    HE water situation in iLembe

    District Municipality is still

    grimandstagefourrestrictions

    may be implemented soon, authori-

    ties announced at a press

    briefing at iLembeHouse in

    KwaDukuza on Monday.

    geniWater corporate stake-

    holder manager Shami

    Harichunder said the Ha-

    zelmere Dam which supplies the

    North Coast - is now at about 43 per

    cent full. He said the recent rains are

    not helping much.

    If consumers do not save water,

    we will run out in about 150 days,

    said Harichunder.

    Areas affected and taking water

    from the dam include KwaDukuza

    andtheNorthCoastundertheiLembe

    Municipality, as well as Verulam,

    Westbrook, Waterloo and Tongaat

    under eThekwini Municipality.

    While eThekwini have been slow

    to release their campaign, iLembe

    mayorWelcomeMdabe assures they

    are now on board and the areas are

    under water restrictions. Supply is

    being augmented in these areas via

    tankers from the Inanda Dam.

    Mdabe said master plans to solve

    the water shortage problem, short

    and long term, are in the pipeline.

    This includes two master plans.

    One is tode-silt existingdamsex-

    pertssaytheHazelmereDamisabout

    15%silt. The second is thebuildingof

    a desalination plant.

    We have also applied for

    disaster relief funding from

    Cogta and province and are

    due about R70 million. For

    nowthemunicipalitysbudget

    has been adjusted to cater to

    water shortages, said

    Mdabe.

    ta) Nomusa Dube-Ncube wants dis-

    trict development agencies to be

    set up soon.

    She was speaking at the KZN Dis-

    trict Development Agencies Capacity

    Building Workshop at the eBandla

    Hotel in Ballito last week.

    Theagenciesareauniqueconcept

    intended to serve as future local eco-

    nomic growth drivers of the district

    and local municipalities in KZN.

    Thesespecialpurposevehiclesare

    designedastheimplementersofstra-

    tegic economicdevelopmentprojects

    andprogrammesforthefamilyofmu-

    nicipalitieswithin thedistricts, facili-

    tating both private and public sector

    investments through inclusive pro-

    jects.

    Thedistrictdevelopmentagencies

    are strategic vehicles for local eco-

    nomic development, focusingmainly

    on the implementation and realisa-

    tion of larger scale sustainable eco-

    nomic projects in the districts.

    The agencies will strengthen so-

    cio-economic development through

    growth inemploymentand theeradi-

    cation of poverty.

    Once operational, theyareexpect-

    ed to create economic development

    capacity and ability at local govern-

    ment level to work in partnership

    withtheexistingLEDinitiativesof the

    municipalities.

    Whereas LEDunits inmunicipali-

    ties focusonbroadening theeconom-

    ic base and creating an environment

    conducive to economicdevelopment,

    they will focus on catalytic projects

    and programmes leading directly to

    investment and job creation.

    The aim of the workshop is to ad-

    dress the resolution of the recently

    held Provincial Local Economic De-

    velopment Summit which tasked

    Cogta to formulate a strategy of the

    DistrictDevelopmentAgencies inthis

    province.

    schools were rewarded for

    their enthusiasm and dedication

    in theclassroomat therecentRed-

    Cap Schools Incentives Awards

    Ceremony at Umhlali Preparatory

    School recently.

    Started in2011, theRedCap In-

    centivesAwardsrewardsteachers

    from five RedCap primary schools

    in KwaDukuza, KwaZulu-Natal,

    for reaching their targets to im-

    prove education.

    Theprimaryschoolsarepartof

    the MRP Foundations RedCap

    Schools Programme, a holistic ed-

    ucation programme focused on

    improving literacy and numeracy

    through teacher development as

    well as integrating arts, dance,

    drama and music classes along

    with sports programmes.

    All elements of the RedCap

    Schools Programme are evaluat-

    ed for their performance: the

    JET education categories which

    includes teacher and pupil de-

    velopment, principal mentor-

    ship;theYoungHeroessportspro-

    gramme, the TechEd computer

    project,WESSAs eco schools and

    the arts, dance, dramaandmusic

    programme Iciko.

