The incident happened on Thursday, 22 December, 2011, when personnel from the Special Branch department conducted a house search at the residence of Gerald August, 34 year old Belizean BDF Corporal. Present at the time along with August was his wife, Loida August, 24 year old Belizean Domestic of the same address. During the search police found a black Pietro Beretta .9 pistol with the serial number tampered with, which was found inside a box with clothes. Upon further checks of the house, Gerald August, 34 Continues On Page 15 police led to the discovery of six Sellier and Bellot 12 gauge cartridges under the sewerage bowl behind the kitchen area along with one 5.56 magazine with twenty- seven (27) 5.56 rounds of ammunition and 3 metal clips each containing ten live 5.56 rounds in a black plastic bag that was buried 6 inches and covered with two pieces of board. The annual La Ruta Maya BelizeEndurance Canoe race is the longestrace of its kind in Central America.One hundred and seventy miles ofpaddling on the Belize River over thecourse of 4 days. The race getsunderway in San Ignacio Town CayoDistrict just under the HawksworthBridge. Between 90 and 100 teamsfrom Belize, U.S.A., Canada, Japan,the U. K. and other countriesparticipate. Starting at 7 in the morning, thepaddlers are challenged by rapids, lowareas that require them to physicallycarry their canoes for short distancesas well as winds as they near theCaribbean Sea. The start of the race sees hundredsof locals and visitors trooping tothe banks of the Macal River – abeautiful sight in the early morningmist. A local marimba band is inattendance and paddlers take

The winningteams are the best trained andequipped. Kevlar appears to be thematerial of choice for canoes. Butmany canoes are carved or madefrom exotic hardwoods. The La Ruta Maya River Challengehas now become a major public andtourist attraction especially as March9th Baron Bliss Day is a Public andBank Holiday. The race rivals otherBelize Sailing events such as the BaronBliss Harbour Regatta. The eventis open to the general public and

everyone is invited to to enjoyfun filled days with food, liveentertainment, games, prizes and ofcourse close up of views of theaction as the race passes populatedareas. who must be aboard the canoe at thestart of the race and no substitutionsare allowed once the race has started.The race is divided into the followingclasses. Male, Female, Mixed (maleand female), Masters (over 40years of age) and may include mixof male and female. Open canoeswith a maximum length of 20 feetconstructed of any material and by anymethod are allowed to compete.For safety reasons the canoe mustprovide at least 25 pounds ofbuoyancy when swamped. Propulsionis manual, human muscle poweredwith single blade paddles only.Timing for determining a winner is onan elapsed time basis. Many locals and tourists interceptthe race along strategic observationpoints on the river bank. Villages alongthe route, such as Burrel Boom holdfairs and open markets with music andother entertainment during the race.The country’s first colonial settlementsstarted on the banks of the BelizeRiver as this was the main means oftransport in days past. The Cayo Boats that steamed upand down the river between San

Ignacio and Belize City on theCaribbean Sea would take up a weekfor a journey up the river – stoppingat various settlements to trade or letoff and pick up passengers. The riveralso served to transport the manythousands of exotic hardwood treessuch as mahogany which wereexploited by the British colonizers.The trees were cut down, then floateddown the river and trapped by heavychains called “booms” where theywere collected before continuing theirjourney to Belize City to be sent offto England. One such place wasBurrel Boom, a village of great beautyin the Belize District. Awards to the racers are issued atthe official ceremonies which takeplace around midday in Belize Citywhich is the final leg of the race. Allthe winners are presented with cashand trophy awards and honored fortheir hard work.

