1.1 Institution Name of the institution responsible

Responsibilities for structural business statistics
Most of the SBS data comes from the directorate for business statistics in the CBS. The CBS Directorate for social statistics is involved as well.

1.2 Legal basis
1.2.1 Current legal basis
General statistical law
-- Law of 20 November 2003 (Official Bulletin of the Kingdom of the Netherlands [Staatsblad] 695 DD 2004) instituting Statistics Netherlands (CBS) as an independent governmental organisation with the Director-general and the Central Statistical Committee (CCS) as governing bodies. According to this law the CBS is charged with collecting and disseminating official statistics. The law also defines the mandate and competence of the Director-general and the CCS.
Right to collect data in general
-- According to the statistical law the Director-general is authorised, after consulting the CCS, to conduct surveys at enterprises and entrepreneurs to collect for statistical purposes information that cannot be obtained from administrative sources.
General obligation of enterprises to reply
-- Enterprises and entrepreneurs have to supply the information mentioned above free of charge, within the deadlines defined. The Director-general can impose an administrative fine on enterprises and entrepreneurs that do not, not in time or incompletely supply the requested information.
Obligation to safeguard confidential data
-- The CBS is obliged to ensure that no statistics are disseminated from which information regarding individual persons, households, enterprises or institutions can be recognised. The Director-general is responsible for putting in place the necessary technical and organisational provisions to protect the data. All tables for Structural business statistics are screened for data traceable to individuals by means of specialised software.
Right of access to administrative data
-- According to the statistical law the Director-general is authorised to use for statistical purposes information from registrations by the different governmental and public bodies. These bodies have to supply the information free of charge, within the deadlines defined.

1.3.1 Activity classifications
Name of classification
-- Standaard Bedrijfsindeling (Standard Industrial Code) SBI 1993, last revised in 2002. The classification is in accordance with NACE Rev. 1.1 to the 4-digit level. For national purposes sometimes a 5th digit has been added. SBI 1993 is made up of — 17 sections (identified by letters) — 58 divisions (positions 1 and 2) — 211 groups (positions 1-3)

-- For SBI 1993 the breakdown into divisions, groups and classes is identical to that of NACE Rev. 1. Some activities not relevant to the Netherlands are excluded from SBI 1993. The link between SBI 1974 and SBI 1993 was achieved as follows. A “transitional SBI” was formed from SBI 1974 by making further subdivisions to create a fifth level. These subdivisions yielded codes intended solely to give the detailed information required for SBI 1993. A link table then converted these transitional codes to the definitive SBI 1993 codes.
Note: SBI 1974 was the CBS’s own activity classification, linked primarily to the UN classification ISIC (Rev. 2) and to a lesser extent to the EC classification NACE 70. SBI 1993 is linked to ISIC Rev. 3 through NACE Rev. 1.
Unit responsible for classifying activities
-- Classification is done by the persons responsible for the Business Register.
Variable used for identifying principal and secondary activities
-- For the business register the principal activity is determined by value added, or, in the absence of this information, by the number of employees.
Method used for identifying activities
-- Information from the Chambers of Commerce, statistical surveys and register maintenance.
For most enterprises only one (main) activity code is provided by the sources. In cases of complex enterprises, which will be formed by aggregation of more than one legal unit, a top-down approach is rule.
Stability rules applied -- Updated once a year Exception: in case of serious mistakes with significant statistical impact a correction during the year is possible by means of a structured procedure. In such cases statistics will be corrected backward until the beginning of the year.
Independence of classification of units
-- The classification as a system is used in many administrative applications. A project is going on in co-operation with the Chambers of Commerce for improving the typification of legal units in the intake process of the Chambers of Commerce. Part of this co-operation will be, that Statistics Netherlands will advise in problematic cases. These advices can result in supplements to the typification database (new activities) or improvements of the algorithms in the typification programmes. The individual activity codes assigned by CBS (Statistics Netherlands) to individual statistical units (e.g. enterprises) are for internal use only and are not available for external users.
Existence of time series in the classification The size class breakdown to persons employed is introduced in the General Business Register in the year 1999, statistical use of this breakdown has started in the year 2000. There was no need for historic breakdowns.
1.3.2 Regional classification
Classification or list of levels
-- The regional classification is based on postal codes (4004 codes) that serve as the key to all regional classifications. The Netherlands is at present made up of 548 municipalities (NUTS 5), 40 COROP regions (basic regional units, NUTS 3), 12 provinces (NUTS 2) and 4 national divisions. There is no NUTS 4 level in the Netherlands.
Compatibility with NUTS
-- The national divisions correspond to NUTS 1, the provinces to NUTS 2, the COROP regions to NUTS 3 and the municipalities to NUTS 5.

Definitions of each unit -- Enterprise: an enterprise is an independent unit producing goods or services for third parties. The delineation of the enterprise occurs by means of the criteria of homogeneity and the possibility to describe the enterprise in a statistical way. The latter criteria has been elaborated by the requirements that the enterprise must have the right to decide independently on the production process as well as the availability of its own annual financial report in the form of a profit and loss account and a balance sheet. The description and elaboration of the concept of the enterprise is in line with the requirements of Council Regulation 696/93 on statistical units, albeit that in some cases the statistical unit cuts through legal units.

