1 The importance/purpose of the Strategic
Territorial/Urban Agenda (ST/UA)

Each TP provide the reasons why they would like to design their STA on the chosen territory.
Help yourself with answering on the following questions:
What was the reason to choose the area and defined detailed areas of intervention?
What TP would like to achieve with designing STA?
Was there a need because of lack of strategy on specific territory or any other reason?
Does the ST/UA represent the opportunity for the development in chosen TP area? Describe
why.

in 20XX?
Help yourself also with D3.2 Operational analysis on TP where you exposed the reasons to design
their STA and also the reasons why the area of intervention (the “analysis area”) and detailed areas
of intervention were chosen as part of the ST/UA.
3 The process leading to design of the ST/UA in

The process of designing the Strategic Territorial/Urban Agenda follows three mayor steps:

Each TP represents the whole process leading to design the STA from the beginning (from the
inception phase (WP3) to the public workshops (WP4)). It is important to keep in mind the three main
steps 1) problems, 2) solutions, 3) design).
3.1 Timeline of the overall process of the ST/UA design

3.2 Operational Analysis
Present the key focus, the summary of designing STA TP exposed from the WP3.
3.3 Urban programming and Urban Task Forces (UTF)
Describe the methodology for organized workshops including the use of geoblog as a STATUS
participatory tool. Provide also which other participatory tools you used in order to invite important
stakeholders into the process.

4 Goals and projects of the ST/UA
Describe the goals and general and specific objectives of the STA. Based on them, provide the criteria
for prioritization of the projects as part of the STA and a list of them.
Guidelines: define the topic like transportation, communal infrastructure, tourism, social
infrastructure, cultural infrastructure, urban regeneration, leisure (sport and recreation), agriculture,
etc.

5.1 Key actors responsible for the implementation of the ST/UA

5.2 Risk assesment
Each TPs provide the risk assessment and mitigation strategy concerning both internal and external
risks such as: eventual conflicts generated by proposed choices, funding, political change, unreliable
partners for PPP, reputational risks (fraud), etc.

Each TPs describe how their STA will contribute to the main pillars of the sustainable development,
from environmental, social, economic, financial point of view.
5.4 Monitoring and evaluation
TPs define the indicators and benchmarks for each of the Agenda’s goals and objectives: What is to be
monitored and evaluated?
TPs describe of how the TP will undertake monitoring and evaluation: What are the activities needed
to monitor and evaluate? Who is responsible? Describe the role of each component of your UTF and
how the UTF will ensure implementation of the agenda (methods). When monitoring and evaluation
activities are planned? What resources are required for this activity?
