The goal for the CRDP is to be responsive to the changing needs of individuals residing in

the community who are receiving services through California’s developmental

disabilities service system and enhance the capacity for community services. GGRC

would like to hear from you regarding types of services and supports to meet current

and future needs of individuals and their families in the communities of Marin, San

Francisco, and San Mateo.

• Will Sanford shared: The State Council should take notice of the Supported Employment Individual Placement rate recommended in the Burns & Associates Rate study. It is the lowest of the employment rates and, in some cases, is less than what it is currently. The deadline for public comment is March 22, 2019. (NOTE: Post-RAC meeting, this deadline was extended by DDS to April 5th, 2019).

• Krista Martinelli shared an overview of the new IEP Collaborative, Inc., serving families. This will be a Non-Profit Law corporation focused on education, advocacy, IEP formation and implementation. The website will launch very soon.

• Susan Bardet shared: Her insight into SPED processes and advocacy, regarding her services. Parents many times wait too long to have the IEP. Parents often don’t know how to be persuasive when they go to their IEP meetings, or when in the early stages of talking to their school districts.

7:17p Regional Advisory Committee members reported on the advocacy work they have been engaged with since the last meeting on November 28, 2019. Some highlights are:

• Regina Woodliff continues to work with the Statewide Self-Advocacy Network (SSAN) encouraging youth membership and participation in Employment First, and she is on the newspaper team doing articles that tell stories about individuals and the experiences they have had.

• Elizabeth Grigsby shared that the roll- out of orientations for CA’s Self-Determination program is coming soon. She serves on a local SDP committee.

• John Marble shared information on two emerging groups for autistic adults and participated in a documentary about autism around the world that will debut at Cannes in 2020.

• Sascha Bittner has mainly been focused on Self-Determination in her non-partisan work. She is attending the 2019 Developmental Disabilities Public Policy Conference on March 18, 2018 in Sacramento hosted by The ARC of California.

• Francisco Garcia shared the issues with housing he is experiencing and reflected on how much of a hardship such issues are for those with developmental disabilities and their families, who may be experiencing similar issues without supports in place to help protect their rights.

• Pam Perls shared she attended both the Contra Costa County Developmental Disabilities Council (CCDDC) meeting, an East Bay Legislative Committee (EBLC), the Health and Wellness Committee of which she is a member of the Forensic Roundtable. She will attend a town hall for State Senator Steve Glazer and Assembly Woman Rebecca Bauer-Kahan and plans to provide testimony asking questions about affordable housing.

• Marla Silversmith is the newest member of the RAC. She gave an overview of her experience having a sister with Down Syndrome, parents who advocated for her sister, her own work in special education, and recently helping her mother and sister open a CalABLE account.

• Francis Lau shared the advocacy work he has been doing representing SCDD on the Cal ABLE Board, the launch of the program, and an update on the State Council sponsorship amount, available year-round for activities that support the mission of the State Council. There has been an increase in funding available, from what was a max of $999 to an updated max of $1,500 per sponsorship.

• Sheraden Nicholau read the report from Janet Miller. The Miracle League North Bay opening day is on April 14, 2019; Integrated Community Services in partnership with Mill Valley Recreation is working on a launch of a pop-up coffee cart which will provide employment opportunities as a training site and will provide training in transferable skills; and Mill Valley Recreation in partnership with Project Awareness and Special Sports will offer 4 weeks of summer camp this summer.

• Valerie Buell read the report from Dianne Millner. She attended the February 1st East Bay Developmental Disabilities Legislative Coalition Luncheon at RCEB and sat next to Abel Pineda, the Principal Field Representative for California Assembly member Rob Bonta. She also reserved a spot at the Department of Developmental Services sponsored “Train the Trainer” session on March 1st at the San Andreas Regional Center.

There were several requests for future agenda items on the topics of:

• Transportation, particularly Paratransit • Affordable Housing, particularly the rights of those renting (eligibility, landlords taking advantage,

etc.) • Mental Health: People with mental health needs and psychiatric disabilities, especially when they

also have an I/DD, are often underserved and are left behind because of the stigma, and the difficulty in finding healthcare professionals who understand these needs.

