ndia and Russia share a very close relation and both the nations have been careful to preserve and strengthen their cooperation.On both the micro and macro levels, the affinity between Russia and India can be attributed to ancient connections. The similarity between Sanskrit and Russian can not be ignored for sure.India-Russia cooperation is going on smoothly and steadily in various sectors. Cooperation in the defence sector is however the strongest link. India and Russia enjoy a strong strategic, military, economic and diplomatic relationship. Both the countries are celebrating 70 years of diplomatic relations in April this year. These relations, even in the most complicated times were characterized by the spirit of pure friendship. In the decades that have followed bilateral partnership has further intensified and strengthened and has never been subject to expediency.

Equal and mutually beneficial relations of the two countries have steadily developed.Diplomatic relations between Russia and India were established even before India officially proclaimed independence. Russia has been a pillar of strength at difficult moments in India’s history and India always will reciprocate this support and to increase bilateral student mobility and to work towards mutual degree recognition. Prime Minister Narendra Modi visited Moscow in December, the two countries pledged to strengthen cooperation in education, energy, security and defense. Both the nations focused on issues of security and foreign policy. They highlighted education as an important area for collaboration. Emphasizing the importance of cooperation in research, the leaders of both the countries praised Declaration of Association between Russian and Indian universities signed in Moscow in May last year. The aim of which included promoting students and faculty exchange , curriculum development, creation of joint laboratories and scientific research . Tomsk State University (Russia) and the Indian Institute of technology (India) will act as the coordinators for these projects. Both the leaders also pledged to enhance trade between the two countries.

Mahatma Gandhi was also struck by the similarity in the prevailing conditions in Russia and India. He developed a close connection with Russia and carried on lengthy correspondence with Leo Tolstoy. Russia’s communist leader V.I. Lenin followed with interest and sympathy the nascent Indian freedom struggle.Following 1917 Bolshevik Revolution, The Soviet

leaders understood that their revolution stood better chance of success and encouraged India to become free and independent. Many Indian freedom fighters who were greatly inspired by the Bolshevik Revolution established personal contacts with the Soviet leaders. It was Pandit Nehru’s thinking, which laid foundation of the policy of the Indian National Congress towards the Soviet union.

Even before India became independent, an official announcement was made on 13

April 1947 on the establishment of diplomatic relations between India and the Soviet Union.

After visiting Soviet Union in 1927, on the occasion of the 10th anniversary of theBolshevik Revolution, Jawaharlal Nehru came back deeply impressed with the Soviet experiment. Hewas convinced that a developing country like India needed to follow not the capitalist path but adevelopment model that emphasized social justice, equality and human dignity. Nehru was emphatic that India must develop close and friendly relationship with the Soviet Union.

It is noteworthy that even before India became independent, an official announcement was made on 13April, 1947 on the establishment of diplomatic relations between India and the Soviet Union. Nehru’s faith in the Soviet Union was immense. The Soviet Union consistently gave India valuable political, diplomatic and strategic support bilaterally as well as in international forums on Kashmirand other vital issues affecting India’s national interests.Today, both India and Russia have acquired a new self-confidence arising out of their rapid economic growth, at the time when many developed countries are suffering from economic recession. As rising economic powers, both India and Russia are playing an increasingly larger role on the worldstage.

The Deep Roots of India - Russia Relationship

Indo-Russian relations refer to the bilateral relations between the Republic of India and the Russian Federation. During the Cold War, India and the Soviet Union (USSR) enjoyed a strong strategic, military, economic and diplomatic relationship.

Diplomatic relations between the USSR and India were established even before

India officially proclaimed independence. The global standoff between two camps determined the nature of global policy for several decades, including the particularities of Soviet-Indian relations. India, which became one of the founders and the recognized leader of the Non-Aligned Movement, was always seen as a loyal ally in the combat against world imperialism.Traditionally, the Indo-Russian strategic partnership has been built on five major components-

Politics, Defence,Civil nuclear energy, Anti-terrorism co-operation and Space.The cordial relations between India and Russia have developed significantly with time. Apart fromagreeing to work closely on collaborative projects in the areas of civil nuclear energy, India and Russia have also decided to expedite discussions on the mutual recognition of degrees by their universities for the benefit of hundreds of students who study in each other’s country.

The discussion in this regard came up after the matter was raised by the Russian side during the Inter-Governmental Commission meeting on Trade, Economic, Scientific, Technological and Cultural Cooperation (IRIGC-TEC) which was co-chaired by External Affairs Minister, Sushma Swaraj and Russian Deputy Prime Minister Dmitry Rogozin. The two sides will also work to set up Joint Indo- Russia Collaborative Research Centres (CRCs) in different universities.

The leaders of the country also reviewed the progress made on various bilateral issues. There are more than 7,500 Indian students enrolled in various medical and technical institutions in the Russian Federation. This figure is gradually increasing as more number of students show interest in getting admission in Russia. About 90% of them pursue medical studies in about 20 universities and institutions across Russia.

The students of India and Russia exchange publications and teaching materials as the syllabus in both the countries is same and based on International Standards. Apart from this, various joint research activities are planned by the two countries at regular intervals to promote healthy interaction of ideas among the students and

teachers.

The need for Education Exchange Programs

The 70th anniversary of Russia-India relations is an opportune time to make a comprehensive

assessment of the current state of their cooperation, keeping in mind the long history of friendshipbetween the two countries. In the last few years, India and Russia have been struggling to retain thelegacy of their long-term relationship while moving beyond the traditional spheres of cooperation toreach new heights. To expand their bilateral agenda, it is time for Moscow and New Delhi to identifymore promising fields of cooperation and boost their engagement and education exchange programscan prove a boon for the same.

