line 1 WHEREAS, Colorectal cancer is the second leading cause of line 2 cancer deaths in Californians, with 14,033 new cases and 5,157 line 3 deaths observed in 2013; and line 4 WHEREAS, Colorectal cancer is treatable, curable, and in many line 5 cases, completely preventable; and line 6 WHEREAS, When colorectal cancers are detected at an early line 7 stage, the survival rate is 92 percent; and line 8 WHEREAS, Colorectal cancer is known as a silent killer because line 9 symptoms only show up in the later stages of the disease; and

line 10 WHEREAS, With proper screening, colorectal cancer can be line 11 prevented or, if found early, treated and cured; and line 12 WHEREAS, In 2014, only 55 percent of California adults 50 line 13 years of age and older had received a sigmoidoscopy or

line 1 colonoscopy, and 19 percent had received a fecal occult blood test line 2 (FOBT) to screen for colorectal cancer; and line 3 WHEREAS, According to the United States Preventive Services line 4 Task Force, access to appropriate use of colorectal cancer screening line 5 tests, such as colonoscopies, sigmoidoscopies, and fecal occult line 6 blood tests (FOBT)/fecal immunochemical tests (FIT), could reduce line 7 death rates of colon cancer up to 66 percent; and line 8 WHEREAS, According to the American Cancer Society, in line 9 2013, only about 42 percent of colorectal cancers were diagnosed

line 10 at an early, more treatable and curable stage; and line 11 WHEREAS, The uninsured, underinsured, and underserved are line 12 least likely to get screening for colorectal cancer, which means line 13 they are more likely to be diagnosed at a late stage when chances line 14 of survival drop to 14 percent; and line 15 WHEREAS, Colorectal cancer screening is one of the most line 16 cost-effective prevention measures in health care, more cost line 17 effective than breast or prostate cancer screening; and line 18 WHEREAS, African Americans have the highest colorectal line 19 cancer incidence and mortality rates of all racial groups in this line 20 country; and line 21 WHEREAS, In California, colorectal cancer is the most common line 22 cancer among Korean and Kampuchean men, the second most line 23 common cancer among Hispanic, Japanese, South Asian, and line 24 Pacific Islander men, and the second most common cancer among line 25 Filipino, Hispanic, Japanese, Korean, Laotian, Vietnamese, and line 26 Hmong women; and line 27 WHEREAS, The California Colorectal Cancer Coalition (C4) line 28 is a nonprofit organization established to increase colorectal cancer line 29 screening rates in an effort to decrease mortality associated with line 30 the disease, and to implement strategies to reduce disparities in line 31 colorectal cancer screening, diagnosis, and treatment among line 32 underserved populations in California; and line 33 WHEREAS, The American Cancer Society Cancer Action line 34 Network (ACS CAN) is the nonprofit, nonpartisan advocacy line 35 affiliate of the American Cancer Society. ACS CAN supports line 36 evidence-based policy and legislative solutions designed to line 37 eliminate cancer as a major health problem; and line 38 WHEREAS, C4 and ACS CAN encourage Californians to line 39 discuss the colorectal cancer screening test that is best for them

ACR 38, as introduced, McCarty. Adult Education Week.This bill would proclaim the week of April 2, 2017, to April 8, 2017,

inclusive, as Adult Education Week, and would honor the teachers,administrators, classified staff, and students of adult education programsstatewide for their efforts, persistence, and accomplishments.

