This has reference to your communication on the above mentioned subject in
application submitted for Environmental clearance to the SEIAA-TN on 30.04.2014. The
proposal was considered as per the EIA Notification, 2006, by the State Level Expert AppraisalCommittee, Tamilnadu in its 72nd meeting held on 04.02.2016 and decided to recommend the
project for issue prior environment clearance by SEIAA and SEIAA after careful considerationdecided to issue Environmental Clearance in its 165th meeting held on 19.02.2016 vide

calendar year in respect of the conditions stipulated in the prior Environmental
clearance issued. b.The project authorities should advertise with basic details at least in two local
newspaper widely circulated, one of which shall be in the vernacular language of the
locality concerned, within 7 days of the issue of clearance and a copy of .the
clearance letter is available with the State Pollution Control Board and also at
website of SEIAA, TN and a copy of the same should be forwarded to the Regional
Office of the Ministry of Environment and Forests located at Chennai.
c.In the case of any change(s) in the scope of the project, a fresh appraisal by the
SEAC/SEIAA shall be obtained. d.A copy of the clearance letter shall be sent by the proponent to the Block
development officers of Panchayat union and the Local NGO, if any, from whom
suggestions /representations, if any, have been received while processing the
proposal. The clearance letter shall also be put on the website of the Proponent.
e."Consent for Establishment" shall be obtained from the Tamil Nadu Pollution
Control Board and a copy of the same shall be submitted to the SEIAA, Tamil Nadu

f.A copy of the Environmental Clearance shall be sent by the project proponent to
concerned local body and local NGO, if any from whom suggestions/representatives, if
any were received while processing the proposal.
g.The Environmental Clearance shall also be put on the website of the company.
h. No expansion or modernization in the project shall be carried out without prior
approval of the SEIAA-TN. In case of any deviations or alterations in the project
proposal from those submitted to this Authority for clearance, a fresh reference shall
be made to the SEIAA-TN to assess the adequacy of conditions imposed and to add
additional environmental protection measures required, if any.
i. All the environmental protection measures and safeguards as recommended in the EIA
report shall be complied with.
(B) Conditions for Construction Phase
j. The approval of the competent authority shall be obtained for structural safety of
the buildings during earthquake, adequacy of fire fighting equipments, etc as per
National Building Code including protection measures from lightning etc.
k. All required sanitary and hygienic measures should be in place before starting
construction activities and they have to be maintained throughout the construction
phase.
I. Design of buildings should be in conformity with the Seismic Zone Classifications.
m. All other statutory clearances such as the approvals for storage of diesel from Chief
Controller of Explosives, Fire and Rescue Services Department, Civil Aviation
Department, Forest Conservation Act, 1980 and Wild Life (Protection) Act, 1972,
State / Central Ground Water Authority, Coastal Regulatory Zone Authority, other
statutory and other authorities as applicable to the project shall be obtained by
project proponent from the concerned competent authorities.
n. The waste water/ Sewage generated from any other source other than indicated shall
also be taken to ETP/STP redesigning the treatment plants if required.

o. The project proponent shall ensure Zero Liquid Discharge in the premises as reported
and reuse /recycle the treated effluent completely.,p. The water demand for the green belt shall be met from treated effluent/sewage only
as reported, q. Sewage and trade effluent shall be treated and properly disposed/utilized after
comply with discharge standards prescribed by the TNPCB/CPCB. r. Fly ash shall be collected in cake form by dense phase collection system and wet
with water sprinkler system as being practiced. No ash shall be disposed off in low
lying area within or outside the premises, s. A maximum of 930 TPD of Bagasse or 400 TPD of imported coal from Indonesia
shall be used as fuel for the cogeneration power plant as reported. No other fuel
including domestic coal/Indian coal shall be used in the power plant, t. In case, source of coal supply has to be changed at a later stage, the project
proponent shall intimate the Authority well in advance along with necessary
documents for its concurrence for allowing the change in coal source, u. Sulphur and ash contents in the coal to be used in the project shall not exceed
0.3% and 4% respectively at any given time. In case of variation of coal quality at any point of time, fresh reference shall be made to the SEIAA-TN for suitable
amendments in the conditions of the environmental clearance granted wherever
necessary, v. Transportation of coal from Ports in Tamil Nadu to the power plant site shall be done via mechanically covered trucks or by dedicated closed conveyor system, avoiding
the route passing thro' habitation areas/thickly populated areas, w. Efforts shall be made to reduce impact due to the transport of imported coal on the
surrounding environment including agricultural land. x. During transportation of coal from port to project site, adequate precautions should
be taken to prevent dust emission. y. Fugitive emission of fly ash (dry or wet) shall be controlled in such a way that
nearby villages and agricultural or non-agricultural land shall not be affected,
z. Proper storage of fly ash in silos shall be ensured within the premises. Utilisation of
100% fly ash generated shall be done for beneficial use in brick manufacturing &
cement industry as reported, aa. Water requirement of 264 KLD shall be met from treated recycled water given from
the sugar plant only as reported. bb. Fugitive emission of fly ash (dry or wet) shall be controlled in such a way that