Comments from the guests were:

• Shawn Costello shared it is very hard to get interagency rides between BART and Paratransit. • Sara Desumala asked when the Self-Determination trainings for those selected in CA will start.

8:09p Sheraden Nicholau gave an overview of the Clients’ Rights Advocacy and Volunteer Advocacy

Services (CRA/VAS) Annual Reports (Included in the packet) Some questions and comments were:

• Could VAS extend to community-based individuals? • Is there any sort of tracking for disputes within community care facilities? • The Clients’ Rights Advocate program has a quarterly report and some of these issues/disputes

would be addressed in this report. • Sascha Bittner requested that the kind of issues that come up be added to the list of Future

Agenda items. • Is this program (CRA / VAS) going away because of the closures? It should be broadened into

the community.

• Elizabeth Grigsby would like to get the Rights Advocates of every regional center to get together statewide, meet regularly, and work on projects together.

8:34p Sheraden introduced the video Pathways to Justice: Start the Conversation. The video was played and a discussion took place after. Some highlights from the discussion were:

• Santa Clara County’s mental health court is a local example of a well-regarded mental health court in California.

• Racial minorities with developmental disabilities have a greater chance of a negative interaction with law enforcement. The State Council gives crisis intervention trainings and POST trainings in area LD-37 to law enforcement officers.

• Youth and adults may fall through the cracks in the criminal justice system more than others if they have an I/DD but are not eligible for regional center services.

8:52p Reports:

• Regional Center Reports: o Eric Zigman gave the report for GGRC

Eric Zigman, self-advocates, and family advocates provided testimony about the need for more affordable housing funding, at the San Mateo County Board of Supervisors Meeting on February 12th.

The Governor’s Budget is out. There is a letter from Assembly members Frazier and Holden asking for an increase in provider rates.

• More programs and homes in the region have closed because funding was not restored.

o Lisa Kleinbub gave the report for RCEB

RCEB placed the last person from Sonoma into the community, on December 14th.

RCEB recently opened the first Community Crisis Home (CCH) in Oakley. SCDD and the CCDDC Council helped at a recent neighborhood meeting regarding the CCH, to educate and alleviate concerns.

RCEB is working with SCDD to host trainings for self-advocates, for when interacting with law enforcement. More work needs to be done to help those eligible for services to get them as early as possible instead of when they are close to adult hood.

RCEB applied for reducing disparity funds and received notice that $100,000 has been awarded for RCEB to develop family home agencies. These will serve Deaf, Hard of Hearing, and monolingual populations in community homes.

• People First: The next people first meeting is on March 16th for Northern Alameda County at the Cesar Chavez Library in Oakland.

• Sara Desumala received a message that there is no more 510 area code and wants to know if it is true.

• Shareem Ram shared that State Senator Steve Glazier’s office is in the midst of developing their Legislative packet for next year.

• Shawn Costello said Bay Area Rapid Transit (BART) is using too much bleach in the elevators and this makes it difficult to breathe when using them.

• Christina Lasson received a message about the State Council on Developmental Disabilities Meeting happening tomorrow in Sacramento. She was unclear if RAC members are required to attend.

• Regina Woodliff received notice that bus lines will be cut in Contra Costa County.

7:15p Report from Regional Advisory Committee Members:

• State Council member Francis Lau was unable to attend this meeting and has no report to share. • John Marble

o He is an advisor for Neurodiversity Pathways, and they are beginning a six week workplace readiness program in February.

o He helped form a Bay Area LGBTQ Autistic group. They are putting together an event this Sunday hosted in San Francisco.

o Interested in the policy work needed to evaluate using the funds from the sale of the closed developmental centers land to support Californians with developmental disabilities in community settings, and would like to speak with legislators about that.

