MINUTES

The County Board of Vermilion County, State of Illinois met in the County Board Room in the

Courthouse Annex in the City of Danville, Vermilion County, Illinois on the 11th day of August 2015. The

meeting was called to order by Mr. B. Wright at 6:00 p.m.

Invocation: Ms. Ivadale Foster

Mr. Fox led the Pledge of Allegiance.

Mr. B. Wright stated the committee met prior to the County Board Meeting, a letter was received from the

Danville Election Commission stated Becky Stark is a registered voter and District 9 accepted the nomination.

Credentials Committee approved, and assigned Becky Stark to the Judicial and Rules Committee, replacing Ed

VI. DECLARING A VACANCY – COUNTY BOARD DISTRICT #6 – DENNIS MILLER

Mr. B. Wright declared a vacancy in County Board District #6, due to the resignation of Mr.

Dennis Miller. He stated that letters will be sent to party chairs announcing the vacancy.

VII. UPDATE FROM SENATOR SCOTT BENNETT

Senator Bennett discussed the budget issues with the State of Illinois and redistricting.

VIII. UPDATE FROM VICKI HAUGEN – VERMILION ADVANTAGE

Vickie Haugen passed out a handout, discussed overall activity going on in Vermilion County.

IX. AUDIENCE COMMENTS:

Darrell Cambron, Rural Rankin discussed the wind turbine issue.

Melanie Siddens discussed the Sale of Synthetic Drugs.

Ted Hartke discussed the issues of the county finances.

Kirk Allen – Edgar County Watchdogs discussed audience comment timeframe as well as

Legislative Intent.

John Kraft discussed audience comment timeframe, going from five minutes to three minutes.

Vince Koers, Danville, discussed allowing audience comments to remain at five minutes not three

that had been discussed.

B. APPOINTMENT OF DR. NORRIS – COUNTY VET

Ms. Paige Brown discussed that Dr. Connie has retired due to her successful practice and unable

to commit to the shelter. Dr. Norris is a new grad from the University of Illinois who has a love for animal

control and was a former Humane Investigator. Last year the Department of Animal Regulation took in

1,431 animals, taken in 1,790 animals this year, as of July 31st. Animals have been taken to veterinarian

clinic, having a veterinarian on site will save money. This gives the Doctor an opportunity to educate the

public and is willing to sit with the volunteer group.

Mr. B. Wright entertained a motion to confirm this nomination. Moved by Mr. Bieritz. Second by Ms.

Foster.

XI. FINANCE / PERSONNEL (FOUREZ)

A. FINANCIAL UPDATE

Mr. Ryan Anderson stated that OpenGov.com could not be reached on the phone and was

unable to attend. The website is complete for Vermilion County, and has been launched on the website. Each

board member was encouraged to familiarize and acclimate themselves with the website.

Mr. Fourez stated the finance committee met last week, working on getting acclimated to

entering information into OpenGov website. MFT and grant money have not been received from the State of

Illinois.

B. ORDINANCE – AMENDMENT TO THE COMBINED ANNUAL BUDGET AND

APPROPRIATION ORDINANCE FOR VERMILION COUNTY FOR THE 2014-2015

Mr. Marron stated there was no need for Executive Session.

XVII. CHAIRMAN’S COMMENTS/ITEMS OF INFORMATION:

Mr. B. Wright stated the Ad Hoc Committee, VC2025 meet on a regular basis. They traveled

to the Village of Oakwood to present information on the SWOT Analysis trying to get input throughout

the county. Everyone is welcome. Stated email addresses have been requested to communicate

electronically.

A. Happy Birthday to Danny Walls, John Criswell

B. Committee Chairperson’s Comments: Mr. Fourez stated, regular meeting and currently

in the process of approving the budget. Mr. Bieritz mentioned a list of maintenance and

wanted to give them credit on all their hard work that has been done. Mr. B. Wright, Mr.

Johnson and Mr. Baughn had nothing at this time. Mr. Nesbitt stated, Public Safety

Meeting on August 19, 2015 at 5:15 p.m.

C. Board Member Comments: Mr. A.J. Wright asked Mr. Donahue if there would be

anything coming up in reference to the wind farm. Mr. Donahue stated he would look

into further before commenting.
