What  is  EDCO?  

The  Economic  Developers  Council  of  Ontario  Inc.  (EDCO)  is  an  independent  and  non-­‐profit  association  of  professionals  engaged  in  the  economic  development  of  Ontario  and  its  municipalities.    The  Council  was  formed  in  1957  and  was  incorporated  in  1962  as  the  Ontario  Industrial  Developers  Council  Inc.  

In  1991,  the  Council  changed  its  name  to  reflect  the  broadened  and  changing  nature  of  the  Ontario  economy.    Today’s  membership  embraces  a  broad  spectrum  of  economic  development  practitioners  across  a  variety  of  professions  and  at  all  levels  of  the  public  and  private  sectors;  each  adding  specialized  knowledge  to  the  existing  and  ever-­‐expanding  resources  of  EDCO.  

EDCO  is  governed  by  a  Board  of  Directors  that  is  responsible  for  such  tasks  as  strategic  planning,  professional  development,  an  annual  conference  as  well  as  a  range  of  special  projects.  The  Board  also  provides  oversight  of  EDCO  personnel,  the  organization’s  financial  planning  and  provides  guidance  to  the  association  to  ensure  that  membership  needs  are  met  and  the  long  term  sustainability  of  the  EDCO  organization  is  maintained.      

In  an  effort  to  develop  stronger  ties  to  provincial  stakeholders  and  the  range  of  policy  and  project  initiatives  that  impact  economic  development  in  the  Province,  the  Board  of  Directors  has  also  invited  various  provincial  ministries  (referred  to  as  Liaison  Ministries)  to  hold  a  non-­‐voting  seat  on  the  Board  of  Directors.    This  benefits  our  membership,  as  it  enables

a  continuous  information  exchange  resulting  In  wide  range  of  cooperative  events  and  projects.  

Today’s  membership  includes  almost  800  professionals  making  EDCO  the  largest  provincial  economic  development  association  in  Canada.        Our  members  have  mandates  within  their  own  organizations  that  include  a  wide  array  of  initiatives.    The  end  result  desired  is  to  increase  investment  and  jobs  within  their  jurisdiction.    Our  members  are  dedicated  to  creating  an  environment  that  is  cost-­‐competitive  to  potential  investors.    EDCO  members  are  key  to  offering  investors  attractive  opportunities  to  the  investment  community.    For  this  very  reason,  EDCO  continues  to  grow  and  offer  relevant  programming  to  increase  the  capacity  of  our  professionals  in  Ontario.

Scaling  New  Heights  

A  Strategic  Plan  identifies  the  organization’s  priorities  and  sets  the  broad  framework  within  which  programs,  activities  and  individuals  with  the  organization  will  work.  The  Strategic  Plan  links  directly  to  the  EDCO  mission  and  corporate  priorities  and  becomes  the  tool  whereby  the  organization  lives  its  mission  every  day  and  takes  positive  strides  towards  achieving  this  effort.    

Like  the  ever  changing  economic  development  profession,  this  Strategic  Plan  will  be  reviewed  at  a  minimum  annually,  and  updated  when  necessary.    The  EDCO  Board  of  Directors  and  its  staff  will  use  this  plan  as  a  guideline  to  plan  programming  and  create  alliances  and  partnerships.    Therefore,  the  Strategic  Plan  will  be  updated  and  amended  on  a  “as  needed  “  basis.    The  dates  in  the  footer  will  reflect  the  latest  review  of  the  document.  

OUR  ROLE  IN  ECONOMIC  DEVELOPMENT  CONTINUES  TO  CHANGE    

As  with  most  organizations,  EDCO  has  undertaken  several  strategic  plans,  that  have  always  sought  to  advance  the  organization  and  its  role  in  economic  development.  The  most  recent  plan,  “Looking  to  the  Future”  was  developed  in  2010  and  established  strategic  priorities  for  the  Board  of  Directors  that  included:  

Increasing  the  awareness  of  EDCO  as  the  lead  economic  development  organization  in  Ontario  on  the  part  of  government  and  other  key  economic  development  stakeholders  

Pursuing  stronger  communications  with  members,  partners  and  stakeholders  with  priority  given  to  enhancements  to  the  EDCO  website  

Becoming  known  as  a  leading  professional  economic  development  organization  with  a  strong,  relevant  voice  for  economic  development  both  in  the  economic  development  community  and  related  audiences  

Supporting  the  role  and  function  of  the  Economic  Development  Professional    through  enhanced  training  and  education  and  a  strengthening  of  their  position  within  local  government  

 

These  priorities  continue  to  provide  the  framework  for  the  development  of  annual  work  plans  that  deliver  on  each  of  these  priorities.    As  part  of  this  implementation  effort  EDCO  continues  work  diligently  to  engage  our  members  and  stakeholders  in  the  vision  of  the  organization  and  to  develop  strong  partnerships  to  advance  the  field  of  economic  development  in  Ontario.

The  following  critical  strategic  priorities  and  actions  will  be  pursued  by  EDCO  over  the  next  3-­‐5  years:  

PRIORITY:    EDCO  WILL  INCREASE  AWARENESS  OF  THE  ORGANIZATION  AS  THE  LEAD  ECONOMIC  DEVELOPMENT  ORGANIZATION  IN  ONTARIO  IN  COLLABORATION  WITH  GOVERNMENT  AND  OTHER  KEY  ECONOMIC  DEVELOPMENT  STAKEHOLDERS  

Actions  

• Redefine  and  rebuild  the  EDAC  relationship  and  determine  how  EDCO  can  play  a  role  in  assisting/partnering  with  EDAC  on  initiatives  to  reinforce  each  organization's  mandate  and  strengthen  the  profession.  

• Create  a  Past  Presidents’  committee  to  support  EDCO’s  programming  and  professional  development  efforts  and  leverage  the  EDCO  Alumni  of  retired  professionals  to  enhance  the    organization’s  education,  mentoring  and    networking  opportunities.  

• Pursue  partnerships  and  membership  opportunities  for  EDCO  that  contribute  to  raising  the  international  profile  of  Ontario  communities  and  expand  the  understanding  of  trade  and  investment  opportunities.  

• Connect  with  key  stakeholders  to  create  strategic  alliances  to  increase  resources  available  to  EDCO  members.  

 

PRIORITY:    EDCO  WILL  PURSUE  STRONGER  COMMUNICATIONS  WITH  MEMBERS,  PARTNERS  AND  STAKEHOLDERS    

Actions  

• Support  the  work  of  the  EDCO  Young  Professionals  Network    through  enhanced  communications,  outreach  and  professional  development  opportunities  and  encourage  the  broadening  of  membership  to  include  related  professionals.  

• Identify  an  enhanced  range  of  formal  and  informal  tools  and  methods  with  which  regularly  engage  EDCO  members,  strategic  partners  and  related  organizations  in  the  programming  and  work  of  the  organization  including  workshops,  whitepapers,    regional  seminars  and  on-­‐line  access  to  tools  and  resources.
