WELCOME

Congratulations on choosing Southern Grampians Adult Education Inc (SGAE) as your training provider. We are committed to helping you build your career and enhance your life choices.

Starting or returning to study can be daunting and SGAE would like to make the experience as easy and enjoyable as possible.

Your decision to study with us is a very important investment in your future. Our staff are committed to working with you to provide the skills and knowledge you require to achieve your goals. We are here to assist you throughout your time with us.

The Student Handbook has been designed to provide a basic understanding of the legal and quality assurance processes and obligations that SGAE has in place. The policies and procedures ensure that training that is delivered is consistent, relevant and of high quality. The document also outlines the roles and responsibilities of each party, that is, you the student, and SGAE as the training provider.

Please take your time to familiarise yourself with the contents of this handbook and ask our friendly staff if you have any questions.

WHAT TO EXPECT AT SGAE

Quality Statement

SGAE delivers nationally recognised training qualifications and is a Registered Training Organisation under the Australian Vocational Education Training (VET) Quality Framework.

SGAE’s VET Quality Framework is supported by a strong quality assurance and continuous improvement process across all areas of its operations and training.

The prime focus of SGAE’s Quality Management System is continuous improvement of our services. The system also aims to reduce costs, and to make it easier to do business. The feedback that SGAE receives from you and others are used to improve our procedures, policies, methods of operation, materials, trainer/assessor performance, facilities and information services.

Adult Learning Environment

SGAE is an adult learning environment and is therefore different to school. Our learners range from late teens to retirees, with a focus on preparing learners for the workforce.

Student Code of Conduct

As you have chosen to undertake training it is assumed that you will take personal ownership and responsibility for your success and behaviour. A copy of the Student Code of Conduct is provided in your enrolment pack and is available on our website www.sgae.vic.edu.au .

Food & Drink

Food and drink may be permitted within SGAE premises, however computer workstations are strictly drink and food free areas. Please place rubbish in the bins provided.

Dress Code & Personal Hygiene

SGAE provides adult training to prepare learners for the workplace. All students are therefore expected to dress

according to the professional standard required in the workplace.

Clothing should be presentable, clean and neat.

A high standard of personal hygiene should be maintained. It is important to consider the comfort of other students

and staff.

We thank you for maintaining the dress code for both your safety and the comfort of others. Please note that if you

do not meet our dress code we may ask you to go home to change.

Code of Practice

It is the policy of SGAE to abide by the Code of Practice which is an ethical standard for our operation whilst remaining responsive to the development of the Australian community.

UNIQUE STUDENT IDENTIFIER (AUSTRALIAN STUDENT NUMBER) - USI

From 1 January 2015, RTOs have been required to meet standard 3.6 of the Standards for Registered Training Organisations (RTOs) 2015, which relates to the implementation of the Unique Student Identifier (USI) for all new and continuing students.

From 1 January 2015, under the Student Identifiers Act 2014, an RTO must not issue a Nationally Recognised VET qualification or statement of attainment to an individual unless the individual has been assigned a student identifier. However, non-accredited courses do not require students to have USI.

Students are encouraged to apply for their USI themselves. Where a student is unable to apply for themselves SGAE, with the student’s written permission, will assist the student to acquire one.

Non-accredited courses do not require students to have a USI.

STUDENT SUPPORT

Access Equity and Fairness

SGAE undertakes to:

Promote access to training for all people regardless of gender, socio-economic background, disability, ethnic origin, sexual orientation, age or race.

Ensure training services are delivered in a non-discriminatory, open and respectful manner. Train all staff members so that they are appropriately skilled in access and equity issues. Conduct student selection in a manner that includes and reflects the diverse student population. Actively encourage the participation of students from traditionally disadvantaged groups and specifically offering

assistance to those most disadvantaged. Provide culturally inclusive language, literacy and numeracy support to individuals to meet their personal training

goals.

If you believe you are experiencing harassment or discrimination refer the matter to the Executive Officer immediately using the Complaints and Appeals process as detailed on our website.

Application Assessment & Enrolment

SGAE is committed to an ethical, fair and inclusive application and selection process of all prospective students.

SGAE’S application and selection policy is aligned with access, equity and fairness principles and are directed to assist candidates to successfully enrol and to achieve their full potential.

SGAE is committed to providing all candidates with complete information to ensure that their decision to apply to

study with SGAE is fully informed.