1.5 Business statistics register
1.5.1 General information
Name of register -- Please General Business Register (Algemeen Bedrijven Register - ABR).

Purpose of the register -- The General Business Register serves as the:
o sampling frame for most economic statistics; o raising frame for extrapolation of sample results; o database for contact addresses; o reference framework for statistics for compiling micro-links with business data (for example income statistics).
Legal basis -- There is no specific law governing the General Business Register.
Obligation to register for births and deaths -- Some independent professionals (see the list in size classes covered; §1.5.2) are under no legal obligation to register with the Chamber of Commerce trade register unless their business is part of a legal entity such as a public or private limited company. If they take on employees, data concerning them are obtainable from social-security statistics.
Date of creation and major changes-- Compilation of the General Business Register began in 1966 for employment statistics purposes. Its statistical use began at the same time. The oldest units covered date from January 1967. Historical entities are stored in the database from 1 January 1993. For earlier years enterprise units can still be reproduced from outside of the database. The historical features of local units are recorded from the 1993 reference year.
Date first used for structural business statistics-- 1967.
Limits of legal right of access-- Access to the General Business Register is restricted to:
o staff of the Business Registers Department (approximately 60 persons); o a limited number (approximately 35) of other CBS staff with special authorisation.
Exceptions concerning common classifications -- None.
1.5.2 Population coverage
Activities covered -- All economic activities are covered; some agricultural activities (SBI 1993: 0111-0130) are only partially recorded.
Geographical area covered -- All, no regions are excluded.
Size classes covered
-- Independent professionals without employees are excluded. Independent professionals are those practising as, for example, notary solicitors (SBI 1993: 74113), barrister solicitors (SBI 1993: 74111) or doctors (SBI 1993: 85121-85122; 8513 etc.). These activities only appear in the General Business Register if they are (part of) a public or private limited company, or if they have employees. Because of integration of tax register information in 2006 the coverage will be extended to also include independent professionals without employees. As a result the coverage of these groups will be practically complete.
Other inclusions or exclusions -- Units generating added value only in the Netherlands are included, as are units whose head offices are abroad but which have a site or correspondence address in the Netherlands. Associations and foundations without employees (which do appear in the Chamber of Commerce registers) do not lead to an enterprise and are excluded from groups of companies and local units.
Coverage rate -- More than 99% of the business register fields in question are covered. In the report for the year 2000 a set of table was presented with the number of enterprises according to enterprise demography statistics (the business register statistically corrected for errors) by activity and employee size-class, January 1st 2000. There are no indications that the overall image – except of population growth - has changed fundamental since then.

Registered units -- The enterprise, the local unit and the enterprise group.
1.5.3 Record contents
Level of activity classified -- Since 1st January 1996 all units have a full five-digit code. Only the principal activity is recorded.
Level of geographical location recorded -- Up to 6-digit post code.
Method of size registration-- 1. The size of local units is derived from the number of their employees, using data from social security organisations. These organisations have a role in implementing social security (under the Unemployment Insurance Act, Incapacity for Work Act etc.) and therefore hold large stocks of data on businesses and their employees. These data are converted using an indicator of the volume of employee labour.

Registration or not of legal form -- Legal form is registered at the level of the legal unit.
Registration or not of foreign ownership -- At present the General Business Register provides no general information on control relationships with foreign companies. For large enterprise groups this information is registered if available.
Registration or not of public ownership -- The General Business Register in its actual design has no facilities to register information about public ownership of enterprises. On the level of enterprise groups some information is registered in coded form (institutional sector code).
Registration or not of inter unit links -- Data from external sources are stored in source records. Each source record refers to only one legal unit, but a legal unit may have several source records. Legal units form groups of companies on the basis of control relationships. In theory, a legal unit belongs to only one group of companies. Within a group of companies, one or more enterprise units are distinguished for statistical purposes; at the same time the relationships between legal units is described. The local units are derived in a separate process.

An enterprise may have relationships with several legal units and a legal unit may also be linked to several enterprises. A local unit is always linked to one and only one enterprise.
Distinction between market oriented and non-market units
-- Enterprises are – by definition – in principal ‘market oriented’. For reasons of gathering information on employment a small number
(actual 549 units, end 2005) of enterprises is recorded with status of ‘non-market oriented’.