The idea for the race originated withBelizean Monrad Metzgen, who ona trip to one of the villages on theNorthern Highway in 1928 was struckby the number of bicycles Belizeansused to attend weekly cricket gamesin the Belize Rural area. He pitchedan idea for a sort of cycling"expedition" to San Ignacio,testing the cyclists' ability to cope witha then-badly built Western Road(now George Price Highway), tothe Governor, who immediatelypledged support and offered a cup asa prize to the winner of the race. Otherprominent Belizeans MonradMetzgen spoke to, including medicalofficer Lieutenant Colonel JamesCran, Matron L.M. Roberts of thePublic Hospital, Royal Bank ofCanada local manager CharlesBeattie and Frans Dragten alldonated money and trophies to thecause. On April 2, 1928, a paradeand inspection of the cyclists wasorganized by Metzgen and attendedby the Governor, Superintendent ofPolice and others, who congratulatedthe cyclists and sent them on a

parade through the town's streets.Among the participants were twoCayo men, Cyril Simmons andLeonard Neal, who covered thejourney between the two districts toprove it could be done and werespecially commended for their daring.The official race kicked off on April5, 1928 from in front of thecourthouse at 5:00 AM. (Amandala) The men traveled throughout thecity and then hit the western road (or"trail" as some have called it)headed for Orange Walk, which was

at that time the quickest connectionto Cayo, though still 55 miles fromBelize City (the cyclists expectedto cover 90 miles on their trek).The roads were terrible, to say theleast, and the first rider into Cayo,Elston Kerr, was cheered for makingit into town in about 13 hours. Themen stayed through the Easterholidays, feasting, eating, playingcricket and soaking up the accoladesof the Cayo faithful. They also visitedBenque Viejo and San Jose Succotz,the westernmost settled areas in Cayo.

On April 9, the expeditionists set offat 5:00 AM, their progress reliablyreported through of the telephoneservice. Comments issued back andforth among the populace about theoverall good humour of theexpedition and its participants werepraised for being pioneers and behaving modestly in spite of theirachievement. Kerr, of Burrell Boom, finished firstin 21 hours 29 minutes, 81 minutesahead of second place Norris Wade,also of Boom. Third place was BertieCleland in 24:37. Walter Scott,easily the youngest ever competitorat 13, took 50 hours to finish but wasawarded a prize anyway. Raceorganizer Metzgen participated andfinished in 30 and a half hours. Guatemala Ex-President AlfonsoPortillo Freed From US Jail Former Guatemalan PresidentAlfonso Portillo has been releasedfrom a U.S. prison after serving anearly six-year sentence for taking$2.5 million in bribes from Taiwanand laundering funds through U.S.banks, a prison official confirmedWednesday. Portillo was sentenced to five years,10 months in prison by U.S. DistrictJudge Robert Patterson in NewYork last May. At the time, he hadalready served more than four yearsin jail since his arrest in 2010.

He is expected to arrive inGuatemala later on Wednesday. The 63-year-old, who served aspresident of Guatemala from 2000 to2004, was extradited to the UnitedStates in May 2013 after a years-longfight in Guatemala's courts, whichhad cleared the former president onembezzlement charges. U.S. authorities initially accusedPortillo of laundering tens of millionsof dollars embezzled from theGuatemalan government, including$2.5 million provided by Taiwan's

embassy in the Central Americannation for books for schoollibraries. Last March, Portillo pleadedguilty to a charge of moneylaundering conspiracy. But he claimedthe $2.5 million was actually a bribefrom Taiwan in exchange forGuatemala's continued diplomaticrecognition.

