m. 8/29 and 8/30/2018 National Stormwater Center Certified Municipal Inspector 

Course (Portland Maine) www.npdes.com  $824/person (flyer is attached to 

meeting notes).  This is the certification that Joel Moulton and Heather Ross 

attended last year and they thought it was informative.  

 2. Updates 

a. York County SWCD – it is the 75th anniversary of the YCSWCD.  They have a number of activities planned for the year.  Whitney Baker (formerly with FB Environmental) was recently hired.  Action:  K Rabasca to add her to the distribution list.   

b. DOT – Rhonda Poirier accepted the position to be the new State MS4 Coordinator for Maine DEP.  Until her position is filled, if anyone needs DOT information for MS4, they should contact Peter Newkirk.  She is available for assistance anytime.  Her email is the same – [email protected].  She asked that people send her their vCard to repopulate her contact list.  

c. MTA – MTA and DOT provided comments on the Municipal MS4 permit (the wrong Urban Impaired Stream list was included in the appendices) 

d. DEP – See DOT and 4th Draft of permit was issues.  Emails have been circulated.  The new language regarding work to be done to address impaired waters has generated many comments.  MMA and Sharon Newman from Preti‐Flaherty are both commenting strongly against the requirements.   

e. Berwick – Mark Arenberg is now full time (Code, Public Works and Engineer).   f. South Berwick – not present g. Eliot – Planning provided a new fact sheet for the general public on the MS4 

program.  K. Rabasca to review (completed – provided comments back 4/2/18) h. Kittery‐ Planning Board and Town Council meetings are scheduled for Municipal 

Awareness.  Annual Report Comments were addressed, and a response was provided back to DEP.  Outfall inspections are next on the list.

York ‐ Annual Report Comments were addressed and a response was provided back to DEP.  Outfall map was completed by Leslie and will be linked to Survey 123 so that outfall inspections can begin.  O&M program reviews are in progress with all entities.  Kristie will be talking to the York River Wild and Scenic group that is preparing a Watershed Management Plan to inform them of MS4 work that is ongoing.

j. ISWG – Most discussions were around the impaired waters issues.   

k. MEWEA/NEWEA – Zach Henderson participated in a call with the National 

Municipal Stormwater Alliance on 3/13.  This is a national organization of 

regulated municipalities.  They are visiting Representatives in Washington DC to 

discuss water issues.  They will present an “ask” paper (tbd).  ASCE is also 

working on modifying the Infrastructure Report Card to include stormwater 

infrastructure as a separate operation.  This org will likely also produce national 

ads regarding stormwater protection, which will benefit our stormwater 

programs.    

 3. Review Pollution Prevention Good Housekeeping Requirements for PY5 

a. O&M Plans – Annual Updates are required, the Plans should be posted at the 

site, and personnel training should be completed annually.  Items in bold italics 

reflect the discussion of the plans.

York began 3/26/2018 and will have a new sweeper shortly 

d. Catch Basin Cleaning – KR to ask DEP if the changes to Chapter 418 – Beneficial 

Reuse will allow us to rely on visual observations of catch basin grit in order to 

re‐use it as fill.  Current guidance shows sampling needed for TPH each year 

material is deposited.  (KR sent email 4/2/2018 – will inform communities when 

get an answer back)

Designed specifically for MS4 personnel, this course focuses on stormwater

permit compliance as the key to restore and maintain the waters of the United

States. Testing will be conducted. Students are expected to achieve a minimum

overall score of 75% to be awarded 1.2 CEUs (Continuing Education Units) from

National Stormwater Center, and a five (5) year CSI™ Inspector Certificate. This

certification indicates that the services are being performed by professionals who

have completed the stormwater inspector certification requirements and have met

established standards of knowledge, experience, and competence required in the

field of stormwater inspections.

The instructor for your training will be Paul Davis, P.E.

Paul retired from TDEC after 38 years of service, including 24 years as Director of Water Pollution Control. Paul is a dedicated environmentalist who understands the complexities of stormwater permitting and permit enforcement. Paul is a licensed engineer with a BS in Engineering Sci-ence and a MS in Water Resources.

Pricing, Registration, Terms - Portland, ME– August 29-30, 2018 This two-day course is $799 per person plus $25 registration fee, for a total of $824 per person. There is a $50 per

person discount for 2 or more registrations from the same organization.

Terms: Certificates of Training valid for 5 years and 1.2 CEUs awarded by National Stormwater Center will be

issued to attendees who achieve a minimum of 75% accuracy on overall testing. Class fees are refundable if

cancellation is received 7 days prior to start date. Registration fees are non-refundable. Substitutions are

allowed with notification to our business office. In order for the training to be conducted there must be a minimum

of seven attendees registered. The deadline for registration is ten business days prior to the first day of training.