line 1 WHEREAS, The week of April 2, 2017, to April 8, 2017, line 2 inclusive, is observed as “Adult Education Week,” recognizing line 3 the unique accomplishments of California adult schools; and line 4 WHEREAS, The Legislature acknowledges that adult schools line 5 that are provided by K–12 school districts offer quality programs line 6 to meet the ever-changing economic and workforce development line 7 and lifelong learning needs of our diverse state; and line 8 WHEREAS, The first recorded adult education class in line 9 California was held in the basement of St. Mary’s Cathedral in

line 10 San Francisco in 1856. The class was authorized by the San line 11 Francisco Board of Education to teach English to Irish, Italian, line 12 and Chinese immigrants. John Swett, who was the first volunteer line 13 teacher for the class, later became a Superintendent of Public line 14 Instruction; and

line 1 WHEREAS, Adult schools, which work in collaboration with line 2 community centers and libraries, are a primary community resource line 3 for the teaching and instruction of adult literacy; and line 4 WHEREAS, Adult schools provide a way for adults to complete line 5 secondary-education studies and obtain a high school diploma or line 6 its equivalent at their own pace and to prepare for and transition line 7 to postsecondary education and career training; and line 8 WHEREAS, Adult schools provide critical opportunities to line 9 bring recent school dropouts back to school; and

line 10 WHEREAS, Adult schools provide instruction to those in the line 11 state who need English as a second language and citizenship line 12 courses and play a key role in immigrant integration and the path line 13 to United States citizenship, which is important for our diverse line 14 community during this time of immigration reform; and line 15 WHEREAS, Adult schools, which recognize that we must focus line 16 on educating parents in order to break the cycle of illiteracy and line 17 to support educational equity for all our children, provide programs line 18 in family literacy at elementary schools in conjunction with line 19 community-based organizations; and line 20 WHEREAS, Historically, adult schools have been called on to line 21 assist the state as it dealt with significant social, political, and line 22 economic issues, such as providing job training programs during line 23 the Great Depression and training for skilled and underskilled line 24 workers during World War II; and line 25 WHEREAS, Adult schools provide short-term career and line 26 technical training for adults seeking changes or enhancements in line 27 their career pathways; and line 28 WHEREAS, Adult schools offer varied, market-based education line 29 programs to enhance the lifelong learning opportunities in the line 30 state; and line 31 WHEREAS, In 2015, the Legislature and Governor Edmund line 32 G. Brown Jr. saved California adult schools from the brink of line 33 closure by establishing the Adult Education Block Grant Program line 34 that is helping to restore access and programming for adult learners line 35 with planning and collaboration on a regional scale; and line 36 WHEREAS, Adult schools in California are diverse places of line 37 learning that seek to support all students regardless of ethnicity, line 38 race, faith, and orientation, where students are safe from line 39 discrimination and bullying; now, therefore, be it

line 1 WHEREAS, Science, Technology, Engineering, and line 2 Mathematics (STEM) are critical fields for the success of line 3 California’s economy; and line 4 WHEREAS, Many of the fastest growing occupations in the line 5 United States require some form of expertise in the areas of STEM; line 6 and line 7 WHEREAS, STEM careers represent some of the highest-paying line 8 positions in any field, thereby providing desirable career line 9 opportunities and real pathways out of poverty; and

line 10 WHEREAS, Preparing students for the STEM workforce is line 11 essential to fulfill the demands of our 21st century, line 12 innovation-focused economy; and line 13 WHEREAS, A significant gender gap exists in the participation line 14 of STEM disciplines and workforce; and line 15 WHEREAS, Women earn nearly 60 percent of bachelor’s line 16 degrees, but are underrepresented in STEM-related college degrees, line 17 especially in the computer sciences and engineering fields; and line 18 WHEREAS, According to the Census Bureau, while women line 19 make up nearly one-half of the working population, they only line 20 represent 26 percent of the STEM workforce; and line 21 WHEREAS, Women represented 34 percent of computer line 22 occupations in 1990, but that number declined to 27 percent by line 23 2011; and

line 1 WHEREAS, Women in STEM professions earn one-third more line 2 than women in non-STEM-related occupations; and line 3 WHEREAS, In California the gender disparities among STEM line 4 fields are similar if not more pronounced. Only 15 percent of line 5 engineering graduates in California are women and only 15 percent line 6 of engineers in the workforce are women; and line 7 WHEREAS, Despite underrepresentation in the STEM fields, line 8 there are many California female leaders who represent the STEM line 9 community and serve as role models for young girls preparing for

