Introduction

This guideline has been developed to support the Levels of Service for Maintenance and Operations

developed by the NZ Transport Agency (NZTA) for the state highway network throughout New

Zealand.

The Levels of Service for New Zealand state highways are detailed in the NZTA’s State Highway

Asset Management Plan (SHAMP). These Levels of Service are translated into Operational

Performance Measures in the NZTA’s Operations and Maintenance Outcome Contract (OMC) term

maintenance contracts.

The purpose of this guideline is to:

1. Assist with achieving a consistent level of service across the NZTA’s individual state

highway classifications,

2. Avoid unnecessary tension over performance with respect to misinterpretation of operations and maintenance defects, and

3. Assist with the audit process.

This guideline is intended to provide guidance and direction to:

a. suppliers programming and prioritising maintenance needs on the state highway, and

b. Contract Managers / auditors measuring the performance of suppliers against specific

Operational Performance Measures (OPM) included in the OMC contracts.

It is not intended to cover every condition situation that may arise on the network.

Using this Visual Intervention Guideline

This guideline must be used in conjunction with the OPMs outlined in the OMC Maintenance

Specification. This guideline supports the OMC document, and therefore if there is any ambiguity

between the OMC document and this guideline, the OMC document takes precedence.

An example OPM table from the OMC document is shown in Figure 1 below.

The OPM table defines the defect and the contract standard (or performance measure) for each

of the road classifications. The contract standard varies by road class for some of the OPMs.

It is important to note that this Visual Intervention Guideline focuses on assisting with defining the

defect, not the contract standard (i.e. number of defects required to trigger a non-conformance).

Figure 2 shows an extract from the Visual Intervention Guideline and highlights the key attributes

of the Visual Intervention Guideline document.

An OPM is typically represented by two pages. The first page defines the defect in words and

includes either a simple sketch or photograph (or both) to show how the defect is to be assessed

(measured). The second page includes a series of photos illustrating typical defects.

In some cases the guideline includes photographs of defects that are acceptable. These defects are

highlighted green.

The document also states whether the visual guideline is considered to be a “Guideline” or a

“Standard”. In the case of a standard, there is no easy way to measure the defect, therefore the

photos included in this visual guideline should be considered the standard.

The OPMs contained in the visual intervention guidelines are ordered to match the OPMs in the

NZTA’s OMC contract documentation.

It is important to note that not all OPMs included in the OMC document are covered in this Visual

Intervention Guideline. Visual guidelines are only included where this adds value to the

interpretation of defects. Where a defect is based on an asset type either being present on the

Network or not (e.g. missing signs) visual guidelines are not provided as this is deemed to add little

value to assessing the level of performance.
