FOREWORD
This is the first Strategic Plan for Kenya Building Research
Centre (KBRC) being a research institution domiciled
under the State Department for Housing and Urban
Development in the Ministry of Transport, Infrastructure,
Housing & Urban Development. The Centre’s key
function of Building Research Services was
reinforced by coming into force of The Executive Order
No. 1 of May 2016. It is envisaged that with this inaugural
Strategic Plan, the Centre has a coherent and sustainable
roadmap towards achieving its mandate as provided and
outlined in this Plan for the next five years.
The Plan has been prepared through a Multi-Stakeholder participatory and consultative
approach and enriched by a rigorous and technical review process. I wish to take this
opportunity to thank all Government Ministries, State Departments and State Agencies for
contribution to this process; Specific Special appreciation goes to the Technical Working
Group with representation from the National Housing Corporation, National Construction
Authority, State Department for Housing and Urban Development, State Department for
Public Works and the Secretariat from KBRC.
Kenya Building Research Centre, endeavours to become a world class Research Centre for
Building information in Sustainable Built Environment and hence look forward to
conducting research and disseminate findings on best practices including appropriate
financing, building materials and technologies towards quality, affordable, efficient and
sustainable development within the sector.

ACKNOWLEDGEMENT
This Strategic Plan is a product of concerted teamwork and effort of staff
and stakeholders in the Building Research field who devoted their time
and expertise in the formulation of this crucial policy instrument. The Plan
reflects the vision and strategic directions to steer Kenya Building
Research Centre to its rightful place of being a leader in the Building
Research services locally, regionally and globally. Accomplishing this task
is long overdue noting KBRC has been with us since 1957. As we embark
on this well deserved journey, we anticipate greater contributions
towards the realization of major global obligations notably ; Vision 2050
agenda of facilitating smarter buildings for the envisioned 9 billion people, the New Urban Agenda,
the Paris Agreement on Climate Change Mitigation, Sustainable Development Goals, Agenda 2063
on the Africa We Want and the East African Community Mission of supporting scientific and
technological research to enhance sustainable development.
My appreciation goes to Director, Kenya Building Research Centre, Arch. M. W. Wanjau for providing
leadership and coordinating the entire process. We thank the core strategic planning team
(Technical Working Group) and who assisted in the process for the commendable work.
We thank the Cabinet Secretary for Transport, Infrastructure, Housing and Urban Development for
his valuable support during the Strategic Plan development. On behalf of the State Department for

EXECUTIVE SUMMARY
This Strategic Plan is the first of its kind since the inception of KBRC that is aimed at
providing clear strategic directions in work planning and other reform measures. It is
therefore an important Medium Term planning tool that will keep the institution focused
on its mandate, the environment in which it operates as well as the consistency with
broader national priorities. The Plan is therefore anchored on the Constitution of Kenya,
Kenya Vision 2030 and other National Policy blue prints. More fundamentally, the Plan has
been prepared through a consultative process considering both external and internal
environment in which it will be implemented as well as the anticipated risks and challenges
at the national, regional and international levels.
The Vision of KBRC is 'to be a world class Research Centre for building information in
sustainable built environment' whereas the Mission is 'to conduct research and
disseminate findings on best practices including innovations in building materials and
technologies to achieve quality, affordability and efficiency in construction industry in
Kenya and the region'. In addition the Centre will be guided and shall uphold the following
core values in undertaking its mandate:-Patriotism, Commitment to Team Spirit, Focus on
Customer Responsiveness, Pursuit of Professional Integrity, Accountability and
Transparency, Environmental Sustainability, Inclusiveness as well as Public Participation.
In developing the Strategic Plan, KBRC undertook a SWOT and PESTEL analysis which has
enabled it to critically examine its strengths, weaknesses, opportunities and threats as well
as appreciate the overall environment in which it operates. An Implementation Matrix
framework has also been prepared to operationize the key result areas. The framework
links up the strategic issues, strategic objectives, programme/ activities and their
corresponding outputs, performance indicators including the cost of implementing the
strategies in the five year timeframe. Monitoring and Evaluation will form a critical
component for the successful implementation of this Strategic Plan. It will be applied as a
management tool to enable the Institution to not only take corrective measures when
actual achievements are lower than envisaged, but also to document lessons learned from
successful achievements. As set out in the main document, Monitoring and Evaluation will
be undertaken through monthly, quarterly and annual reporting of its targets. This will
provide an avenue for tracking progress and inform decision making for accountability,
effective service delivery, resource allocation and Policy direction.

