Dr. Dan Ireland gave an oral report on ALCAP primary subject on "Galtlbling". Report was received as infonn.ati;n with a hearty ap­plause.

Since there were no business, body was dismissed for a fifteen minute intermission.

Prior to the 11 o'clock service Sis. Gwen Stewart, at the piano and Sis. Pat Milling, at the organ, played "Old Time Power" and "Have Faith In God".

. A report from Haiti was given by Sis. Icy Mae Frederick, along With her personal testimony.

An offering was received for the two speakers, Rev. Rick Powers and Rev. Richard Anderson, to be divided equally. Musicians played "Amazing Grace". Offeratory prayer by Rev. Tim Trimble.

Re~. Tim Trimble gave a talk concerning Central FWB Church, changmg name to Cornerstone Baptist Church. Then sang a special "In The Mist Of It All".

GENERAL BOARD MEETING: The General Board met on Thursday afternoon, November 11,

1993, at 2 PM in the main auditorium of Forestdale Free Will Baptist Church, Birmingham, with Dr. John Edwards, moderator, presiding.

Bro. Ivan Stewart, clerk, read aloud Board Members' name. Those not present someone from that association was appointed by the moderator.

Dr. Floyd Barber led in prayer prior to the business session. Bro. Ivan Stewart, clerk, read minutes from the Executive Com­

mittee held in September. Following six items were unaminously recommended to the body.

(See Business Session on Friday afternoon of the six (6) items adop­ted).

1. Motion and second that the National Executive Secretary to give the National Reports at the State Association.

2. Motion and second that the Promotional Pilot Program. con­tinue as is until proper money is sufficient to get a Promotion­al Man.

3. Motion and second that ARTICLE 3- MEMBERSffiP, Sec­tion 2 - to read as following: No local church may be a mem­ber of this Body unless the association to which it belongs re­fuses to represent in the State Body. Then the church may re­port independently by letter and dues with one delegate. (eliminating the word "it").

4. Motion and second that ARTICLE 2 - OFFICERS AND BOARDS, Section 8- add (B) One-half of these members shall be elected each year. Members from the first seven associa­tions, listed alphabetically, shall be elected on odd-numbered years. Members of this board representing associations from the second group, plus those from other adjoining states, shall be elected on even-numbered years.

5. Motion and second that the Home Mission Constitution be printed in the State Minutes ..

6. Motion and second that we take two offerings at this session and divide between Rev. Larry Reynolds and Rev. Trymon Messer as honorary. Their expenses to be taken care from State Treasury.

HOME MISSION BOARD REPORT State Home Missions Report was given by Rev. Richard Cordell.

Recognition by the board were made to the following: (1) Rev. E.B. and Sis. Odessa Ledlow were presented a certificate

for one night's stay at "The Wynfrey Hotel", Riverchase Galleria, Birmingham for their faithful service to the board. A plaque was also presented to them in appreciation for 20 years tireless service and dedication of the Alabama Free Will Baptist State Association as a member of the Alabama Free Will Baptist Board of Missions and Church Extension.

(2) Rev. Richard and Sis. Carolyn Hendrix were presented a check, amount $3,346. 73. A plaque was also presented to them in appreciation for their tireless effort and dedication in establishing and reaching self-supporting status of fue Madison Free Will Baptist in Madison, AL from October 1987- October 1993.

(3) A plaque was presented to Bro. Michael and Sis. Beth Rogers, associate pastor, Madison Free Will Baptist, for their faithfulness and dedication in helping to establish and reach self-supporting status of the Madison Free Will Baptist Olurch from October 1987 - October 1993. Given by Bro. Roger and Sis. Helen Lucas.

As of November 1, 1993 Madison Free Will Baptist Church became self-supporting. Therefore a new work will begin January 1, 1994 in Prattville, AL with Rev. Fred and Sis. Barbara Jones, new State Home Missionaries.

Rev. Richard Hendrix, pastor Madison Free Will Baptist, presented a check, amount $500.00, to the Fred Jones Account.