    Theawardsunderlines thesuc-

    cess of the programme with 95%

    teacher attendance anda85%pu-

    pil attendance.

    This also included each of the

    five RedCap schools acquiring

    higher English and maths marks

    than district, provincial and na-

    tional average.

    The annual awards were host-

    ed in the halls of theestablished

    education institutionUmhlali Pre-

    paratorySchool,andaswellasbe-

    ing an indicator that education

    standards in rural schools are im-

    provingarehelpingtocreateanin-

    spiredandmorepreparedgenera-

    tion of school-leavers.

    HE Urban Improvement Pre-

    cinct (UIP) will be a great thing

    for Ballito, residents agreed at

    apublicmeetingat theBallitoLibrary

    onFriday. Thiscomesdespiteprivate

    opposition.

    UIP representatives, KwaDukuza

    Municipality representatives, local

    councillors, members of the public

    and business owners attended.

    At the meeting, UIP project man-

    ager Brian Wright said unless the

    projectisopenandtransparent,itwill

    not be sustainable.

    Following the positive meeting,

    the UIP steering committee will now

    lodge a formal application to themu-

    nicipality to get the go ahead for the

    project.

    Wright said this will be submitted

    in thenext coupleofweeks,butas the

    process takes time, he foresees it will

    only be implemented by August or

    September 2015. Wright presented

    reasons for the UIP, Umhlangas UIP

    success story and challenges facing

    Ballito.

    These challenges include crime

    and grime and the subsequent de-

    value of commercial and residential

    property and loss of business.

    ThesystemwillworkbyUIPrepre-

    sentatives working with the munici-

    pality tomakesureservicesaredeliv-

    ered and maintenance is done, with

    theaidofextra funding fromthecom-

    munity, he explained.

    The key is to upgrade our public

    open spaces. If it looks good to visi-

    tors, then the town will thrive. What

    happens outside the property is ev-

    eryones business. The area is grow-

    ing too fast for the municipality to

    manage it alone.

    would get off the ground by the UIP.

    Wright said the priority was to

    clean up the town, but a recycling

    project was definitely on the cards

    down the line.

    Ward 6 councillor Colin Marsh

    saidhewaspleased theUIPwashap-

    pening.

    It has been a long road, but it is

    nowcomingtofruition.It isawonder-

    ful concept. Some people object pri-

    vately, but does Ballito want some-

    thing or nothing? TheUIPwill offer a

    better levelonmanagement,which is

    sorely needed, said Marsh.

    Althoughnoonecontested theUIP

    at the meeting, residents have pri-

    vately expressed their displeasure to

    the Weekly. Some business owners

    feel the UIP is paying twice for servi-

    ces that should be provided by the

    municipality.

    One businessman, who did not

    want to be named, said ratepayers

    would be paying heavily next year.

    Rates are due to go up next year,

    thereisanewratesact inthepipeline,

    and with UIP contributions on top of

    these,manypeoplearegoingtostrug-

    gle.

    Most people dont understand

    how it will work, Council should not

    engagewith the UIP, but upgrade the

    town out of the annual budget, he

    said.

    He added that developers have al-

    so spent millions in water and elec-

    tricity bulk infrastructure contribu-

    tions.

    The UIP project is being driven by

    the iLembe Chamber of Commerce,

    Tourism and Industry, with the idea

    emerging under the auspices of

    formerCEOTrenleyTilbrookin2011.

    Although About 51 per cent in fa-

    vour was needed, and about 60 per

    cent, 64 per cent of business value,

    have voted in support of the UIP to

    date.

    This followingaR360000feasibil-

    ity study funded by local property

    owners in 2012.

    TheUIPcontributioncost forcom-

    mercial property owners is planned

    at R300 per month per R1 million in

    municipal assessed property value.

    The residential contribution,

    which isstillunderdiscussion,willbe

    aboutR100permonthperR1million

    in property value.

    It is a difficult task to track all the

    residents down, as many do not live

    here, so this is the next phase and

    couldtaketime.Ourmaingoalistoget

    the body corporates on board, said

    Wright.

    FOR the first time, Umhlali SAPS is holding

    a Christmas toy collection for the underprivi-

    leged this year.

