Ambassador Lincoln P. Bloomfield, Jr., became Stimson’s chairman in 2008. He has more than 30 years of experience in foreign policy and national security issues, dealing with multilateral and bilateral security cooperation, military access arrangements, arms transfers, and controlling unsecured weapons and munitions. Bloomfield served as a Presidential Special Envoy from 2008 to 2009, leading US efforts to limit the availability of shoulder-fired anti-aircraft missiles to extremist groups. He was assistant secretary of state for Political-Military Affairs from 2001 to 2005, additionally serving as the President’s and Secretary of State’s special representative for Humanitarian Mine Action. He previously served as a Pentagon, White House, and State Department official.

Bloomfield is founder and president of Palmer Coates LLC; senior advisor at Akin Gump Strauss Hauer & Feld LLP; operating advisor at Pegasus Capital Advisors, LP; senior advisor to ZeroBase Energy LLC; and chairman of Bell Pottinger Communications USA LLC.

Bloomfield is a 1974 graduate of Harvard College, and received an MA in 1980 from the Fletcher School of Law and Diplomacy.

Lincoln Bloomfi eld, Jr.Chairman of the Board

“Stimson has built its reputation by selecting issues where new approaches are needed, and addressing them with an open mind freed from ideology. We advance original thinking on consequential security challenges in a nonpartisan spirit. What fuels our search for better answers is the recognition that not just failed policies, but even winning strategies from the past may not be enough to secure the peace in a changing world.”

In addition, Stimson’s Chairman’s Forums, strategic conversations led by Ambassador Lincoln Bloomfi eld, Jr., are available online via video links.

Among the many thought-leaders to actively participate in Stimson events recently include: UN Secretary General Ban Ki Moon; Prince Turki bin Faisal Al Saud; Senator Jim Webb; Senator Lindsey Graham; General Michael Hayden; Congressman Howard Berman; Th e Hon. A Different Sort of Enterprise

“We founded Stimson at an ideal time —1989, when the world was changing radically and familiar policy prescriptions were increasingly irrelevant. We were committed to offering problem-solving approaches, to pursuing field investigations and outreach, and to building a reputation for quality analysis. We were drawn to Henry L. Stimson as the namesake for our new center because he embodied the traits of international engagement, bipartisanship, and a track record on the issues of war and peace, nuclear weapons, and regional security that were our focus. Like Stimson, we wished to pursue pragmatic steps toward ideal objectives.”

Founders Barry Blechman and Michael Krepon

Stimson conducts in-depth research and analysis to provide policy alternatives, and overcome obstacles to a more peaceful and secure world. Stimson’s pragmatic approach seeks to understand and illuminate complex issues, develop new knowledge, and engage policymakers, policy implementers, and non-governmental institutions to craft recommendations that are nonpartisan, actionable, and eff ective.

Reducing the global risks created by weapons of mass destruction and proliferation continues to be a major focus of Stimson analysis and policy impact. In addition, in response to the changing threat environment, Stimson has expanded its research agenda to encompass emerging transnational challenges sparked by accelerating globalization, technological advances, and environmental stress. Finding workable solutions to these complex, often inter-related challenges requires ingenuity, new insights, and cooperative action.

Regional SecurityStimson’s regional security programs build on a global network of thought leaders, provide comprehensive analysis, and advance pragmatic policies in theUS and abroad. Stimson’s regional work stretches from the Pacifi c across the Indian Ocean, and on to the Middle East and Africa. Our deep understanding of culture, geography, and political history, coupled with extensive personal and institutional networks, enable Stimson’s regional specialists to illuminate critical issues, infl uence debate, and shape policy options within regional institutions and across national capitals.

Effective response to global challenges requires capable institutions. Whether the goal is protecting civilians from mass atrocities, preventing the spread of disease, strengthening domestic preparedness, or establishing rule of law in post-confl ict states, Stimson analysis helps governments, regional and international organizations, and the private sector prepare and respond to complex problems. Grounded in fi eld research, data, and case studies, Stimson recommendations on organizational reform, best practices, and lessons learned have exceptional credibility with policy implementers.