Application

When you decide to proceed with study you will need to complete an Enrolment Form. This form is used to assess your suitability for the course you are applying for and to create a student history file.

You need to submit the following to SGAE with your Enrolment Form:

Authority to Exchange Information Acknowledgement Declaration Disclosure of Disability or Medical Condition (optional) Payment of non-refundable administration fee if applicable

Where you are applying for concession or government subsidy or funding evidence of your eligibility. This will include but may not be limited to:

a. Health Care Card issued by the Commonwealth; b. Medicare Card; or c. Pensioner Concession Card; or d. Veteran’s Gold Card; or e. An alternative card or concession eligibility criterion approved by the Minister for the purpose of

the Skills First Funding Guidelines.

Where you have stated that you have previously achieved one or more qualifications we will require you to provide a copy that has been certified by a Justice of the Peace, a pharmacist, police officer, nurse or other professional or one of our staff that they have seen the original and that what they have signed is a true and correct copy of the original.

Pre-Training Review

SGAE undertakes a pre-training review of current competencies including literacy and numeracy skills prior to commencement in training with each eligible student. This is to determine the suitability of the course for the student, in accordance with their career goals.

Evidence of computer literacy to the level required to successfully complete training and to meet industry vocational requirements will also be needed.

Pre-requisites

Some programs will include a requirement for pre-requisites to enter that particular course.

You will be required to provide evidence that you meet any relevant pre-requisites that, depending on the

qualification, may include things such as:

appropriate level of computer or digital literacy

minimum academic requirements

minimum English language proficiency (if English is your second language)

Enrolment

Once the assessment and interview is conducted and your entry level language, literacy and numeracy are confirmed

the Enrolment Form will be finalised to register your enrolment within your chosen program and you will be provided

with additional course specific information.

Recognition of Prior Learning

Recognition of Prior Learning (RPL) is the assessment and acknowledgement of a person’s skills and knowledge

acquired through previous training, work or life experience and may be used to grant credit in a Unit of Competency.

This process requires students to gather evidence confirming their competency.

There is a cost involved in undertaking RPL; however this will be reduced from the qualification cost.

Credit Transfer

Credit Transfer is the recognition of Qualifications and Statements of Attainment issued by other Australian Registered Training Organisations (RTO’s) including TAFE.

Where a previously achieved Qualification or Statement of Attainment is prior to the current version of the Qualification or Statement of Attainment credit is being applied assessment needs to be made to ensure that it is equivalent to the current learning or competency outcomes required within the current course of study.

Credit Transfer can also be across sectors e.g. Vocational Education and Training in School units credited against the relevant qualification offered through SGAE.

There is no cost associated with Credit Transfer and there may be a reduction in the qualification cost where Credit Transfer is applied.

INDUCTION AND ORIENTATION

Induction and orientation are conducted on the first day of course commencement. Its purpose is to fully inform new students and provide an introduction to studying with SGAE. Staff will be introduced to each other, given a tour of the facilities and an opportunity to ask questions will be given.

Student Rights and Responsibilities

Overview

To ensure you gain the maximum benefit from your time with us, we reserve the right to remove any person(s) who displays dysfunctional or disruptive behaviour. Such behaviour will not be tolerated and, if a second episode occurs, then you may be suspended or expelled from the course.

Basically, you must be of good behaviour and recognise the rights of others. If you want to look up specific details of the appropriate laws, talk to your trainer. They will be able to provide you with a list of the laws and regulations that apply.

Working positively with others within SGAE is in part a requirement of Law but most importantly a measure of your commitment to study and the wellbeing of other participants. This requires maturity and at times, understanding. If you have any concerns about the expected behaviour, speak with your trainer or Administrative Staff. Remember, that certain types of Discrimination and Harassment are chargeable offences under law. Very simply, treat people as you would like to be treated.

Refer to the Student Code of Conduct form that is to be signed by you.

Change of Circumstances

It is your responsibility and obligation to keep SGAE informed of your situation at all times. A copy of our Change of Details Form is included as Appendix 1 and our Administration Support Staff will provide you with additional copies if required or you can download it from our website.

You must advise the SGAE office as soon as you become aware of any change in:

personal contact information such as residential or email address, landline or mobile phone number, and

any problems or issues you are experiencing which may affect your ability to complete your training

successfully.

