STRENGTHENING PARTNERSHIP AND COOPERATION
Strengthening partnerships is one of the focus of the Agency for 2013 and the highlight in the celebration of the Agency’s anniversary. Cooperation and Partnership through MOA/MOU
The Agency continues to forge alliance and strengthen relationships with stakeholders in the fight against illegal drugs.
For the year, the Agency has signed 15 Memorandum of Understanding with various local partners. This number, added to the 487 existing MOAs and MOUs with local partners, makes up the 501 active MOUs and MOAs of the Agency.
The Agency also has 10 active partnerships with 10 countries.

International Meetings and Conferences
To further acquire new knowledge, schemes and strategies on how to address the aggravating situation of illegal drugs in the country, the Philippine government strongly
supports and deeply encourages international conferences and meetings that deal with the fight against illicit drugs.
The PDEA, being the lead Agency in the enforcement of the anti-drug law, is tasked to represent the country in
various international conferences and meetings. For the year, the Agency attended 13 foreign conferences and meetings.

National Law Enforcement Coordinating Committee Sub-Committee on Dangerous Drugs and Controlled Chemicals (NALECC-SCDDCC)
The Sub-Committee on Dangerous Drugs and Controlled Chemicals (SCDDCC) is one of the functional Sub-Committees of the National Law Enforcement Coordinating Committee
Undersecretary Arturo G Cacdac Jr presiding over the
NALECC-SCDDCC 109th Meeting. NALECC-SCDDCC members visit the Hizon Laboratories, Inc.
(NALECC). The SCDDCC is a venue of coordination for agencies responsible for the problems of dangerous drugs and controlled chemicals.
This year, the SCDDCC has embarked on various notable initiatives:
• Conduct of four (4) regular meetings and discussion of various drug-related issues and concerns.
• Conduct of two (2) special activities: Orientation Seminar on the Management of Barangay Anti-Drug Clearing Operations and Visit to Hizon Laboratories, Inc.
The Sub-Committee was given a special award from the Mother NALECC during the 152nd NALECC Regular Meeting.

Establishment of Feedback Mechanisms to Improve Services
The Agency exercises operational
supervision of anti-drug task forces
of other law enforcement agencies
(OLEAs). Under this, the Agency
strictly implements that all anti-drug
operations nationwide be coordinated
with the Agency.
To enhance this relationship and
monitor the quality of services
provided nationwide, the Agency
conducted client survey with other
law enforcement agencies on the
coordination services. This initiative is
aimed at strengthening partnership
and cooperation and identifying areas
that need improvement.
For 2013, OLEAs rated the
coordination services provided by
the Agency as Very Satisfactory
and commended the Agency for the
following:
• Courteous and professional personnel;
• Prompt, fast and efficient service in processing of coordination
• Immediate assistance of PDEA in the conduct of anti-drug
operations by OLEAs;
• PDEA’s assistance to OLEAs in filing of cases;
• Organized system of coordination.
The Agency will further explore other
avenues to provide better services to
every Juan and Juana.

BOLSTERING COMPETENCE AND CAPABILITY
The Agency recognizes the essential role of its human resource in efficiently and effectively achieving its targets. Obviously, its personnel are key duty bearers and, they function better when their competencies and capabilities are enhanced. For 2013, the Agency implemented several programs to support the foregoing.
Local and International Trainings
The Agency aims to bolster personnel’s proficiency and potential through conduct of diverse but essential capability-building programs and activities that include attendance to local and international trainings, workshops and seminars. These activities further develop efficiency of the PDEA personnel especially in the conduct of effective anti-drug operations.
For the year, a total of 28 local trainings and seminars and 15 foreign trainings and schoolings were attended by 600 PDEA personnel. Of this number, 358 are males and 242 are females.
