Our second year was one of consolidation and more firsts. Since our launch in November 2009 we started the hard road of raising funds, not just for iconic projects that branded and established the Foundation, but for projects that benefit the Library sector and in turn give back to the people the State Library ultimately serves.

To be starting a venture in a State with a poor philanthropic culture and in the midst of the GFC was a brave and courageous thing so I want to particularly thank the Library Board of Western Australia for their courage, commitment and cash to not only launch the Foundation but to underwrite it in its gestation, without their assistance the Foundation would not exist. I remember one of your Board members saying” we thought we would just start it and the funds would come” – thank you for taking the effort to learn about fundraising, about the building of those important relationships and seeing where we can travel together. Our Foundation is for your future too.

As I write this report, I prepare to handover the reigns to Jane King the new General Manager, as part of the planning process with the Board this year the Board adopted a new structure to adequately staff the running of the Foundation and its projects. So in the next annual report you will see new faces and roles carrying out the vision of the original Board (many of whom have transitioned out this year) and new and fresh staff ready to take the Foundation to its next phase. At this time I would like to particularly mention the Founding Board members and thank them for their ongoing commitment: Margaret Allen, Bret Mattes, Richard Hazlewood, Janet Davidson and the late Kay Poustie. While Margaret and Bret continue to serve the Foundation the transition of these fantastic ‘foundation’ board members to the new members sees the Board acquiring the skills and passion it needs to generate funds. I would like to thank Malcolm Cowell in particular for all his hard work getting our financial reports done each month.

The Foundation worked with Kay Poustie’s husband Trevor (now a Board member in his own right) and Matthew Allen the Chair of the Library Board of WA to create the Foundation’s first “In Memorial” campaign in October 2010.

The Kay Poustie Travel Grant, the citation at the announcement read:

Through her commitment to fostering potential in young professionals Kay Poustie’s legacy will live on. In honour of Kay’s contributions, the State Library of Western Australia Foundation intend to establish a study grant to recognise Kay’s commitment to, and belief in, an international perspective for the profession. Looking at new and innovative ideas, the grant aims to create global experiences for WA based librarians.

It came as no surprise that we received enough donations to fund two grants – not only was this a testament to how people cared for Kay but the need for Library professionals in WA to be able to look at innovative ideas and have global experiences in the rapidly changing world of libraries. Applications and Grants will be made early in 2012. This was the first campaign of this type to be run by a Library Foundation in Australia.

Also in October we won three MADPA (Museums Australia Design and Publications Award) winners again a first for a Library Foundation, the awards were for:

• Christmas Literacy Appeal• Foundation / Our Page in History launch invitation• Our Page in History – website award

We then had a really successful promotion through Our Page in History called “Our School in History” which culminated in a live breakfast show by 92.9 at PLC with Stan Walker (Australian Idol) singing live at PLC; the winning school. It was an amazing experience seeing him generously do duets with staff and students alike!

At this time, the opportunity to become involved with 2012 National Year of Reading arose. It is staggering to realise that 46% of adult Australians suffer from functional illiteracy; even more upsetting is the decline of skills in young people aged 14-18. These figures and more can be found in the ABS report but as you and I are happily reading this – think of those that struggle to read their medications or bus timetables and please do whatever you can to get involved in 2012.

The financial impact of an illiterate adult on our economy is close to $700,000 in their lifetime. Just increasing the skills one level will mean not only does that person not cost us, they will contribute about $125,000 to the economy. To me it is a “no-brainer” to do not only our best to improve these shocking statistics but to raise awareness so that governments, businesses and all our partners work on improving the status of both our State and Country.

Accordingly, the Foundation got behind some of the State Library’s initiatives and also ran important Stakeholder information events – not just in Perth, but with major Philanthropic Trusts and Businesses in Melbourne. This had good financial results and obviously great benefits to our clients.

In February 2011 we received our first grant from the McCusker Foundation to fund the Love2Read café based on the “Open Air” Library in Bryant Park, New York City. Not long after this Malcolm McCusker QC became our new Governor and we look forward to working with both him and Tonya over the coming years to improve the status of both literacy and philanthropy in WA. This commitment to National Year of Reading helped us secure further funding from the Sidney Myer Fund (May 2011) for project management whilst the Federal Government came on board.

Our second grant came in close on the heels, Lotterywest agreed to fund a pilot program of rolling out Our Page in History with Public Libraries – this project is critical to our

success as it addresses so many of the issues raised back in our first strategic planning session in 2008 so we were thrilled to receive this and look forward to sharing our improved content management system with you early in 2012.