Sitting around my tiny dorm roomwith a group of girls in college, thetopic of someone else on campuscame up. One by one, everyonechimed in and shared their opinionabout this person. That is, everyone but my roommate.She sat silently on the bed, staring outthe window. Even when another girlasked directly, "Don’ t you thinkso, too?" she said nothing. Finally, someone asked if she waslistening. Her reply was classic. "Oh,yes. I am listening all right. And Idon’t think I have anything to say.We shouldn’t be talking like thisbehind her back." The silence that followed wasdeafening. But I learned a goodlesson. My roommate was right. None ofus would want others to talk aboutus, so why were we so eager to talk?Yes, perhaps the most effective wayto avoid gossip is to simply keep ourlips zipped. And if you want anotherpowerful tool to do that, you mighttry what I started doing a few yearsback. Make a Promise; Keep aCommitment Years ago, I received a call fromsomeone wanting to know if I’d readthe newspaper that day. I hadn’t. But I didn’t need to see it, becausethe caller then related all the detailsabout a news story from the smalltown where I lived at the time. Theyasked if I knew a person mentionedin the article — who’d just beenarrested for a horrific offense. I did know the person. A closerelative of theirs was a friend. Myheart ached as I imagined what myfriend might be experiencing since shewas totally blindsided by the situation.Soon my phone started ringing and Iheard the computer alerting me to newemail messages. Knowing it was wrong to talk about

How to Keep Your Lips Zippedthis situation, I chose not to pick upthe phone and ignored the emailsfor fear someone might mention theincident to me. I wanted so much tohonor God — and my friend — andavoid gossiping about this situation.It was then that I felt God nudge me,saying, "Really? Then tell herthat." So I sent my friend a text. I saidshe was loved and treasured, thatI could not imagine what she wasgoing through, and then added thisnote: "I just want you to know thatI will not be talking about this situ-ation to anyone other than God.Please let me know how I can prayfor you. And if you want to talk orneed anything at all, call or textme. We love you." I wanted (and needed!) the Lordto help me refrain from idle talk aboutwhat was happening to this family. Theauthor of Psalm 141:3, today’s keyverse, obviously need the same helpwhen he wrote: "Set a guard overmy mouth, LORD ; keep watchover the door of my lips." February 20, 2015: A Communal Livestock HoldingFacility in Willows Bank was officiallyhanded over to cattle producers in theBelize River Valley area at aceremony held on Wednesday,February 18, 2015. Through the Global Climate ChangeAlliance (GCCA), the EuropeanUnion in collaboration with theGovernment of Belize and UnitedNations Development Programme(UNDP) financed a three-yearproject “Enhancing Belize’s Re-silience to Adapt to the Effects ofClimate Change”. Of the several components of thatthree-year project, there is Pilot 3:MNRA-CC: Food Security: BuildingResilience among Cattle Producers ofthe Belize District, which included theconstruction of the livestock holdingfacility. The objective of this portionof the project is to help mitigate theimpacts of climate change and reducethe vulnerability of the livestockindustry for small and medium sizelivestock holders/local producers inthe Belize District. In order to achieve the projectobjective, farmers of the BelizeRiver Valley Livestock EnterpriseAssociation acquired a total of 50acres of land. Bipolar disorder, also known asbipolar affective disorder (andoriginally called manic-depressive illness), is a mentaldisorder characterized by periods ofelevated mood and periods ofdepression. The elevated mood issignificant and is known as mania orhypomania depending on the severityor whether there is psychosis. Duringmania an individual feels or actsabnormally happy, energetic, orirritable. They often make poorlythought out decisions with little regardto the consequences. The need forsleep is usually reduced. During pe-riods of depression there may becrying, poor eye contact with others,and a negative outlook on life. Therisk of suicide among those with thedisorder is high at greater than 6%over 20 years, while self harm occursin 30–40%. Other mental healthissues such as anxiety disorder anddrug misuse are commonlyassociated. The cause is not clearly understood,but both genetic and environmentalfactors play a role. Many genes ofsmall effect contribute to risk.Environmental factors include longterm stress and a history of childhoodabuse. It is divided into bipolar Idisorder if there is at least one manicepisode and bipolar II disorder ifthere are at least one hypomanicepisode and one major depressiveepisode. In those with less severesymptoms of a prolonged duration thecondition cyclothymic disorder maybe present. If due to drugs ormedical problems it is classifiedseparately. Other conditions that maypresent in a similar manner includedrug misuse, personality disorders,attention deficit hyperactivity disorder,and schizophrenia as well as anumber of medical conditions.