CHAPTER ONE:
1.0 Introduction
1.1 Historical Background
Kenya Building Research Centre (KBRC) is one of the institutions domiciled under the State
Department for Housing and Urban Development. The Executive Order No.1 of May 2016
reinforces the institutions mandate to spearhead the Building Research Services in Kenya.
This inaugural Strategic Plan provides a coherent, systematic and sustainable roadmap
towards achievement of its functions, mandate and objectives. The proposed measures
and activities are expected to play a key role in the realisation of the national development
goals.
The Centre was established in 1957 with three mandates for specific use by the Building
Branch of the then Public Works Department. These were;
i. A library of manufacturer’s trade catalogues and Literature;
ii. A library of samples of building materials; and
iii. A Technical Reference Library
This Technical Reference Library continued to expand in size and scope and proved to be of
immense value to the Ministry's technical staff. The possibility of starting such a Centre had
long been mooted by the East Africa Institute of Architects and in July 1958 the Council of
the Institute approached the Minister of Works at that time and suggested for
consideration of the establishment of a Building Centre for the benefit of the Colony. This
morphed to a Building Centre similar to those established in England and other European
countries. The original mandate included;
i. To disseminate information on low cost building materials
ii. To provide reading materials to researchers and scholars.
iii. Printing of researched information for easier dissemination to users.
iv. To partner with other stakeholders in the Building Industry.
v. To educate and train new entrepreneurs joining the Building Industry and the
general public.

During the later part of 1958, approval was given by the Government to design a building
centre exhibition hall and offices as an associated part of the new headquarters of the
Ministry of Works (currently Harambee house) scheduled for construction at the site along
Coronation Avenue (Harambee Avenue). The center operations were later moved to
Gilfilan/Pioneer House, Sadler House within Nairobi CBD and finally the present site at
Transcom Annex in Community area.
With Treasury approval, funding and the understanding that the Centre would serve the
whole country, the name was changed to Kenya Building Centre in1961 and hosted
exhibitions notably the famous exhibition dubbed “A Decade of Architecture” where the
public was exposed to products from over 16 countries for free. This exhibition as the
name implied covered a period of great development in Kenya between 1950 and 1960
with an estimated value of work shown amounting to more than £15,000,000. The display
categories included: Air Conditioning, Fans, Refrigeration, Ventilators; Tools and Plants,
Fixing Devices; Curtain Track, Door Furniture, Ironmongery, Locks, Sliding Door and
Window Gear; Ceramic Floor and Wall Tiles , Mosaic, Terrazzo, Marble; Electrical
Equipment, Lighting Conductors; Clay Products, Concrete Products; Reinforcement,
Structural Steel, Drain Pipes, Plumbing Brassware and Fittings, Taps, Traps and Showers
Fittings, Water Tanks (Metal) Pipes and Valves (Metal); Immersion Heaters, Water
Heaters; Kitchen Equipment and fuels; Signs and lettering; Metal slotted Angles, Metal
Furniture, Metal Couplings, Metal Mouldings and Trim, Sheet Metal; Asbestos Products,
Bitumen based Roofing Materials; Building Boards, Flush Doors, Laminates; Sanitary
Ware, Stainless Steel Sinks, Cisterns; Thermo-plastic Based Flooring, Polyvinylchloride
Based Flooring, Plastic nosing and Skirting Sections, Plastic Handrail Sections, Plastic
Furnishing Materials, Linoleum, Wood Flooring; Paints, Water proofers, Timber
preservatives, Insecticidal Treatments, Fillers, and Wallpapers; and Metal Windows and
Louvres among others.
Building Research is a key component in the build environment across the globe. Various
countries have embraced the concept and through research, build environment has
continuously evolved with new innovations and solutions in construction both in
developed and developing economies that are cost effective, efficient and ensuring
environmental sustainability. Such best practices are demonstrated by India, the United
Kingdom, Israel, Tanzania, Norway and South Africa among others.

