Academics • Diploma: Minimum 60% in class 12th.

• Bachelors: Minimum academic percentage required is around 60% + in class 12th

for the students from CBSE board and 65% + for ICSE/State Board.

• Masters: Minimum academic percentage in a Bachelors degree should be second class if the University is falling under section 1 and 2 of the NOOSR guidelines or first class if the university is falling under the section 3 of the NOOSR guidelines.

Simplified Student Visa Framework

From 1st July 2016, the Australia student visa regulation and policies had changed

from SVP (Streamlined Visa Process) to SSVF (Simplified Student Visa Framework ).

The simplified student visa framework has scrapped eight visa subclasses, the

Assessment Level Framework and Streamlined Visa Processing arrangements.

As part of this process, a number of Country Assessment Levels (AL) have changed

and some countries now require less evidentiary requirements to be submitted with

the student‟s visa application, however in these cases DIBP have noted that they still

may require further information for certain cases.

Simplified Student Visa Framework

We have to ensure that we should remain aware of the AL requirements for the

country that we are recruiting students from. As per the new rules, risk rating for

India is general (AL 3) whereas for some neighboring countries like Bhutan,

Nepal, Bangladesh and Sri Lanka the risk rating considered is streamlined (AL 2).

Providers will be given a risk rating (1 – 3) and

Country risk ratings will apply (1 – 3). A combined numerical score will determine the visa evidentiary requirements i.e. it would be used to guide the level of financial capacity and English language proficiency related documentation that the student would need to provide with their student visa application.

Some of the key changes under SSVF are Only 2 visa subclasses (500 – Student Visa and 590 – Student Guardian Visa) DIBP has categorized all student visa applications under Streamlined or Regular

based on the Assessment Level of country and provider. Evidentiary requirements under SSVF – Institutions falling under Assessment

Level 1 (the lowest risk category) will have access to the faster, simpler student visa processing arrangements under SSVF.

English language requirements – Regular student visa requirements will need to

provide evidence of English through a registered English Test Provider i.e. IELTS or TOEFL or PTE or Cambridge English Advanced (CAE).

Some of the key changes under SSVF contd. All visa applications will be submitted online (no paper application permitted

under SSVF), all required documents has to be uploaded online for visa application assessment although DIBP has allowed to upload the pending documents at later stage also but this will be riskier, as if the decision is taken on the basis of the available documents. Hence, it is advisable to upload all required documents in one stroke.

Visa processing time – DIBP will aim to finalize 75% of student visa files

submitted within 1 month. Visa applications must be complete at the time of submission or risk of visa refusal will be there.

Students who are onshore on Domestic worker, Diplomatic, transit or visitor

(sponsored family) visas will need to go offshore to apply for a student visa.

A student needs to meet certain requirements to obtain a student visa.

• By considering the country of citizenship as per the student‟s passport, the student is given an Assessment Level (AL). India is in AL 3.

• DIBP has assessed every country in the world from Level 1 to 3.

• AL 1 - lowest immigration risk country

• AL 3 - highest immigration risk country

• For Student‟s coming from a low risk country (AL 1 ), the financial, academic & English language requirements that need to be provided are less comprehensive than for those who come from a high risk country (AL 3 ).

• DIBP will be closely working with the universities and will give feedback of the agents

to the universities. By this way, universities can decide whether to work with that agent or not.

• If the student opts for a packaged course from the provider, as listed on the website under SSVF, the onus will be on the principal provider. For e.g. if the student has opted a program at MIT leading to Federation University and if he fails to comply with the visa rules, Federation University will be held responsible, not MIT.

• It is the responsibility of the university to assess the student as per GTE criteria. It is for the university to decide whether they want to take an interview at the time of issuing offer letter or at the time of issuing COE.

• Students can generate HAP ID online & undergo Pre-Medicals before submission of visa file. This will save the time of visa processing by at least one week.

Australian Student Visa

Details on financial requirements

• Students from Assessment Level 3 countries, i.e, India, applying for visa will have to

show only 12 months of funds irrespective of longer duration of course.

• Amount of funds that must be evidenced includes living expenses, tuition for first 12

months, and travel costs.

• Students will have to show the funds which are 3 months old.

• Recent funds acceptable but proper source need to be shown.

• Sponsors: Preferred close relatives, parents, spouse, siblings and

grandparents.

• Financial documents will be assessed and approved by the university. The

decision regarding which documents to accept and which not, rests with the university. For e.g. earlier DIBP did not accept co-operative bank saving balances. Now, university will decide whether to accept such co-operative bank saving balances or not.

• Since SSVF visa applications will be considered under AL1, it is not mandatory to have 3 months old funds like before. But for recent funds, documentary evidence is required for source of funds. Evidence of employment, income and source of funds will suffice the purpose.

• Genuine Temporary Entrant - GTE

In order to grant a student visa, applicant must be both a GTE and a Genuine

Student and in assessing GTE, decision makers will consider factors such as:

- The applicant‟s circumstances in their home country.

- The applicant‟s potential circumstances in Australia.

- The value of the course to the applicant‟s future.

- The applicant‟s immigration history.

- Any other relevant matters.

Genuine Temporary Entrant (GTE) In order to ensure that the student is a Genuine Temporary Entrant (GTE) and a Genuine Student (GS), universities, as well as, Australian High Commission consider the following points while making a decision on the visa application:

• Students applying with less than 6.0 bands in IELTS.

• Students married and applying with spouse for an undergraduate course.

• Gap of 1 or more years from the last education completed.

• Students who have done Diploma/Certificate courses from private institutes.

• Students with work experience and not having salary account statements/Form 16 to support

their work experience.

• Students with earlier student visa refusal for any country.