    The team are requesting the public

    to donate all unwanted toys - not broken ones

    - to distribute to children in rural areas during

    the Christmas period.

    Notice is hereby given in terms of the Environmental Impact Assessment Regulations published

    in Government Notice No.R543 to No.R545 of 2010, in terms of Section 24 (5) of the National

    Environmental Management Act (Act No 107 of 1998), as well as the National Water Act (Act No 36

    of 1998) of the initiative by iLembe District Municipality to propose the proposed construction of Off

    Take 13B potable water pipeline at Collisheen Estate, iLembe District Municipality, KZN.

    Project Detail: The proposed construction for Off Take 13B forms part of the Lower Thukela Bulk

    Water Supply Scheme which is a project of the iLembe District Municipality and co-funded by the

    Department of Water Affairs. The proposed pipeline is located immediately outside the road reserve

    and is approximately 2.7km in length with an outside diameter of approximately 500mm. The pro-

    posed Off Take 13B bulk water pipeline forms part of a network, making provision for Bulk Supply

    of Potable water to the Tongaat Industrial Township.

    Location: The study site is located approximately 56km to the North of Durban in the Collisheen

    Estate, Northern KwaZulu-Natal.

    In respect of the above, the applicant intends to submit a basic assessment report as contemplated

    in the Regulations (Listing Notice 1, Activity 9, 11 and Activity 18) to the KwaZulu-Natal Economic

    Development, Tourism & Environmental Affairs (KZN EDTEA) to obtain environmental authorization

    and a water authorisation application to the Department of Water Affairs in terms of the National

    Water Act.

    Public Participation & draft BA Report Review: A public meeting has not been scheduled. As

    part of the public participation process, you are invited to review the draft Basic Assessment Report

    and make comments on the document. The draft Basic Assessment Report will be available for 40

    I think it is for this very reason why I had

    to shed some light on the male change in

    life aptly known as male menopause or an

    dropause.

    As men, our bodies rely on the sex hor

    mone testosterone. It is important for our

    sexual and reproductive well being its

    what makes us men!

    Hormonal changes are a natural part of

    aging. Unlike the more dramatic reproduc

    tive hormone plunge that occurs in woman

    during menopause, sex hormone changes in

    men occurs gradually.

    Testosterone levels vary greatly among

    men. In general though, older men tend to

    have lower testosterone levels than do

    younger men.

    Testosterone levels gradually decline

    throughout adulthoodroughly about 1% a

    year after the age of 30 on average.

    So how does male menopause present

    itself?

    In those men who do present to their lo

    cal doctor they may present largely with:

    diminished sexual function: this might in

    clude erectile dysfunction and reduced sex

    ual function.

    Physical body changes: this may include

    an increase in body fat and reduced muscle

    bulk and strength. One may also have an in

    creased tendency to fractures due to a de

    creased bone density. There is also an in

    creased tendency for hair loss (balding).

    Emotional changes: this may vary from

    trouble concentrating or remembering

    things to loss of self confidence and depres

    sion.

    Changes in sleep patterns: This again may

    vary from insomnia to increased sleepiness.

    If you are experiencing these signs and

    symptoms, this may be as a result of a low

    testosterone level and you should consult

    your doctor.

    He or she can evaluate the possible caus

    es for the way you feel, and explain the dif

    ferent treatment options out there.

    sewer charge based on 70% of

    water consumption while Siza

    Water charges R3.80. iLembe

    is thewater authority and Siza

    Water is the service provider.

    It isillegaltohavetwodiffer-

    ent tariffs fully understanding

    it is a concession area.

    Support our campaign to

    call iLembeouttoreviewitspo-

    sition and consider R106 on

    basic charge and reduce the

    tariff charge from R8.81 to

    R3.80 just like Siza Water.

    HE Lower Tugela Maths Association

    (LTMA) hosted a maths awards cere

    mony at the KwaDukuza Town Hall

    on Wednesday night honouring pupils who

    excelled in the MathaMove/Top 20

    Maths Competition and the Maths Relay/

    Challenge.

