PREFACE The role of the Multi-year Training and Exercise Plan (TEP) is to provide a road map for

the state to accomplish the priorities described in the Homeland Security Strategy;

The Alabama Multi-year Training, Exercise and Planning Workshop (TEPW) covers the fiscal years of 2016 through 2018;

The Alabama TEPW is administered by the Alabama Emergency Management Agency;

The Alabama TEPW is binding to all State-Level response agencies.

PURPOSEThe purpose of the Multi-year Training and Exercise Plan (TEP) is to document Alabama’s overall training and exercise program priorities for the fiscal 2016 through 2018 time period. It is considered to be a living document that can be updated and refined annually. These priorities are linked to corresponding core capabilities, and, if applicable, a rationale based on existing strategic guidance, threat assessments, corrective actions from previous exercises, or other factors. This Multi-year TEP identifies the training and exercises that will help the organization build and sustain the core capabilities needed to address its training and exercise program priorities.

The Multi-year TEP lays out a combination of progressively building exercises – along with the associated training requirements – which address the priorities identified in the Training and Exercise Planning Workshop (TEPW). The progressive, multi-year exercise program enables organizations to participate in a series of increasingly complex exercises, with each successive exercise building upon the previous one until mastery is achieved. Further, by including training requirements in the planning process, organizations can address known shortfalls prior to exercising capabilities.

The fiscal 2016-2018 Multi-year TEP also serves as a follow-on companion document to the Alabama Homeland Security Strategy, and provides a roadmap for Alabama Emergency Management Agency to follow in accomplishing the priorities described therein.

Included in this Multi-year TEP is a training and exercise schedule, which provides a graphic illustration of the proposed activities scheduled for the fiscal years 2016 through 2018.

PROGRAM PRIORITIESThe Response Section determined the agency response priorities based on prior historical data, after action reports and improvement plans. The Governor’s priorities for the State are:

3. Protection of Property and Environment

4. Preliminary Needs/Damage Assessment

Supporting Training Courses and Exercises:

The State of Alabama continues to implement the National Incident Management System and supports the incorporation of Incident Command System (ICS) principles and guidelines in the response to incidents and events. The state supports continuing training for personnel in their ICS job positions. The following table designates the minimum training associated with the ICS position and their Deputies and Assistants:

The State of Alabama also supports NIMS Implementation through the application of seminars, drills, workshop and functional and full-scale exercises. Exercises are conducted using the HSEEP methodology to test capabilities, analyze issues, determine root causes and provide corrective action planning. Jurisdictions, agencies and organizations are encouraged to participate in exercises conducted by other jurisdictions. The following table identifies some of the common seminar, drill, workshop, table-top; functional and full-scale exercises that support the Governor’s priorities for the State:

MULTI-YEAR TRAINING AND EXERCISE SCHEDULE

HSEEP Compliance:

All exercises conducted by State agencies, counties and their jurisdictions should follow the HSEEP compliance guidelines. HSEEP Compliance is defined as adherence to specific HSEEP mandated practices for exercise program management, design, development, conduct, evaluation, and improvement planning. For an entity to be considered HSEEP compliant, it must satisfy four distinct performance requirements:

o Training and Exercise Plan Workshop: All HSEEP compliant entities must conduct a workshop each calendar year in which they develop a TEP that includes the entities’ training and exercise priorities. The plan must also include a multi-year training and exercise schedule.

o Exercise Planning and Conduct: Exercises should be conducted as outlined in HSEEP 2014 Doctrine and the type of exercises selected should be consistent with Alabama’s TEP.

o After-Action Reporting: Following each exercise, an After-Action Report/Improvement Plan (AAR/IP) must be developed and submitted within 60 days after the completion of an exercise using the proper report format as found at https://hseep.preptoolkit.org/

o Improvement Planning: Corrective Actions identified in the AAR/IP must be tracked and implemented (e.g. designated start date and completion date, point of contact, and organization assigned to the action).

Types of Exercises:

There are seven types of exercises defined within HSEEP, each of which is either discussion based or operations-base.

