2. Challenges for policy activities:
Many routes for EU demand-side innovation policy….
1. Apply lead market approach to other markets
2. Add new instruments
3. Connect demand and supply side innovation policies better
4. Bridging demand (emerging social needs) with supply (of innovations)
5. Connect demand side policy to ‘grand challenges’
3. What evidence is there available for demand-side innovation policy?
A. What is the rationale to focus areas for demand-side measures?
• For using single measures?
• For developing packages of measures?
B. How to measure impact of demand-side innovation policy?
• Indicators of demand for innovations?
• Single measures and systems?
• Member States, EU, global?
C. Bonus question:
Who should develop and implement demand-side innovation policy?
• New role for public private partnerships
• Users: end-users, public procurers, B2B