Motion and second to receive report, audit report and proposal '93 - '94 budget. Passed. BUSINESS SESSION:

The Alabama Free Will Baptist Board of Missions and Church Ex­tension is excited about what God is doing in our state. We had our regular meetings in April and September. Our board members also met to discuss our future state works.

We thank all of you for your faithful support toward the Madison church. Our missions project in Madison is now self-supporting. Praise the Lord! Pastor Richard Hendrix and his people are doing a wonderful job in building a Free Will Baptist Church in this large city. You will want to continue to pray for the progress of this fine

church and pastcr. We are pleased to announce the New Work in Prattville, Alabama.

Rev. and Mrs. Fred Jones are our new State Home Missionaries. You are urged to continue your State Home Missions giving to BROTHER FRED JONES and the PRATTVILLE MISSION.

The 1994 Walk-A-Thon and Fund Raising Projects for Alabama Missions will be scheduled again for the month of April. If this is not convenient for you, feel free to schedule this when it would be more suitable. Please help us with this much needed fund raiser to help with the great financial needs of our state. We need your help. Please

do what you can . It is our regret 1hat we have two Board members leaving the Mis-

sions Board this year -- Rev. Steve Petty and Rev. E.B. Ledlow. Bro­ther Ledlow has served on the board for many years. His faithful ser­vice is acknowledged and greatly appreciated. Please pray that God will give us the men that He would have to serve on the Alabama Mis-

sions Board. This past year has been an extremely busy one for our Board. We

are thankful for the wonderful progress and the prospects for the coming year. Your State Home Missions Board urges all of you and all of our churches to get behind our new project in Prattville, Ala­bama. Brother Fred Jones is a worthy man of God. ALABAMA STATE WOMEN ACTIVE for CHRIST (Alabama State Woman's Auxiliary Convention)

Our convention met May 1, 1993 at the Harvest Free Will Baptist Church in Ozark, AL for our annual convention meeting. We had 161 + people who registered. Of these there were four missionaries, nine men and six actionettes. We are always thrilled for these very special visitors. We are so happy that these men, mostly pastors, would take the time from their busy schedules to come with the lad­ies and then stay for our services. We were so happy to know that we have an active Actionette Group also, and that six of the girls would come and share with our convention. Then, the missionaries were certainly very welcome. Thanks to all who came. Thanks to the Har­vest Church for making us so comfortable and taking care of us in such a splendid manner. Thanks to Bro. Bobby Peters and Jackie as well as the State Line District for every little and big thing that they did to make the day such a success.

Sherry Reynolds and daughter, Tiffany were our special guests from the Phoenix, Arizona Area. Bro. Larry, Sherry and family are our GWB Home Missionaries to Chandler, Arizona. Sherry was our guest speaker for the 1993 Convention. She did just great! She spoke to us on "The Grace of Giving", using examples from the Bible. She told us that if God could love Paul, He could love us! She encouraged us to GIVE OURSELVES to God's Work. She reminded us that mar­riage takes grace~ grace to forgive and grace to dwell with one ano­ther according to the knowledge of God's Word. She told us that we needed to spend less time being critical of others and that w.e need to be more tolerate. Sherry gave us an update report on the Chandler Work which is coming along really great. Tiffany did the special music for us and we enjoyed her so very much and thank her for coming with her Mom and she added to our blessings for the day.

We have enjoyed a year of increased membership in the ASWAC with an increase of 79 for the year, giving us a total of 514 members. These 514 members come from eight districts, consisting of forty six local auxiliaries. Every member is very precious and I am praying that we will continue to increase.

ASWAC continues to give to our Missions Effort and we are happy to report that we gave several thousand during the year. As I repor­ted last year, our annual LAMP Offering was declared The Shirley Kennedy Memorial Lamp Offering. We gave nearly $3,000 to this project which was given to The Chandler Land Fund and The Fred . Jones' Account. The 1994 LAMP Offering will go to the Jeff Turn­boughs' Account and the Norman McFall's Account. Each local aux­iliarY is encouraged to give at least $100 to this effort.

