RegistrationRegistration is open from 7:30 am to 7:00 pm in the Back Ballroom lobby. There you will pick up your name badges. Raffle tickets may be purchased here also. Lost items can be found at the Registration desk from 8 am to 5 pm.

BadgesYour Toastmasters name badge will be required in order to attend any official functions. Besides identifying you as an attendee of the prestigious District 46 Spring Conference, it will help you get acquainted with other members. Therefore, please remember to wear your badge at all times.

Cell PhonesAs a courtesy to your fellow conference attendees, please turn off your cell phones. Put them in silent mode.

Microphone UseAll speakers are encouraged to use microphones. For optimal sound, please use a normal speaking voice. A handheld microphone should be 6 to 12 inches from your mouth at an angle of 45 degrees or less. Lavaliere microphones should be connected to a tie or lapel at about chest pocket or mid-breastbone height.

May 20, 2017 Dear Friends: I am honored to join with District 46 Toastmasters in welcoming everyone to their annual Spring Conference. Public speaking is among the most important skills one can acquire—a practiced symphony of timing, passion, and humor that can comfort mourners, persuade voters, and inspire graduates. The best public speakers melt the most intimidating audiences and have a knack for making the rehearsed look improvised. Thanks to Toastmasters, thousands have achieved mastery of this art. Fellow Toastmasters in District 46, Welcome to your district conference Stay Focused: Eye on the Prize. During this time, enjoy the chance to develop your abilities as Toastmasters, and to enjoy sharing your skills by meeting and interacting with your fellow members. This is a chance to make new friendships and reconnect as you revel in the successes you have all had this Toastmasters year. This is an opportunity to learn even more as you listen to speakers who can challenge and motivate you, find new ways to handle challenges, and find how you as a member contribute to the success of your District. Your district conference offers a fun, exciting and stimulating experience that is unlike any other; ensure you reap all of the benefits of this event and participate as much as you are able. Above all, take your experiences with you to your home clubs, and members that were unable to attend the event. Remember, knowledge is only worth something when you share it with others. Toastmasters International is an organization dedicated to improving people’s communication and leadership skills in a mutually supportive and positive learning environment. From its beginnings in the basement of a YMCA in 1924 in Santa Ana, California, Toastmasters is now in 116 countries.

President’s Distinguished District status (top–6 ranking worldwide) was attained by six District Governors since 1975: Mark LaVergne (1993–1994), Pam Keyzer Judd (1998–1999), Amelia L. Abad (1999–2000), Rose Martino–Gerhard (2000–2001), Steve Chen (2010–2011), and Neerja Purang (2014–2015). Mark LaVergne, Pam Judd, and Amelia Abad also received the annual President’s Extension Award, which recognizes the three districts with the most club marketing growth.

Select Distinguished District Governors (ranked 7–12 in the world) since 1975 include Elias Ezra (1978–1979), Deanna Brown (1987– 1988), Jim Samuel (1997–1998), Mary Neff (2009–2010), Raisa Serebrenik (2012–2013), and Kazuo

Noguchi (2013–2014). Mary Neff also received the membership award given to the three districts with the highest percentage of clubs that have at least 20 members.

Distinguished District Governors since 1975 include Carol Isselian (1980–1981), Joseph Bowen (1982–1983), Margaret Flory (1983–1984), Sister Alma Wedge (1984–1985), George Sepsie (1995–1996), Nick LoBue (2002–2003), Bibi Haddad (2006–2007), Radhi Spear (2007–2008) and Jennifer Chan (2015–2016).

Women in Toastmasters:

Toastmasters International accepted the first woman in 1970 — under an assumed name. Helen Blanchard submitted her application as “Homer Blanchard.”

Toastmasters International officially admitted women in 1973.

Toastmasters International established District 46 on July 1, 1955, to support the 21 Toastmasters clubs and 454 members in metropolitan New York and northern New Jersey. By June 2008, District 46 had grown more than twelve-fold to 260 clubs. This aggressive growth necessitated splitting the district

into two. The 128 clubs east of the Hudson River

organized into a new District 46 effective

July 1, 2008,and the clubs west of

the Hudson River became District 83.

In 2010, Rochelle Rice from District 46, became the

59th Accredited Speaker in the world.

In 1995, Mark Brown became the first and only member of District 46 to win the World

Championship of Public Speaking.

