Primary TeachersBefore implementation of RTE:
There was no any hard and fast rule, recruitment was done by WBBPE on the basis or marks obtained in 10th Exam.
After implementation of RTE:In 2012 TET was conducted but did not follow
NCTE norms.Again last month on 11th TET was conducted ,this time also it did not
follow the NCTE norms fully.Educational Qualification:Higher Secondary or its equivalent with at least 50% marks (45% for
the SC, ST, OBC-A, OBC-B, PH, EC, Ex-Serviceman) or
Graduation from any recognized university, irrespective of percentage of marks.

Upper Primary TeachersIn WB upper primary= V- VIII
Before implementation of RTE:WBCSSC used to conduct SSC(pass) exam every year Educational Qualification: Any graduate (B.A. , B.Sc, B.Com.) irrespective of percentage of marks. B.Ed: Not compulsory, but trained were given preferenceExam and Interview:A written exam based on the subject the candidate applied for. Exam comprises
both MCQ & descriptive type questions. Then Interview and Personality test and then a merit list was made based on exam, interview and academic marks.
Reservation:There was reservation policy as per state govt rules:SC- 22% ST- 6% OBC(A)- 10% OBC(B)- 7% PWD- 3%(at least 40%
disability )
Upper Primary Teachers cont...After implementation of RTE:Before 2010 SSC exam was conducted every year after that due to change of govt it
was not continued. One exam WBCSSC conducted in 2012 only which did not follow the NCTE guidelines. Recently on 16th Aug ,2015 it conducted a TET for upper primary teachers based on NCTE norms. But non trained could also appear in the test as per relaxation given by MHRD.
Eligibility for TET:Citizenship: Only citizens of India.Educational Qualificaton: As per NCTE guidelines.Reservation Policy: Relaxation of 5% in the qualifying exam for SC/ST/OBC/PWD SC- 22% ST- 6% OBC(A)- 10% OBC(B)- 7% PWD- 3%(at least 40%
disabilityTraining to be Undergone: A person with D.Ed (Special Education) qualification
shall undergo, after appointment an NCTE recognized 6-month Special Programme in Elementary Education.
Structure of TET
Educational Qualifications for TETGraduation and 2-year Diploma in Elementary Education (by whatever name known).
OR Graduation with at least 50% marks and 1-year Bachelor in Education (B.Ed).
OR Graduation with at least 45% marks and 1- year Bachelor in Education (B.Ed), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard.
OR Senior Secondary (or its equivalent) with at least 50% marks and 4- year Bachelor in Elementary Education (B.El.Ed).
OR Senior Secondary (or its equivalent) with at least 50% marks and 4- year B.A/B.Sc.Ed or B.A.Ed/B.Sc.Ed.
OR Graduation with at least 50% marks and 1-year B.Ed. (Special Education).
ORGraduation with at least 50% marks as per relaxation given by Ministry of Human Resource Development (Department of School Education and Literacy) vide notification number S.O. 918(E) dated 1st April ,2015, which was published in the Gazette of India on 1st April 2015)
Secondary and Senior Secondary TeachersBefore implementation of RTE:An exam was conducted every year by WBCSSC year known as SSC(Hons/PG)Educational Qualification: Honours graduate of PG in a subject he/she wants to appear in the test.Exam and InterviewReservation Policy: As mentioned earlier
After implementation of RTE:After 2012 no SSC(Hons/PG) was conducted. The coming year exam will be conducted notification
of which will come soon, the new rules goes like thisSecondary Teachers: BA/ B.Sc/ B.Com honours with 50% marks with B.Ed BA/ B.Sc/ B.Com honours with 45% marks with B.Ed for candidates belonging to
SC/ST/OBC/PWD.Higher Secondary Teachers: MA/M.Sc/M.Com with atleast 50% marks and B.Ed MA/M.Sc/M.Com with atleast 45% marks and B.Ed for candidates belonging to

DIET and PTTI LecturersEducational Qualification:For Foundation Course :
M. Ed. / M.Ed. ( Elementary ) with 55% marks or M.A. in Education with 55 % marks and Diploma / Degree in Primary /
Elementary Education with 55 % marks – all from recognized University / Institutes.
For Methodology Course : A Master’s Degree of two years duration ( regular ) course, with Honours at
Graduation Level, having at least 55% marks in relevant school teaching subject and Diploma /Degree in Education / Primary Education with 55% marks – all from recognized University / Institutes.
Knowledge in Bengali – Spoken & Written. Acquisition of Computer Literacy.Exam and InterviewReservation: Same as mentioned earlier
Assistant Professors of B.Ed colleges and University Departments
Recruitment is done by WBPSC and WBCSC. Both having the same rules:Educational Qualification:For Foundation Courses : A Master’s Degree in Science / Humanities / Arts / Commerce with 50% marks. M. Ed. with at least 55% marks. NET/SET/SLET in Education
OR M. A. in Education with 55% marks . B.Ed. with at least 55% marks . NET/SET/SLET in EducationFor Methodology Courses : A Master’s Degree in subject with 55% marks M.Ed. Degree with at least 55% marks NET/SET/SLET in EducationReservation: According to WB state govt rules. Interview only
