TIME & MATERIAL MODEL
This model is favorable for projects which are in their initial stage of development specifications have not
yet been clearly defined. It is also used by companies with complex projects prone to specification and
design changes during the project.
Project fees are calculated as an hourly rate based on the technical environment and approach, type,
level and the number of technical resources required. All out-of-pocket expenses for software licenses
and other direct project expenditures are reimbursable expenses.
MILESTONE BASED BILLING MODEL
This model is favorable for customers concerned about work effort progress in off-site projects.
Milestones-based payment schedules reinforce progress monitoring and substantiate payment based on
acceptance of specific deliverables. This model is used in conjunction with the Time & Material and
Fixed Price Models.
DEDICATED DEVELOPMENT FACILITY MODEL
This model is an extension of the customer's In-house software development activities. The dedicated
facility provides a cost effective solution to customers‟ requiring continuous offshore development and
support activities. This model establishes an off-site development and support activity tailored to the
specific business and technical needs of a customer. Payment is a monthly retainer fee calculated on an
agreed level and size of staffing and service.
All time and effort expended in excess of the monthly agreement is billed at an agreed hourly rate. All
out-of-pocket expenses for software licenses and other direct project expenditures are reimbursable
expenses.

This model is favorable for projects that are specifically defined in terms of their requirements, schedules
and project path. With this model, we work with customers to define their expected deliverable outcomes
to determine a mutually agreed fixed price.
Project fees are calculated on type of the technical environment, level and number of technical
resources required. All out-of-pocket expenses for software licenses and other direct project
expenditures are reimbursable expenses.
ON-DEMAND MODEL
This model is favorable to companies with a desire to establish a dedicated technical team for future
requirements with flexibility to ramp up/down as required. The model provides for the setting-up of the
appropriate infrastructure and core team and training of the required technical resources. Since, the core
team is familiar with company‟s business and processes the ramp-up for an individual project to meet an
unexpected work surge is quick and competent. This model is used in conjunction with the Dedicated
Development Facility, Time & Material and Fixed Price Models.
Starsoft‟s On-Demand Business Model suits various aspects of the business cycle and requirements.
The short-term (less than 3 months), long term (3 to 18 months projects) or strategic term (18 months &
above) are accommodated in the model.

and the specific project roles and responsibilities responsible for these activities.

Our Quality Management (QM) Approach
The QM approach that will be used in performing the proposed tasks and activities and creating the
agreed project deliverables is based on the Principles of Zero Defects as outlined below:
1. Quality is conformance to requirements within a formal QM Standard and Plan Framework.
2. Defect prevention is preferable to quality inspection and correction.
3. Zero Defects is the quality standard.
4. Quality is measured in monetary terms – the Price of Nonconformance (PONC).
The Zero Defects approach provides an assurance that our project structure, methodology and tools,
approach and the consultant work effort required to create the agreed deliverables will be effective and
efficient and that the deliverables will be defect-free when completed and accepted.

It is the joint responsibility of the Starsoft Project Manager, Lead Technical Consultant, and the

Standards & Plan is followed as described in this document.
Starsoft Quality Management (QM) Consultant is responsible for performing structured QM monitoring
events of key project tasks with all outcomes documented in QM Monitoring Checklists.
Objectives
The objective of the Starsoft Quality Management Standard & Plan (QM Standards & Plan) is to
establish the baseline against which customer project quality is monitored verifying within customer
projects.
All customer projects are monitored within the Starsoft obligatory and customized QM standards as
outlined below.
Obligatory QM Standards
Define “quality” in clear, measurable terms for the customer project.
Produce results that meet agreed quality standards, within project scheduling and budgetary
activities.
Provide customers with all features as agreed, and approved in the SOW and the business and
technical requirements specification baseline.
Provide the customer zero defects within the delivered software, where a defect shall be defined as
a verified lack of conformance to requirements, as documented in the SOW and the business and

Project QM Approach
The Quality Management approach for monitoring, reviewing, and providing feedback for a customer
project includes the below components:
1. Completeness and correctness of the project infrastructure and the individual project deliverables.

The Project Change Control Plan (as described in the Project PM Standards & Plan) provides a
standardized process for the management of all scope and out-of-scope changes to the customer
project.
Project changes that are included within the plan are described below:
In Scope - project work tasks and deliverables items that were originally included in the approved
project plan scope and documented in the project‟s Statement of Work (SOW).
Out-of-Scope – New project activities and tasks that increase the scope of the project baseline.

The goal of the Change Control Plan is not to prevent change, but to control it. This is the essence of

Our client is a solutions and services provider company based in Canada. They deliver a wide range of
services and solutions, from business critical banking systems to life saving healthcare applications.
With a goal to bring government services to the citizens providing 24x7 conveniences through multi-
channel delivery they are currently serving customers in public and private sectors across Canada and
the US
Need:
The client wanted to provide an application to citizens of counties in USA and Canada through which
they could submit, edit and track a request to get some basic utilities services completed from the
municipality. They had a web application which provided this facility and they wanted to extend the
facility to mobile users. They wanted to see the response of the residents to the mobile version of the
application and hence they wanted only one module Service Request to be developed under mobile
platform specifically iPhone/iPad platform. Since they did not have an internal expertise on Mobile, they
took the assistance of Starsoft to develop an application.

All employees are required to sign individual NDAs. Key points of these NDAs include:
Employees are restricted from disclosing customer proprietary information directly or indirectly to
anyone outside the project team or company, or use, copy, publish, summarize or remove such
information from the company premises
Employees are restricted from using any unfair competitive practices upon termination of
employment or engage in any business during employment
All confidential information received from third parties and customers are held in strictest
confidence and employees are not allowed to disclose or use it, except as necessary to perform