1.5.4 Updating
List of main sources of information for updating -- At this moment the main source for updating the register is the information supplied by the "De Kamers van Koophandel" and "Uitvoeringsinstelling Werknemers Verzekeringen" (Chambers of Commerce and the Social Security Institution). Thus, every enterprise without as well as with paid employees is included in the register. The register is updated on the basis of the annual survey results but also using administrative information such as the social security register. In 2006 a new Single Business Register (a co-operation project between Chambers of Commerce, Tax administration and CBS) will become operational. This register will be the leading information for the statistical register regarding the existence of legal units. The present sources will remain a supplementary source for other relevant characteristics and attributes.
Frequency of receipt of updates by the register team -- Monthly.
Frequency with which the raw data in the administrative sources are updated (if known) -- Monthly.
Lead time between the update the administrative data source and the receipt by the register team. Sources deliver monthly information from their systems on the actual situation. CBS-register processing leads to statistical operational information on average in six weeks.
1.5.5 Dissemination
Existence of standard dissemination and possibility of special tabulations -- A survey of the business population as at 1st January of each year is compiled and published. In addition a monthly internal review of the population trend is produced for internal use. Data sets can be produced for the state of the population and for quarterly and annual periods.
Name and type of dissemination used -- Enterprises in the Netherlands (in StatLine, public database of statistics, accessible via internet); see also Annex 1.
Description of standard tables produced -- The publication of the business population contains variables such as SBI code, size class, legal form and location. The data stock review for internal purposes shows the population trend in terms of the position at the beginning of the year and new entries and units leaving the register by SBI code and size class.
Delay within which data is disseminated from the end of a given reference year -- Provisional data is available 5 months after the end of the reference period. After processing information about the state of the 1
st of December the provisional data of the 1
st of January get final.
1.5.6 Changes to the register's legal basis, coverage, contents, updating and dissemination -- The use of VAT data to update the register will be introduced in 2006.
The general Business Register furthermore is under in construction a completely new lay out . The reasons for this rebuilding are:

Annual structural survey (2005)
2.1 General information
2.1.1 Practical information
Type of source -- Statistical survey, supplemented with administrative information.

Legal basis -- No specific legal basis.
Obligation on units to provide data -- Insofar administrative sources cannot supply the requested information, the director-general is authorised, after consulting the CCS, to designate certain categories of enterprises and entrepreneurs, from which certain information, for statistical purposes, can be collected by means of surveys. All Enterprises and entrepreneurs belonging to these categories have to supply this information free of charge, within the deadlines defined. The Director-general can impose an administrative fine, not exceeding € 5000, on enterprises and entrepreneurs that do not, not in time or incompletely supply the requested information.
Date of first use as a source -- In the present form the survey has been carried out since the reference year 2000.
Reference year of this report -- The reference year of this report is 2003.
Register on which the source is based -- The General Business Register, in Dutch Algemeen Bedrijfsregister (ABR).
Expected changes in legal basis, obligation to respond and register used --
2.1.2 Use of administrative information
Enumeration and description of the administrative data sources used -- At present the data available from tax authorities consist of:
1. Turnover tax (monthly, quarterly and annual VAT declarations) 2. Income tax (monthly, quarterly and annual declarations) 3. Corporate tax (annual accounts) 4. Profit declarations by entrepreneurs.
Identification of units in the administrative source with those in the business register (linkage). -- In order to make data from administrative sources available for the various statistical processes an input database has been created (named Baseline) in which the units of the administrative sources are translated to statistical units. The first step is to link the administrative units (fiscal units) to the legal units in the ABR by means of name and address. The extent to which one ore more fiscal units can be related in this process to one or more statistical units is indicated by means of a code. A distinction is made in units that can be related and those that cannot. The code described above gives information on the extent to which the units in the source data can be translated to statistical units, it does however not give any indication on the completeness of the data for each statistical unit. For that purpose to two more indicators are used: a coverage and an availability ratio. The coverage ratio describes the extent to which a statistical unit is covered by the legal units related to administrative units in the various sources. Hence this ratio indicates to which extent data from administrative sources can be expected for a given statistical unit. The availability ratio indicates to which extent the data actually is available for the administrative units.
Definition of the administrative information respective to the statistical variables used. -- In the input database Baseline as described above, the information is stored as much as possible as it becomes available from the sources. The information available in the 4 administrative sources mentioned above is as follows:
1. Turnover broken down according to the various categories VAT. 2. Wages broken down into the various components 3. Profit and loss account 4. The same for entrepreneurs.
Definition of the administrative units respective to the statistical units in the SBS. -- See above under “Identification of units”.

