“Verandering is moontlik. VaccinateagainstinfluenzaPeople are urged to have the influen-za vaccine as soon as it becomesavailable at a pharmacy or health-care centre.

The National Health LaboratoryService (NHLS) recently announcedthere was a delay in the availabilityof the influenza vaccine for 2015. TheNHLS stated there was a change ininfluenza viruses circulating duringthe 2014 season. As a result, the influ-enza strains included in the 2015/16vaccines had to be changed. This re-sulted in delays in manufacturingand quality control of the 2015 south-ern hemisphere vaccine globally.

Influenza is a contagious respira-tory illness. Influenzacancausemildto severe illness. It can also makechronic health problems worse orlead to pneumonia for examplewhich in turn could lead to death.

Doctor Robyn Holgate, from ER24,urged people to get vaccinated. “It isnever too late to vaccinate, eventhough it may take up to two weeksto develop sufficient protection forthe winter months. I am glad the cor-rect strainswere included in thevac-cination for the coming season, evenif it meant the vaccine arriving a lit-tle late,” she said.

There are people who say theyhave in the past been vaccinated butstill had influenza and thereforechoose not to get vaccinated again.Holgate said the reason why peopledevelop influenza even though theyhad the vaccine is because they maybe infectedwithoneof thestrainsnotincluded in the current vaccine.

She added the influenza vaccine isusually a preparation against thethree most probable strains of the vi-rus for the current flu season. Theseare an A/California/7/2009(H1N1)-like virus, an A/Switzer-land/9715293/2013 (H3N2)-like virusand A B/Phuket/3073/2013-like vi-rus.

Pregnant women, irrespective ofthe stage of pregnancy, should getvaccinated.

Women who are still within theirtwo weeks after delivery should alsohave the vaccination.

Holgate saida recent trial conduct-ed in South Africa proved the safetyof the influenza vaccine for pregnantwomen.

She said pregnant women musthave thevaccinationas theyarehighrisk for influenza.

It is important to note that influen-za is different from a cold.

Holgate said the key difference be-tween colds and influenza is the veryhigh temperatures one gets with theassociated symptoms of Influenza.

People usually develop influenzasuddenly. Symptoms include: fever, headaches, cough, runny orblocked nose, body aches, tired-ness and gastric flu.

Unsympathetic 2015-’16 budget does not impress SRADANIE KEET@daniekeet

The Stellenbosch Ratepayers’ Associa-tion (SRA) views the draftmunicipal bud-get for 2015-’16 as unsympathetic to thefinancial realities of theday, and themay-or’s request for public participation asless than sincere.

This is the view of the SRA in reaction toa report in Eikestadnuus last week on thedraft budget, now available for public com-ment.“For the past four years the SRA has gone

to great lengths to obtain the advice of finan-cial experts and to share their recommenda-tionswith themayor and his administration. This proved to be of no avail. Last year’s re-sponse by Council was that ‘no adjustmentswill be made on the comments received’ – so

much for public participation and participa-tive government,” Lewis Silberbauer, chair-person of the SRA, said in a statement.“The budget themes for 2015-’16 are listed

as ‘back to basics’ and ‘doingmore with less’.There is little evidenceof this in the fineprintof the draft document. With the family bud-gets of middle- and lower-income earners un-der stress and the sluggish nature of the localeconomy, confirmedby themayor’sownlocaleconomic growth figure of 1,3% per year(17,1% from 2000 to 2013), ratepayers wouldhave expected an honest attempt at cost-cut-ting and fiscal restraint on the part of themu-nicipality. This is not to be,” Silberbauersaid. While theSRAsupports the increase in cap-

ital expenditure, they believe more couldhave been done to raise capital expenditurecontributions from province and the univer-sity, two organisations with co-responsibili-

ty for the current backlog inmunicipal infra-structure. “Of seriousconcern is the inabilityto get a grip on the operational expenditureof local government, controlled by themayorand his municipality.“Operational items amount to about 60%

of total expenditure, comprising among oth-ers, employee costs of R351 million (com-pared with a property rate income of R270million!), legal fees of R11,5 million, consult-ing fees of R18,3 million, and substantial of-fice rentals. In the current financial year con-trollable expenditure items will increase by14,5%, with a further escalation of 9,1%planned for 2015-’16.“These increases are massive when com-

pared with the national inflation rate of 5,8%and ratepayers should be aware of its com-pounding effect in future years.“In this regard, the SRA shares the concern

of the Western Cape provincial government,

who last year observed: ‘The (Stellenbosch)municipality is advised to start containingtariff increases to lighten the burden on con-sumerswhohavebeen facedwith cumulativeyears of higher than inflation increases forservices, as this places additional strain onhousehold incomes’,” Silberbauer explained. He said the parallel caution is that the mu-

his talk and to revisit his good intentions of‘back to basics’ and getting his municipalityto ‘do more with less’.“Furthermore, listening to the views of the

Drowning – What youshould knowWith a population that comes into con-tact with bodies of water everywhere,it isvital thatpeople learnhowtoswim.