    President of LTMA Isaac Abraham

    heaped praise upon the top maths achiev

    ers of 2014 and encouraged them to learn

    the skills in solving problems so that they

    will continue to excel.

    He thanked the principals of all schools

    thatparticipatedinthecompetitionshost

    ed throughout the year and urged every

    school in the KwaDukuzaStanger circuit

    to give their pupils an opportunity to par

    ticipate in next years competitions.

    Masibonge Nxaba (acting chief educa

    tion specialist of Ilembe) thanked the offi

    cials of LTMA for inspiring the young chil

    dren and inculcating in them the love for

    mathematics and science.

    KwaDukuza circuit manager, MA Ngu

    bane acknowledged the role played by the

    officials of LTMA in promoting maths in

    primary schools and encouraged the LTMA

    officials to consider a bursary for their top

    three achievers (grade seven) who finish

    matric in 2019.

    All Bidders must supply valid and original Tax Clearance Certificates from SARS confirming that the

    Bidders Tax matters are in order or give authority to the municipality to obtain information on their tax

    matters from SARS on their behalf. Any bid that does not comply with the advert will be rejected and will

    not be considered.

    Bids shall be valid for a period of 90 days.

    Oncoplastic surgery:

    breast cancer treatment

    REAST cancer is every wom-

    an's enemy and fear. Fortu-

    nately, the treatment isadvanc-

    ing beyond merely eliminating the

    cancer.

    In well-run comprehensive breast

    centres using state of the art screen-

    ing technology, the majority of wom-

    en will be treated by breast conserv-

    ing therapy.

    In large trials performed in the70s

    and 80s breast conserving therapy

    was shown to be equally effective in

    the treatment of early breast cancer,

    as was a mastectomy.

    Increasingly,additional treatments

    suchaschemotherapyandhormonal

    therapy, prolonged the patients sur-

    vival.

    Currently,of100patientswithear-

    ly stage breast cancer, about 80 are

    still alive and well after 20 years.

    According to Dr Rika Pienaar, an

    oncologist from Cape Town, the sur-

    vival of the patient is crucial.

    However, the cosmetic outcome

    after the cancer treatment is an as-

    pect that cannot be ignored.

    only a secondary consideration. He

    says mastectomies were performed

    to alleviate problems associatedwith

    late radiation changes.

    "The surgical outcome initially

    was often acceptable. However, the

    necessaryadditionofradiotherapyin

    breast conservation led to progres-

    sive scarring.

    Afterafewyearsthenthescarring

    made the cosmetic outcome rather

    poor," says Professor Frank Graewe,

    head of the division of plastic surgery

    at the University of Stellenbosch.

    There have been two significant

    developments that have improved

    the cosmetic outcome remarkably.

    Progress in radiation planning and

    new technology in radiation delivery

    cause much less scarring than in the

    past, and new surgical techniques

    have been developed.

    The aims of this integration are

    the uncompromised safety in cancer

    treatment,while establishing anaes-

    thetically pleasing breast shape that

    can withstand

    radiotherapy

    with little

    long-term

    changes.

    Thisismost

    readily

    achieved by a

    team ap-

    proach includ-

    ing an oncologic surgeon, oncologist

    and a plastic surgeon.

    This approach, which combines

    cancer surgery andplastic surgery in

    the same session, is named "onco-

    plastic" breast surgery.

    Thirty years ago, breast cancer

    surgery was straightforward - it

    meant having a mastectomy.

    Nowadays, lumpectomies, tumor

    excisions, segmentectomies, quad-

    rantectomies, skinsparingmastecto-

    mies, mastectomies and more, be-

    long to thearmamentariumof theon-

    cologic surgeon.

    Likewise, the plastic surgeon has

    to have in his arsenal of procedures

    ranging from local rearrangement of

    the breast gland after an excision of

    a tumor, a variety of breast reduction

    techniquesintowhichthetumorexci-

    sions are integrated, and the recon-

    structionof thepatientsowntissueor

    new prostheses.

    Professor Graewe says the plastic

    surgeon should be familiarwith all of

    the different techniques in order to

    provide an optimal cosmetic out-

    come.

    Dr Pienaar concurs and says the