line 10 STEM careers; and line 11 WHEREAS, Today’s women leaders in STEM stand on the line 12 shoulders of innovators that came before them, such as Grace line 13 Murray Hopper, a pioneer in her field who is credited for inventing line 14 the first computer language compiler; now, therefore, be it line 15 Resolved by the Assembly of the State of California, That the line 16 Assembly encourages all citizens and community organizations line 17 to support the observance of California Women and Girls in STEM line 18 Week by encouraging and celebrating women in the STEM fields; line 19 and be it further line 20 Resolved, That the Assembly declares April 2, 2017, to April line 21 8, 2017, inclusive, as Women and Girls in STEM Week ; and be line 22 it further line 23 Resolved, That the Chief Clerk of the Assembly transmit copies line 24 of this resolution to the author for appropriate distribution .

and would encourage all elected officials to participate with theireducational communities in celebrating the arts.

line 1 WHEREAS, Arts education, which includes dance, music, line 2 theatre, and the visual arts, is an essential and integral part of basic line 3 education for all pupils in prekindergarten, kindergarten, and grades line 4 1 to 12, inclusive; and line 5 WHEREAS, The arts are crucial to achieving a state educational line 6 policy that is devoted to the teaching of basic academic skills and line 7 lifelong learning capacities with the goal of truly preparing all line 8 children for success after high school regardless of gender, age, line 9 economic status, physical ability, or learning ability; and

line 10 WHEREAS, A systematic, substantive, and sequential visual line 11 and performing arts curriculum addresses and develops ways of line 12 thinking, questioning, expression, and learning that complement line 13 learning in other core subjects, but that is unique in what it has to line 14 offer; and line 15 WHEREAS, Pupils benefit from arts learning in the areas of line 16 cultural understanding, readiness for learning and creative thinking, line 17 cognitive outcomes, emotional intelligence and expression, social

line 1 interaction and collaboration, and preparation for the workplace line 2 and lifelong learning; and line 3 WHEREAS, Arts education in California is mandated for pupils line 4 in grades 1 to 12, inclusive, by Sections 51210 and 51220 of the line 5 Education Code, which provide, in part, “[t]he adopted course of line 6 study ... shall include instruction ... in ... [v]isual and performing line 7 arts, including instruction in the subjects of dance, music, theatre, line 8 and visual arts, aimed at the development of aesthetic appreciation line 9 and the skills of creative expression”; and

line 10 WHEREAS, The arts are recognized as part of a quality line 11 education, and the University of California and the California State line 12 University have instituted a policy that includes visual and line 13 performing arts as a college preparatory subject for all high school line 14 pupils wishing to enter California’s institutions of higher education; line 15 and line 16 WHEREAS, The State of California, through the local control line 17 funding formula, has provided flexibility for local educational line 18 agencies to target growing resources towards arts education; and line 19 WHEREAS, It is the intent that this funding help implement a line 20 comprehensive vision for arts education at the local level, to ensure line 21 that every pupil in California benefits from this investment; and line 22 WHEREAS, This funding is the first step in investing in quality line 23 visual and performing arts programs for all California pupils; and line 24 WHEREAS, Many national and state professional arts education line 25 associations hold celebrations in the month of March, giving line 26 California schools a unique opportunity to focus on the value of line 27 the arts for all pupils, to foster cross-cultural understanding, to line 28 give recognition to the state’s outstanding young artists, and to line 29 enhance public support for this essential part of the curriculum; line 30 now, therefore, be it line 31 Resolved by the Senate of the State of California, the Assembly line 32 thereof concurring, That the Legislature proclaims the month of line 33 March 2017 as Arts Education Month and encourages all elected line 34 officials to participate with their educational communities in line 35 celebrating the arts with meaningful activities and programs for line 36 pupils, teachers, and the public that demonstrate learning and line 37 understanding in the visual and performing arts, and urges all line 38 residents to become interested in and give full support to quality line 39 school arts programs for children and youth; and be it further
