Executive Summary ISOA is the premier trade association representing companies and non-governmental organizations

focusing on stability and development operations in the U.S. and worldwide, often in remote, austere

and hazardous locations. Member organizations provide support services for the U.S. and other

governments, multilateral organizations, and private companies; and provide support for other entities

working in the stability operations field. ISOA brings companies and non-governmental organizations

from across the “stability spectrum” together to advocate for effective investments in stability, peace,

growth, and the rule of law. ISOA’s core mission is to support the business needs of its members.

Founded in 2001 as standards-based association for companies working in peace and stability

operations worldwide, ISOA has continued to develop and promote U.S., national, and international

compliance regimes throughout the industry and across sectors. ISOA helps its member companies

better understand the regulatory environment and challenges in working in foreign countries;

advocates for its members with the U.S. executive and legislative branches and foreign governments;

and hosts meetings, roundtable discussions, and training sessions for members on topics of critical

importance to ISOA members of all sizes. ISOA’s Annual Summit brings together senior

government and Congressional officials with industry experts, think-tanks, academics, and multi-

lateral organizations for a two-day conference every fall on two-tracks: current and future policy and

strategy issues; and nuts-and-bolts issues facing member companies.

Highlights

Value to Members: In 2014, ISOA will focus on services that support our members’ core

needs: government & regulatory affairs, outreach & partnerships, and business development.

Small and medium sized businesses will find maximum value in ISOA’s services, such as

legal and regulatory guidance and the ability to connect with partners and primes. NGOs will

find assistance in dealing with the evolving international development field. Product

suppliers will find assistance in identifying and meeting business prospects.

Association Growth: From the five founding companies in 2001, ISOA now includes firms

performing construction, engineering, operations and maintenance, logistics, supply chain,

aviation, maintenance, security, expeditionary medical support and service support including

legal, insurance, and a range of supply vendors. In 2014, ISOA will continue to broaden its

membership in line with the evolving stability operations environment.

Operational Excellence: Strong leadership from our President, Ado Machida, and our

Chief Operating Officer, Jessica Mueller, will allow ISOA to continue to focus on providing

maximum value to our member companies in 2014.

Provide member services focused on the unique needs of companies working in the stability

and development sectors.

Connect our members to one another and to potential clients in order to help our members

grow their businesses.

Fulfill a vital need for many of our small- and medium-sized members in the advocacy arena

including tracking and alerting our members on policy movement and regulatory and

compliance issues, and proactively tackling legislative and regulatory challenges.

Analyze the Federal Budget, Federal Acquisition Regulations, and other issues of specific

interest to our members which support the Department of Defense, the Department of

State, and the U.S. Agency for International Development.

Serve as a thought leader in the stability and development conversation through our frequent

events, partnerships, and print and e-communications.

Host the 2014 ISOA Annual Summit bringing together over 300 policymakers, industry

leaders, implementers, and experts to interact and discuss key issues affecting stability and

development efforts worldwide.

About ISOA The International Stability Operations Association (ISOA) is a global partnership of private sector and

nongovernmental organizations providing critical services in fragile environments worldwide. ISOA

works every day to build, serve and represent a network of organizations by providing diverse

member services, publications and events. Through communication and engagement, ISOA also

builds partnerships across sectors to enhance the effectiveness of stability, peace and development

efforts across the globe.

Mission Statement

ISOA fosters a global network of private sector, government, and nongovernmental organizations

dedicated to long term stability around the world. To that end, ISOA works every day to build, serve

and represent a network of professional organizations providing critical services that benefit

vulnerable populations and lay the foundation for long term economic growth worldwide.

Programs and Member Services

ISOA’s work rests on 3 pillars: government affairs, partnerships & outreach, and business

development. Through this lens, members receive unique membership benefits that are valuable and

measurable.

Advocacy

On behalf of our members, ISOA is engaged with policy-makers and key government agencies at all

levels on issues that affect the industry every day. ISOA advocacy efforts include white papers, visits

to U.S. policymakers on Capitol Hill and in key federal agencies, as well as engagement with

government agencies of countries where our members operate and from which they receive funding.

