STEEPLE ASHTON PARISH COUNCIL MINUTES OF A MEETING OF STEEPLE ASHTON PARISH COUNCIL HELD ON MONDAY 3 rd OCTOBER 2016 AT STEEPLE ASHTON VILLAGE HALL Present: Mr. D Arnold, Mrs F. Beaven (Clerk) 16/165 Public Participation To hear views expressed by members of the public. Minutes: There were no views expressed. 16/166 Apologies for Absence. Minutes: Apologies were received from Cllr Cottle, Cllr Philpott and WC Cllr Seed. 16/167 Minutes Minutes: The Minutes of the Parish Council Meeting of Monday 5 th September 2016 having been previously circulated were agreed as a correct record and signed by the Chairman. 16/168 Declarations of Interest Minutes: There were no declarations of interest. 16/169 Police Report: 1. 13/09/16 The clerk invited PC Mark Hough to the meeting to put a face to a name and to find out more about the changes we can expect to policing of a rural parish. Minutes: PC Mark Hough explained that he is an admin based officer working Mon-Fri 9-5pm. His role is to furnish officers with data. He explained that a review had taken place to look at efficiency savings and there are now 200 less officers (previously 1200 officers). There will be one Community Team covering towns and villages and we cannot expect an officer to attend our meetings. It was requested that the clerk emails each agenda to Mark and he will try and chase a report for us in time for the meeting. The clerk will email Mark Cllr Cottle’s email address to follow up the hare coursing issues directly. LB 16/170 Wiltshire Council Report: Minutes: There was no report. Cllr Seed has sent his apologies. 16/171 Mr and Mrs Martin Wiltshire Council dropped kerbs. SAPC need to decide whether to raise it as an issue with the Area Board in order to progress. See Appendix 1 Minutes: After discussion it was decided to raise it with the Area Board. LB 16/172 From 08/08/16 meeting: Boundary Change Decision deferred previously. Proposed boundary change re: Ashton Road which would become the boundary between Trowbridge and Steeple Ashton. Minute 16/137: Cllr Seed reported that this had gone back to the Community Governance Review. After discussion it was decided that until Steeple Ashton Parish Council understand at what stage the Community Infrastructure Levy (CIL) is paid, or whether a covenant could be put in place by the developer to secure the Parish CIL payment, that it would defer a formal decision to agree to the proposed Boundary Change. Minutes: As there was no further update the decision was again deferred. 16/173 From 08/08/16 meeting: Office Lease Decision deferred previously. Health and Safety document, a hard copy of which has been given to the clerk. Discuss and decide whether to adopt it. Minutes: It was resolved to adopt the SMBMC Health & Safety document. A copy is attached at Appendix 2.

16/169 Police Report: 1. 13/09/16 The clerk invited PC Mark Hough to the meeting to put a face to a

name and to find out more about the changes we can expect to policing of a rural parish.

Minutes: PC Mark Hough explained that he is an admin based officer working Mon-Fri 9-5pm. His role is to furnish officers with data. He explained that a review had taken place to look at efficiency savings and there are now 200 less officers (previously 1200 officers). There will be one Community Team covering towns and villages and we cannot expect an officer to attend our meetings. It was requested that the clerk emails each agenda to Mark and he will try and chase a report for us in time for the meeting. The clerk will email Mark Cllr Cottle’s email address to follow up the hare coursing issues directly.

16/170 Wiltshire Council Report: Minutes: There was no report. Cllr Seed has sent his apologies.

16/171 Mr and Mrs Martin – Wiltshire Council dropped kerbs. SAPC need to decide whether to raise it as an issue with the Area Board in order to progress. See Appendix 1 Minutes: After discussion it was decided to raise it with the Area Board.

16/172 From 08/08/16 meeting: Boundary Change Decision deferred previously. Proposed boundary change re: Ashton Road which would become the boundary between Trowbridge and Steeple Ashton. Minute 16/137: Cllr Seed reported that this had gone back to the Community Governance Review. After discussion it was decided that until Steeple Ashton Parish Council understand at what stage the Community Infrastructure Levy (CIL) is paid, or whether a covenant could be put in place by the developer to secure the Parish CIL payment, that it would defer a formal decision to agree to the proposed Boundary Change. Minutes: As there was no further update the decision was again deferred.