• Pam Perls o The Consortium for Citizens with Disabilities is writing a letter, as of January 8, 2019,

objecting to Jeff Sessions rescinding 200 pages of guidance letters and issuing a directive saying the department would no longer issue them (this occurred when he was Attorney General).

o Submission of public comments about the proposed Public Charge Rule has to be done by December 10, 2018

• Francisco Garcia o The Spanish-speaking community is feeling the impact of the blame laid on them

because of recent anti- immigration policy and sentiment. This community expresses that they are falling behind in job opportunities and wages because of this. Those at most risk are families with children with disabilities.

• Elizabeth Grigsby o Sonoma Developmental Center is closing, finally, and all the people are moving out into

the community. GGRC talked about Self-Determination in our local SDP meeting. She is also hoping the money from the closure of developmental centers will go back to the community to fund programs for people with I/DD.

• Regina Woodliff o Statewide Self-Advocacy Network (SSAN) meetings are coming up on December 5-6,

2018. Those who cannot attend in person may call in. 800-839-9416 pin 8703085. The meeting times are: on the 5th from 10:00 AM to 5:00 PM, and on the 6th from 9:30 AM to 3:00 PM

7:49p: Pat Mejia and Joe Cummins presented on the Office of Developmental Primary Care at UCSF. Some presentation highlights were:

• An overview on how the office was started and the work it does in hospitals and clinics, to help the I/DD community have increased access to health services that maximize their wellness and function. Examples were shared of the trainings the office has done.

• One goal is to educate clinicians on Supported Decision Making. • A 2-week elective on developmental disabilities is being offered to 3rd and 4th year medical

students at UCSF. • People need to be educated on what HIPAA means; when trained, they are surprised at how

flexible the law can be. • Documents in the packet shared at this RAC are created through feedback from the community,

some are developed by self-advocates, and many have been translated in Spanish • There are plans to make their website available in Spanish

8:30p Reports:

• Bay Area Office: Sheraden Nicholau and Ron Usac gave a report on the updates from the Regional Office:

o Sheraden Nicholau highlighted the packet with a focus on the information regarding parity in education, the US Dept. of Ed’s Office of Civil Rights, events and collaborations with other agencies, and work with the East Bay Legislative taskforce.

o Ron Usac reported on the history of SSAN and People First, when they meet, and activities they are participating in.

• Regional Center Reports:

o Eric Zigman gave the report for GGRC: Re. the proposed Public Charge Rule, there are concerns that Regional Center

Services could be seen as falling under the Public Charge Rule and that could lead to families refusing services

The Legislative Analyst Office published a report that laid out the potential different uses of the land the Developmental Centers are on.

As of October 23, 2018 the last person from Sonoma was moved out of the developmental center and into his new home, and there are only 2 individuals left in other centers that need to be placed, from the GGRC catchment area

The Burns and Associates Provider Rates Study has moved forward; the report is due to the State Legislature by March 2019.

GGRC’s newsletter is coming out, December 3, 2018. A recent GGRC Board Meeting had a discussion on the Paid Internship Program

where individuals can earn up to $10,400 per year in an internship. There is no compensation to providers for the development of those internships.

o Lisa Kleinbub gave the report for RCEB: The state has developed their proposal for bridge funding, to support the time

between June 2018 and when the rate study is proposed and funded. They proposed an option which would create a 2.07% increase to providers of community day services and residential services in high cost areas.

8 people transferred out of Sonoma Developmental Center. Others remain, for now, at Fairview and Porterville. Expect residing at Sonoma DC is to be moved into community settings by December 14, 2018.

The Department of Developmental Services (DDS) will host a focus group tomorrow 11/29/18 at the Ed Roberts Campus for the deaf and hard of hearing community at 3:30 PM on services.