There is growing evidence that the Russia-India relationship needs to be infused with new energy and this new infusion could be educational exchange program of the students of both the countries. At present, there are two pillars in their ties– defence and energy. Education for sure has the potential to become another important pillar. It is however important to find new areas that could serve as catalysts for expanded cooperation. The geopolitical factor has always been one of the most significant factors in India-Russiacooperation. The leaders of both the countries have taken significant steps in bringing positive changes in their foreign policies. They have had several meetings to talk on the aspects that hold the potential to further strengthen the cordial relations between the nations.

Undoubtedly India is Russia’s major partner in South Asia. In the latest Foreign Policy Concept of the Russian Federation, bilateral relations with India have been called “the historical friendship which is based on shared foreign policy priorities and deep mutual trust.”

Russian exports to India which includes mineral products,precious metals & stones, machinery, equipment and vehicles, chemical products, wood and wood products. India supplies Russia with chemical products, pharmaceuticals,food products, agricultural raw materials, and textiles.

As seen in the St. Petersburg Declaration, at the official level, there is an attempt to infuse energy into the relationship and add new dimensions to the bilateral cooperation. It has been said that advancing comprehensive relations between the two countries is “an absolute priority of the foreign policy of both” and the two “will continue to widen the

scope of cooperation by launching large-scale initiatives in different spheres and enhance and enrich their bilateral agenda so as to make it more result-oriented.”

According to the Ministry of External Affairs, India has scientific, environmental, commercial and strategic interests in the Arctic region. In May 2013, India was granted observer status to the Arctic Council, and Russia was among the countries which supported the Indian bid. Judging by the latest declaration, technological and educational exchange cooperation will play a crucial role in the Indian-Russian

relationship of the future. However, it is important to start developing cooperation directly at the business-to- business level, and the IT sphere and education may be a good place to start. There have already been some successful joint ventures, but these were individual cases. Unless collaboration becomes a trend, the two sides will have to keep battling against the obstacles of entering each other’s market.

Role of Indian Students in the development of Diplomatic

Relations between India and Russia

India and Russia have shared cordial diplomatic relations from past 70 years. The Soviet-Indian cooperation in the field of education and in other areas began a few years after the end of the Second World War and when India got independence from Great Britain (1947). The relations of the Soviet Union with India were the most successful ones among the non-socialist states. In 1971, the USSR and India signed the treaty of peace, friendship and cooperation, which further strengthened the bilateral contacts between the two countries.Since then, India and Russia have shared mutual consent over the matters of culture and society. Indians have always looked upon Russia as the land of opportunities and vice-versa. Indian nationals have shown great interest in going to Russia for various causes. One of the major reasons for the Indians going to Russia is to study.

The first few Indian students appeared in the Soviet universities in the 1950’s. A large group of them entered the Moscow State University named after L.M. Lomonosov. In the period between 1992 and 2015, about fifteen thousand Indian citizens graduated from the Russian high schools and the total number of Indian graduates from the Soviet and Russian higher schools amounted to eighteen thousand. During that period Indian students accounted for 10 percent of the foreign students in Russia.If we talk about the present scenario, annually approx. 2000 students travel to Russia, 92 percent of the students for medical studies, 4 percent for Russian language courses and others for specialties for nuclear, oil and gas and other humanitarian courses. At present almost 14000 Indians are living on the Russian land, 6500 of them being students.

Students, while travelling to Russia for studies, prefer low costs of study and living. This is the reason why cities like Tver and Smolensk house more than 800 Indian students each. Other major cities like Kazan, Volgograd, Kursk, Perm, Ryazan and Arkhangelsk are also famous among the Indian students for obvious reasons. During the stay in Russia, Indian students get many opportunities to represent and promote their country amongst the locals of Russia. Students become involuntary representatives of India at the university. Indian students while in Russia promote Indian culture amongst Russian citizens in many ways.As we all know, India is a land of festivals. Indians grow up in an atmosphere of vibrant cultures and festivities and so does the Indian students. So, even after moving to an altogether new country having different culture and society, Indian students can celebrate their festivals with the same amount of joy and excitement.

Russian universities do celebrate the Indian festivals with the same amount of enthusiasm as they celebrate the Russian festivals. The universities adopt the Indian philosophy behind celebrating the festivals. All major festivals like Diwali, Dusshera, Holi, Baisakhi, Onam, Pongal etc are celebrated in universities with a huge participation from Indian and local students.

Apart from this, Russian universities organize cultural programs at regular time intervals with participation not only at the university level but at the higher levels of city and state administration. Students also organize exhibitions displaying the various aspects of Indian culture. Indian students actively participate in cultural exchange programs conducted at various levels. Students go to schools, colleges and other universities where they inform Russian students about Indian culture thereby invoking interest about India among the youth of Russia.

Indian cinema, mainly Bollywood is as popular and appreciated as it is in India. Indian dances provide an outlook into the Indian culture while focusing on Indian costumes and dresses. These festivals give an experience of live Bollywood films to the Russian locals who have been fond of Indian films from the soviet times.

Role of Indian students has been very important in strengthening Indian-Russian ties on the grass root level. During the time of study in Russia, students basically act as the cultural ambassadors of India. When the students return to India, they promote Russian culture amongst our nationals.