2.1.3 Summary of questionnaires
Summary of different national questionnaires used in the survey -- Statistics Netherlands uses 199 different questionnaires (including some NACE activities outside the scope of SBS). The questionnaires are different for the various NACE activities and size classes of the respondents, but are harmonised regarding layout-out and structure. A central database has been built to describe which specific questions are asked to the different kinds of enterprises (ordered by size and branch). From this database both questionnaires and interfaces for data entry and editing are generated. For the definitions of the variables the system refers to a central database with Meta information. A complete list of all questionnaires is annexed to this document (see annex 2). As an example the first questionnaire of this list, the one for large manufacturing enterprises, will be provided with this report (VL3501. PDF). As a second example the questionnaire for the large enterprises in wholesale trade is provided as well (VL3529.pdf). This questionnaire is used as an example for the calculation of SBS variables in § 2.3.2.
Expected changes in national questionnaires -- In 2003 Statistic Netherlands initiated a project amongst other aiming at:
1. The development of secondary (administrative) sources 2. The development of electronic data collection 3. A more efficient and professional collection system for primary sources (questionnaires).
As a result of this project the questionnaires for the reference year 2005 have undergone a number of changes. First of all the information collected will be limited to those variables that are absolutely necessary to satisfy National Accounts requirements and SBS obligations at the same time taking into account information available from administrative sources. Simultaneously the lay-out of the questionnaires will be modified. Another important change for 2005 has been the availability of electronic versions of the questionnaires.
2.2 Population coverage Activities covered -- The present structural survey encompasses the following activities: NACE Rev.1.1: 01.41, 10 – 64, 71 – 74, some parts of NACE 85 and NACE 90 as well as 93.01 and 93.02 (see also the list of questionnaires in annex 2).
Geographical area covered -- No regions are excluded.
Size classes covered -- The results for structural statistics cover all size classes. In general smaller size classes are covered by sampling. In a few activities the units without employees are not included in the survey. In all cases the final results are raised to the total population, which includes all units with an economic activity at 1 January of the reference year. Marginal active units (i.e. less than 15 hours a week) are not taken into account.
Other inclusions or exclusions -- All legal forms are covered.
Reporting unit -- Enterprise.
Observation unit(s) -- Enterprise.
Expected changes in the population surveyed -- In the coming years the sample surveys in the small size classes will be more and more replaced by administrative data.
2.3 Information collected on each unit
2.3.1 Summary list of variables -- The purpose of the annual structural survey is to provide insight into the structure of production (income) and consumption (expenditure) among the various groups of economic activities. With this information the value added can be calculated and hence the contribution of the various activities to national income. The information collected on personnel cost, depreciations and financial results the statistics give also insight into the remuneration of the production factors labour and capital.
The information collected this way allows for the calculation of all variables in the series 12 . . ., 13 . . ., 18. . . and 23. . . as well as the variable 20 11 0. For the trade sector furthermore the variable series 17 . . . can be calculated.
2.3.2 Variables from Annex 1 of the SBS Regulation
Number of enterprises (11 11 0) -- Not obtained from the structural survey, see separate chapter on the Coordinated Population of Enterprises.
Turnover (12 11 0) -- This variable is calculated from more detailed information. The way this detailed information is collected varies slightly from one branch to another. As an example the calculation in wholesale of agricultural raw materials and live animals (NACE 512), for which an example questionnaire is attached to this report, is presented here. 2.4 Primary data collection methodMedia -- The basic media for data collection is a postal questionnaire. As indicated in paragraph 2.1.3 electronic versions of the questionnaire are available too. The use of this electronic version will be strongly promoted, so that an increasing share of the respondents will supply the data electronically. Regarding the paper questionnaire is could be added that when the occasion arises questionnaires are filled in by means of visits to the enterprise. However the capacity for this service is limited and therefore it should be considered as a once-only assistance for complicated enterprises. From then on they should be able complete the questionnaire on their own. In a number of cases finally it can be arranged with enterprises that sending the annual report can replace the filling in of the questionnaire.
Timetable of data collection -- The questionnaires are sent out between 2 and 4 months after the reference year. The survey is closed 15 months after the reference year. The final results are produced between 16 and 18 months after the reference year.
Sample or census -- All enterprises with 50 or more persons employed are surveyed exhaustively. The enterprises below that threshold are surveyed by means of a sample.
Criteria for stratification -- The sample is stratified by NACE activity and size. For the purpose of stratification by activity Statistics Netherlands has defined a series of so-called “core-activities”. These “core-activities” represent a level of detail for which sufficiently reliable statistics can be compiled, on the one hand satisfying the needs of users and on the other avoiding unacceptable large sample sizes. The level of detail of the “core-activities” t is a mixture of all possible levels of detail of NACE, varying from the 5-digit national breakdown to the 2-digit division. Additionally the list contains many regroupings of 3-, 4 and 5-digit NACE codes. All in all the 415 NACE classes in the Dutch classification covered by the Annexes 1 to 4 of SBS (excl. Section J) have been regrouped in 237 “core-activities”. A complete list of the “core-activities” can be found in annex 3 to this report. The strata according to size class are as follows: 1, 2 – 4, 5 – 9, 10 – 19 and 20 – 49 persons employed. As indicated above enterprises with 50 or more persons employed are covered exhaustively.