Rhetta Butler led a beautiful tribute to Shirley Kennedy with the

State Line District assisting her. Jan Taylor shared a beautiful poem which she had written in Shirley's memory.

The Annual ASWAC Provision Closet Shower May 1st was a suc­cess with the estimated value of $6 75. 75. Besides this annual provi­sion closet shower there are several others during the year from locals and districts. So ASW AC supports this effort really well and gets such a blessing from it, knowing that they are helping the missionar­ies in such a way. There will be another shower at the 1994 Conven-tion.

The 1994 Convention will meet at the Springfield Free Will Bap-tist Church located in the Vernon District on May 7, 1994. We are looking forward to this date.

The 1993 Retreat was held September 24-25 at the Alabama 4-H Center near Columbiana. The total attendance was only 54. It was a great retreat and we enjoyed it and go such a blessing from our speaker , Mrs. Laura Thigpen. The theme was TURN YOUR HEART TOWARD HOME. Mrs. Thigpen ~oke on the home and I just wish more ladies could've been there. We do not know where the 1995 Biannual Retreat will be, but will be announcing it later. Mrs. Odessa Ledlow was the retreat's director and she did a splendid job!!

Thanks to the Forestdale-Cahaba Ladies who has taken care of the arrangements for our Missionary Banquet at Maxi's Cafeteria in For­estdale November 12th. Thanks to Dr. Mary Ruth Wisehart for speaking to us on "The Pearl of Great Price". Thanks to all who came to the banquet. The WNAC of which ASWAC is a part will be focusing on the needs of women around us as well as the Foreign and Home Missions. The Fields are so very white unto harvest and we need all the help which we can get to get this great job accomplished. I pray that many more Free Will Baptist women will rise up and help in this great effort. There are so many hurting people around us. Christians need encouragement and the lost need Jesus and then all the help they can get to get grounded and become fruitful Christians.

Please remember that ASWAC dues are $11 each year now. This will apply to the dues of $11 per person next May 7th. This sounds like a lot, but is a more realistic amount for the high inflation times in which we live. Someone said the Master's Men's dues are even higher. So, I guess, if we have anything we'll have to pay for it. I'd rather see my money go into the Lord's Work than anything I know. Wouldn't you?

CONSTITUTION OF THE ALABAMA STATE ASSOCIATION

ARTICLE 1 -NAME Section 1 -This body shall be known as the "Alabama State Association of Free Will

Bapt ist." section 2-Seal- This Alabama State Association of Free Will Bapt ists and Its constitu­

ents adopt the Treatise of the Nat1onal Association of Free Will Bapt ists in fa ith and practice.

ARTICLE 2- OFFICERS AND BOARDS Section 1 -The officers of the State Association shall be a Moderator, Assi stant Modera­

tor, Clerk, Assistant Clerk, Treasurer, General Board and Executive Committee. The Execu­tive Committee shall be elected from the General Board. The General Board shall meet on Thur sday afternoon of the Minister's and Deacon's Meet ing. These officers being elected every two years with the election coming on even years. Other officers be ing appointed as the Moderator may need or desire and shall serve at the direction of the Moderator.

Section 2- The Moderator shall have charge of all business sessions of the State Associa­tion. It shall be his duty to see that all business is carried on In a Christ-like manner and a way pleasing to God. The Moderator is the chairman of the General Board and the Execu­tive Committee. The Moderator 1s an ex·officio member of all boards. The Moderator shall have the power to call the Execut ive Committee into session when needed.

Section 3 -The Assistant Moderator shall serve the Moderator dur ing the sitting of the State Association. If the Moderator is unable to attend the State meet ing then the Assistant Moderator shall serve as Moderator.

Section 4 - The Clerk shall call the session to order and introduce the officers. The Clerk shall keep a record of all business transacted during the sitting of the State Association. He shall prepare the minutes for publication and see that the minutes are printed. The Clerk sha ll serve as secretary of the Executive Committee and keep a record of their meetings.

Section 5 -The Assistant Clerk shall ass1st the Clerk 1n keeping a record of the business dur ing the State Associat ion. In the absence of the Clerk, the Assistant Clerk shall assume the duties of the Clerk until the Body meets to elect a clerk.