Signs and symptoms Mania is the defining feature ofbipolar disorder, and can occur withdifferent levels of severity. Withmilder levels of mania, known ashypomania, individuals appearenergetic, excitable, and may behighly productive. As mania worsens,individuals begin to exhibit erratic andimpulsive behavior, often making poordecisions due to unrealistic ideas aboutthe future, and sleep very little. At themost severe level, manic individualscan experience very distorted beliefsabout the world known as psychosis.A depressive episode commonlyfollows an episode of mania. Thebiological mechanisms responsible forswitching from a manic or hypomanicepisode to a depressive episode orvice versa remain poorly understood.Manic episodes Mania is a distinct period of at leastone week of elevated or irritablemood, which can take the form of

Hypomanic episodesrarely progress to true manic episodes.Some hypomanic people showincreased creativity while others areirritable or demonstrate poorjudgment. Hypomanic peoplegenerally have increased energy andincreased activity levels. Hypomania may feel good to theperson who experiences it. Thus,even when family and friendsrecognize mood swings, the individualwill often deny that anything is wrong.

Mixed affective episodes In the context of bipolar disorder, amixed state is a condition duringwhich symptoms of both mania anddepression occur at the same time.Individuals experiencing a mixed statemay have manic symptoms such asgrandiose thoughts while at thesame time experiencing depressivesymptoms such as excessive guilt orfeeling suicidal. Mixed states areconsidered to be high-risk for suicidalbehavior since depressive emotionssuch as hopelessness are often pairedwith mood swings or difficulties withimpulse control. Anxiety disorderoccurs more frequently as acomorbidity in mixed bipolar episodesthan in non mixed bipolar depressionor mania. Substance abuse(including alcohol) also follows thistrend.

Causes The causes of bipolar disorder likelyvary between individuals and theexact mechanism underlying thedisorder remains unclear. Geneticinfluences are believed to account for60–80% of the risk of developing thedisorder indicating a strong hereditarycomponent. The overall heritability ofthe bipolar spectrum has beenestimated at 0.71. Twin studies havebeen limited by relatively small samplesizes but have indicated a substantialgenetic contribution, as well asenvironmental influence. For bipolardisorder type I, the (probandwise)concordance rates in modern studieshave been consistently estimated ataround 40% in identical twins (samegenes), compared to about 5% infraternal twins. A combination ofbipolar I, II and cyclothymiaproduced concordance rates of 42%vs 11%, with a relatively lower ratiofor bipolar II that likely reflectsheterogeneity. There is overlap withunipolar depression and if this isalso counted in the co-twin theconcordance with bipolar disorderrises to 67% in monozygotic twins and19% in dizygotic. The relatively lowconcordance between dizygotic twinsbrought up together suggests thatshared family environmental effectsare limited, although the ability todetect them has been limited by smallsample sizes.Genetic Genetic studies have suggested thatmany chromosomal regions andcandidate genes are related tobipolar disorder susceptibilitywith each gene exerting a mild tomoderate effect. The risk of bipolardisorder is nearly ten-fold higher infirst degree-relatives of those affectedwith bipolar disorder when comparedto the general population; similarly, therisk of major depressive disorder isthree times higher in relatives of thosewith bipolar disorder when comparedto the general population. Although the first genetic linkage

Manicindividuals often have issues withsubstance abuse due to acombination of thrill-seeking andpoor judgment. At more extremelevels, a person in a manic state canexperience psychosis, or a break withreality, a state in which thinking isaffected along with mood. They mayfeel out of control or unstoppable, oras if they have been "chosen" andare on a special mission, or haveother grandiose or delusional ideas.Approximately 50% of those withbipolar disorder experience delusionsor hallucinations. This may lead toviolent behaviors and hospitalizationin an inpatient psychiatric hospital.The severity of manic symptoms canbe measured by rating scales such asthe Young Mania Rating Scale. The onset of a manic (ordepressive) episode is oftenforeshadowed by sleep disturbances.Mood changes, psychomotor andappetite changes, and an increase inanxiety can also occur up to threeweeks before a manic episodedevelops.Hypomanic episodes Hypomania is a milder form ofmania defined as at least four days ofthe same criteria as mania, but doesnot cause a significant decrease in theindividual's ability to socialize or work,lacks psychotic features (i.e.,delusions or hallucinations), and