• DD Councils:

o Valerie Buell read Vi Ibarra’s report on the Contra Costa DD Council: Registration is open for the December 8, 2018 “Let’s Keep Learning” conference

for parents, staff, and students with disabilities, ages 14 and older. The Transition Task Force is working on an event for early 2019 called “Going to

Work: Employment IS an Option”. The next Contra Costa DD Council meeting will be held on Wednesday,

November 28, 2018 at the RCEB Concord office, at 10:00 AM. • People First:

o Christina Lasson reported the holiday party will be held on December 15, 2018 from

12:00 PM to 3:00 PM. Attendees: Bring food to share and a $5 gift for the gift exchange. Requesting newly elected legislators should show up and present on what they do.

7:13p Public Comments:

Barbara Rosen expressed concern that the Supported Living Services (SLS) regulation on background checks for paid staff, volunteers, and contractors is still discretionary, pointed out the vulnerability of this community, and asked how many complaints it will take to make change and if the committee will ask the legislature to update the regulation to require background checks. Michelle Garcilazo from Congressman Huffman’s office introduced herself to the committee as both a parent of a child with IEP needs, and that she is an immigration rights specialist. Patrick McKay shared he may not be able to attend these meetings anymore.

Sascha Bittner announced that because we have seen an increase in committee members and in members of the public wishing to join RAC meetings via teleconference, we can look to Bagley-Keen guidelines regarding calling in to the meeting, making comments, or voting. Members of the committee will need to notify the Bay Area Office of their designated public call-in site(s) before the deadline, more than 10-days before the RAC meeting. A designated public call-in site needs to be a public site, meaning the location address(es) will be posted on the RAC Agenda, sent 10 days in advance, so that members of the public are notified of the site and can convene at the designated public call in site(s), should they choose. However, if RAC member is not able to

participate but just wants to listen in, they may call in from anywhere -- but would not be able to make comments as a RAC member, or vote. Will Sanford said he believes that rule would only apply to a RAC member regarding voting, and not to a member of the general public making a public comment, and suggested that the rules on Bagley-Keen be reviewed for this verification. Sascha will confirm guidelines and will provide this for the next RAC meeting.

7:27p Report from Regional Advisory Committee Members

Each Regional Advisory Committee member in attendance gave a report on the advocacy work that member has been doing in the community over the last year. Reports from Francis Lau and Dianne Millner were read aloud by Bay Area Office Staff members Angel Marshall and Valerie Buell. Some activities/work reported was:

• Work on the Local Self-Determination Advisory Committee for GGRC’s catchment area, including pre-enrollment meetings

• Work on the Local Self-Determination Advisory Committee for RCEB’s catchment area, including pre-enrollment meetings

• Work on the Golden Gate Self-Advocacy Conference • Serving on the Community Integrated Services Board of Directors • Running a non-profit that offers recreational programs for any age up to 22 • Operating a program called Neurodiversity Pathways that trains people with autism to

mainstream into competitive positions and providing companies with training to hire, train, and retain autistic employees

• Spoke in favor of Bill SB 820; the Settlements Agreements: Confidentiality bill • Spoke at the National Sexual Assault Conference in Anaheim • Work as an advocate for Disability Rights of California • Work as a freelance writer, writing about Developmental Disability issues • Help launch Bridge to Success, a Contra Costa County employment program • Work on the Contra Costa Developmental Disability Council (CCDDC) • Work on the East Bay Legislative Coalition and the Forensic Sub Committee of the

Health and Wellness Committee • Work in the Hispanic Community to inform and engage other families, to let them know

what services are available • Work in a core group on Person-Centered Thinking training, and training providers • Camp Counselor at Camp Pals for People with Down Syndrome • Serving as President for two chapters of People First • Attending meetings on the rapid developments in how Artificial Intelligence (AI) is being

used in the health care field • Work on the CalABLE program that is scheduled to be launched in the middle of

December 2018 Upcoming Activities mentioned were:

• The Grand opening celebration at the Summersville Towne Center mall in Antioch will unveil the first public adult changing table in a shopping mall in the United States

• The first LGTB Autistic/Neurodiversity meet up in San Francisco is this Saturday • ASCEND and San Francisco State University is hosting a Free Conference called Autism

in the Media on Saturday October 20th 9:00 AM to 4:30 PM

• Bay Area Office: Sheraden gave an overview of the Bay Area Office Quarterly Overview, the Quality Assessment Project, the Client’s Rights Advocate and Volunteer Advocacy Services (VAS), the recent partnership with the Job Accommodation Network & IBM on an increasing disability employment event, and invited RAC members and guests to let the office know if they want to participate in any of the trainings and events hosted by the office.