Section 6 - The Treasurer shall keep a record of all finances that come in and from where. He shall keep a record of all diSbursements made and report the same to the State ASSOCiation.

Section 7 - The Executive Committee shall be composed of the Moderator, Assistant Moderator, Clerk, Treasurer and f ive (5) members elected from the General Board. The Execut 1ve Committee, along with the Moderator of the Minister's and Deacon's Meeting, shall plan the program for the State Association each year. If no one asks for the State As­sociation, then the Execut ive Committee shall f ind a place for the State Association to meet.

Section 8 -(A) There shall not be less than seven (7) members on the Board of Trustees of the Children's Home. Each District Association shall have the privilege to recommend one man to serve as a member of said board. No more than one man shall serve from the same district. If any local association fails to belong to the State Association but two or more of their church es belong that they be allowed a trustee.

The adJoining states of Florida, Georgia and Mississippi shall have the privilege of recom­mending not less than one nor more than two members each to serve on this board.

These members of said board shall be elected by the Alabama State Association. (B) One-half of these members shall be elected each year. Members from the first seven

associations listed alphabetically shall be elected on odd-numbered years. Members of this board representing associations from the second group, plus those from other adjoining states, shall be elected on even-numbered years.

Section 9 - The General Board shall be composed of one member from each District Association and the chairman of each standing board. If any local association falls to belong but two (2) or more of their churches belong that they be allowed a board member.

Section 10 - The Mission Board shall consi st of seven (7) members with l - 7 year terms with one term exp iring each year.

Section 11- The Board of Chr.stian Educat ion shall consist of f ive (5) members with 1-5 year terms with one term expir ing each year.

Section 12- The expirat ion dates of all board members are to be printed in the minutes.

ARTICLE 3- MEMBERSHIP Section 1 -This Association shall be composed of all active ordained ministers and dea­

cons who are members of an Assoc1at1on or Church, which is a member of this Body and duly elected or appointed delegates of each District Association or Church. One delegate for each church of each association which is a member of this Body.

Section 2 - No local church may be a member of this Body unless the association to Which it belongs refuses to represent in the State Body. Then the church may report Inde­Pendently by letter and dues with one delegate.

ARTICLE 4- FINANCE Section 1 - Each District Association shall send the sum of fifty ($50) dollars per

church affiliated with that Association. Section 2 -The fee of each local church representing Independently shall be the sum of

fifty ($50) dollar5. Section 3- The Clerk shall be paid one hundred fifty (150) dollars, Treasurer one hun-

dred fifty (150) dollars, Assistant Clerk twenty five (25) dollars, Moderator fifty (50) dol­lars, and Assistant Moderator twenty (20) dollars.

Section 4- When special board meetings are called members shall be paid actual expense for meals and lodging. Automobile mileage shall be paid not to exceed the amount allowable by the Internal Revenue Service.

ARTICLE 5- DISCIPLINE Section 1 -The local church is an independent body, so far as relates to its government

the transaction of its business, the choice of its officers and the discipline of its members. •

Section 2- The State Association shall have the right to settle any question of discipline, doctrine or practice that may properly come before it from any bod1es composing the State Association. Said appeal having been properly signed by the constituent body or bodies and Its decisions shall be final.

Section 3 -All appeals coming before the State Association may be settled in either of the following ways: (1) by the State Association sitting in a committee as a whole; (2) by a special committee appointed by the executive committee whose report shall be voted on without discussion.

ARTICLE 6 -MEETINGS Section 1 - The State Association of Free Will Baptist shall hold its regular meetings

annually, place of meeting to be decided bY a vote of the Body. The time of meetings to be on Thursday night before the second Sunday in November of each year, and close out on Friday night.

ARTICLE 7 -AMENDMENTS Section 1 -ThiS Constitution may be amended or altered at any regular session of the

State Association by a two-thirds vote of members present; prov1ded proposed amendment be presented in wr~ting to the Body and shall lie on the table at least from morning session till even ing session, or from evening session till session prior to adoption and shall during that time be read at least twice in open session.