STEEPLE ASHTON PARISH COUNCIL 16/174 From 08/08/16 meeting: Office Lease

Decision deferred previously: To discuss and decide on whether to agree in principle the terms of the draft agreement. Forwarded to Cllrs 01/08/16 Minutes: After discussion it was agreed that Councillor Arnold would raise the following questions with the SMBMC at their meeting on 17/10/16:

i) The lease mentions TERM, but there is no definition. ii) There does not appear to be a notice period for Tenant to Landlord.

16/175 Chairman’s Report: 1. Christmas Lights Switch on Event Saturday 10

th December

Minutes: A meeting to discuss the Christmas Lights Switch on event was planned for 6

th October. Not sure whether we still have access to Father Christmas this year. Mr &

Mrs Peters have offered to supply mince pies, but would like to have an idea of numbers.

2. Elections 2017 Minutes: As possibly 4 Councillors will not stand for re-election in 2017, it was decided to put something in the Parish Magazine to try to sow a seed. The Chairman asked Councillors to ask around to try and encourage potential newcomers onto the Council.

16/176 Acreshort 1. Parking update

Minutes: Cllr Price reported that the final surface is now down and the area is looking good.

2. Play Equipment update Minutes: Councillors were shown ideas of what sort of equipment could be purchased and the associated cost. It was decided to produce a scale plan of the field for the November meeting, so that Councillors could see the ideas of the Working Group in terms of size and location of a new play area.

3. Landscaping discussion. Minutes: Councillors were shown planting ideas to soften the fencing and add interest elsewhere in the field. Cllr Burge informed Councillors that the tree previously in the middle of the car park had been bought by school children in memory of a Mr Moon and they also planted daffodils in a crescent around the tree.

i) It was agreed to allocate up to £200 for some planting around the fence, which could be spent now.

ii) It was proposed that the field be called Acreshort Park. No vote was taken. iii) It was agreed that a scale plan was needed, so that Councillors could

decide where non-fence planting would be located, to ensure that it would not compromise future ideas.

16/177 Natwest Business Reserve Account Mandate Change This account, which is a deposit account, holds just under £8200 and is the money which was previously ring-fenced for the Recreation Group Pavilion Project. The purpose of this resolution is to remove the previous clerk and add the current clerk. The bank will then be able to talk to the clerk and she can find out how we can access the money. The internal auditor previously suggested that we streamline the accounts, which we can look at once the authorised signatories on the mandate have been changed. Minutes: It was resolved that the authorised signatories in the current mandate for the account ending in 0147 be changed to remove Judith Buxton Dean and add Lynda Beaven. Also to amend the correspondence address from the home address of Mrs Buxton Dean to that of the Parish Office and the current mandate will continue as amended.

STEEPLE ASHTON PARISH COUNCIL 16/178 Defibrillator update

Minutes: 38 people attended the Awareness session held on 26th September in the

Methodist Church. It was a useful session and has hopefully given people an idea of how the machine operates and how important CPR is, over and above using the defibrillator machine. A rota has been set up to check the machine. Currently 5 of us on it, taking one month each, doing a weekly check and uploading the findings to the website. The clerk has produced an emergency sheet with the defibrillator information and will place it in the football changing rooms. It was agreed to thank the Methodist Church by making a donation of £50 from the Chairman’s Allowance.

16/179 Dog Poo Campaign update The clerk asked for feedback on the dog poo campaign in the September newsletter. Minutes: The view from most councillors was that there was less poo around. It was agreed to carry on with the trial and purchase more bags when required.

16/180 Football Minutes: The following was noted:

1. £80 received from the Under 17 Trowbridge Ladies team. 2. FC Bradford are now playing their home games at Poulton, Bradford. 12/09/16

the clerk emailed for the 3rd

time asking for payment of £330 (11 home games in 2015/16 season). Ascertained that one game played elsewhere due to pitch. Apparently they sent a chq for £240 as they said the pitch wasn’t marked for a couple of games and the grass was long. I emailed back with evidence that they knew the PC were not responsible for marking the pitch and that they should have let me know if the grass was too long. They would still have used the showers. Agreed to pay £300 but asking for 3 installments of £100.