cc. Proper storage of fly ash in silos shall be ensured within the premises. Utilisation of
100% fly ash generated shall be done for beneficial,use in brick manufacturing &
cement industry as reported.
dd. The fugitive emissions during loading and unloading shall be suitably controlled.
Fugitive emissions in the work zone environment and raw materials storage & handling
areas shall be regularly monitored. The emissions shall confirm to the limits prescribed
bytheTNPCB/CPCB.
ee. Vehicular emissions should be kept under control and each vehicle shall carry valid
Emission certificate issued by competent Authoruty.
ff. Adequate dust extraction system such as ESP/cyclones/ bag filters/Wet scrubbers and
water spray system, transfer areas and other vulnerable dusty areas shall be provided.
(C) Conditions for Operation Phase/Post Construction Phase
gg. Ambient Air Quality Monitoring Stations shall be set up in the down wind direction as
well as where maximum ground level concentration of SO2, NOx&Particulate Matter is
anticipated. At least four ambient air quality monitoring stations should be established
in the core zone as well as buffer zone for monitoring SO2, NOx & Paniculate Matter
Location of the monitoring stations should be decided in consultation with State
Pollution Control Board based on the meteorological data, topographical features' and
environmentally and ecologically sensitive targets and frequency of monitoring etc.
hh. The industry shall conduct air sampling at least twice in a week (104 times in a year), as
stipulated under the EP Act 1986.
ii. Regular monitoring on the air quality, water quality and noise on the selected locations
in and around the project site as mentioned in the EMP report for creating base line
data shall be continued and records shall be maintained.
jj. A separate environment and safety management cell with qualified staff shall be set up
before establishment of the facility and shall be retained throughout the lifetime of the
industry, for implementation of the stipulated environmental safeguards.
kk. The land area of 11600Sq.mt earmarked within the project area shall be developed for
green belt development in 'consultation with DFO on the selection of the species &
number of plantations to be carried out.
II. The industry shall promote tree plantation to neutralize their carbon foot print.Green
Belt consisting of three tiers of plantations of native species around plant and at least

75 m width shall be raised.Tree density shall not less than 2500 per ha with survival
rate not less than 80 %.
mm. Water conservation scheme including rain water harvesting measures to augment
ground water resources shall be implemented so as to collect and reuse the entire
rainwater harvested as a supplement to fresh water drawal.
nn.lt shall be ensured that storm water drain provided at the project site shall be
maintained without choking or without causing stagnation and should also ensure
that the strom water shall be properly disposed off in the natural drainage/channels
without disrupting the adjacent public. Adquate harvestion of strom water should be
ensured. oo. It shall be ensured that necessary trenches for openings shall be provided at
periodic intervals along the compound wall, so as to let out the storm water during
rainy season, without stagnation/ ponding.
pp. It shall be ensured that roof top run-off collected from the covered roof of the buildings, etc shall be scientifically harvested so as to ensure the maximum
beneficiation of rain water harvesting.
qq. Scheduled Flora and Fauna found in the study area of the core zone around the project
site shall be monitored closely and a plan shall be prepared and implemented for their
drain along the boundary and appropriate places shall be provided considering the
Catchment area and rnaximum intensity of rainfall to collect runoff water/rain water
for proper disposal to avoid floodingaround the premises.
ss. All the points raised during the public consultation and the action to be
taken report shall be complied with by the Proponent.

(B) GENERAL CONDITIONS:-
Conditions for Entire life of the Project
i. This Environmental Clearance shall not be cited to relax any other rules applicable to
this project,
ii. The Land use classification shall be meeting the requirement for this type of project,
before commencement of establishment,
iii.
a. The Project Proponent should advertise at least in two local newspapers
widely circulated, one of which shall be in the vernacular language of the
locality concerned, within 7 days of the issue of the Environmental
Clearance informing that the project has been accorded environmental
clearance and a copy of the clearance letter is available with TNPCB and
also at the Website of the SEIAA, TN at http:/www.seiaa.tn.gov,in. ]
iv. The implementation of the project vis-a-vis environmental action plans shall be
monitored by the Regional office of MoEF& CC at Chennai, TNPCB and CPCB. A six
monthly compliance status report shall be submitted to monitoring agencies regularly.
v. Data on ambient air, stack and fugitive emissions shall be regularly submitted online to
the Regional office of MoEF&CC,GOI, at Chennai, TNPCB and Central Pollution Control
Board as well as hard copy once in six months and display data on RSPM, SO2 and NOx
outside the premises at the appropriate place for the general public.
vi. Provision shall be made for the housing of construction labour within the site with all
necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile
STP, Safe drinking water, medical health care, creche etc. The housing may be in the
form of temporary structures to be removed after the completion of the project.
vii. Occupational health surveillance of the workers shall be done on a regular basis and
records maintained as per the Factories Act.

