Standard/Master Certificate Holder
Who is required to meet the professional development requirements?
Individuals who hold Standard or Master 04 Early Childhood, 03 Elementary, 09 Secondary or 10 Special Teaching Certificates and who are employed in Illinois public schools during the five (Standard) or ten (Master) year validity cycle of those certificates.
Employment in a public school is defined as performing services in an Illinois public or state-operated elementary, secondary, in a joint agreement or cooperative, or in a charter school. Certificate holders are required to complete the professional development activities if they are hired on a teaching certificate even if they are considered retired or not a classroom teacher.

Professional Development Options
Complete an Advanced Degree or,
Meet Illinois criteria for becoming Highly Qualified in another teaching area or,
Complete National Board for Professional Teaching Standards (NBPTS) certification process or,
Earn eight semester hours of college coursework in an education-related program or,
Earn a subsequent Illinois certificate or endorsement or,
Complete four semester hours of graduate coursework preapproved for this purpose in either Self-Assessment of Teaching Performance or NBPTS preparation, or
Earn CPDUs in activities.

Exemption Status
It is the individual’s responsibility to enter their exemption status in Educator Certification System.
The requirements for your renewal cycle will not calculate accurately if your exemption status does not match your teaching history found in your ECS. www.isbe.net/ecs.
If your teaching history is inaccurate, contact your HR representative to submit an override letter to the Lake County Regional Office of Education. This letter is required to be on file for the exemption status approval.
All exemptions are approved by the Lake County Regional Office of Education.

Steps to Change Exemption Status
ECS Educator Certification System web site. www.isbe.net/ecs
Create a login or log into existing account.
Click on professional development.
Click on exemptions.
Click on enter/review exemptions under the certificate applicable.
Click on modify exemptions status.
Click on the semester you are changing status.
Type in reason for exemption.
Click on submit (the exemptions are approved by the Regional Office).
To view status of pending exemption approval click on statement of assurance.

Valid and Active Status
Individuals teaching in a public school must maintain their teaching certificates as valid and active and are required to complete professional development for the year’s employed in the public school during their five year cycle.
If the professional development is not completed and the certificate is not renewed by the end of the certificate’s cycle, you will not be able to register your certificate.
If you hold a non-registered certificate, you will not be legal to teach in an Illinois public school.

Advanced Degrees
Teachers with a master’s degree in an education-related field need to complete two-thirds of the professional development.
Teachers with more than one master’s degree, an educational specialist, or doctorate need to complete one-third of the professional development requirement.
Teachers with a Master Certificate obtained as a result of NBPTS certification need to complete one-third of the professional development requirement over the ten-year validity period of the Master Certificate.

Reductions
If you hold both a teaching and an administrative certificate and are employed in a split assignment (either full-time, or part-time) with 50% administrative and 50% teaching duties, you may choose to fulfill either professional development plan.
Important message: File an exemption for the certificate you are not completing the professional development plan for.

Substitute Teacher
Type 39 certificate holder-You are not required to complete the professional development requirements unless you fall under one of the categories below: Day to Day Substitute-If you hold a Standard or Master certificate
and work more than 90 days in any one school district, you are required to complete professional development for the number of semesters that you are employed. You are considered a full-time teacher and must complete 100 % if you teach for the full validity of your certificate.
Full time Substitute-Full-time substitute teachers who work more than 90 days in any one school district are required to meet the professional development for the number of semesters they are employed. You are considered a full-time teacher.

Retired Teachers/Teachers Who Plan to
Retire
If you plan to retire during your five year cycle, you are required to complete the professional development for the time employed. Upon retirement, file an exemption to “active and exempt”.
Upon retirement, you may substitute on your exempt certificate up to 90 days without having to meet any professional development requirements.
Teachers who accept employment in a public school after retirement, even part-time, are considered active and are subject to the professional development requirements for the time employed.

Master Teaching Certificates
Teachers who meet the National Board for Professional Teaching Standards (NBPTS) may apply for a Master Teaching Certificate valid for a 10-year renewal cycle.
If you completed the NBPTS within your cycle, this will meet the renewal requirement. File the statement of assurance claiming as your professional development.
Teachers who hold the Master teaching certificate would then be on a 10-year renewal cycle.
Master teaching certificates are eligible for a one-third reduction in CDPU’s or semester hour options.
The 10-year renewal cycle requirements are 40 CPDU’s or 3 semester hours of coursework.

Local Professional
Development Committee
Public school districts were given the option of
maintaining their Local Professional District
Committee at the school district level. The LPDC’s
are authorized to make recommendations for
renewal through a review of the Statement of
Assurance.
Currently Lake County has the following school
districts with LPDCs:
Woodland D #50, Lake Forest D#67 and Adlai Stevenson
D#125.

You will have established most of your profile as you created your account. You can use “My Profile” to review your personal information later. Any name change must be filed through the Regional Office of Education.

Once you’ve selected “Profession Development” from the home page, select “Activities” and you’ll come to this page. If you have more than one certificate, they will be listed. Select “Enter/Review Professional Development Activity” under the appropriate certificate. Note the various options available under the Professional Development category.