Member Committees

ISOA’s Committees and Working Groups facilitate necessary dialogue among the association and

those it represents, as well as among Member organizations internationally. ISOA acts as a forum and

a clearing-house for rapidly-changing information, and assists members to develop proposals for

action on a real-time basis. These may be ad hoc task forces of members in locations abroad,

coalitions of the willing to take issues to Embassies, the Pentagon, State or the Hill, or working

groups of members trying to solve problems or source supplies. Having personnel serve on

committees and lead working groups ensures that Members have a positive influence on association

activities and have access to information on trends and issues related to the industry at large.

ISOA funds its operations with a combination of membership dues, event revenue and advertising.

ISOA’s operations are efficient and cost-effective, providing optimal use of funding for services that

benefit our members the most: events, government affairs, partnerships and outreach.

Operations

Nonprofit Status

ISOA is a nonprofit 501(c)6 Trade Association, registered with the United States Internal Revenue

Service in April 2001. The association is managed by a nine member volunteer Board of Directors

elected from the association membership.

Location

ISOA is an international association with its headquarters in the Washington, D.C. Metro area,

bringing the association close to government contacts from around the world, think tanks and experts

on all things stability and development, and partner organizations ranging from country-specific

business councils to other industry associations.

ISOA’s headquarters office is in the Tysons Corner area of Northern Virginia, bringing the

association close to our membership base. Our Middle East Chapter provides a focus for our

members who maintain offices in the UAE through networking and business intelligence events

supported by marketing and event management from the D.C. office.

Official operating hours are 9 AM Eastern Time to 5 PM Eastern Time Monday through Friday.

The ISOA Team

The core team is responsible for implementation of high quality association programs, delivering

member services, and supporting member volunteers from the Board and Committees to provide

maximum value to all members.

Prior to joining ISOA in 2013, Ado Machida served as founder and managing

principal of The Kaizen Strategy Group, LLC, a company focused on helping international companies

do business in the United States by providing governmental and market access expertise. Previously,

he served as vice president of government relations of BAE Systems, Inc., where he directed and

managed development and implementation of government strategies, which included managing a $1.3

million political action committee (PAC). Machida was also a partner at Akin, Gump, Strauss, Hauer

& Feld, where he led the firm's Administration lobbying practice. In addition, he previously served as

the deputy assistant and director for domestic policy for the vice president of the United States, where

his team was responsible for briefing the vice president weekly and initiating, vetting, and editing

policy positions and speeches. He also served as Senator Bob Dole’s Senior Economic Policy Advisor

during the 1996 Presidential Campaign, and as the Senator’s principal counsel on banking, finance,

and tax matters.

As a key part of the leadership team at ISOA for the past three years, Jessica Mueller

has managed the association’s programs and operations including strategy, communications, advocacy

efforts, events, member committees and standards. As the Editor-in-Chief of the Stability Operations

Magazine, she is responsible for content, design and distribution. Prior to joining ISOA, Jessica gained

extensive program support and management experience at the National Credit Union Administration,

a U.S. financial regulator, and the National Democratic Institute for International Affairs, a

nongovernmental organization focused on governance and civic engagement. In addition to her duties

at ISOA, she currently serves as the Vice President of Membership and Volunteer Engagement on the

Board of Directors of the United Nations Association of the National Capital Area.

Expertise in Africa, Security and Standards

Doug Brooks is recognized as a paramount thought leader in the stability operations

space. He founded the International Peace Operations Association in 2001, which

evolved in to ISOA in 2010. Mr. Brooks led ISOA during a decade of unprecedented activity and

grew the association to a $1m budget, unifying more than 50 diverse companies and organizations

from numerous industries and sectors. Under his leadership, ISOA was instrumental in shaping the

industry and hosted numerous conferences and events on topics such as the Foreign Corrupt

Practices Act (FCPA), the International Traffic in Arms Regulations (ITAR), Human Trafficking,

security for extractive companies, and many other vital issues. During his decade of leadership, Mr.

Brooks worked with multiple stakeholders from academia, think tanks, industry, government and

NGOs to develop and negotiate international codes, norms, standards and guidelines for private

sector operations in stability operations.