For instance, in India, the Central Building Research Institute was established in 1947 with
the core mandate of generating, cultivating and promoting building science and
technology in the service of the country and reported timely, appropriate and economical
solutions in the problems of materials, rural and urban houses, energy conservation and
efficiency in build environment.
In Tanzania, the National Housing and Building Research Agency was established in 1970
with the main mission of providing high quality services and products of appropriate
housing technologies and techniques that reduce construction cost through innovative
solutions to satisfy customer needs for improved shelter and hence quality of life. Other
countries that have embraced research in built environment are provided in Appendix 2.
The Constitution of Kenya, 2010 Articles 10 (2) (d) and 11 (2) (b), recognize the role of
science and indigenous technologies in the sustainable development of the Nation.
Research on construction materials is an integral part of the built environment
sustainability and a significant undertaking towards the realization of Article 43(1)(b)
which provides for access to adequate housing as a basic right for Kenyans.
Kenya Vision 2030 Blue Print proposes intensified application of science, technology and
innovation (STI) to raise productivity and efficiency levels across the three pillars. It
recognize the critical role played by research and development (R&D) in accelerating
economic development in all the newly industrialising countries of the World.
The Vision further recognize the role of science, technology and innovation (STI) in a
modern economy, in which new knowledge plays a central role in wealth creation,
social welfare and international competitiveness.
It is fundamental to note that the building sector is expected to support the realization of
Kenya Vision 2030 by enabling the production of building materials to meet the Country's
need, a situation that calls for all stakeholders to enhance building research services to fill
existing gap. Kenya Building Research Centre would contribute immensely to the growth,
development, and dissemination of applied research and innovation in construction and
built environment.

1.4.2 Urbanization Flagship Projects
The role of KBRC is to carry out research within the built environment so that the findings are used to advice on environmental solutions in construction and built environment. The key areas of research as enshrined in Vision 2030 include the following;
i. Financing initiatives to bring down cost of construction
ii. Appropriate building technology in the built environment
iii. Research and implementation of building materials cost reduction initiatives
iv. Realization of a well-housed population living in an environmental-secure urban environment.
Strategies to achieve the above issues include;
i. Working with other stakeholders in the on-going review of built environment policies, regulations and standards including the building code.
ii. Facilitating a comprehensive housing and urban development sector legal frameworks including reduction in the multiple approval procedures in property development.
iii. Coordination of green building agenda for Kenya in relation to climate change.

The Kenyan Government seeks to improve infrastructure across the country through the
use of quality, affordable and sustainable materials, processes and machinery. This justifies
having a centre of research to advice on the latest materials, innovations and technologies
that are environmentally sustainable to be used in this endeavour.
Sustainable Development Goals (SDGs) as part of the global agenda aims to address the
challenges of urbanization, housing and human settlements as they envision cities and
human settlements that are inclusive, safe, resilient and sustainable. Some of the SDGs
with significant contributions to building sector are summarised in table 2.

