OTHER CONSULTANCIES AND RESEARCH: United Nations Development Program-Beijing, China (1992-1994) Served as International Expert and Project Advisor for the "Planning for the Restructuring of Daqing's Economy" project from October 1992-December 1994. Daqing is China's first and largest oil field and production center. Since oil was discovered in 1959, Daqing has grown to a city of one million residents with another one million persons living in four adjacent agricultural counties. Oil Presently accounts for 96 percent of Daqing's GRP. Anticipating the eventual reduction in the field's current annual output of 55 million tons (40% of national output), the City applied for UNDP support to formulate a restructuring plan and implementation program. The Project Document was approved in October 1992. Responsibilities and Products:
