The Trustees present their report togetherwith the accounts for the charity for the year
ending 31st December 2016. This report has been prepared in accordance with the
requirements of the Statement of Recommended Practice (FRS102) on ‘Accounting and

Objectives
WithintheoverallobjectofthereliefofdisadvantageintheUKandoverseasassetoutin
theStrawberryHillOverseasandCommunityConcernTrustDeedouragreedobjectivesare:
• Toadvancetheeducationofpupilsinschoolsoverseasbyprovidingandassistingin
theprovisionoffacilitiesforeducation
• ToadvancetheRomanCatholicfaithforthebenefitofthepublicinaccordancewith
thestatementsofbeliefoftheRomanCatholicdoctrine

• To develop the capacity and skills of members of socially disadvantaged
communitiesintheUKandoverseassothattheymaybebetterabletoidentifyand
helpmeettheirneedsandtoparticipatemorefullyinsociety
• To promote and protect the physical and mental health of HIV/AIDS sufferers
through the provision of financial assistance, support, education and practical
advice.
Backgroundandapproach
StrawberryHillOverseasandCommunityConcern(S.H.O.C.C.) isaUKcharityworkingwith
disadvantaged people inmany parts of theworld. The charitywas founded in September
2007, replacing its predecessor Strawberry Hill Overseas Concern (SHOC). Strawberry Hill
Overseas Concern (S.H.O.C) was founded in 1971 by a group of staff and students who
wishedtoexplorethe ideaofestablishinga linkwitheducational institutions intheGlobal
South.Severalstaffhadexperienceof teachingoverseasandtheywereawarebothof the
educational and personal needs of individuals and communities overseas and of the
potential of such links to StMary’s. Together theywished to deviseways of bringing the
needsoftheGlobalSouthtotheattentionoftheuniversitycommunity.Withinayear,SHOC
hadbecomearecognisedfeatureofcollegelife.
In2007,thenameofthecharitywaschangedtoreflectitslocal,nationalandinternational
dimensions.Whilstnotgivingupitsoverseaswork,thenewcharitysoughttobringtogether
the many aspects of voluntary work of a more local nature being carried out by the
university.Charitablestatuswasobtainedandtrusteesappointed.
S.H.O.C.wasalwaysverymucha shared staff-studentexperienceand thenewcharityhas
attemptedtocontinuethistradition.Forsomethismeansworkingasavolunteerlocallyor
overseas;forothersithasinvolvedcorrespondingwithstudentsorhelpingwithfundraising
initiatives.Astrong,positive featureofSHOCandSHOCC is that theyboth involvepresent
andpastmembersofthecollegecommunity.
S.H.O.C.C.concentratesonthreemainareasofactivity.TheseareProjects,Fund-raisingand
Publicity.Projectsthatmightreceivefinancialsupportaresubmittedforconsiderationtothe

Trustees.Projectsneedtohavealinkwiththeuniversitysuchasthroughamemberofstaff,
student or alumni and there should be some benefit to the charity and the institution.
Trustees seek funds tomeet these needs and are responsible formaking bids to funding
bodies.Theyalsoencouragestaffandstudents toraise fundsthrougharangeofactivities
bothwithinandoutside the institution.Trusteesarealso responsible forplacing thework
and success of the charity in the public domain. They do this through newsletters,
maintainingthecharitywebsite,byusingsocialmediasuchasFacebookandothermeans.
WhileS.H.O.C.C.oftenprovidesthemainfundingcontribution,ourprojectstypicallyfeature
contributionsfromthebeneficiarycommunitiesthemselves.
Since1971 several hundred staff and studentshave committed themselves to a periodof
workoverseasorhaveworkedonavoluntarybasiswithlocaldisadvantagedgroups.Whilst
itisdifficulttobepreciseabouttheamountsoffundingraised,itisestimatedthatstaffand
students,bothpastandpresent,have,since1971,beenlinkedtoover125projectsandhave
raisednearlyamillionpounds.
Achievementsandperformance
SHOCCcontinuedtoworkwitharangeofpartnersboth intheGlobalSouthandnearerto
homeintheTwickenhamarea.Asinpastyears,costswerekepttotheminimumandover
99%ofourincomewentdirectlytoprojects.
Thetotalfundsraisedduringtheyearamountedto£53,015withoverhalf(£28,435)being
paid into our Just Giving site. Most of this was what the Charity Commission terms
‘restrictedfunds’ inthattheyweredonatedforspecificprojectssuchasthe£11,740given
by35families inNorthamptonshirefororphansatOutspanprimaryandsecondaryschools
inUganda.A further£9,026wasdonatedtosupport theworkofGrassrootsTanzania (see
details for the new classroombelow).Unrestricted donationswere used to fundour new
projectschoolatKisakiinTanzania(£3,500),tohelpdevelopthemusicintheparishofMto
waMbuinTanzania(£3,250)andwesentafurther£4,826intotaltoStKevin’sandStPaul’s
schoolsatMarigatKenya.WewerealsodelightedtobeabletocontinuesupportingStPaul’s
YouthClubinPutney(£1,800).