Every year, a number of families loseloved ones in drowning incidents. With several public holidays coming up,

some people may be planning to visit thecoast or laze arounda swimmingpool. Peo-ple are urged to be careful.Kim Habib, from ER24, said the concern

is that most people do not know how toswimor swimpoorly. “Learn to swim.Youare never too young or too old to learn,”she said.People should remember however that

anyone, even those who can swim, are atrisk of drowning.Risk-taking and overconfidence in

swimming ability may play a significantrole in water-related deaths.ChildrenNever allow a child to swim without

adult supervision. Also, never leaveyoungsters unsupervised around waterbowls or bathtubs for example. You candrown in approximately two centimetresof water.Ensure childrenwear a life jacket if they

cannot swim.Keep your pool covered with an ap-

proved cover when not in use.Safe swimming in open water:Do not swim too far out into the ocean.

After a while, you may struggle due to fa-tigue or get swept away further due tostrong currents.Wearing a life jacket is vital. Remember

your life jacket when participating in wa-ter sports such as boating, tubing or raft-ing.When at the ocean, swim in designated

areas that are supervised by lifeguards.Never swim alone.Remember that swimminginopenwater

is not the same as swimming in a pool.Never dive or jump into unfamiliar or

shallow water.Habib added, “Do not consume alcohol

near bodies of water. This impairs yourmovement and thinking. Do not ‘horsearound’ near pools as you may slip, hityour head and fall in.”She urged people to learn first aid and

CPR. “It is never too early to learn first aidand CPR. ER24’s Training Academy re-cently held a pre-first aid course for chil-dren from seven to 14 years of age. Thesechildren now know how to perform chestcompressions (hands only CPR),” said Ha-

bib.Explaining what happens to a person

during a drowning incident Habib said,“Whenapersonbecomessubmergedinwa-ter, theymay swallow large volumes ofwa-ter aswell as breathe somewater into theirlungs. “Thiswashes out the protective lay-ering in thealveoli in the lungs.Thealveoliare where gaseous exchange takes placeand oxygen moves into the bloodstream.“With water in the way, oxygenation

cannot take place and the person becomeshypoxic (little oxygen in the cells, tissuesand brain). The person who is submergedwill then pass out. Water will enter theirlungs freely and they will drown. Withoutoxygen, your brain cells begin to die.”If a victim is revived and survives the

drowning, there may be brain damage/neurological damage or they may be nor-mal. This depends on how long they werewithout oxygen.“Withregardtothelungs–thesurfactant

(protective layer of fluid which holds thealveoli open) will be washed out and thealveoli collapse. The victimwho has takenin the water may develop pneumonia,”said Habib. What to do if someone is drowning? If you are at the coast and you see a per-

sondrowning, alert a lifeguard immediate-ly. Ifyoudecide tosave thepersonyourself, ensure you wear a floatation device. If you find a person drowning and are

able to get them out of the water, initiateCPR if there is no pulse and breathing.Do not stop CPR unless the victim starts

to breathe on his/her own.Call foranambulanceassoonaspossible

and tell them what you are doing so theycan send the correct level of care.Donotput theperson in thecaranddrive

tohospital.Youmaybe involved inanacci-dent due to panic or the victim may sufferbrain damage while en route to hospital. In case of a near drowning, seekmedical

attention as soon as possible and explainclearly tomedical staffwhathashappened. There are instances where secondarydrowning occurs. This is more common inchildren than adults and may be difficultto recognise. The person may seem okayeven though they have taken in water thatfinds its way to the lungs.ER24’s Emergency Contact Centre can

be reached 24 hours a day on0 084 124 forany medical emergency.ER24’sTrainingAcademyoffers first aid

and CPR courses. Email 2 [email protected] for further information

Take note of these goodhabits for entrepreneursDavid Malherbe

Some people believe that youarebornanentrepreneur, ornot.I believe though that many peo-ple who never thought of them-selves as entrepreneurs, oncetheystartedabusiness,eventual-ly say that they cannot imaginethemselves ever working forsomeone else again. Some say that entrepreneurs

have certain traits or character-istics and that if you don’t havethem, you don’t have it. I would rather saythat most people can learn the necessaryskills and good habits that will enable themto become good entrepreneurs.Steven Covey in his bookThe SevenHabits

of Highly Effective People (Powerful lessons inpersonal change) discusses seven habits thatcan help you become more successful. Oneof the habits that he emphasises is to “Putfirst things first”.He says tobeable to accom-plish this, we should occupy ourselves withthose things that are important but not yeturgent.Butoftenweasbusinessownerstendtopro-

crastinate ondoing those important tasks be-cause they are not yet urgent. Yet, when they

becomeurgent, youare in frenzybecause all of a sudden you havesomuch else to do that you don’tknow which way to turn.Brian Walsh of Entrepre-

neur.co.za gives some advice onhow to keep out of the urgentzone by overcoming procrasti-nation. He says that we shouldsee those important tasks thatwe do not like and tend to post-pone as a live frog that we haveto eat each day. His advice is toeat the live frog first.

After that anything else you need to do therest of thedaywill seemmucheasier becausetheworst is done. He says that this habit willmake you much more productive as well asmore successful.Thiswill alsokeep those im-portant tasks frommoving to where they be-come urgent. One of the other habits that Covey empha-

sises is to “be proactive”, which basicallymeans to attend to things before they becomeproblematic. To eat the live frogs first asWalsh recommends, you will certainly beproactive and it will help you to avoid crisismanagement.
