Bus stop on Second Ave. in Hazelwood
• Multiple owners of the roadway and structures
• Trail gaps on both sides of the Glenwood Bridge
• Pedestrian connectivity gaps within Hazelwood community
• Mobility connections between Hazelwood, Greenfield, Four Mile Run, and Oakland is limited by location of I-376 and geographical constraints.
• Limited crossings over/under railroads create a barrier between jobs and households and development along the riverfront;
• Transit service is frequent but slow due to existing congestion and infrastructure
• Uncomfortable environment for all (drivers, pedestrians and bicyclist) due to excessive vehicular speeds in certain sections of the corridor.

Congestion in Hazelwood
Recommendations should manage congestion and vehicle delays through strategies that:
• Focus on decreasing the prevalence of single-occupancy vehicle trips;
• Provide the mobility services and facilities necessary to enable growth and development in neighborhoods along the corridor
• Encourage bicycle travel along the corridor on a complete trail network;
• Increase the use of transit, transit progression, carpool, other modes throughout the corridor;
• Preserve and enhance local quality of life and economic prosperity along the corridor;
• Promote solutions that are contextual to the changing character of adjacent land uses
Evaluated 3 Levels of
Potential Growth
• Low: minor amounts of
infill
• Medium: about 2/3
Hazelwood Green
development
• High: all development at
Hazelwood Green,
Pittsburgh Technology
Center, Southside, and
infill development within
the Hazelwood community.
• There were three potential improvements grouped into three Scenarios:
• Fill in the Gaps• Ensure transportation choice for all modes of travel
• Moderate Infrastructure Investment• Provide further enhancements for all modes where practical
• Heavy Infrastructure Investment• Provide significant enhancements for all modes
• More Effective
• More Impactful
• High Level of Growth Assumed
• Developed a hybrid alternative to meet the goals of the project based on stakeholder and public feedback
• Less auto traffic than the existing conditions
• Reduces auto traffic along Second Ave through Hazelwood by 40%-50%• Allows full time parking in
both directions along Second Avenue through Hazelwood
• Improves safety
• Reduces noise and pollution
Transportation Demand Management uses strategies to reduce the number of cars on the road. Strategies included:
• Flex/Telework Policies
• Circulator Shuttles
• Increase TDM Awareness
• Encouraging Transit Subsidies
• Discouraging Parking Subsidies
TDM would have a projected 14% reduction in single-occupant-vehicle travel during the morning peak hour
