sensible at all times.

You move gently and quietly about school. This means never running, barging or shouting, but being ready to help by opening doors, standing back to let people pass and helping to carry things.

You always speak politely to everyone. Use a low voice (shouting is always discourteous).

You are silent whenever you are required to be. Examples are walking along the corridors, going into assembly and during a PE lesson. We must remember that other classes may be working and we must not disturb them.

You keep the school clean and tidy. So school is a welcoming place we can all be proud of. This means putting all litter in bins, keeping walls and furniture clan and unmarked and taking great care of the displays, particularly of other people’s work.

Out of School Walking locally or with a school group, you always remember that the school’s reputation depends on the way you behave.

In the Playground. You must treat others as you would wish to be treated yourself. At the end of playtime you must stand still and silent until the teacher on duty calls your class to line up. You will face the front and lead into school quietly when you are told.

Respect other people’s clothes. Do not pull or tug jumpers or shirts. Pick up clothes and place them on the pegs when it is necessary.

Respect the school environment. Keep off the flower beds and borders. Care for the shrubs and trees