Building research in Kenya is necessitated by the desire for;
i. Affordable materials;
ii. Faster construction technologies;
iii. Environmentally-friendly building materials and techniques;
iv. Affordable financing;
v. Sustainable neighbourhood planning approaches;
vi. Information dissemination; and
vii. Employment creation especially for the vulnerable groups like Women, Youths and
People Living with Disability among others;
The contribution of the building industry towards the economy is significant in most
Countries with Kenya being no exception regarding its contribution to the GDP which
stood at 8.2% in 2016 and employment of workforce. In addition, the industry produces,
maintains, and adapts fixed capital investment such as buildings, infrastructure which
other economic activities depend on.
The academia has been involved in building researches that relates to Appropriate Building
Materials and Technologies. For instance, the Ministry in conjunction with Housing and
Building Research Institute (HABRI) of the University of Nairobi in 1980s and 1990s
supported research in relation to adoption of Stabilized Soil Blocks (SSBs). At the time, the
Ministry was leveraging about Kenya Shillings Six Hundred Thousand (Kshs. 600,000)
annually to facilitate activities conducted by HABRI. Further research towards cost
reduction led to the introduction of Interlocking Blocking making machine by Makiga
Engineering Ltd in collaboration with Good Earth Trust organization (Uganda). Recently,
research development initiative has yielded an Interlocking Block Making Machines by
Sustainable Materials Research and Technology Centre (SMARTEC), JKUAT.

• In 1900, 10 % of the global population lived in cities;
• In 2007, 50% of people lived in cities;
• In 2050, 75% of the world population estimated at 9 billion people, will
be living in cities.
• Out of the over 3.5 billion people living today in cities, one billion live in
informal settlements with no proper shelter!
• By 2030, this figure is expected to triple.
Habitat III was adopted in Quito in October 2016 where Kenya is a signatory and launched
the Popular Version on 10th May 2017. The New Urban Agenda is a unique tool whose
combination with adequate building research will contribute to the achievement of
Sustainable Development Goals of the 2030 Agenda.
The Sustainable Development Goals (SDGs) in particular SDGs 6, 7, 9, 11, 12, 13 and 17
place emphasis on access to clean water and sanitation, sustainable energy use, innovative
processes, safe and resilient cities, consumption patterns, climate change mitigation and
adaptation, and global partnerships respectively.

The Paris Agreement (COP 21) recognizes the crucial role buildings play in climate change
mitigation and adaptation processes. It calls for reporting on Intended Nationally
Determined Contributions (INDCs) on climate from the building sector.

The core mandate of the centre is to carry out applied building research with the aim of
achieving quality, cost effectiveness, efficiency and sustainability of building materials and
technologies in Kenya
The centre is mandated to facilitate provision of information, documentation, referencing,
cataloguing, indexing and dissemination of all information pertaining building services
and construction materials and technologies.
The centre is expected to implement strategies for infrastructure development and
resource mobilization for self sustainability
Legal, finance and other administrative functions of the centre will be carried out in
strict adherence to existing regulations guiding the operation of public sector
institutions.
Currently the centre operates under an approved structure headed by the Director as per
the organogram appended. The centre has two main operational units, that is, Research
and Dissemination (see diagram 2)
However, given the mandate being undertaken by the centre, it is proposed that the centre
be upgraded into a research institute through an Act of Parliament with an enhanced
organizational structure headed by the Director General be established (See diagram 3).

The building sector in Kenya made a significant contribution of 8.2% to the GDP in 2016
and employment of workforces. In addition, the industry produces, maintains, and adapts
fixed capital investment such as buildings, infrastructure which other economic activities
depend on. The sector is expected to sustain an exponential growth following the rolled
out of 59 flagship projects through Public Private Partnerships such as the development of
one million residential housing units, 10,000Km road network, SGR, Lamu Port and
expansion of major airports, wind, pipeline, housing, ICT etc.
Research and Development in the building materials and the construction industry is an
essential component of the built environment at the local and national levels in developing
and developed countries. Research on building materials and construction technologies is
still untapped in developing countries generally and Kenya in particular.
It is important to note that there has been lack of clear policy framework to guide building
research activities within the built environment. This calls for necessary research and
development activities to monitor and support the development of the building industry
in Kenya.

Kenya Building Research Centre (KBRC) is mandated to undertake and facilitate building
research and dissemination of research findings and information on construction
materials, cost, machinery, sustainability, processes, performance and emerging
technologies.
i. To carry out building research with the aim of achieving quality, cost
effectiveness, efficiency and sustainability of building materials and
technologies in Kenya.