In severe cases, theindividual may become psychotic, acondition also known as severebipolar depression with psychoticfeatures. These symptoms includedelusions or, less commonly,hallucinations, which are usuallyunpleasant. A major depressiveepisode persists for at least twoweeks, and may continue for over sixmonths if left untreated. The earlier the age of onset, themore likely the first few episodes areto be depressive. February 24, 2015: The Lin-Wood Rotary InteractClub from New Hampshire, U.S.A.visited Belize this week to conducttheir International Service Project atthe Pedro Guerra Mena Park inBenque Viejo del Carmen Town, andMary Open Doors in San IgnacioTown. On Sunday, February 22, 2015, theLin-Wood Rotary Interact Clubpartnered with the Rotaract Club ofBenque Viejo to renovate the PedroGuerra Mena Park in the New Areaof Benque Viejo del Carmen.The Interact Club provided thematerials needed to restore thepark while the Rotaractors of theRotaract Club of Benque Viejovolunteered their time to assist withthe park’s restoration. The children’splayground was restored to itsoriginal state, the installations in thepark were painted, and the grass wasmowed. In the coming weeks, newswings (seats) will be installed so thatthe children can once more enjoy theswings.

Functional MRIfindings suggest that abnormalmodulation between ventralprefrontal and limbic regions,especially the amygdala, are likelycontribute to poor emotionalregulation and mood symptoms. According to the "kindling"

hypothesis, when people who aregenetically predisposed towardbipolar disorder experience stressfulevents, the stress threshold at whichmood changes occur becomesprogressively lower, until the episodeseventually start (and recur)spontaneously. There is evidencesupporting an association betweenearly-life stress and dysfunction of thehypothalamic-pituitary-adrenalaxis (HPA axis) leading to its overactivation, which may play a role inthe pathogenesis of bipolar disorder. Other brain components which havebeen proposed to play a role are themitochondria and a sodium ATPasepump. Alterations to thesecomponents are believed to causecyclical periods of poor neuronfiring (depression) and hypersensitiveneuron firing (mania). Circadianrhythms and melatonin activity alsoseem to be altered.Environmental Evidence suggests thatenvironmental factors play asignificant role in the developmentand course of bipolar disorder,and that individual psychosocialvariables may interact with geneticdispositions. There is fairly consistentevidence from prospective studiesthat recent life events andinterpersonal relationships contributeto the likelihood of onsets andrecurrences of bipolar moodepisodes, as they do for onsets andrecurrences of unipolar depression.There have been repeated findings

that 30–50% of adults diagnosed withbipolar disorder report traumatic/abusive experiences in childhood,which is associated on average withearlier onset, a higher rate of suicideattempts, and more co-occurringdisorders such as PTSD. The totalnumber of reported stressful eventsin childhood is higher in thosewith an adult diagnosis ofbipolar spectrum disorder comparedto those without, particularly eventsstemming from a harsh environmentrather than from the child's ownbehavior.

Police caught up to Mckoy andsearched him and found green leafysubstance suspected to be cannabis.Mckoy was taken to the counterwhere they found a chrome in colorSmith and Wesson brand pistolbearing serial number VCK7912.Mckoy was detained and escorted tothe San Ignacio police station. The suspected cannabis was weightin his presence which amounted to 7grams and the firearm was sealed inMckoy’s presence. He was laterarrested and charged for Keptfirearm without a gun license, Keptammunition without a gun license andPossession of a controlled drug.
