1 INTRODUCTION

Stephenson Environmental Management Australia (SEMA) was requested by Bituminous Products Pty Ltd to assess the emission from the Furnace and Scrubber discharge stacks at their Bituminous Products facility in Revesby, New South Wales (NSW).

The facility is licensed by the Office of Environment and Heritage (OEH) under Environment Protection Licence (EPL) No. 5267.

The objectives of the tests were:

To monitor the emission from the stack, EPA ID Point 1 (Furnace Stack) in accordance with Condition M2.1 in EPL 5267,

Determine whether the emission concentrations are in compliance with the concentration limits as outlined in Condition L3.3,

Report the findings of the survey in a report.

Refer to Section 2 for further details on the monitoring requirements and concentration limits under the EPL.

The stack emission was assessed for the following components:

Exhaust Gas Velocity, Volume and Temperature

Total Solid Particulate Matter (TSP)

Sulfur Trioxide/Sulfuric Acid Mist (SO3/H2SO4)

Oxides of Nitrogen (NOx) (as Nitrogen Dioxide (NO2))

Volatile Organic Compounds (VOCs).

The emission tests were undertaken on 26 July 2019 on the discharge stack serving the EPA ID Point 1.

2 LICENCE AND REGULATORY LIMITS

The stacks at Bituminous Products Pty Ltd are licensed by the NSW OEH under EPL No. 5267 which specifies the monitoring requirements and concentration limits from the stacks. Table 2-1 summarises the EPL monitoring requirements and the concentration limits for EPA ID Point 1. The reference conditions pertaining to the concentration limits are specified in Condition L3.3 of the EPL and are outlined under the respective concentration limit tables.

3 PRODUCTION CONDITIONS

Bituminous Products Pty Ltd personnel considered the facility was operating under typical conditions on the day of testing.

The production data supplied to SEMA for the day of testing on 26 July 2019 was:

Production was normal activities, with the blowing plant containing Industrial Grade Bitumen 60/18.

4 EMISSION TEST RESULTS

4.1 INTRODUCTION

SEMA completed the sampling for all tested parameters and analysis of flow, temperature, moisture, SO3/H2SO4, NOx and TSP. SEMA is NATA accredited for this sampling and analysis, Accreditation No. 15043. Refer to SEMA’s Emission Test Report No. 7005/F, Appendix B, for a summary of results and associated certificates of analysis including SEMA Particle Test Report No. 2136.

Analysis for VOCs was performed by the NATA accredited (NATA No. 3726) TestSafe Laboratories, Report No 2019-3488. Analysis for SO3/H2SO4 was performed by the NATA accredited (NATA No. 825) ALS Environmental Newcastle, Report No. EN1905275.

The stack emission test results are summarised in Table 4-1 and detailed in Appendix A. Appendix C details the calibration of measurement instruments. Refer Appendix D for sample locations.

4.2 TOTAL SOLID PARTICULATE MATTER (TSP)

The measured Furnace Stack TSP emission concentrations, corrected to 3% O2, were 9.2 milligrams per cubic metre (mg/m3) for Run 1 and 9.5 mg/m3 for Run 2. The average TSP emission concentration (corrected to 3% O2) was 9.4 mg/m3. Refer to Appendix A for detailed results.

4.3 OXIDES OF NITROGEN (NOX)

The Furnace Stack one-hour average NOx (expressed as NO2) emission concentration (corrected to 3% O2) was 114 ppm (234 mg/m3) during the sampling period. Refer Table 4-1.

4.4 SULFUR TRIOXIDE/SULFURIC ACID MIST (SO3/H2SO4)

The measured Furnace Stack SO3/H2SO4 emission concentrations, corrected to 3% O2, were less than the limit of detection for the analytical method of 4.6 mg/m3 for run 1 and less than 4.8 mg/m3 for run 2, thus the average SO3/H2SO4 emission concentration was less than 4.7 mg/m3. Refer Table 4-1 and Appendix A for details.

4.5 VOLATILE ORGANIC COMPOUNDS (VOCS)

There were nil detections of VOCs emission concentrations measured in the Furnace Stack with all analysis recording below the level of detection for the analytical method.