AswellastheJustGivingdonationswhichattractedGiftAid,wealsoreceived£6,250from
Trustsand£6,784fromindividualdonations.OurLentjamjarcollectionandsponsoredwalk
raised£1,126andGiveasyouEarnafurther£905.
Asfigure2shows,justoverhalfofourincome(£28,435)camefromourJustGivingsitesand
especiallyfromthoseprovidingrestrictedfundingforOutspanSchoolUganda(£11,740)and
GrassrootsTanzania(£9,026).Wereceivedadonationof£6,250fromaTrustforprojectsin
Tanzaniaand the tax refundongift aideddonationsaddeda further£1,915 toour funds.

Theprojectswesupportedin2016
During 2016 SHOCC was able to help 10 projects most of which were overseas. A brief
summaryofwhatourfundinghelpedtoachieveisprovidedbelow.
Outspan–Astarfromthefilm‘QueenofKatwe’visitstheschool
A number of families and schools in
Northamptonshire support the Outspan
project in Uganda. A university student,
10 secondary pupils and 25 primary
childrenarebeingsponsored,upfrom33
pupils in 2015. Since we started
supporting Outspan in 2011, we have
sent £52,548 to the schools and have
beenable toobtainover£10,000 inGift
Aidforthem.
A recent highlightwas the showingone evening of theDisney film,Queenof Katwe, to a
packed school. A star of the film, PhionaMutesi, turned up unannounced and joined the
pupils,much to their delight. Chess is to be taught at the school and a SHOCCdonor has

ProyectoVida–fundingobtainedtotakeeco-farmideasintovillages
Oneofourlongestrunningprojects,theProyectoVida
HIV/AIDS hospice and clinic at Coatepeque,
Guatemala run by Simmarian Dee Smith MBE, has
beenawardedmajorfundingbyanInternationalNGO
to expand the eco-farmproject. Thiswill enableDee
to develop her vermiculture, natural pesticides and
medicinal plants work with HIV+ families on their
home gardens. She will then provide marketing
facilitiesfortheirproduce.
PhionaMutesi,oneofthestarsoftheDisneyfilmQueenofKatwe,joinedpupilsatOutspantowatchashowingofthefilm
DeereceivesherMBEinrecognitionof40yearsvoluntaryserviceforthepoorintheGlobalSouthfromtheBritishHighCommissionertoGuatemala.

SHOCC provided funding to enable Dee to purchase 5 acres of land that has become the
hospicefarm.Honeyproductioncontinuesapaceandsheharvested500litresinMarch.The
wastecoffeehusksprojectcontinuestoproduceexcellent‘wormtea’andworkiscontinuing
todigtheSHOCCfundednewwellthatwillmakethehospiceandfarmwater-secure.
TrusteeDrKevinCook isvisiting theproject in June2017andwill reportbackonhisvisit.

GrassrootsTanzania–theclassroomshaveanewroof
SHOCChasbeensupportingtheworkofGrassrootsTanzaniasinceitbeganin2013andwe
aredelightedwiththeprogressachievedwiththenewItumbaPrimaryschool.Thevillageof
ItumbaHill,hometoover400youngstersofschoolage,islocatedinoneofthemostremote
regionsofTanzania.Thevillagerstriedtoraisethemoneytobuildtheminimumtwo
classroomsbutattemptsalwaysfailedtomeetstrictgovernmentregulations.Itumbaisa
partofthecountrythatis‘offgrid’withnobasicamenitieslikeelectricityorrunningwater
WorkmeninfrontofthenewlyroofedclassroomsandofficeblockatItumbaHillPrimarySchool,Tanzania.SHOCChasprovidedfundingtoenablethisexcellentprojecttomovetowardscompletion.