If you are unsure if you have to report something to SGAE please ask and if you have any problems or issues, speak with an SGAE staff member you feel most comfortable with, and together we may be able to find a solution.

Non-compliance with rules

Non-compliance of rules will result in consequences including:

implementation of SGAE Intervention Strategy

If the issue or behaviour continues, training services will be withdrawn and you will be notified in writing that

enrolment has been terminated.

While we hope that these situations do not occur, we are committed to a very transparent process to ensure that all parties are satisfied with the final resolution and have access to our Complaint Process and Appeals Process. LEGISLATION

SGAE is subject to a variety of legislation relating to training and assessment as well as general business practices. These legislations include the following:

Work Health and Safety

The Work Health and Safety Act 2011 which SGAE complies with, states that employers have a duty of care to provide a safe and healthy working environment for all employees, and that employees have a duty of care to take reasonable care for their personal health and safety and that of others in the work place. This includes students studying on our premises.

Anti-Discrimination, Human Rights and Equal Opportunity

SGAE seeks to attract and retain talented employees and students from all backgrounds and to maintain a great place to work and learn and we are determined to provide an environment free of harassment, victimisation, bullying and upholding of State and Federal laws pertaining to any form of discrimination.

SGAE maintains a zero tolerance policy in regards to any form of harassment and discrimination. A breach of these standards will result in suspension or termination of training.

Children, Youth & Vulnerable People Protection

SGAE complies with the requirements of Child, Youth & Vulnerable Protection legislations which means that convicted sex offenders are prohibited from working with children and young people less than 18 years of age. Before our staff members start work, SGAE checks their background to make sure they are not “prohibited”.

FEES AND REFUNDS

Payment schedule

Fees for Southern Grampians Adult Education courses, programs and services are determined after consideration of all costs relating to the delivery of the particular service including administration overheads.

The fees are applicable to each course and category of student.

Fee Protection for Students

To protect your fees SGAE does not accept more than $1500.00 in advance from any individual student at any time.

Administration Fee – Fee for Service

A non-refundable Administration Fee is payable by all fee for service students on submission of their application for enrolment.

Where a student can evidence compassionate or compelling circumstances SGAE will consider refund of the Administration Fee.

Deposit

Course deposit for all other programs is to be paid upon acceptance of placement for a program.

The deposit will generally be from 10% to 20% of the total course cost or 10% of the balance of a course that is subsidised.

The deposit is deducted from the total fees payable and is refundable in the event of an approved cancellation.

Fee Payment

Fees for courses of $500 or less are to be paid in full a minimum of 7 days prior to commencement, unless a payment plan has been agreed on prior to this time.

Timing of payment for fees for all other courses will be advised within the course information package and will be dependent upon a number of issues such as but not limited to:

Total course cost

Course duration

Default of payment may result in the student being suspended from the next unit(s) if they do not negotiate a payment plan with SGAE

Statement of Fees

Qualification and Skill-Set Course fees will comprise of:

A non-refundable Administration Fee for all Qualifications and Skill-Set Course payable at time of

application and covers the cost of processing the enrolment and associated paperwork. This does not

apply to Skills First funded students

Tuition Fees are the charges for the delivery of all essential components of the course i.e. technology

costs and trainer costs

Materials Fee relates to consumable items that become the property of the learner. These may include

items such as text books, uniforms etc

Note: Personal costs are not included in tuition fees or materials costs and are payable by the learner. These

might include child care, travel/transport, accommodation costs, food etc.

Payment Options

SGAE may negotiate a flexible payment option for students in need. A payment plan will be documented and an invoice provided.

Payment will be considered to have been received once funds have cleared SGAE’s bank account.

Concession

Concessions apply only to the Tuition Fee component of charges.

You may be eligible for a concession if you have evidence of current concession eligibility. Please refer to the

Statement of Fees included in your enrolment pack.

Student Loans

SGAE is not currently a Student Loan provider.

Refunds

Details of the SGAE Fees & Refund policy are outlined below. The full Fees & Refund Policy & Procedure is available at www.sgae.vic.edu.au

Student Inability to Commence Course

If you are unable to attend a course you are entitled to either:

Nominate a suitable substitute attendee to the course;

or On one occasion only, where due notice of 14 days has been given where practicable, to defer

participation to the next commencement of the same course.