ENVIRONMENTAL CLEARANCEviii. Proper house-keeping and cleanliness must be maintained within and outside the
plant.
ix. Occupational health surveillance programme shall be undertaken as regular exercise
for all the employees, especially for those engaged in handling hazardous substances.
The first aid facilities in the occupational health centre shall be strengthened and the
medical records of each employee should be maintained separately.
x. The overall noise levels in and around the plant area shall be kept well within the
standards prescribed for by providing noise control measures including acoustic hoods,
silencers, enclosures etc. on all sources Of noise generation. The ambient noise levels
should conform to the standards prescribed under EPA Rules, 1989 viz. 55 dBA (day
time) and 45 dBA (night time).
xi. The project proponent shall regenerate/preserve water body located at about 5.0 km
from the propose site at its own expenses. The project proponent shall also develop
village ponds in addition and shall ensure that the existing ponds in and around 5.0 Km
radius are well maintained.
xii. Hydro geological study of the area shall be reviewed annually and report submitted to the Authority. No water bodies including natural drainage system in the area shall be
disturbed due to activities associated with the setting up / operation of the power
plant.
xiii. A report on the energy conservation measures conforming to energy conservation
norms prescribed by the Bureau of Energy Efficiency shall be prepared
incorporating details about building materials & technology; R & U factors etc and
submitted to the SEIAA in three month's time.
xiv. The project proponent shall also adequately contribute in the development of the
neighbouring villages. Special package with implementation schedule for free potable
drinking water supply in the nearby villages and schools shall be undertaken in a time

xv. At least three nearest villages shall be adopted and basic amenities like development
of roads, drinking water supply, primary health centre, primary school etc shall be
developed in co-ordination with the district administration.
xvi. CSR activity shall be implemented as committed and further by drawing a scheme for
social upliftment in the surrounding villages with reference to contribution in road
construction, providing sanitation facilities, drinking water supply in the government
schools nearby, community awareness, establishment of health centres, water supply
to nearby villages and employment to local people whenever and wherever possible
both for technical and non-technical jobs and protection of water sources around the
project site etc. Funds earmarked for CSR activity shall be used for that purpose only
and separate account shall be maintained and report on implementation shall be
furnished regularly.
xvii. A separate Environmental Management Cell equipped with full fledged laboratory
facilities to carry out the various Environmental Management and Monitoring
functions shall be set up under the control of a Senior Executive.
xviii. The requisite amountearmarked towards capital cost and recurring cost/annum for
implementing pollution control measures shall be used judiciously to implement the
Environment Management Plan as furnished in the EIA report. The funds so provided
shall not be diverted for any other purposes.
xix. The project proponent shall upload the status of compliance of the stipulated
environmental clearance conditions, including results of monitored data on their *
website and shall update the same periodically. It shall simultaneously be sent to the
Regional Office of the MOEF&CC,GOI atChennai, the respective Zonal Office of CPCB
and the SPCB. The criteria pollutant levels namely; RSPM, SO2, NOx (ambient levels as
well as stack emissions) or critical sector parameters, indicated for the projects shall
be monitored and displayed at a convenient location near the main gate of the
company in the public domain.
xx. The environmental statement for each financial year ending 31st March in Form-V as is
mandated to be submitted by the project proponent to the concerned State Pollution
Control Board as prescribed under the Environment (Protection) Rules, 1986, as

amended subsequently, shall also be put on the website of the company along with
the status of compliance of environmental conditions and shall also be sent to the
respective Regional Offices of the MOEF by e-mail.
xxi. The Environmental Clearance is valid for 7 years from the date of issue.
xxii. Environmental Clearance is being issued without prejudice to the action initiated
under Environment (Protection) Act, 1986 or any court case pending or any other court
order shall prevail.xxiii. The SEIAA, TN may alter/modify the above conditions or stipulate any furthercondition
in the interest of environment protection.
xxiv. The SEIAA/SEAC or any Competent Authority may suitably add any further condition(s)
on receiving reports from the project authority. The above condition shall be
monitored by the Regional Office of MoEF located at Bangalore.
xxv. The SEIAA, TN may revoke or suspend the Environmental clearance, if implementation
of any of the above conditions is not satisfactory.
xxvi. The SEIAA, TN may cancel the environmental clearance granted to this project under
the provisions of EIA Notification, 2006, if, at any stage of the validity of this
environmental clearance, if it is found or if it comes to the knowledge of this SEIAA, TN
that the project proponent has deliberately concealed and/or submitted false or
misleading information or inadequate data for obtaining the environmental clearance.
xxvii. Failure to comply with any of the conditions mentioned above may result in
withdrawal of this clearance and attract action under the provisions of the
Environment (Protection) Act, 1986.
xxviii. The SEIAA-TN reserves the right to stipulate additional conditions if found necessary.
The industry in a time bound manner shall implement these conditions.
xxix. The above conditions will be enforced inter-alia, under the provisions of the Water
(Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of

Insurance Act, 1991, along with their amendments ,draft Minor Mineral Conservation
& Development Rules , 2010 framed under MMDR Act 1957,National Commission for
protection of Child Right Rules ,2006 and rules made there under and also any other
orders passed by the Hon'ble Supreme Court of India/Hon'ble High Court of Madras
and any other Courts of Law relating to the subject matter.
xxx. Any appeal against this environmental clearance shall lie with the Hon'ble National
Green Tribunal, if preferred, within a period of 30 days as prescribed under Section 16
of the National Green Tribunal Act, 2010.