In February we launched the first virtual Spelling Bee in WA – thanks to our fantastic partners the West Australian and Kinetic Education this project took our sponsorship dollars to over $700,000 making this a truly remarkable project engaging 3000 children around WA and culminating in a terrific live “Spell Off” filmed by Channel Seven and MC’d by Basil Zempilas. This figure is over double the national figure for libraries in the AbaF Survey of Private Sector Support, June 2010 – not a bad effort for a small team and particular mention must go to both Melissa Tencer and Alex Noor from the West Australian for their creative skills and daily maintenance of the program.

After much lobbying and documentation the Charitable Trusts Act 1962 was amended in May, this is a complex issue but makes fundraising in WA on an equal footing with the other states and helps organisations such as ours “which for their association with Government would be deemed charitable”. This along with the Federal Government’s changes in reporting (post the Henry Review) puts considerable onus on the non-profit sector to not only understand, but comply. This year we invited the national expert John Emerson from Freehills in Melbourne to address this for our colleagues at the Development Marketing Forum of all the Collecting Agencies around Australia. We also extended the invitation to our colleagues in the Chamber of Arts and Culture which we are proud to be a founding member and supporter.

While I am moving on, I am very proud of the legacy I have left in WA and will continue to support the Foundation and its aims from afar. I thank you all for you support and look forward to seeing the Foundation being a leader in the arts and philanthropic arenas.

DONOR HIGHLIGHTS

LINDSAY J PEET, MPHA, MILITARY HISTORIANEach year we are amazed at the individual generosity of people who care about the History of our State. One such person is Lindsay Peet, a regular donor to our ‘Cultivating Collections’ fund, has kindly donated the funds necessary to purchase a Dutch Bravery Medal for Humane Action and its accompanying documents.

Lindsay wrote the following to us to illustrate the importance of these medals and their history to our collection:

In 1943, Her Majesty Queen Wilhelmina of the Netherlands proposed the award of bravery Decorations to the crew of the refuelling lighter Nicol Bay plus a Broome Aborigine, for rescuing Dutch nationals (men, women and children) from the water near sinking Dutch Dornier flying boats in Roebuck Bay, Broome, on 03 March 1942. These flying boats had come under severe strafing attack by nine Imperial Japanese Navy ‘Zero’ fighters from Naval Air Group 202 based at Koepang in Dutch Timor. It is undoubted that the Nicol Bay was very close to the attack and that the three men mentioned below took considerable personal risks in carrying out their rescues as it was also carrying more than 180 drums of 100 octane petrol: a hit by one of the many 20 mm cannon shells fired by the ‘Zeros’ would have set the whole boat on fire.

Lindsay is also involved in a 90 minute documentary which is the story of an US Army Air Force B-24 Liberator heavy bomber which force landed on a remote salt pan in the northern Kimberley in 1943 after the world’s then longest bombing raid to Balikpapan in Borneo. We look forward to collecting more of WA’s military history with Lindsay in the years to come.

STATE LIBRARY OF WESTERN AUSTRALIA FOUNDATIONWe have audited the accompanying financial report of the State Library of Western Australia Foundation (the trust), which comprises the statement of financial position as at 30 June 2011, the statement of comprehensive income, statement of changes in equity, and statement of cash flows for the year ended on that date, a summary of significant accounting policies and other explanatory notes and the directors of the trustee company’s (the trustees’) declaration.

TRUSTEES’ RESPONSIBILITY FOR THE FINANCIAL REPORTThe trustees of the trust are responsible for the preparation and fair presentation of the financial report in accordance with Australian Accounting Standards (including Australian Accounting Interpretations) and the trust deed. This responsibility includes:

• designing, implementing and maintaining internal controls relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error;

• selecting and applying appropriate accounting policies; and• making accounting estimates that are reasonable in the circumstances.

In Note 1, the trustees also state, in accordance with AASB 101: Presentation of Financial Statements, that compliance with the Australian equivalents to International Financial Reporting Standards (IFRS) ensures that the financial report, comprising the financial statements and notes, complied with IFRS

AUDITORS RESPONSIBILITYOur responsibility is to express an opinion on the financial report based on our audit. We conducted out audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement.

An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial report in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by the trustees, as well as evaluating the overall presentation of the financial report.

We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.

INDEPENDENCEIn conducting our audit, we have complied with the independence requirements of Australian professional ethical pronouncements.

AUDITOR’S OPINIONIn our opinion the financial report presents fairly, in all material respects, the financial position of State Library of Western Australia Foundation as of 30 June 2011, and of its financial performance and its cash flows for the year then ended in accordance with Australian Accounting Standards (including Australian Accounting Interpretations).