• Regional Center Reports: o Eric Zigman/GGRC reported:

GGRC will roll out an electronic newsletter, to be sent out 4 times a year An overview of persons served by GGRC Shared info about a recent video created to illustrate and educate about the

move from the Developmental Centers, called “Chris’s Story”. Noted that SCDD’s Angel Marshall was involved in the project and interviewed a person-served named Chris. The video is waiting for final approval for release

GGRC has one individual left to transition out of the Developmental Center This Saturday in Redwood City: Congresito at Fair Oaks community center from

9:15am to 3:30pm, hosted in the GGRC o Lisa Kleinbub/RCEB reported:

RCEB is working on a lot of similar things to GGRC, they still have 19 people to transition out of the Developmental Center, as some of the new homes being constructed are experiencing construction delay

An update on the Northern California homes for the Safety Net, providing crisis services for people who need additional support than what is offered in their community

October 13th is the Global Village Conference, which will be held in multiple Asian languages

Making a renewed effort to look at risk management and how to support the more vulnerable people-served, and how to best assess needs.

• Developmental Disabilities Council: o Ron Usac gave the Contra Costa DD Council report sent to him by Vi Ibarra:

October 4th is the 5th Annual Disability and Access and Functional Needs Forum Partnering with the East Bay Legislative Coalition (EBLC) and presenting a

Disability Education Forum for Assembly District 16 candidates to answer questions about issues specifically affecting individuals with Intellectual/Developmental Disabilities

Conference on Saturday Dec 8th “Let’s Keep Learning” is coming up • People First:

o Christina Lasson gave the reports for Bay Area People First and Northern Alameda People First report:

In recent meetings, they talked about CalABLE, Self-Determination and Employment

They are planning the Carlos Quintong Self-Advocacy Celebration coming up on October 19th

o Jerry Grace reported to the conference in Sacramento and shared the donation request letter from People First for the Carlos Quintong Self-Advocacy Celebration

Will Sanford announced Assemblymember Jim Frasier will hold a town hall meeting / listening session on October 24th from 5:30pm -7pm at Concord’s Council chambers, including hearing about transportation and housing needs. There was a Disability Forum for the two candidates running for District 15, Assemblymember Tony Thurmond’s seat, which was taped and is available for people to watch. Patrick McKay was awarded with the Self-Advocate of the Year Award at the Golden Gate Self-Advocacy Conference in September.

Regional Center Requests for Community Feedback regarding Department on Developmental Services (DDS) Community Resource Development Plan (CRDP)

The Department of Developmental Services (Department) has statutory responsibility to ensure that individuals with developmental disabilities live in the least restrictive setting, appropriate to their needs.

Under the authority of Welfare and Institutions Code (WIC) Section 4418.25 and Section 4679, the Department shall establish policies and procedures for the development and submission of annual Community Placement Plan (CPP) and Community Resource Development Plan (CRDP) funding proposals by regional centers.

The Department’s goals for the CRDP is to be responsive to the changing needs of individuals currently residing in the community who are receiving services through California’s developmental disabilities service system and enhance the capacity for community services.

The CPP and CRDP are designed to support three of the Department's strategic goals:

• Expand the availability, accessibility and types of services and supports to meet current and future needs of individuals and their families in the community.

• Develop systems to ensure that quality services and supports in the least restrictive environment are provided to individuals in the community.

• Develop services that are person-centered and represent the diversity of the regional center’s catchment area.

The goal of the CRDP is to expand the availability, accessibility and types of services and supports to meet current and future needs of individuals and their families in the community. Limited funding from the Department of Developmental Services will be available for program development.