Program Associate Internship Program

ISOA’s paid internship program has been a key part of our

operations for over a decade. Our interns have hailed from all over

the U.S. and around the world, including Nepal, India, The

Netherlands and Egypt. Past interns have gone on to work in the

industry as Business Development Managers and General Counsels,

and on to posts in government, civil society, and nonprofits. In 2014, the association will recruit and

hire interns who will serve as Program Associates during each of three program periods: winter,

summer and fall. They will focus on special projects offering them an opportunity to learn about the

industry, Congress, and the executive branch while providing energy and creativity for the

Association.

These interns will be recruited from universities, with preference given to recent graduates and

graduate students. ISOA will also continue to partner with The Fund for American Studies, a local

internship program that provides under-graduates from across the U.S. and abroad the opportunity to

Our Strategy The Spectrum of Stability

ISOA, our members, our government partners and our stakeholders are in

the process of revising and refining the roles that stability operations and

international development efforts play in the world. Helping re-define

that role and how private industry can support it is the underlying

goal for ISOA’s activities in 2014.

Societies that are both dynamic and stable require a wide range of elements

to function well: decent governance, rule of law, fair avenues to select

political leadership, peace within and with neighbors, and economic

freedoms. Our understanding of “stability operations” encompasses all

activities and instruments employed to support these elements. ISOA’s

members, our government and international organization partners, and our

stakeholders recognize and promote the utility of programs across multiple

sectors, executed by a diverse group of practitioners. As the divergent

implementing community—military and civilians, companies and NGOs,

civil society and the private sector—work toward these goals, the

prevalence and frequency of crises can be mitigated.

ISOA is a network of organizations whose work falls along this spectrum

of stability. Those who protect during conflict, deliver aid in disaster, build

homes during recovery, train police and strengthen governance in the wake

of tragedy – all work toward a common goal to lay the foundations for

development, investment and long term growth.

Our Value

ISOA continues to be the only association representing the stability sector exclusively – those

companies and organizations whose work lays the foundation for long term stability and growth in

the world’s most unstable places. We serve the implementing community, providing member services

focused on contracting, partnerships, regulatory and legal developments, research initiatives, policy

movement, and whatever else our members deem important. We exist to serve our membership.

Our Partners

ISOA builds partner relationships with other entities in order to enhance our member services. Our

partners provide value to members through event discounts, access to experts and forward leaning

business intelligence.

Conferences & Events

Through media partnerships with relevant events, ISOA is able to secure discounted registration and

exhibit rates to our members. Past partner events include the Marcus Evans Peacekeeping,

Stabilization and Reconstruction Conference and the Aid & International Development Forum.

Business Councils & Chambers of Commerce

ISOA connects members to potential clients and business intelligence pertinent to operating in the

field. ISOA has held co-hosted events with the Afghan-American Chamber of Commerce and has

hosted speakers from the U.S.-Iraq Business Council.

Other Associations

ISOA seeks to build relationships with other associations working in the wider international affairs

field. In 2013, ISOA participated in a multi-association meeting with the U.S. Department of Defense,

which included the National Defense Industry Association and the Aerospace Industries Association.

Think Tanks & Universities

ISOA’s headquarters location in Washington, D.C. area affords us close proximity to globally

recognized universities, think tanks and experts in our field, whom we work with on a regular basis.

ISOA has held events with the Partnership for Effective Peacekeeping, hired talented interns from

universities like Georgetown, and hosted Annual Summit speakers from the Center for Strategic and

International Studies and RAND Corporation.

2014 Operations Objectives

Hold monthly events in the Washington D.C. Metro area and via the Middle East Chapter,

which can include conference calls, webinars, roundtables, networking receptions, breakfasts

and lunches, or half-day forums.

Implement the 2014 Annual Summit from 7-9 October 2014 in Washington D.C.

Review and develop 2014 objectives for ISOA Committees and Working Groups to reflect

member priorities.

Work with the Membership Committee to identify potential members, mobilize current

members to aid in recruitment and introductions, and work with the ISOA team to increase

membership.

Work with the Governmental Affairs Steering Committee and Government & Legal Affairs

Committee to finalize advocacy priorities for 2014.