Response rate -- For the statistical year 2004 the response rate at the end of the survey period amounted 72.9%. The response rate at 30 September is not readily available but at the end of week 35 (4 September) the response amounted to 51.1% and to 69.1% at the end of week 48 (4 December). These overall response rates include some activities that are not covered by SBS.
Actions to speed up or increase the rate of response -- Enterprises that do not return the filled in questionnaire within the deadlines defined will be reminded of their obligation. The reminder system for non-responding enterprises can be summarised as follows. Shortly after the deadline for returning the questionnaire, all enterprises that did not yet do so receive a first written reminder of their obligation. The procedure is repeated after a certain time for Enterprises that still not respond. In a third round of reminders a selection is made. Important and large enterprises are reminded by telephone, all other receive again a reminder by post. Following the first reminder a number of cases enterprises request and are granted a prolongation of the deadline. For the enterprises concerned, the new deadline is taken into account for the second and third reminder. The very large enterprises finally are dealt with individually. When reminders by telephone and post do not have the desired effect it is possible to have the enterprise visited by special staff. Since the capacity of this service is very limited, such visits are restricted to important respondents only. As a consequence of a more strict enforcement starting with the survey on the year 2004, more cases of non-response than before are reported to the relevant authorities.
Frequency of data collection or list of recent reference years -- The data collection is annual.
Expected changes in data collection methodology -- As indicated before, the sample in particular for small enterprises will more and more be replaced by administrative data.
2.5 Production of results Estimates for non-response -- For the exhaustive part of the survey unit non-response is corrected via imputation at micro level. For the sample non-response is taken into account via adjustment of the weighing in grossing up. The imputation uses 4 different methods:
1. With the SBSt-1 and a trend correction using STS data. 2. When no STS data is available the correction will be based on the stratum average in SBS. 3. When no SBSt-1 is available the cumulative STS data is used corrected with the ratio between SBS and STS in the
corresponding stratum. 4. When neither SBSt-1 nor STS are available the average values of the corresponding stratum are imputed.
Item non-response is imputed as much as possible in the editing process described below.
Estimates for grossing-up -- Before grossing up both the survey and the population are corrected for non existent enterprises. The correction factors (called existence factors) are based on the Business Demography Survey (see also the paragraph on Coordinated Population of Enterprises). The grossing up is carried out at the level of core activities/size class strata. In case these strata have insufficient response, clusters are created. The grossing up uses a generic regression model in which response is weighed with auxiliary information coming from VAT. The use of further auxiliary information like corporate tax data, is under investigation. Finally the results per stratum are validated. In this process for a number of selected variables the results are compared with those of the previous period. The validation process also includes the calculation of some variance coefficients. In case unacceptable abnormalities or deviations are found the required corrections will be carried out at micro level.
Confrontation with other data sets -- Confrontation with other data takes place in the editing process, and at the level of individual enterprises. This editing process has two stages. It starts with a fully automated stage in which apparent mistakes are traced and when possible corrected automatically. This process uses the information of the previous year and the VAT-data. Depending on the results of this first editing stage as well as the size of the respondent the second stage is either manually or again automatic. In the manual process the respondents data from all possible surveys (e.g. short-term and Prodcom) is available for comparison.
Other calculations made-- The plausibility check carried out on the information supplied by respondents makes extensive use of ratios (e.g. turnover per person employed and gross wages per full-time equivalent). These ratios however are not disseminated.
Criteria for the identification of confidential data --Until now sensitive cells have been identified by means of the (n,k)-dominance rule. CBS has decided to apply the so-called P%-rule instead from this time forth. The confidentiality of a cell is determined by means of a key variable, which in the case of the annual structural survey is turnover.

2.6 Quality Description of the calculation procedure of the coefficients of variation
-- VARIANCE To derive the population totals for the variables SBS-12110, SBS-12150, and SBS-13310, the population concerned is split into two groups. The first group, containing the large companies, is observed exhaustively. The second group, containing the remaining companies, is sampled. Population totals for the second group are estimated by a regression estimator. Although the total of the first group also involves some estimation due to non-response, we assume the error of the estimation to be negligible. Consequently the variance of the population-total equals the variance of the regression estimator. The variance of the estimator is given by equation 6.6.4 in C. Särndal, B. Swensson, J. Wretman Model Assisted Survey Sampling Springer-Verlag.
UNIT NON-RESPONS The unit response is given by the ratio of the number of questionnaires returned to the number of questionnaires sent. Although unit response formally is defined as the ratio of the number of respondents belonging to the eligible units to the number of eligible units, no correction for non-existing units and out-of-scope units is made.
ITEM NON_RESPONS The item response equals the number of item responses divided by the number of questionnaires sent. As for unit non-response no correction for non-existing units and out-of-scope units is made. A question is regarded answered, if an answer is returned or if it is unanswered before and after editing. In the latter case the non-response is regarded as a response of zero.

2.7 Dissemination
2.7.1 National dissemination
Name and media of national dissemination used-- All statistical information compiled by Statistics Netherlands, including Structural Business Statistics is made available via StatLine, the electronic databank of Statistics Netherlands. All the information in StatLine may be consulted, printed and downloaded free of charge. The only hard copy publication with information on structural statistics is the Statistical Yearbook, which is also published in English. This publication focuses on major trends in social developments, but includes some key figures from structural enterprise statistics. The dissemination of preliminary results was discontinued some years ago.
Description of standard tables produced -- The results published at StatLine are broken down by activity, in principle at the level of core activities as described in paragraph, but for some NACE Sections (e.g. Retail trade and Manufacturing) up to the 4- or 5-digit of the national activity classification SBI. For manufacturing industries (Section C and D) a breakdown according to the following size classes is disseminated: 0 – 19, 20 – 99 and 100 or more employees. In the size class publication the activity breakdown is limited to 2-digit SBI. For the service sector (NACE section K) the dissemination by size class varies from year to year, depending on the reliability of the results. Altogether very few results by size class are published for NACE K. For the other NACE sections (F, G, H and I) no size class breakdowns at all are published. As a result of a project aiming at improving the quality of economic statistics dissemination of structural statistics broken down by size class could be resumed in the future. The variables disseminated via StatLine are specified (in Dutch) in the table below. There main variables are given in the left column, divided into company income (bedrijfsopbrengsten), expenditure (bedrijfslasten), Operating result (bedrijfsresultaat) and Result before tax (resultaat voor belastingen). Where further breakdown of these variables are disseminated, they are presented in the four right-hand columns.

2.3.1 Summary list of variables -- The Investment survey collects information on the value of the tangible capital goods that entered into the production process during the reference period. This includes capital goods bought from third parties and acquired via financial leasing, but also capital goods obtained via operational lease. In other words these statistics provide insight in the value of capital goods that entered into the production process irrespective of the ownership. The investments are broken down by type of good. Furthermore new and second-hand assets are distinguished. The statistics finally include the value of the sales of intangibles.