BY-LAWS 1. The Clerk or the Assistant Clerk or in their absence, the senror mrnister in years shall

call the Association into conference if a quorum is present, the Moderator, or in his absence, the Assistant Moderator, shall take charge; and if neither of them is present the senior minis­ter In years shall act as Moderator.

2. It shall be the duty of the Clerk to enroll the Delegates to the Association who shall present themselves with proper evidence of their rights to seat therein, and those enrolled by the Clerk shall compose the Association, in case of questionable representation, however, the case under question shall be referred to the Credentials Committee.

3. It shall be the duty of everybody belonging to this Assocrat1on to send a letter to every annual session of this Association. Reporting in the same its spiritual condition, bene­volent work and Its statistics. Anybody belonging to this session may be dismissed from the Association bY a two-thirds vote of all members present.

4. That we receive the letters and seat the delegates on the strength of the Credentials Committee report, and omit public reading of the letters. All letters be mailed with entrance fee to the State Association Clerk by the first of November.

5. Each meeting shall be opened by reading a portion of the Bible and with prayer and shall be closed with prayer.

6. By a two-thirds vote of all members present a ruling of the Moderator can be overruled. 7. This Assocration may correspond by messenger or otherwise wrth other religious

bod res. 8. This Assoc1atron shall srt with open doors except when it sha ll go into a committee

of the whole. 9. Any person not a member of this Association may be allowed to take part in its dis·

cussion by obtaining permission of the Moderator. 10. It shall be the duty of all members of this Association to be present at the time appoint·

ed for each meetrng and anyone wishing to retire shall first obtain leave from the Moderator. 11. No member shall absent himself from the Association during its meetrng without first

obtaining permission from the Moderator. 12. No person shall be allowed to nominate more than one member of any committee

provided the person nominated be elected. No more than two members from any one asso­ciation shall serve on the same board. However, a board member moving Into another auo­c&.tlon already having a board member may complete their term. · 13. The Moderator shall not allow discussions wnen not carried on In a Christian spirit or when he thinks It will cause discord or division.

14. Anyone desiring to speak shall arise to his feet and address the Moderator by the ap­pellation ••erother Moderator," but shall not speak further until recognized by the Moderator.

15. The "yeas" and "nays," may be counted on any Question by reQuest of one-fifth of the mempers present.

CONSTITUTION OF THE MIN ISTER'S & DEACON'S MEETING PREAMBLE: In order to promote fellowship, better understanding, greater cooperation and

greater vision among the ministers and deacons of Alabama, we do ordain this Constitution. 1. NAME - This shall be known as the Alabama Minister's and Deacon's Meeting. 2. We adopt the Treatise of Faith and Practice of the National Association of Free Will

Baptists as our standard.

3. The officers of the Minister's and Deacon's Meeting shall be a Moderator, Assistant Moderator, Secretary and Assistant Secretary and any other officer we may need.

4. These officers shall be elected by nomination and acclamation at the regular session on even years except the Secretary shall serve the Minister's and Deacon's Meeting.

5. This meeting shall be composed of all ordained m1nisters and deacons in good stand­Ing In Alabama and adjoining states who wish to represent.

6. FINANCE- The Secretary shall be paid fifteen (15) dollars for preserving the record of each meeting. The Moderator shall be paid thirty (30) dollars, Assistant Moderator ten (10) dollars for service rendered.

7. DISCIPLINE- The Minister's and Deacon's Meeting is not a court to try, nor air out the faults of preachers anq deacons. If they are in good standing with the State Association they are with the Minister ' s and Deacon's Meeting. This Is to be a meeting of fellowship and Inspiration and brotherly love.

8. All elected officers shall serve two years. All appointed officers and committees one year.

9. The Minister's and Deacon's Meeting shall meet on Thursday morning before these­cond Sunday In November of each year at the meeting place of the State Association.

10. This Constitution may be altered at any regular meeting by a two-thirds vote of Ministers and Deacons present.
