Standard Operating Procedure (SOP) - To allow sand excavation and transportation of sand in all order streams at free of cost for supply of sand to Weaker section and Government R&R packages. 1. The Govt. of Andhra Pradesh vide G.O.Ms.No.2S, Ind. & Com. (M-III) Dept., dt. 16.04.2021, has issued amendments to APMMC Rules, 1966 to allow sand at free of cost for supply of sand by issuing free sand coupons to Govt. sponsored Weaker Section Housing Schemes, Government R&R packages and villages abutting the Reaches. 2. The operational guidelines for the same are given below: i. The User Department shall approach the concerned District Collector for Weaker Section Housing and Government R&R packages housing for obtaining permission for lifting of sand duly submitting the Work details along with the requirement of sand. ii. The District Collector concerned, or any officer authorized by District Collector, shall verify the sand requirement of concerned department and issue Orders duly mentioning the source of sand in all order streams and the Schedule of lifting (say, Month wise) to the concerned department. a. The concerned department shall approach the Village/Ward Secretariat duly submitting the Orders of the District Collector/ Authorized officer. b. The village/ward secretariat shall issue the sand dispatch form in Annexure - II along with date, time and area to collect the sand from the stream. c. The vehicle driver, duly carrying the Sand dispatch form issued by Village/Ward Secretariat, shall excavate the sand in the notified streams as notified by the District Collector and as per provisions in the WALTAAct, 2004. d. Any irregularities/violations found shall be reported to the concerned authorities, by the village/ward secretariat to take action against the violator. 1

and transportation of sand in all order streams at free of cost for

supply of sand to Weaker section and Government R&R packages.

1. The Govt. of Andhra Pradesh vide G.O.Ms.No.2S, Ind. & Com. (M-III)

Dept., dt. 16.04.2021, has issued amendments to APMMC Rules, 1966

to allow sand at free of cost for supply of sand by issuing free sand

coupons to Govt. sponsored Weaker Section Housing Schemes,

Government R&R packages and villages abutting the Reaches.

2. The operational guidelines for the same are given below:

i. The User Department shall approach the concerned District

Collector for Weaker Section Housing and Government R&R

packages housing for obtaining permission for lifting of sand

duly submitting the Work details along with the requirement of

sand.

ii. The District Collector concerned, or any officer authorized by

District Collector, shall verify the sand requirement of

concerned department and issue Orders duly mentioning the

source of sand in all order streams and the Schedule of lifting

(say, Month wise) to the concerned department.

a. The concerned department shall approach the Village/Ward

Secretariat duly submitting the Orders of the District

Collector/ Authorized officer.

b. The village/ward secretariat shall issue the sand dispatch

form in Annexure - II along with date, time and area to

collect the sand from the stream.

c. The vehicle driver, duly carrying the Sand dispatch form

issued by Village/Ward Secretariat, shall excavate the sand in

the notified streams as notified by the District Collector and

as per provisions in the WALTA Act, 2004.

d. Any irregularities/violations found shall be reported to the

concerned authorities, by the village/ward secretariat to take

action against the violator.

e. The village/ward secretariat shall maintain a register

consisting of details regarding issue of permissions accorded

to vehicles for sand lifting.

f. The concerned Departmental concerned department shall

ensure that the sand is not diverted for any other purpose

and shall be utilized only for the purposes as per the Orders

of District Collector/ Authorized officer.

In cases, where there are no nearby I to III order streams or non­

availability of sand in I to III order streams, the District

Collector/Authorized officer shall entrust the responsibility to the

DDM&G concerned for allocation of sand from IV, V and higher order

streams.

iii. The operational guidelines for supply of sand to Government R&R packages housing are as follows: a. The concerned department shall request the DDMG for

requirement of sand along with following details:

• Name of work

• Name of the Contractor

• Requirement of Sand

• Period of Sand required

b. The DDMG shall create Login ID for the concerned

department contractors and credentials to be shared to the

contractor for generation of sand coupons.

c. The concerned department contractor shall raise request for

the sand reach wise based on the available reaches.

d. The DDMG shall allot the sand reach wise to the concerned

department contractor duly taking the availability/ period of

sand required.

e. The concerned department contractor in his Login credentials

shall generate the sand coupons and approach the sand

reach for issue of sand.

f. The sand reach operator duly verifying/ scanning of the bar

code/ QR code shall issue sand.

g. The concerned Departmental shall ensure that the sand is

not diverted for any other purpose and shall be utilized only

for the purposes as per the Orders of District Collector/

Authorized officer.

iv. The operational guidelines for supply of sand to Government sponsored weaker section housing schemes are as follows: a. The Engineering Assistant of concerned Panchayat

Secretariat shall issue stage wise free sand coupons to the

beneficiary on verification of stage wise work completion time

to time.

b. Beneficiary shall produce the free sand coupon to the reach

incharge for issue of sand. Reach incharge, after verification

of details in the coupon and by scanning QR code or verifying

the transaction ID, shall issue the sand.

c. Beneficiary shall transport the sand within 21 days from the

generation of coupon.

d. The Engineering Assistant shall monitor sand receipt and

consumption of the beneficiary by field verification and

upload the geotagged photos from the construction location

and issue coupons stage-wise based on the work progress.

v. The operational guidelines for supply of sand to villages abutting the reaches are as follows: a. DDMG of the concerned district shall enter reach wise eligible

abutting revenue villages and habitations by obtaining the

mandai wise revenue villages and habitations from the Chief

Planning Officer of the concerned district.

b. The Engineering Assistant of the concerned Panchayat

Secretariat shall issue free sand coupons to the eligible

villager who is constructing the house in the abutting

revenue village or habitations of the revenue villages abutting

the reach by entering required details of the villager i.e.,

Name, address, aadhar details, Mobile number provided by

the villager and location of construction activity.

c. Beneficiary shall produce the sand coupon to the reach

incharge for issue of sand. Reach incharge, after verification

of details in the coupon and by scanning QR code or verifying

the transaction ID, shall issue the sand duly collecting the

operation cost i.e excavation, formation and maintaince of

roads incurred by the agency in the case of IV & V order

streams.

d. BenefiCiary shall transport the sand within 21 days from the

generation of coupon.

e. The Engineering Assistant shall monitor sand receipt and

consumption of the beneficiary by field verification and

upload the geotagged photos from the construction location

and issue coupons stage-wise based on the work progress.