MtowaMbu–PreparationsforClevelandscouts’2017visittoconstructclassrooms
2017willbeanimportantyearinthelifeofSpiritanmissionaryFrPeterKwayandStJude’s
parishofMtowaMbu inTanzania.Every fouryearsscouts fromCleveland in thenorthof
theUKspendamonth inaGlobalSouth location. In2013theyvisitedMarigatandbuilta
classroomandkitchenblockatStPaul’sSchool,along-standingSHOCCproject.In2016,the
teamof leadersvisitedtheSHOCCprojecttocarryoutthenecessaryriskassessmentsand
prepare for the 2107 visit. SHOCC recommended the school for development and is
delightedtocontinuetosupportitsworkandthatofthecommunityatEngarukaafewmiles
away. Trustees Kevin Cook and Elizabeth Byrne Hill will be visiting in July 2017 and will
reportonprogressviatheSHOCCFacebookpage.

MuthetheniGirls–excellentexamresultsandmemorialplaques
In 2014 SHOCC was able to provide the
funding to renovate three science
laboratories at Muthetheni Secondary
Girls’ SchoolnorthofMachakos inKenya.
We were able to do so having received
two generous donations from the estate
of Amy Hemmings and Antony Kenney,
both past members of staff at the
university.InNovember2016wereceived
theresultsofthegirls’examinationresults
in the Kenyan secondary examinations.
Markingwas felt tobeparticularlysevere
thisyearasthegovernmentattemptedto
reduce cheating. Overall, the school
slipped slightly from a score in the 14
subject curriculum of 7.249 (B-) achieved
PlaquespresentedtoMuthetheniGirls’School

in2015to6.89(C+)in2016.Inthesciences,however,theoverallscoreshowedanupward
trendwithphysicsimprovingfrom8.36(B-)to9.393(B)(thebestresultofanysubjectinthe
school)andbiologyshowingamarkedimprovementfrom5.87(C)to6.826(C+).Chemistry
declinedfrom5.87(C)to4.503(C-).
INSTwickenham
In 2008whenweestablishedour own, independent charity,we added another ‘C’ to our
name to reflect theprojectswe supported inour local community. InNovember2016we
receivedarequestfromtheTwickenhambasedIntegratedNeurologicalServicesforasmall
amountof funding.Thefundingbidcamefromapastsportssciencestudentemployedby
INS as a rehabilitation officer and was to be used to support patients with long-term
neurologicalproblems.Wecouldseeanobviouslinkwiththeuniversityandweredelighted
tobeabletohelp;ifonlyinaverysmallway.
Molly’sSmile–anewassistedlearningsuitefortheuniversity
OnJuly1st2015,MollyBurdett,astudentat
St Mary’s, died after a short illness.
Diagnosed at the age of 15 with dyslexia,
Molly’s family have ensured that her
memory lives on by setting up Molly’s
Smile.Theyareraisingthe£21,000required
todevelopanassisted learningsuiteatthe
University and are over half way to
achievingtheir target.SHOCCwasaskedto
helpandweareprovidingalinkthroughthe
project JustGivingsite.Wearecoveringall
theJGcostsandwillbeabletoaddafurther
20%ofGiftAidtoalldonations.

StPaul’sYouthClubPutney
SHOCC has supported the Putney based St
Paul’s Youth Club for several years since
Robert Hyland, a member of St Mary’s staff,
and Cassandra Evans reported the loss of
crucial funding following Local Authority cuts.
Therewasadangerthattheweeklysafe-haven
for visually impaired, severely disabled or
mentally challenged young people between
theagesof11and19wouldhavetoclose.
St Paul’s is the only youth club in the area
catering for these severely disadvantaged young people. SHOCC was able to support
Robert’sworkwithagrantof£1,800thisyear.Thispaidfortherent,insuranceandthisyear,
hasfundedthepurchaseofmusicequipment,drinksandsnacks. Italsoenabledtheyouth
clubtoestablishatuckshopwherethechildrencanpurchasesweetswiththesmallprofit
madegoingbackintotheproject.
StKevin’sinfantandprimaryschoolMarigatKenya
OnMonday14thJanuary2013FrPeterKway,Parish
PriestatMarigat in thenorthofKenya’sRiftValley
officiallyopenedStKevin’sinfantschoolatTuyapei,
a fewmiles outsideMarigat. The 50or so children
whostartedtheireducationaljourneythatdaywere
agedbetweentwoandthreeandahalf.Mosthave
since ‘graduated’ and moved on to the infant
section and a moving ceremony was held in late
2016 to celebrate their achievements. SHOCC
providedfunding(£2,288)forthekitchenandtoilet
blockandhassupportedtheschoolwithdonations
from its annual Lent jam jar collection sponsored
walk.Thishasprovidednutritiouslunchesofgitheri
(maize and beans) for the whole school for three
months.