The variables disseminated via StatLine are specified below. Investment goods in ownership, broken down into seven different categories of goods. The total is also broken down in new and second-hand assets. The table also gives a separate figure for the value of goods acquired through financial lease. Apart from data on investment goods in ownership the table includes information on investment goods obtained through operational lease, broken down by the different categories of goods. Finally, the table gives data on the sales of investment goods.
Regional data is broken down up to NUTS3 and in a number of cases even beyond that. Altogether investment data are disseminated for 52 regions (NUTS3 goes up to 40 regions).

Expected changes in the population surveyed When the SEE statistics will be based on the integral register, the population covered will change. Certain groups of employees (for example newspaper boys) are not present in the current source, but will be present in the register. It is possible that certain groups of employees present now in the survey, will miss in the register. There will be a shift in population. The coverage of the register and the details of this shift are now being investigated.

2.3.1 Summary list of variables The survey has two sections: an employment section and a wage section. The variables in the employment section are:

Number of persons employed (16 11 0)
This variable is partly derived from the survey. The determination of the number of persons employed takes place on the basis of the number of employees (derived from the Survey on Employment and Earnings) and the numbers of working proprietors, partners working regularly in the unit and unpaid family workers (derived from the Labour Force Survey, LFS). The LFS is a continuous survey conducted by Statistics Netherlands each year. It covers around 1% of the population aged fifteen or over.

Number of employees in fte (16 14 0) Full-time equivalents are derived from the Survey on Employment and Earnings.
Number of hours worked (16 15 0) The main basis for the construction of hours worked is information on hours paid from the Survey on Employment and Earnings. In the transformation of hours paid to hours actually worked adjustments are made for hours paid but not worked such as (public holidays), sick and pregnancy leave, short leave, and paid and unpaid overtime. Estimates for these adjustments are derived from the Labour Cost Survey.
2.3.3 Time span covered by data The number of employees and the number of employees in fte: 31 December. An annual average is calculated by using data for each quarter of the year. The numbers of working proprietors, partners working regularly in the unit and unpaid family workers are measured as an annual average.
2.3.4 Expected changes in information collected The variables in the new register correspond only partly with the variables in the questionnaire. Some current variables are omitted in the new source, and there will be some new variables. An exact description of the variables in the new source cannot be given yet.

2.4 Primary data collection methodMedia
The data are obtained from paper questionnaires and electronic data capture from payroll administrations. Electronic data capture is done by the enterprises themselves, or by computer service offices or specialised bookkeeping agencies to which pay roll administration is contracted out. In 2005 22 % of all responding enterprises and institutes (all NACE sections) provided the data electronically. In these enterprises and institutes 68 % of all employees in the Netherlands were employed.
Timetable of data collection
The paper questionnaires are sent in December of the reference year. Electronic data capture takes place on the basis of a predetermined agreement. After eight months no new replies are processed.
Sample or census Sample.
Criteria for stratification Criteria are the economic activity and the size class (number of employees) of the enterprises. 118 groups across all NACE sections are used for the stratification by economic activity.
Threshold values and sample percentages The survey (employment section) for the fourth quarter is exhaustive for enterprises with ten or more employees. Strata used for sampling enterprises with less than ten employees are the size classes: less than 2, 2 to 5 and 5 to 9.

In order to increase the response rate two postal reminders are sent out. Enterprises whose data are considered to be essential for compiling reliable figures are also reminded by telephone or are visited. In some cases enterprises are assisted with filling-in the questionnaire.
Frequency of data collection or list of recent reference years
The Survey on Employment and Earnings is a quarterly survey. The data used for the SBS Regulation relates to the fourth quarter of 1999. For the fourth quarter more detailed information can be published than for the other three quarters because of the larger sample.

For relatively important enterprises, estimates are based on returns from a number of earlier quarters, finished with information from other sources such as newspapers, annual reports and the General Business Register. For the other non-responding enterprises with 200 or more employees the number of employees is estimated by extrapolation of the third quarter and the relative regional distribution is derived from the preceding year (fourth quarter).
Estimates for grossing-up
For non-responding enterprises and those not included in the sample with less than 200 employees estimates are made on the basis of cell averages. Cells are formed by combinations of economic activity and size class.
Confrontation with other data sets
Up to 1999 ‘preliminary results’ the results of the survey were confronted with figures of Labour Accounts of Statistics Netherlands and were made consistent (re-weighted) at the level of so-called LAS-groups (combinations of NACE-groups). The Labour Accounts form a statistical information system acquired through integration of labour data from establishment surveys, household surveys and register-based statistics. From 1999 ‘definitive results’ and 2000 ‘preliminary results’ onwards this reweighing with the Labour Accounts is stopped. In order to maintain the correction for missing jobs in enterprises that were incorrectly classified as enterprises without personnel in the General Business Register, we use actual information from the GBR and the SSB (Social Statistical Database).

Data in cells are regarded as confidential if these data relate to less than three enterprises or one or two enterprises belonging to a cell have a share of 80 percent or more of the value in that cell.