Tom Callahan is Vice President for Government Affairs for PAE, Inc. Previously, he

was Director for Global Security Policy at Lockheed Martin and served in the Department of State in

Legislative Affairs, Policy Planning, and Diplomatic Security. He was a Senior Professional Staff

Member of the House International Relations Committee and the Senate Foreign Relations

Committee. Mr. Callahan lived and worked in a number of African countries. He has also worked for

the relief organizations World Vision and AmeriCares. He attended Dartmouth College and Yale Law

School. He is married with two children, aged 16 and 13.

2013 ISOA Board Chair

Pete Dordal Jr., is the Senior Vice President of GardaWorld, a global risk

management company that provides security and risk mitigation services to the US, UK, and

Canadian governments, international NGO’s and commercial clients with primary focus on the

development, defense, diplomatic, oil and gas, and infrastructure sectors.

Mr. Dordal is an accomplished security practitioner and business leader with 26 years of experience

gained in the U.S. military, public law enforcement and the private security industry. At GardaWorld

he is responsible for the company’s strategic development and global sales efforts throughout the

Middle East, Latin America, Africa, Europe and specific emerging markets. Mr. Dordal joined

GardaWorld from Tryon Advisors, a boutique firm he started in 2004 that provided specialized

business and security consulting to corporate clients, federal agencies, and security business owners.

While at Tryon he worked mostly on behalf of the US Government providing high-level protective

consulting services in Iraq and Afghanistan supporting the Global War on Terror.

He is the former President of SPX Security & Investigations, a unit of SPX Corporation previously

based in Charlotte, North Carolina, which provided a range of security and investigative services to

Fortune 500 companies, the U.S. government and other friendly foreign nations. At SPX, Mr. Dordal

also served as the Director of Corporate Security, and in this dual role oversaw the security of 24,000

SPX employees operating in 23 countries.

Mr. Dordal entered the private security industry in 1989 when he joined Vance International. Among

many diverse security assignments he served as the protective detail leader for a Middle Eastern

ambassador to the United States. During the first Gulf War, he went to Saudi Arabia to train that

country’s Secret Service in advanced protection techniques. His professional career began in 1981

with his enlistment in the U.S. Marine Corps, serving eight years in special operations. He served in

Beirut, Lebanon with the 2nd Reconnaissance Battalion in 1982-83. He has a Master’s degree in

Business Administration (MBA) from the McColl Graduate School of Business and a degree in

Security Administration. Mr. Dordal sits on the Board of Directors of Nevins, Inc., a Charlotte-based

non-profit organization. He also serves on the Board of Directors of Executive Security International,

Ltd., one of the oldest security training academies in the U.S. In 2012 Mr. Dordal was appointed to

the Board of Directors of the International Stability Operations Association (ISOA).

Patrick Garvey

Mr. Garvey is Vice President, Government Relations for Triple Canopy, Inc., a

leading mission support and security provider to the U.S. government. Prior to joining Triple Canopy

in 2012, he worked for 14 years in the United States Senate, and spent 9 years on active duty in the

U.S. Navy. In the Senate, Patrick was a Senior Professional Staff Member on the Senate Foreign

Relations Committee, handling the Middle East and Counterterrorism portfolio for Ranking Member,

Senator Dick Lugar. Patrick started working for Lugar in 1999 as a Legislative Assistant. A native of

New York, he worked for Senator Al D’Amato in 1998.

Patrick is a Captain in the U.S. Navy, with more than 23 years of active and reserve service. He served

with Fleet Air Reconnaissance Squadron Two (VQ-2) in Rota, Spain and flew airborne reconnaissance

missions in operations from Desert Storm to Bosnia. He later taught ROTC at Duke University.

Transferring to the Reserve component in 1998, he has had assignments on the Navy staff, National

Defense University, NATO, and CENTCOM. He was mobilized in 2003 to lead the Navy’s Airborne

Reconnaissance Task Group in Bahrain, and was then seconded to the CPA and USAID staff in

Baghdad. His current assignment is to the staff of the Assistant Secretary of Defense for Reserve

Affairs.

Patrick is a graduate of Villanova University and holds a Master’s degree in Public Policy from Duke

University. He and his wife Andrea have three rambunctious sons.

