    • The Budget includes an unprecedented level of investment in the State’s highway and bridges of approximately $2.9 billion in SFY 2012‐13.

    o $1.7 billion for State and local road/bridge construction;$ / g ;o $1.2 billion to accelerate the repair, replacement and improvement of 

    roads and bridges authorized under the Governor’s NY Works program.p g

    • Authorizes federal surface transportation programs for a period of two federal fiscal years.

    • Extends federal motor fuel taxes through FFY 2016 and other highway trust fund related taxes through FFY 2017.g

    • Provides funding for highway programs at current levels for FFY 2013 with some adjustments for inflation (+/‐ 1 4%) in FFY 2014some adjustments for inflation (+/ 1.4%) in FFY 2014.

    • Increases the percentage of federal‐aid highway program funds apportioned by formula from approximately 83% under SAFETEA LU toapportioned by formula from approximately 83% under SAFETEA‐LU to approximately 93% under MAP‐21.

  • National Highway Performance Program (NHPP)

    • Consolidates Interstate Maintenance, Bridge and National Highway System formula programs. 

    • Provides funding to improve or preserve condition and performance of the system.

    • Requires states to develop risk based asset management plans to achieve targets.

    • Establishes minimum standards for Interstate & bridge conditions in a Stateg– DOT to set minimum standard for Interstate pavement condition– Law sets standard for NHS bridges (no more than 10% of deck area may be 

    structurally deficient).

    • Expands NHS to include urban and rural principal arterials and other connector highways.