Data in this register are collected by the Tax Authorities and the National Insurance Institute, and forwarded monthly to Statistics Netherlands. The current source, the questionnaires (paper and electronic data capture) of the Survey on Employment and Earnings, has been abandoned. As the register contains integral information, no weighting will be necessary. Possibly there will be some method of assessing missing parts of the population.

Note on the quality of the data: It is not possible to calculate the number of unpaid persons employed by subtracting variable 16130 from 16110. The reason being the fact that, according to Commission regulation 2700/98, variable 16130 is defined as the average number of jobs and not the number of employees. So this variable includes primary and secondary jobs. Subtracting the variables 16110 minus 16130 results in the difference between self-employed and secondary jobs.

A: TOELICHTING
A.1 Indien de verslagperiode afwijkt van het kalenderjaar dan begin- en einddatum opgeven.De einddatum dient altijd binnen de in de kop van de vragenlijst aangegeven periode te vallen.
B: TOELICHTING
Als peildatum wordt 30 september gebruikt om seizoensinvloeden zoveel mogelijk uit te sluiten.
B.1 Hieronder vallen:- personen op de eigen loonlijst inclusief loontrekkers van 65 jaar of ouder;- personen op de eigen loonlijst die korter dan een jaar werkzaam zijn op een project of in een vestiging in hetbuitenland;- personen die binnen uw bedrijf werkzaam zijn, maar waarvan de loonlijst door een moeder-, zuster- of dochterbedrijfwordt bijgehouden;- directeuren van NV’s, BV’s op de eigen loonlijst, evenals directeuren-grootaandeelhouders (DGA), firmanten envennoten en hun eveneens in loondienst werkzame familieleden;- oproep- en invalkrachten voorzover die in de laatste volle week van september in uw bedrijf werkzaam zijn geweest.NIET meetellen:- personen die langer dan één jaar werkzaam zijn op een project of in een vestiging in het buitenland;- personen op uw loonlijst die feitelijk werkzaam zijn bij een moeder-, dochter-, of zusterbedrijf;- uitzendkrachten;- personen die volledig arbeidsongeschikt zijn (AAW/WAO of invaliditeitspensioen en dergelijke).
B.2 Het voltijdequivalent wordt bepaald door de overeengekomen jaarlijkse arbeidsduur te delen door deovereengekomen jaarlijkse arbeidsduur behorende bij een voltijdbaan (in de desbetreffende bedrijfstak).
B.3 Betreft niet in loondienst zijnde medewerkende eigenaren en/of medewerkende familieleden, firmanten en vennoten.
B.5 Hiervan is sprake als betrokken personen direct onder gezag staan van uw bedrijf. Personen waarvoor dit nietgeldt buiten beschouwing laten, zoals externe functionarissen die (tijdelijk) in uw bedrijf accountants- ofautomatiseringswerk doen.
C: TOELICHTING
C.1 De waarde (excl. BTW) van de gefactureerde goederen en diensten die samenhangt met industriële activiteitenonder aftrek van:- kortingen, bonussen op verkopen;- doorberekende, aan derden betaalde, vrachtkosten;- in rekening gebrachte retouremballage.WEL meetellen:- opbrengsten producten uit assemblage van voor eigen rekening gekochte onderdelen;- doorberekende kosten van eigen vervoer, installatiekosten en dergelijke;- EU-heffingen (onder andere in ijzer- en staalindustrie);- aan afnemers in rekening gebrachte accijnzen. De afdrachten van deze heffing verantwoorden onder overigekostprijsverhogende belastingen;- correctie retourzendingen.NIET meetellen:- ontvangen exportrestituties, exploitatiesubsidies. Deze opnemen bij vraag C.7 (Subsidies en restituties) en vraagF.6 (Exportsubsidies en overige vergoedingen EU-regelingen);- ontvangsten voor ter beschikking gestelde arbeidskrachten. Deze opnemen bij vraag C.5 (Vergoedingen vooruitgeleend personeel);- ontvangen schade-uitkeringen. Deze opnemen bij vraag C.8 (Ontvangen schade-uitkeringen).
C.2 Alle door de onderneming uitgeoefende activiteiten, die een wezenlijk onderdeel vormen van de bedrijfsvoering,maar niet worden uitgeoefend als industriële activiteit.
C.4 Betreft de verandering (ten opzichte van voorgaande balansdatum) van nog niet gefactureerde voorraden gereedproduct en onderhanden werk. Is sprake van een afname, dan vóór het bedrag een minteken (-) plaatsen.
C.6 Som van directe en indirecte kosten (lonen, materialen en dergelijke) besteed aan zelfvervaardigde vaste activadie bestemd zijn voor uw eigen bedrijf.
C.7 Hieronder vallen:- loonkostensubsidies, afdrachtkortingen op loonbelasting en sociale premies;- exportsubsidies van nationale overheden en de EU;- andere EU-subsidies en -restituties;- overige prijsverlagende subsidies en restituties.
C.8 Alle ontvangen uitkeringen op basis van schadeverzekeringen, inclusief ontvangen ziekengelden. NIET vermeldenschade-uitkeringen bestemd voor de vervanging van duurzame activa.
C.9 Niet eerder vermelde opbrengsten, zoals:- opbrengsten uit licenties, royalty’s, auteurs-, merkrechten;- niet-commerciële baten (zoals gebruik dienstwoning, auto van de zaak);- vergoeding voor intraconcerndiensten. Dit zijn diensten van algemeen beheer die door uw bedrijf zijn verrichtvoor een ander (gelieerd) bedrijf binnen uw ondernemingengroep.