Themainobjectivessetfortheyear2017are:
• To continue to support financially and spiritually our projects such as those at
Chekereni,OrkililiandItumbaHillinTanzania,Marigat,MachakosandKawangware
inKenya,OutspaninUgandaandProyectoVidaGuatemala.
• To seek towiden our linkswith local charities and provide funding tomeet their
needsespeciallywheretheyhaveastrongconnectiontotheuniversity.
• TocontinuetoexpandourdonorbasethroughGiveasyouEarn,CharitiesAidGiving
and our Just Giving web sites and to investigate the opportunities for obtaining
fundingfromawiderrangeofTrustFunds.
• TocontinuetoraisefundsthroughsponsoredeventsinandaroundtheUniversity.
• Toraiseanincomefortheyearofatleast£40,000fromadiversefundingbase.
Structure,governanceandmanagement
SHOCCwasfoundedinSeptember2007andhasbeengovernedasaCharitysincethatdate.
Itreplacedtheexistingcharity,StrawberryHillOverseasConcern(SHOC)foundedin1971.It
tooktheopportunitytowidenitsremittotakeinlocalaswellasinternationalprojectsbut
its mission remains essentially the same. It continues to be the recognised charity of St
Mary’sUniversity.
Trustees
Trustees are selected by the existing Trustees in accordance with our Trust Deed and
accordingtotheskillsandexperiencerequiredforthecharitytofunctionwell.NewTrustees
areinductedintotheirrolesundertheguidanceoftheexistingTrusteesandwiththehelpof
therelevantpublicationsoftheCharityCommission.Aswellasbecomingfamiliarwiththe
charity'sobjectives, valuesandwaysofworking, Trusteesareencouraged to visit projects
wheneverpossibletoseeatfirsthandtheworkofthecharity.
Duringtheyearto31stDecember2016,SHOCChadeightTrustees.SisterAmicia,resigned
through illhealth,DavidLeenmoved toanewpostandGwenO’Leary resigned.Wehave
acceptedDavid’skindoffertoactasfinancialadvisortothecharity,tovalidateourannual
accountsandprovideadvicewhenrequired.Wewishhimeverysuccessinhisnewposition.
WealsosaidgoodbyetotheChaplain,FrGerryDevlin,whohasmovedtoanewpost.We

weregratefultotheuniversity’sAssistantChaplain,CarolineStanton,whoprovideduswith
considerableofsupportinmanyways.
TheTrusteesholdregularmeetingstoreviewtheworkofthecharity,toagreeforwardplans
and budgets and to determine othermatters of general policy. There is frequent contact
amongtheTrusteesandbetweenTrusteesandstaffoutsidethesemeetings.Thecharityhas
a large supporter base made up of representatives from areas of the university. These
supportersareinvitedtoattendsomeofourmeetings.
The work of the charity is managed under the headings of Project Funding, Finance,
FundraisingandPublicity.IndividualTrusteestakealeadingroleinrelationtoeachofthese
areasandadditionalinputsareprovidedbysupporters.
Theoperationofthecharity
StrawberryHillOverseasandCommunityConcern(SHOCC)currentlydoesnotmakeuseof
officespaceandhasnooverheadsofthiskind.Itsdaytodaymanagementisinthehandsof
theChairofTrustees.ItsmeetingsareusuallyheldintheChaplaincyattheUniversity.
Trustees and the supporter group, operating from the university, make a wide range of
valuablecontributions,suchasorganisingsalesandeventstoraisefunds.Regulardonations
arereceivedfromannualeventssuchastheuniversitycarolsinginginLondon,fromchapel
collections,fromsponsoredeventsandfromindividualdonationsthroughGiveasyouEarn
ortothecharity’sJustGivingsitesontheweb.Contributionstothecharity’sworkarealso
receivedfrompaststudents.
Publicbenefit
In exercising their powers and duties, the Trustees have due regard for the guidance on
publicbenefitpublishedbytheCharityCommission.Thecharity'sactivities,therefore,give
risetoidentifiablepublicbenefits,bothintheUKandoverseas.
StrawberryHillOverseasandCommunityConcern’sfocusisonthedisadvantagedinitslocal
community and overseas. For them, the benefits are clear. Providing sums of money for
classroomconstructionorforthebuildingofanHIV/AIDShospicecanbethestartingpoint
forwiderdevelopment.Whereverpossible,weencouragethelocalcommunitytohelpmeet