5 CONCLUSIONS

From the data presented and test work conducted during typical production cycles, the following conclusions can be drawn:

FURNACE STACK – EPA ID POINT 1

All emission parameters measured were in compliance with the EPL emission concentration limits set out in Condition L3.3 of EPL 5267.

Particulate matter emission concentration (TSP) averaged 9.4 mg/m3 at 3% O2 which was in compliance with the EPL limit of 50 mg/m3.

The NOx emission concentration one-hour average was 234 mg/m3 at 3% O2, expressed as NO2, which was in compliance with the EPL Limit of 350 mg/m3.

The SO3/H2SO4 emission concentration averaged less than 4.7 mg/m3 at 3% O2, which was in compliance with the EPL limit of 100 mg/m3.

The VOC emission concentration averaged less than 4.0 mg/m3 (the limit of detection for the analytical method) at 3% O2 which was in compliance with the EPL limit of 40 mg/m3 (expressed as n-propane).

6 TEST METHODS

6.1 EXHAUST GAS VELOCITY AND TEMPERATURE

(OEH NSW TM-1 & 2)

Velocity profiles were obtained across the stack utilising an Airflow Developments Ltd. S-type pitot tube and manometer. The exhaust gas temperature was measured using a Digital thermometer (0-1200oC) connected to a chromel/alumel (K-type) thermocouple probe.

6.2 CONTINUOUS GASEOUS ANALYSIS

(OEH NSW TM- 4 & 11)

Sampling and analysis of exhaust gas were performed using a Stephenson Environmental Management Australia mobile combustion and environmental monitoring laboratory. Emission gases were distributed to the analysers via a manifold. Flue gas from the stack was pumped continuously. The following components of the laboratory were relevant to this work:

Oxides of Nitrogen Testo 350XL

Oxygen Testo 350XL

Calibration BOC Special Gas Mixtures relevant for each analyser. Instrument calibrations were performed at the start and finish of sampling at each location.

QA/QC Calibration (Zero/Span) checks

Sample line integrity calibration check

6.3 SULFUR TRIOXIDE/SULFURIC ACID MIST (SO3/H2SO4)

(OEH NSW TM- 3)

SO3/H2SO4 were sampled isokinetically and drawn through a glass probe into four Greenburg Smith impingers in series. The first and second impingers in the train contained 100 ml of 80% isopropanol; the third was empty and the fourth contained silica gel. The impinger train was mounted in an ice water bath. Analysis was performed by the NATA accredited laboratories of ALS Environmental.

6.4 TOTAL SOLID PARTICULATES (TSP)

(OEH NSW TM- 15)

The Alundum Thimble Filtration Method of utilising filtration equipment manufactured by Saint Gobain Ceramics was used for the particulate matter sampling. Samples were collected at isokinetic rates from multipoint traverses across the discharge stack, in accordance with Australian Standard (AS) 4323, 1995 Parts 1 & 2 and OEH NSW Test Method 15.

6.5 VOLATILE ORGANIC COMPOUNDS (VOCS)

(OEH NSW TM-34)

A sample of stack air is drawn onto a carbon tube and analysed using Gas Chromatography/Mass Spectrometry (GC/MS) performed by the NATA accredited laboratory TestSafe Australia, accreditation number, 3726.

6.6 ACCURACY

All results are quoted on a dry basis. SEMA has adopted the following (Table 6-1) uncertainties for various stack testing methods.

In the absence of cyclonic flow activity ideal sampling plane conditions will be found to exist at 6-8 duct diameters downstream and 2-3 duct diameters upstream from a flow disturbance. The sampling plane does meet this criterion.

The sampling plane does not comply with the minimum number of access points required. The minimum requirement for the above stack diameter is two four (4) inch access points at 90 degrees to each along the same sampling plane. Additional sample points were used in compliance with AS4323.1 as the sampling plane was non-ideal.

The location of the sampling plane complies with AS4323.1 criteria for temperature, velocity and gas flow profile and therefore is satisfactory for gas flow sampling.