CPDU Step One - Explanation
Step One for CPDUs always confirms the type of CPDU, provides criteria, explains what credit can be claimed, and states what evidence should be maintained as proof.

Note: The date(s) you enter must fall within the renewal period.

The provider list is long, be patient in your search. Don’t discount alternative spellings or acronyms (e.g. CCSD, CUSD, etc.) If you cannot locate the provider, call the entity in which you registered to verify the provider name.

The description doesn’t need to be elaborate, but this is a good place to provide title, provider (as backup), presenter, and topic.

Each CPDU activity used to fulfill the requirement must address one or more of the purposes. You can select more than one. 20% of CPDU’s must include Purpose E. 50% if you are a special education teacher.

Note that CPDUs are updated with the new entry and a running total is started. Repeat the CPDU entry step as often as necessary. Avoid grouping more than one activity into an entry. You can also remove or edit an erroneous entry.

When professional development is fully entered, you’re ready to submit your Statement of Assurance. Note: Submitting the Statement of Assurance initiates the renewal process with ISBE and is required.

SOA – Monitoring
After your SOA is submitted, you can return to the Statement of Assurance link to monitor status. The “Pending” will change to “Approved” once the LPDC (if applicable), the Regional Office of Education and Illinois State Board of Education have reviewed the SOA and approved it. At times, SOAs are returned by the LPDC, ROE or ISBE for additional information. Simply edit the professional development activity needing more information and then re-submit.

When your SOA is “approved,” you can renew and register your certificate online (including paying fees via credit card). You can also file paper renewal/registration forms. See:

Statement of Assurance Approval
Timeline
Teacher has submitted his/her statement of assurance. The Regional Office of Education will review the activities. If approved it is then submitted to the Illinois State Board of Education.
Once received at the Illinois State Board of Education the statement of assurance is placed on automatic 7-day hold (can be reviewed, but cannot be approved for 7 days). Until the hold has expired, a statement of assurance that is recommended for approval will still list as “pending” on ECS.

Tracking the Statement of Assurance
Checking for recommendations-Click on “Professional development” and then click on “Statement of Assurance” until you get to “View Statement” and look at the status.
Withdraw-The “Withdraw” link is for you to withdraw a submittal in case you realize you have made a mistake or left something off of you Statement that you wish to add. If you have Submitted, you cannot change it until you withdraw the submittal.
Returned Status-If the status reads “returned”, you need to open the statement to read why it was returned. Click on “View Statement” to read comments. Scroll to the bottom of the statement to edit activities. Remember to resubmit the statement of assurance when you’ve finished editing.
Editing Activities-Click on “Professional Development and Renewal” and the “Enter/Review Professional Development”. To the far right to each of your entries is a “Remove/Edit” link

Reasons for Disapproving an Activity
or Returning an SOA You can not be recommended for renewal if you
have not completed the professional development required for renewal.
An activity does not conform to the definition of the activity.
The activity was not conducted by an approved provider.
The number of CPDU’s approved is less than the amount required for renewal.
Insufficient Purpose E CPDUs

CPDU Activity Entry Hints
List CPDUs, Title of Course, and Course Number for college coursework.
List dates of meetings or meeting frequencies for committee work.
List the name of the teacher mentored.
Only one full claim for supervision of student teacher in a renewal cycle. List name of student.
Get your travel pre-approved by LPDC or Regional Superintendent.
CPDUs claimed for a workshop exceed those that are reasonable for a day (e.g. over 8 hours). Check # of CPDUs or begin/end dates for multiple day workshops.

Returned Statement of Assurance
Your ECS account shows your Statement of Assurance has been returned.
Click on Professional Development.
Click on Statement of Assurance.
Click on Submit/Review Statement of Assurance.
Click on View Link.
After you have read the message
Click on Enter/Review Professional Development
Click on Remove/Edit to the far right of the activity that requires editing or deleting.
REMEMBER TO RESUBMIT YOUR STATEMENT OF ASSURANCE.

Rolling Credits into the Next Cycle
In the second and subsequent renewal
cycles, any creditable activities completed on
or after April 1 of the last year of your
certificate’s validity period, may be “rolled
over” into the subsequent cycle. Activities
may not be counted twice (i.e., in the current
cycle and the next cycle).

Reinstatements
If your certificate is not renewed because you failed to meet the requirements, you may apply for a one-year reinstatement for the fiscal year. (July 1 to June 30).
After the one-year reinstatement your certificate will be renewable if you have: Completed the balance of the professional development activities that were
required for the renewal; and
Earned five additional semester hours of credit from a regionally accredited institution of higher learning relevant to the field of certification.
Contact the Lake County Regional Office of Education for filing the one-year reinstatement form (ISBE 73-93).

Audit Requirements
Keep evidence of completion for activities claimed
(at least 2 years).
If you are audited and cannot provide the required
evidence of completion, you will be afforded an
opportunity for a hearing and your certificate may be
suspended for one fiscal year (July 1 to June 30).
You will not be eligible for employment in a public
school position that legally requires a registered
certificate during the year of suspension.