Message from the District Director

Dear Toastmasters and Friends,

Welcome to our District 46 Spring Conference! We thank you for taking time out of your personal schedule to share it with us today. Whether this is you first conference or one of many, you will grow as a leader. Our spring conference theme, “Stay Focused: Eye on the Prize” challenges us to connect, grow and achieve to reach our prize. What is your prize? Is it to achieve that job promotion? Or maybe to open your own business? Or simply to become the best you can be. By attending our District 46 Spring Conference, you will be one step closer to staying focused on your prize. Our Spring Conference Team, headed by Conference Chairs Grace and Melvin Pemberton, DTMs, exemplified their leadership. Melvin and Grace started out with a prize, which was to bring you the best district conference ever. They then put together a dynamic team that worked and learned their responsibilities. The team began to work and support each other to gain confidence as a strong team. Even though there were some “bumps in the road”, the team kept their eye on the prize to bring you the best Spring Conference ever. Our Conference Team welcomes you to the greatest event in our District. Toastmasters brings confidence and strength to an individual. But it’s staying focused by keeping your eye on your prize that allows one to connect, grow and achieve that prize. It is with great pleasure that I welcome you to the District 46 Spring 2017 Conference! Our conference theme says it all:

Stay Focused: Keep Your Eye on the Prize!

Thank you to our dual Conference Chairs, the magnificent Grace and Melvin Pemberton, for their diligent work to make this day a success. John Maxwell said, “A great leader’s courage to fulfill his vision comes from passion, not position.” This dynamic duo are trailblazers who have collaborated to inspire their team. It was their ability to stay focused and keep their eye on the prize that has led us to this day. In our fast-paced society, it is easy to become

distracted; therefore, it is vital to stay focused on your ultimate goals of becoming better communicators and leaders. As this district year comes to a close, here is my message to our members: Never stop growing and never stop learning. Our Spring Conference is filled with learning opportunities for club officers, district leaders, seasoned members, and first timers. Today, you have an opportunity to continue to keep the commitment to yourselves of professional and personal growth. Growth that can catapult your careers and enhance your personal lives. Take the time to attend the contests and educational workshops. Take the time to network and support District 46 in recognizing our members’ achievements. Our annual spring conference is a forum where we will motivate and inspire you. I want you to leave stronger and more inspired than when you arrived. It will be a great day. Greetings Fellow Toastmasters and most welcome guests,

It is truly an honor to welcome you to the 2017 Spring Conference at the Westchester Marriott. I want to commend the great work and effort put forth by the conference team starting with the conference Chairs: Melvin Pemberton, DTM, Grace Pemberton, DTM and the keynote speaker Steve Chen, DTM, ID, PDG. We could not ask for a better theme than ”Stay Focused: Eye on the Prize” that reminds us of the ultimate goal in our Toastmasters journey.

I know that your day will be filled with great opportunities to meet other Toastmasters like you in search of knowledge. I know that you will have ample opportunities to share stories, ideas and networking occasions. I hope that the workshops allow you to expand your horizons, presenting novel ideas to stretch your understanding or reveal new and fresh ideas to broaden your mind. The variety of the workshops is indeed just a sample of the broad spectrum of presentations and available presenters to fill your day. I hope that you will have a chance to fully benefit from the workshops that you attend and apply the knowledge gained in them.

Of course, one day will never be enough to grasp and absorb all that is offered to you, but we are planting the seeds. It is up to you to cultivate and nurture the seeds presented to you. Please take the time to greet as many other Toastmasters as you can. It will be a win-win situation, because the networking that you do today will be invaluable to you and to the Toastmasters you meet today, tomorrow, and in the future. On a personal level, you have expanded your circle of friends with mutual interest. On the professional level, you have connected with other individuals who you know have or are acquiring valuable communication and leadership skills just like you.

Message from the Spring Conference Chair

Greetings from the Pembertons!

We are so blessed to be here with you this year.

We welcome you to the 2017 District 46 Spring Conference.

Our theme this year is “Stay Focused: Eye on the Prize.” This theme was chosen after we heard a very inspiring speech about just that. We all set goals and have things we would love to accomplish. At this conference you will be shown how you can set measurable (s.m.a.r.t) goals. And actually stay focused, always keeping the end goal, the prize in sight. And just think of how wonderful it makes you feel after you’ve accomplished that thing you set out to do.