Early Departure

Where a student wishes or needs to exit a course early they are required to:

advise SGAE in writing within 5 working days of their last attendance;

complete a Refund Request available from SGAE Reception or from our website www.sgae.vic.edu.au

If a student exits a course prior to completion of the course they will be refunded the amount of money that was paid in advance less the cost of tuition delivered and materials expended to the date of departure.

A refund statement will be provided.

Refunds will only be made to the person or entity who made the original payment

Student Cancellation

A full refund less the Administration Fee will be made where cancellations are notified 7 business days or more prior to the course commencement.

Where cancellation is made less than 7 business days prior to commencement SGAE will withhold the:

Administration Fee or Deposit any funds expended for materials and 25% of the pre-paid fees

If you fail to notify us of cancellation (no-show) prior to course commencement this will result in the full fee, including for materials, being forfeited.

Special Circumstances and Medical Certificates

Circumstances such as illness and traumatic events will be considered as Exceptional or Special Circumstances for refund purposes. Students will be required to provide evidence to support claims of exceptional or special circumstance e.g. Illness – (doctor’s certificate) or family crisis.

SGAE Cancellation

Programs may be cancelled due to low registrations.

Reasonable notice of cancellation including an offer of transfer to another program within 8 weeks of the cancelled program will be given to students.

If SGAE cannot honour the transfer within the eight (8) week period and you prefer, or if you do not accept in writing to transfer to another program SGAE will refund full fees paid including Administration Fee.

How to Claim a Refund

Request for refunds must be made using the Refund Request Form (available on-line and from SGAE reception) to SGAE within 7 business days of the last day of attendance or where study is on-line within 7 business days of the last on-line access.

Refunds will only be made after the fees have been cleared through SGAE's bank account.

All course costs are calculated by "student contact hours" and has no bearing on length of program in terms of training weeks.

Payment of Refund

A Refund Statement that explains how the refund amount has been calculated will be provided in all cases where

a refund is made.

Refunds will not be paid to a third party. All refunds will be made by direct bank transfer to the account of the

person who made the original payment(s) within 28 days of receipt of application for refund.

PRIORITY OF PLACES

Priority for a place within SGAE’s courses will be given to those who have made payment as per this policy.

SGAE’s complaints and appeals processes do not void the student’s right to pursue other legal remedies in the event of a dispute.

This agreement does not remove the right of either party to take further action under Australia’s consumer protection laws for unpaid and overdue fees.

PRIVACY

All personal information is strictly confidential and recorded in line with the Australian Privacy Legislation. Information is collected and shared with the Australian Government and used to improve education and training throughout Australia. If your program is being funded by a State or Commonwealth Government information will be shared with the funding body so that they can monitor our contract compliance.

SGAE keeps your information private and only collects information that relates to your training success. SGAE takes all reasonable steps to protect your personal information from misuse, loss, unauthorised access, modification or disclosure including restricted access to electronic files, secure storage of paper files and secure backup of data.

Your personal details and all student records may be made available to:

any Commonwealth Government agency

any State Government agencies and

SGAE Administration and Training staff.

Your details may also be made available if required by law. Please refer to and complete Appendix 3 Authority to Exchange Information & refer to Privacy Policy at http://www.sgae.vic.edu.au

ACCESSING YOUR PERSONAL FILE

You may access your personal file and request that updates be made to information that you feel is incorrect or out of date.

To request to see your records you need to apply in writing and normally, access can be provided within 48 hours of request. Copies of records are available a minimum of 5 working days and a fee will apply for administration costs. Administration staff can provide you with cost details which will depend upon your specific need but will not exceed $50.00. Note that identification will be required to access personal file information.

All records are owned by SGAE.

PLAGIARISM AND COPYING

Plagiarism is a form of cheating. It is taking and using someone else's thoughts, writings or inventions and representing them as your own. Plagiarism is a serious act and may result in a student’s exclusion from a unit or a course. When students have any doubts about including the work of other authors in their assessments, they must consult with their trainer to discuss the matter. The following list outlines some of the activities for which a student can be suspected of plagiarism or cheating:

Presenting any work by another individual as one's own unintentionally

Handing in assessments markedly similar to or copied from another student

Presenting the work of another individual or group as their own work

Allowing another student to copy your work

Handing up assessments without the adequate acknowledgement of sources used, including assessments taken totally or in part from the internet.