Discussion-based exercises familiarize participants with current plans, policies, agreements and procedures, or may be used to develop new plans, policies, agreements, and procedures. Types of discussion-based exercises include:

Seminar: A seminar is an informal discussion, designed to orient participants to new and updated plans, policies, or procedures (e.g. a seminar to review a new Evacuation Standard Operating Procedure).

Workshop (W/S): A workshop resembles a seminar, but is employed to build specific products, such as a draft plan or policy (e.g. a Training and Exercise Plan Workshop is used to develop a Multi-year Training and Exercise Plan).

Tabletop Exercise (TTX): A tabletop exercise involves key personnel discussing simulated scenarios in an informal setting. TTXs can be used to assess plans, policies, and procedures.

Game: A game is a simulation of operations that often involves two or more teams, usually in a competitive environment, using rules, data, and procedures designed to depict an actual or assumed real-life situation.

Operations-based exercises validate plans, policies, agreements and procedures, clarify responsibilities and identify resource gaps in an operational environment. Types of operations-based exercises include:

Drill: A drill is a coordinated, supervised activity usually employed to test a single, specific operation or function within a single entity (e.g. a fire department conducts a decontamination drill).

Functional Exercise (FE): A functional exercise examines and/or validates the coordination, command, and control between various multi-agency coordination centers (e.g., emergency operation center, joint field office, etc.). A functional exercise does not involve any "boots on the ground" (e.g. first responders or emergency officials responding to an incident in real time).

Full-Scale Exercise (FSE):A full-scale exercise is a multi-agency, multijurisdictional, multi-discipline exercise involving functional (e.g. joint field office, emergency operation centers) and "boots on the ground" response.

Building Block Approach

The State will employ a building block approach for the development and conduction of exercises. The building block approach ensures successful progression in exercise design, complexity, and execution, and allows for the appropriate training and preparation to occur for each exercise. The baseline exercise progression is to move from a seminar to a tabletop to a functional exercise and finally, to a full-scale exercise (FSE). This allows for a logical progression of exercises by gradually increasing the size, complexity, and stress levels, while allowing for learning opportunities to occur that will effectively build upon and directly lead into one another. This model will remain flexible to allow for the addition of, or inclusion of, other desired exercise types that the state may require.

Rationale:

The State of Alabama used the State’s Threat and Hazard Identification and Risk Assessment (THIRA) as the primary basis for threat and hazard identification in three primary areas:

1) Natural

2) Technology

3) Human-caused

The THIRA prioritizes the threats/hazards and links each one to its core capability, desired outcome, estimated impact and capability target. Counties used their THIRA in the same manner.

Methodology and Tracking: State agencies and counties who are eligible for the Emergency Management Performance Grant are required to participate in a minimum of three exercises within a fiscal year to receive EMPG funds. Additionally, state agencies and counties must meet the exercise requirements identified in the grant guidance for additional grants. State agencies and counties use https://hseep.dhs.gov and [email protected] to document after action reports, corrective actions and improvement plans. The tracking approach will:

Incorporate, reinforce, and verify lessons learned;

Identify demonstrated capabilities and areas in need of improvement;

Provide a means of evaluation and corrective action for exercises; and

Ensure a method to share lessons learned and best practices from training courses and exercises.

Training Program Requirements:

To help meet all training program requirements, The State will: Collaborate with Training and Exercise Coordinators from State Agencies to identify

training needs as determined through exercise activities and AAR/IP. Use https://hseep.dhs.gov and [email protected] and the systems available to

register and document participation in training and exercises. Maintain records and rosters of participation of all emergency preparedness trainings. Ensure training participants complete evaluations of all trainings and exercises.

Exercise Program Requirements:

To help meet all exercise program requirements, applicable personnel from Alabama’s state and government agencies will:

Attend training for the HSEEP. Plan and conduct exercises in accordance with the guidelines set forth in federal grant

in HSEEP 2013 Doctrine. Exercises must also reflect the principles of the NIMS. Participate in and contribute to the development of the State TEP.