the costs of projects as this gives them ownership and helps to make the projects
sustainable.Theircontributionoftentakestheformofprovidingthelabourrequiredtocarry
outconstructionwork.Ourfundscannevermeetallthecostsofaschoolandinputfromthe
local community during and after construction is essential. As an example we required
MuthetheniGirls’School toprovide10%of theoverall costsof the laboratoryprojectand
theydidso.Thishasgiventhem‘ownership’oftheproject.
Riskmanagement
As a grant-awarding charity, the main area of risk is the extent of our commitments in
relation to the funding of our projects. The charity seeks to limit commitments to a level
which can bemet out of funds available to it. Funds cannot be provided unless they are
availableandprojectsaremadeawareofthetimeitmaytaketomeetacommitmentinfull
giventhatSHOCCisarelativelysmallcharity.
Allprojectsmusthaveadistinctandrecognizablelinkwiththeuniversityandfundingisnot
providedforapplicationsthatdonotmeetthiscriterion.For largeprojectssuchasthatat
Muthetheni,a localprojectmanager isappointedanda legalcontractnegotiatedbetween
SHOCC, the project and the contractor. Three quotations are required for projects of this
sizeandaseparatebankaccountismandatory.SHOCCagreesatimetablefortheworkand
regulartranchesoffundingareonlydeliveredonthesuccessfulcompletionofstagesofthe
work.Aproportionofthefunding(usually5%)isretainedandisonlypaidtothecontractor
sixmonthsafterthecompletionoftheprojectsubjecttoitbeingsignedoffatthistime.
Inassessingindividualprojects,theTrusteesconsiderthefollowingaspectsofeachproposal
forfunding:
• ThesignificanceandimportanceoftheprojectinrelationtotheaimsofSHOCCand
themissionandvaluesofStMary’sUniversity,
• The need for and benefit/impact of the project on the community in which the
projectisbased,
• The viability/sustainability of the project in the medium/longer term i.e. will it
requirefutureinvestmentorwillitbeself-sustaining,
• Thelikelihoodoftheprojectproceedingtocompletionandachievingitsaims,

• The value for money of the project taking into account the funds that are being
requestedinlightofthepotentialbenefit/impactoftheprojectandthelikelihoodof
accessingrelated/otherfundingifrequired.
Project applications are submitted using a standard format that requires applicants to
provideinformationunderthefollowingheadings:

The risks inherent in each project are assessed. In particular, the following aspects are
considered:
• The capability of the partner organisation to carry out the project and the
effectivenessofitsoperations;
• Thecommitmentofthebeneficiarycommunitytotheproject;
• The technical soundness of the proposed works and their sustainability after
completion;
• Thevalidityofthebudgetedcostsandthetimescaleproposedfortheproject.
TheTrusteeskeeptheorganisationofthecharityunderreviewandseektoensurethatitis
adequatelystructuredandresourcedtomeettheneedsofitsoperations.
Financialreview
Theannualaccountsshowatotalincomeforthefinancialyearending31stDecember2016
of£53,178(2015£42,243).Thetotalexpenditurebythecharityonitsprojectprogrammes
was£36,826(2015£57,145).Thecharityhadnoprojectsupport,fundraisingorgovernance
costs. The majority of this expenditure went to school building projects in Kenya and
Tanzania and toproviding school fees for children at a school inUganda.A small amount

wasprovided for local Twickenhamneeds.Details of someof theseprojects areprovided
above.
The financial performance of the charity is monitored against agreed budgets, with the
TrusteesreceivingregularstatementsofIncome,expenditureandreservesheld.
The level of reserves is kept under regular review. The Trustees have agreed to keep this
figureaslowaspossibleasthecharityhasnooverheads,wishingtodistributeitsincometo
projects asquickly aspossible.Nevertheless,onnoaccount can the charitybeallowed to
manageanegativeoverallbudgetandprojectsareonlysupportedwhenfundsareavailable.
Reference ismade in the financial statement to those funds received for specific projects
(restrictedfunds).Theseareheldforthepurposesagreedwiththedonorsandareexpended
totherelevantprogrammes.Intheaccountsfor2016restrictedfundsaccountedfor82%of
total income; an increase on the 72% in 2015. Cash reserves at 31st December 2016
were£25,923.
Ideclare,inmycapacityasaTrustee,thattheTrusteeshaveapprovedthisReportandhave
authorisedmetosignitontheirbehalf.