That said, who would’ve thought that we would be chairing this Spring Conference? But when you are asked to step up and do something - see it as an opportunity to grow. To be stretched. That’s what we did. And we are so thankful for the wonderful team that comprised our committee. Just so you know: “District 46 has some fantastic people!”

Special shout out to the First Timers. Get ready to enjoy this conference. Get ready to make some new friends! Get ready to leave with some useful information at the end of it all. If you have questions, just ask. I promise you that any Toastmaster will be more than happy to help you get your questions answered.

Steve was a “Perfect 10” club president, District 46’s Chief REP Ambassador from 2013-2015, and the 2007 District 46 Fall Conference Chair. As District 46’s 2010-2011 District Governor, Steve led our district to President’s Distinguished District, #5 in the world - and #1 in the Americas. As a member of the Toastmasters International Board of Directors, Steve is a “working ambassador” for the organization. JUDGING CRITERIA

Analytical Quality refers to the effectiveness of the evaluation. Every evaluation should carefully analyze the strengths and weaknesses of the speaker’s presentation. Were the evaluator’s comments clear and logical? Did the evaluator identify specific strengths and weaknesses of the presentation?

Recommendations are an important part of an evaluation. An evaluator not only points out thestrengths and weaknesses of a speech, he/she also offers specific recommendations for improvement. Recommendations should be practical, helpful and positive, and they should enable the speaker to improve his or her next presentation.

Technique refers to the manner in which theevaluator presents his/her comments and recommendations. An evaluator should be sensitive to the feelings and needs of the speaker, yet inspire and encourage the speaker in his/her future speaking efforts .

Summation is how the evaluator concludes theevaluation. The conclusion should briefly summarize the evaluator’s comments and suggestions, and be positive and encouraging.

INTERNATIONAL SPEECH CONTEST

JUDGING CRITERIA SPEECH DEVELOPMENT is the way the speaker puts ideas together so the audience can understand them. The speech is structured around apurpose, and this structure must include an opening, body and conclusion. A good speech immediately engages the audience’s attention and then moves forward toward a significant conclusion.

This development of the speech structure is supported by relevant examples and illustrations, facts and figures, delivered with such smoothness that they blend into the framework of the speech to present the audience with a unified whole.

EFFECTIVENESS is measured in part by the audience’s reception of the speech, but a large part is your subjective judgment of how the speech came across. You should ask yourself such questions as “Was I able to determine the speaker’s purpose?” “Did the speech relate directly to that purpose?” “Was the audience’s inter-est held by the speaker?” “Was this speech subject appropriate for this particular audience?”

SPEECH VALUE justifies the act of speaking. The speaker has a responsibility to say something meaningful and original to the au-dience. The listeners should feel the speaker has made a contribu-tion to their thinking. The ideas should be important ones, although this does not preclude a humorous presentation of them.

PHYSICAL presentation of a speech carries part of the respon-sibility for effective communication . The speaker ‘s appearance should reinforce the speech, whether profound, sad, humorous or instructional.

BODY LANGUAGE should support points through gestures, ex-pressions and body positioning. The speaker makes effective use of and stays within the designated speaking area.

VOICE is the sound that carries the message. It should be flexible, moving from one pitch level to another for emphasis, and should have a variety of rate and volume. A good voice can be clearly heard and the words easily understood.

MANNER is the indirect revelation of the speaker’s real self as the speech is delivered. The speaker should speak with enthusiasm and assurance , showing interest in the audience and confidence in their reactions.

APPROPRIATENESS of language refers to the choice of words that relate to the speech purpose and to the particular audience hearing the speech. Language should promote clear understand-ing of thoughts and should fit the occasion precisely.

CORRECTNESS of language ensures that attention will be direct-ed toward what the speaker says, not how it is said. Proper use of grammar and correct pronunciation will show that the speaker is the master of the words being used.

Why is the education program changing?In the 2010 strategic plan, the Toastmasters Board of Directors called for the education program to be revitalized. The Board stressed the need to modernize the communication track as well as renew the focus on leadership learning in the leadership track.

The current education program has served Toastmasters for many years. However, much of the communication track hasn’t been updated since the 1970s. The Toastmasters Pathways learning experience is not a departure from the current program, because it builds on the established educational foundation. Pathways is a modernized learning experience suited to our changing global society. It offers you more benefits and more opportunities to learn, grow and meet personal and professional goals. You now have the opportunity to develop additional skills you can use not just in your club, but at your job or in your community as well.