F.1 De hoofdactiviteit van de onderneming heeft betrekking op industriële activiteiten. A: TOELICHTING
A.1 Indien de verslagperiode afwijkt van het kalenderjaar dan begin- en einddatum opgeven.De einddatum dient altijd binnen de in de kop van de vragenlijst aangegeven periode te vallen.
B: TOELICHTING
Als peildatum wordt 30 september gebruikt om seizoensinvloeden zoveel mogelijk uit te sluiten.
B.1 Hieronder vallen:- personen op de eigen loonlijst inclusief loontrekkers van 65 jaar of ouder;- personen op de eigen loonlijst die korter dan een jaar werkzaam zijn op een project of in een vestiging in hetbuitenland;- personen die binnen uw bedrijf werkzaam zijn, maar waarvan de loonlijst door een moeder-, zuster- of dochterbedrijfwordt bijgehouden;- directeuren van NV’s, BV’s op de eigen loonlijst, evenals directeuren-grootaandeelhouders (DGA), firmanten envennoten en hun eveneens in loondienst werkzame familieleden;- oproep- en invalkrachten voorzover die in de laatste volle week van september in uw bedrijf werkzaam zijn geweest.NIET meetellen:- personen die langer dan één jaar werkzaam zijn op een project of in een vestiging in het buitenland;- personen op uw loonlijst die feitelijk werkzaam zijn bij een moeder-, dochter-, of zusterbedrijf;- uitzendkrachten;- personen die volledig arbeidsongeschikt zijn (AAW/WAO of invaliditeitspensioen en dergelijke).
B.2 Het voltijdequivalent wordt bepaald door de overeengekomen jaarlijkse arbeidsduur te delen door deovereengekomen jaarlijkse arbeidsduur behorende bij een voltijdbaan (in de desbetreffende bedrijfstak).
B.3 Betreft niet in loondienst zijnde medewerkende eigenaren en/of medewerkende familieleden, firmanten en vennoten.
B.5 Hiervan is sprake als betrokken personen direct onder gezag staan van uw bedrijf. Personen waarvoor dit nietgeldt buiten beschouwing laten, zoals externe functionarissen die (tijdelijk) in uw bedrijf accountants- ofautomatiseringswerk doen.
C: TOELICHTING
C.1 Netto-omzet: opbrengsten (excl. BTW) uit de hoofdactiviteit zoals in de kop van het formulier omschreven.WEL metellen:- doorberekende kosten eigen vervoer en installatiekosten;- interne leveringen en BPM bij de automotive branche.NIET meetellen:- kortingen, bonussen, retouren, emballage;- doorberekende, aan derden betaalde transportkosten.
C.2 Alle door de onderneming uitgeoefende activiteiten die een wezenlijk onderdeel vormen van de bedrijfsvoering, maarniet worden uitgeoefend als hoofdactiviteit.
C.4 Betreft de verandering (ten opzichte van voorgaande balansdatum) van nog niet gefactureerde voorraden gereedproduct en onderhanden werk. Is sprake van een afname, dan vóór het bedrag een minteken (-) plaatsen.
C.6 Som van directe en indirecte kosten (lonen, materialen en dergelijke) besteed aan zelfvervaardigde duurzameproductiemiddelen die bestemd zijn voor uw eigen bedrijf.
C.7 Hieronder vallen:- loonkostensubsidies, afdrachtkortingen op loonbelasting en sociale premies;- exportsubsidies van nationale overheden en de EU;- andere EU-subsidies en -restituties;- overige prijsverlagende subsidies en restituties.

D: TOELICHTING
D.1 Kosten direct samenhangend met de door uw bedrijf vervaardigde en geleverde producten en diensten. Denkbijvoorbeeld aan inkopen (incl. in rekening gebracht transport) van materialen, hulpmiddelen en andere inkopenwelke direct nodig zijn voor de voortbrenging van bedoelde producten en diensten. Ook meetellen kosten vangarantie- en serviceverlening.
D.2 De waarde op de balans van de beginvoorraad handelsgoederen. Handelsgoederen zijn goederen die zijn ingekochtmet de bedoeling deze zonder verdere bewerking door te verkopen.
D.3 De gevraagde inkopen opgeven op basis van de gefactureerde waarde (excl. D.7 Betreft kosten van loondiensten en uitbestede werkzaamheden (voorzover die uw omzet beïnvloeden). De kosten vaningeleend personeel buiten beschouwing laten (zie dáárvoor de vragen D.16 (Uitzendkrachten en gedetacheerdpersoneel) en D.17 (Overig ingeleend personeel)). Een loondienst is het door derden be-/verwerken van door u geleverdegrondstoffen, materialen, halffabrikaten, teneinde daarmee voor uw bedrijf producten te maken.
D.11 Als brutoloon (incl. doorbetalingen bij ziekte) geldt het arbeidsloon, inclusief het werknemersaandeel socialeverzekeringen.