Robert (Rob) Hood is currently the Vice President for Government Affairs at

CH2M HILL. In this role Mr. Hood is responsible for representing the company in Washington DC

with respects to its various interests in national security programs. CH2M HILL is a $7 billion a year

and 30,000 employee consulting, design, operations and program management firm with office across

the globe.

Before joining CH2M HILL, Rob was a Special Assistant to President George W. Bush and served on

the White House’s Legislative Affairs staff, where he was responsible for national security matters.

Prior to his time at the White House, Mr. Hood served as the Principal Deputy Assistant Secretary of

Defense for Legislative Affairs at the Department of Defense. In this capacity, he was responsible for

legislative coordination; and to promote the policies, strategies, and budget of the Department of

Defense to the United States Congress. For his service Rob was awarded the Office of the Secretary

of Defense’s Medal for Exceptional Public Service. Mr. Hood also served as the Deputy Under

Secretary of Defense (Comptroller) for Budget and Appropriations Affairs, where his principal

responsibility was to work with the Appropriations Committees of the U.S. Congress regarding the

Department of Defense’s annual budget request.

Early in the Bush Administration Mr. Hood was the Director of Congressional Affairs at the National

Nuclear Security Administration (NNSA), a semi-autonomous agency within the Department of

Energy. The NNSA is responsible for maintaining the nation’s nuclear weapon stockpile, as well as

reduce the global dangers from weapons of mass destruction. Rob was one of the first recipients of

the NNSA’s Gold Medal for Distinguished Service.

Before joining the Bush Administration in 2001, Mr. Hood worked in a number of different capacities

on Capitol Hill. He began his legislative career with Congressman Newt Gingrich as his Senior

Legislative Assistant and following the 1994 election, became an Assistant to the Speaker of the

House of Representatives for Policy. In 1999, he joined the House of Representatives’ Committee on

Science as a Professional Staff Member, where he worked on a number of issues relating to energy

and environmental policy.

William Imbrie

Senior Director for International Programs

William Imbrie is Senior Director for International Programs at DynCorp

International where his responsibilities include government relations, business development, security

services, contingency operations, and international development. He supports DynCorp’s government

relations programs with the Executive Branch, NSC, Congress, and oversight agencies.

Previously, Mr. Imbrie was a senior Foreign Service officer with postings in Washington, Amman,

Muscat, London, Paris and Brussels. With a long-standing interest in peacekeeping, post-conflict

stability operations, his assignments included Director for Peacekeeping and Humanitarian

Operations where he managed the peacekeeping appropriation, provided frequent Congressional

briefings and coordinated United States peacekeeping policy within the U.S. government, and with

Congress, the UN Department of Peacekeeping Operations and the UN Security Council.

Mr. Imbrie served in the U.S. Navy, is a graduate of the National War College in National Security

Strategy and holds a Bachelor’s Degree from Hamilton College and an MBA from The Wharton

School.

Kyle Johnson

With nearly 20 years of experience in both corporate and managerial leadership,

Mr. Johnson is a leader in the Occupational Health and Safety industry. His

pioneering ability is proven by his experience in founding two occupational medicine start-up

companies, S.A.M.E.S. and Onsite OHS, Inc.

Mr. Johnson calls on his medical experience from his service with the U.S. Navy as a Navy Hospital

Corpsman on a combatant ship in the first Gulf War. He regularly draws on his experience working in

a forward environment when developing health strategies for providing medical coverage in austere

environments. Within weeks of being awarded a contract with DynCorp International, Mr. Johnson

was able to mobilize a medical team for international deployment and set-up a functioning clinic in

southern Afghanistan. Mr. Johnson leads a dynamic group of medical and support personnel ready to

meet global medical service requirements. He sees his job as taking care of people and providing them

with what they need to do their job.