4.4 Information Management and Disemmination
The Design and Technical Services Division is mandated to facilitate and develop research
dissemination strategies for wider usage of research findings. This will be executed
through graphic, product and interior design services. Graphic design unit shall design
books, magazines, brochures, fliers, TV Adverts, documentaries that will document and
promote research findings. The product design unit shall design prototypes, models of
building, structures and 3-D impressions of building accessories. The interior design unit
shall show-case optimum utilization of interior spaces, design of furniture, colour schemes
of buildings, lighting, office upholstery, partitions, and ceiling among others. The sections
will also be involved in research in the building industry for instance interior design
researchers shall carry out research on all aspects of interior s for buildings.

5.2 Resource Mobilization Strategies
5.2.1 Government Funding
5.2.3 Development Partners (Donor's)
The resources to implement planned activities are set to be mobilized through various
strategies which include the annual budgetary allocation (Government funding), private
sector and development partners.
KBRC will continue engaging with the National Treasury and other Government agencies
including the National Research Fund for funding of the planned activities.
5.2.2 Private Sector Contributions
Engagement with the private sector will provide synergies towards realization of planned
activities. This will particularly target the academia, research institutions and other key
industry players.
Key development partners have been involved in promoting sustainable development
initiatives that relates to the construction sector in Kenya. Such groups include UNEP, UN-
HABITAT, UNDP, USAID and the World Bank among others. KBRC will forge a close working
relationship with these organizations and bilateral partners through various frameworks of
engagement. KBRC will come up with innovative mechanisms in balancing the financial
sustainability through resource mobilization to sustain research in built environment.
Some of the resource mobilization strategies include the following;
*National level. This will entail KBRC making itself relevant in the sector and approaching
international donors based in Kenya. (DFID; Norway embassy; UNICEF (educations and
health centres; Germany, Italy etc.); NFC;
*International level: By submitting grant proposals and lobbying for fund from Green
Climate Fund; Global Environment Facility (GEF); Shelter Afrique,
*Internal generation of income: This can be done through coming up with promotional
activities like National award on building and construction material where institutions
pay a fee to participate, and use of contract Research.

To successfully implement this strategic plan, all parties will be required to offer total
commitment. The Cabinet Secretary will provide leadership and guidance on policy
directions while the Principal Secretary will coordinate the implementation process and
provide additional support to the Directorate and stakeholders towards timely realization
of the strategic objectives.
The policy guidance and implementation team will keep vigil on a number of risks to be
met at various stages of the strategic plan implementation. Such risks may include but not
limited to: programme activities, misconceptions and non-integration of M&E in the
implementation cycle. Other common risks to be taken into consideration include
environmental risks, political risks, organizational risks, operational risks, financial risks and
technological risks among others.

CHAPTER SIX: MONITORING, EVALUATION AND REPORTING
6.1 Introduction
6.2 Objectives of Monitoring and Evaluation
6.3 Monitoring and Evaluation Framework
This chapter covers the framework for monitoring and evaluating the implementation
of the strategic plan and the key result areas.
In order for KBRC to achieve the objectives that it has set, it is of imperative significance
that the various strategies are implemented. Successful implementation of the plan
requires sourcing and deploying the requisite resources and putting in place an adequate
monitoring and evaluation framework among others.
Implementation of the Strategic Plan will be in line with government planning and fiscal
cycle and in line with performance contracting cycle and guidelines. The Centre will
develop Annual Operating Plans (AOPs) derived from the implementation matrix of the
Strategic Plan. The AOPs activities will be incorporated in the annual performance targets
for KBRC and cascaded to other Units/sections within KBRC. Various Units/Sectional
heads within KBRC will be required to prepare quarterly reports on implementation of
AOPs together with the performance contract reports which will be collated by the
Monitoring and Evaluation Unit to inform implementation status and policy issues within
KBRC.