Legitimate co-operation between students on assignments is encouraged, since it can be a real aid to understanding. It is legitimate for students to discuss assignment questions at a general level, provided everybody involved makes some contribution. However, students must produce their own individual written solutions. Copying someone else’s work is plagiarism, and is unacceptable.

COPYRIGHT

Students must be careful when photocopying the work of others. The owner of the material may take legal action against students of SGAE if the owner's copyright has been infringed. Students are allowed to do a certain amount of photocopying for research or study purposes.

STUDENT SUPPORT

In line with our Access and Equity practices, students with needing support are offered the same opportunities as any other applicant. Our training and assessment programs will take special needs into consideration from the planning stage onwards and adopt flexible learning and reasonable adjustment for assessment methods as appropriate.

To assist SGAE to provide the best possible learning and assessment strategies we ask that potential students requiring special assistance identify their needs by completing the Support Disclosure Form. This form is optional; however, it will enhance the learning experience if SGAE is aware and can prepare specific support services.

TRAINING METHODOLOGY

Training Standards

It is the responsibility of SGAE to provide training, resources and infrastructure that complies with the VET Quality Framework and in particular the Australian Qualifications Framework.

SGAE will always deliver and assess to the highest standards possible.

“Mixed Mode” Training Delivery

SGAE utilises a training delivery structure known as “mixed mode delivery”.

Flexible Learning & Assessment

Competency based training allows participants to learn and be assessed in a variety of different ways, allowing the participant many flexible options.

Training can be both ‘formal’ and ‘informal’.

Informal training includes:

Completing a variety of ‘new’ tasks, during a normal working routine;

Formal and informal observation and practice;

On-job coaching and mentoring, including feedback.

Formal training includes:

‘Off Job’ Training Sessions removed from workplace;

‘Off Job’ Training Sessions at the workplace individually or in a group;

Formal and informal observation and practice with real time feedback;

Working through a training manual and assessments;

‘On line’ training session via our website.

Assessment is the means by which we determine whether or not a competency has been achieved. It is the process of collecting evidence and making judgements about the extent to which a person demonstrates the knowledge and skills as set out in the standards or learning outcomes of a unit of competency. SGAE complies with AQF Assessment Guidelines.

In general, basic forms of skills evidence include:

Direct performance evidence

- observation in the workplace; and

- simulations, including competency and skills tests, projects, assignments

Supplementary evidence, from:

- oral and written questioning including professional conversations;

- these may be supported by

- personal reports; and

- Witness testimony.

Trainer / Assessors

The role of an assessor is to objectively assess and judge an applicant's evidence against a set of standards. In

order to do this effectively, an assessor must have a sound knowledge of, and be skilled in, the relevant industry area. SGAE assessor’s hold an appropriate TAE40116 Certificate IV in Training & Education as a minimum and current skills in industry areas in which they train.

GRADUATION

When you successfully complete your qualification or skill set we are required to provide you with your certification documents within 30 days of your last assessment being assessed.

You will receive:

a Testamur/Parchment for the successful completion of a qualification or

a Statement of Attainment that lists the units of competency successfully completed if you

undertook a Skill-set or

leave the qualification without completing or

do not successfully achieve all of the units of competency required for the qualification of your choice

for some courses that are non-accredited, you will receive a Certificate of Participation.

SGAE will delay forwarding your certification documents if there are outstanding fees until those fees are fully paid.

Your certification will only be provided in hardcopy via registered mail. SGAE does not provide certification documents in electronic form.

Re-issuing Qualifications

SGAE keeps records of your course with us for 30 years. If in the future you need a duplicate, where you have lost or seriously damaged the original, or one or more copies of your Testamur/Parchment or Statement of Attainment for other purposes you will need to apply to us. The letter needs to state:

Your name - if your name has changed please write both your new name and your name at the time of the

course and provide us with evidence of the name change and

Your date of birth and

Your current address and your address at the time of the course and

The course you completed and

When that course started and finished and

If you have lost the Testamur/Parchment or Statement of Attainment we will need a Statutory Declaration

providing information on the loss or

If you have damaged the Testamur/Parchment or Statement of Attainment you will need to return the

damaged one to us and

You will need to provide evidence that you are the person who completed qualification or course. Please

note without this evidence we will not be able to provide you a duplicate.

Please note that a fee of $40.00 inclusive of GST applies for a duplicate original parchment. Please take into consideration that this fee may be greater as time passes.