Jeff Lee

Dr. Jeffrey A. Lee MD MPH is the Chief Executive Officer for Vighter Medical

Group, which has been in business since 2005. Dr. Lee is a former 18D (Special

Forces Medic) and a U.S. Army retired medical corp officer. Dr. Lee is an experienced medical

professional with an in depth understanding of all of the elements of program management as well as

the ability to provide medical support to unique and complex government programs. Dr. Lee’s

previous experience providing support has included project involvement spanning the U.S., the

Middle East, Latin America, and Southwest Asia. Dr. Lee has vast experience in delivering medical

services and oversight to many Government customers to include the Department of Defense,

Department of Justice, Department of Homeland Security, and the Department of State. In addition

to Dr. Lee's duties as CEO of Vighter, he is also an Emergency Medicine Physician in Mayo Health

Systems, Medical Director for SAR/Medevac for INL/A, and an Occupational Medicine Physician at

onsite locations. Dr. Lee is Board Certified in General Preventive Medicine and Public Health, and is

Board Eligible in both Emergency Medical Services, and Occupational and Environmental Medicine.

Dr. Lee is a graduate of the Uniformed Services University of the Health Sciences, F. Edward Hebert

School of Medicine. Dr. Lee completed his Master of Public Health (MPH) at the University of South

Carolina.

Victoria McKenney

Victoria McKenney is the Senior Director of Regulatory & Compliance and Senior

Associate General Counsel of ACADEMI, which she joined in September 2011. She

for Private Security Service Providers, and ISOA. Previously, Victoria practiced at an international law

firm, where she concentrated on complex litigation and international regulatory and compliance

issues. During the 2008 financial crisis, she served as the Global Anti-Corruption Officer at American

International Group, where she oversaw AIG’s anti-corruption program and helped create a best-in-

class regulatory and compliance framework that was widely praised by regulators worldwide.

Marissa Michel

Marissa is a Director in PwC’s Forensic Services Group, where she has developed the

Threat Management service offering and the Private Military and Security practice

group. She works with corporate, government, and non-profit clients to frame complex initiatives to

align their strategies, personnel, and systems to become more agile as they operate in and respond to

increasing complexities and risks in global markets. Through her client engagements in the Middle

East during the Arab Spring, she has honed capabilities specifically for the private security industry

and development sector.

Marissa also has spearheaded PwC’s effort to absorb and integrate the new standard for private

security companies, ANSI/ASIS PSC.1, Management System for Quality of Private Security Company

Operations. . Marissa and her team are currently writing a white paper on selected elements of the

PSC.1 as a guide for private security companies.

Marissa joined PwC from a global investment bank, where she was the deputy global head of an

operational risk management team. Prior to this, Marissa served as an intelligence officer for the USG

for six years, focusing on counter narcotics and money laundering analysis.

Marissa earned a Masters of Letters in the International Security Studies Program at University of St.

Andrews, where she received a full scholarship from the Ernest Ransome Trust for academic and

athletic achievement. She holds a Bachelor of Arts in International Security Studies from American

University.

Marissa is a frequent public speaker for numerous government agencies and industry groups in the

US, Europe, and the Middle East. She has also published on risk and crisis management issues and

has made several network television appearances.

Overview: Stability Operations Magazine

Stability Operations magazine is the world’s only publication

devoted to the study of the private sector’s role in peace and

stability operations. Published quarterly, SO has a combined

print and online circulation of more than 15,000 copies, and is read by senior executives, government

policymakers, and practitioners in the field of peace operations. Contributors to SO hail from

government, military, think-tanks, universities and the private sector. Jessica Mueller serves as the

Editor-in-Chief of SO, formerly the Journal of International Peace Operations.

Distribution

SO is mailed to members who request a print copy, and is distributed physically to potential members

and key policymakers. Issues are available online for download to the general public for free. Users

who would like to download past issues of the magazine are required to create a login for our website

and are therefore signed up for ISOA’s public communications and event announcements. Annual

subscriptions are available for $30 for U.S. & Canada, and $50 for international subscribers. Individual

issues are available for $7.95 per issue.

Contributors

ISOA accepts contributions from relevant stakeholders in the peace and stability operations field, with

preference given to policymakers and members. Submissions are accepted on a rolling basis and

authors are notified of a revision period before their pieces are released in print.

Advertising

Advertising opportunities are available in the print version of SO in quarter page, half page, and full

page sizes. Advertisers sign partial year and full year advertising contracts. Advertising is most useful

for product companies and support companies such as insurance firms and law firms.