3. 11/09/16 Email from Darren Cooper to say that Steeple Ashton Youth team are

folding, due to lack of interest.

4. 12/09/16 Invited Adrian Giles from the Stiffs to the Awareness Seminar. He happens to be trained in the use of defibrillators as part of his job, but will see whether anyone else would like to go.

5. Sunday 18/09/16 one off hire by Bob Arberry on behalf of Mid Wilts Youth

under 17 Team. We received £15 cash even though I asked for £12.50.

16/181 Parish Steward The following items were identified as being the Top 5 issues which need addressing in the parish

1. Hand clearing and cutting of growth from drainage grips and drain gully covers 2. Clearing of small culverts, pipes and pits 3. Treatment and removal of weeds 4. Sanding and painting of the barriers in Sandpits Lane 5. Siding out of footways and carriageways

Minutes: Cllr Ellis has received an email with the Parish Steward contact details, so will follow this up, with a view to meeting in the parish. .

2. The clerk has not contacted Jerry Wickham regarding the group SID scheme as a formal decision had not been made by SAPC. Minute 16/146 on 08/08/16

16/183 Open Forum To hear views expressed by members of the public relevant to planning matters. Minutes: A question was raised regarding a new wall being constructed at Ashton Common, next to the carriageway. It was previously a mixed hedge. The clerk has been asked to find out whether Planning Permission is required.

Cllr Seed has requested this be ‘Called In’. Minutes: 16/06057/FUL Steeple Ashton Parish Council objects not only to this application on the basis of traffic chaos, but also to the existing 14 sales already granted. 16/186 Report from the Clerk Minutes: The following was noted: 1. A new inkjet printer for the office has been purchased, along with a good

supply of extra ink. 2. £100 donation to the Citizens Advice Bureau has now been sent. 3. Charles Monk has restored the rubbish bin on the village green, by 'fusing' the

old one and one not required at the shop. 4. Advertised the Defib Awareness Session on the website and put up posters

around the village. Printed small leaflets and put in the shop for people to take away.

1. 22/08/16 The clerk reported receiving an email from Mike Bruce Smith wanting confirmation that Highways were happy with Acreshort junction in relation to the car park.

The Chairman recalled attending a site meeting with Highways in relation to the proposed kindergarten in Acreshort Lane. She recalled that Wiltshire Council had previously seen the Acreshort Lane junction with the High Street as an issue, but now took a more pragmatic view, saying that we have to live with it.

No confirmation has yet been sent to Mr Bruce Smith. Minutes: It was agreed that the Chairman and Clerk would respond to Mr Bruce Smith

Item 7 Dropped Kerbs Email from Stuart Renfrew 16/08/16

Hi Lynda, I was asked by my Divisional Highway Manager to assess the viability of using tarmac ‘fillets’ to allow pedestrians, using wheeled apparatus, to more easily travel from the estate of Holmeleaze to both the Methodist chapel and the village shop. My reply to him detailing my findings is attached and it was decided that such fillets would not be appropriate in this particular case. Accordingly, it would be for Steeple Ashton Parish Council to decide whether to support the installation of six lowered kerbs (3 pairs of 2), or four if you agree with my ‘dog leg’ red route across Sandpits Lane. If in agreement then the PC should raise an Area Board Issue Sheet which can then be discussed at CATG. After my inspection on the 27th July, I called at the home of Mr Martin and spoke with him about my findings. This was in addition to speaking to Mr Martin on the telephone before my attendance to inform him that I was now in receipt of his letter and would be investigating. I would say that the issue is not so much our ability to contact Mr Martin, rather whether he fully understands the information given him. He has a tendency to intricately weave his Wartime experiences into both his letters and verbal conversations making it difficult for me to follow his thought train and be sure that he knows how this issue is currently being progressed.