• Students applying with sponsors who are not close blood relative and their

quantum of sponsorship is more than 50% of the fund required (Third party

funds).

Genuine Temporary Entrant (GTE)

• If an applicant satisfies any of the above referred 2 conditions, most probably the visa will be declined. • If the applicant satisfies one of the above referred conditions, then the application will be declined, unless the application has a strong favourable factor e.g. English at 7 bands or above, strong work history in a relevant area, etc. • For all applications falling into above category there will be a high chance of interview.

Label Free Visa Processing • From 1st October 2012, anyone applying for any Australian student visa through one

of the VFS Global Australian Visa Application Centers across India will no longer

be required to submit their passport with their visa application.

Instead they will be required to submit a notary attested copy of all pages of their

passport at the time of application.

What if student still want a label in passport?

Whilst Australia does not require travellers to have a visa label in their passport, clients

will still have the option to request a visa label once they have been granted a visa.

However, this process will involve lodging a further request for service at one of VFS

and the processing time for this additional service will be 15 working days.

Label Free Visa Processing • When the visa is granted, the applicant will be issued a „Visa Grant Notice’ that will

explain the conditions of the visa, including period of validity and entry

requirements. (Applicants will be issued with a visa grant notification, usually in the

form of a letter, once a decision has been made to grant a visa).

• So, in short:

No need to submit your original passport or wait for it to be returned.

Once the visa is granted student comes to know about it on the same day.

Electronic notification clearly explaining the conditions of your visa.

VISA Forms: There are two forms that need to be filled by the student when

applying for Paper based Visa

• Form 157A – Main visa application form

• Form 956A – Appointment of authorized recipient form

VISA Fees: • Visa application fees : 29200 INR (550 AUD)

Additional fees for Dependent accompanying student.

• Dependent above 18 years of age : 21800 INR (410 AUD)

• Dependent below 18 years of age : 7200 INR (135 AUD)

VFS Fees: • Main applicant : 1006 INR • Dependant applicants: 714 INR

Australian Student Visa

Requirements: To get a student visa, the student: • Should have a valid passport. • Should have an unconditional offer letter & an e-COE for the course. If the student‟s final year/semester result is pending and the intake is approaching, universities can issue a conditional COE on the basis of the students performance in the past years of the degree course. Visa can be filed on the basis of a conditional COE. However, the student needs to provide the final result before enrolment. • Submit a student visa application (Form 157A & Form 956A). • Pay the application fees through DD of A$550 equivalent to Rs. 29,200 to “Australian High Commission” payable at New Delhi and Rs. 1006 to “VFS Global Services Pvt Ltd” payable at the city of visa file submission. • Should have the required amount of funds through education loan or funds in savings account/FDs, 3 months old (preferred, not mandatory). • The exchange rate considered for calculating the funds require change every 3 months. Current exchange rate is: A$ 1 = Rs. 52

The Principal Course

• The course that the student intends to undertake in Australia at the highest level is the principal course.

• For example, a student may intend to study 2 courses in the following order from the lowest to the highest level:

1) An English language program, then 2) An Undergraduate program (This is the principal course).

• The student must have e-CoEs and an offer clearly reflecting all the two courses.

• The letter of offer can be conditional on the student successfully completing the previous

course.

• Under packaged offer, the gap between two courses should not be more than 8 weeks.

Visa Duration

The visa awarded will cover the full length of every e-CoE that is in a sequence or

package. The following table will show you the usual duration of a student visa:

Additional Information for Visa Application • Pay the tuition fees as per offer letter to the university after fund approval and receive an ECOE

• One set of all documents photocopy duly notary attested are required.

• Visa fees can be paid by credit card and original affidavit of support have to be submitted along

with the Visa Application.

• For pre-medicals, HAP ID should be generated online on the DIBP website.

• After pre-medicals, the visa application should be submitted within 1 month.

• Under SSVF, visa process will take generally 4 weeks in 75% cases submitted.

• If a student is travelling before his OSHC cover starts (as mentioned on the COE), then the

student should purchase additional OSHC before going to Australia for the duration

not covered otherwise it will be a breach of visa condition (Condition 8501)

Temporary Graduate Visa (Subclass 485)

Features This visa is for international students who have recently graduated from an Australian educational institution. It lets you work in Australia temporarily after you have finished your studies. Requirements You might be eligible to apply for this visa if you: • are younger than 50 years of age • are in Australia • hold an eligible visa • meet the two-year Australian study requirement • meet the English language requirement

Temporary Graduate Visa (Subclass 485)

The Temporary Graduate visa (subclass 485) lets you live, study and work in Australia temporarily after you have finished your studies. Students are only able to access this visa once as a primary applicant. This visa has two streams: 1. Post-Study Work stream – for international students who graduate with a higher education degree from an Australian education provider, regardless of their field of study. A visa in this stream can be granted for up to four years from the date the visa is granted, depending on the visa applicant's qualification. This stream is only available to students who applied for, and were granted, their first student visa to Australia on or after 5 November 2011.

Temporary Graduate Visa (Subclass 485) Note: If you are applying as the main applicant, you and anybody else covered by the application must be in Australia when you apply for this visa and when your visa is decided. 2. Graduate Work stream – for international students with an eligible qualification who graduate with skills and qualifications that relate to an occupation on the Skilled Occupation List (SOL). How to generate HAP ID?

• Go to the “My Health Declarations” page of DIBP (Open the URL (http://www.border.gov.au/) and select “ImmiAccount” located on the left hand bottom.) • On the window that opens, click on “create an immi account” • On clicking the button, a form opens for account creation. Fill in the details and create an account • On creating an account, an email is sent for verification on email address • On email verification, a page comes for “My Health Declaration” • Complete the steps and submit the application • On submitting the application, print the referral letter
