It was a cold, rainy, windyChristmasEve in 1911. The streetswere nearly deserted, except for afew hardy souls who braved theweather on their way home fromthe day’s work.
The bitter winds did not spare
an 8-year-old boy, who stoodshivering in a corner, wearingtattered clothes and clutching ashoeshine box.
It had been a tough year formany Houstonians — especiallythe boy and his family. His fatherwas ill and had lost his job, forc-ing the boy’s mother to take on

But of the morethan 1,700 casesreported in 2009alone, only 42percent resulted in arrests —a rate lower than for murdersand other assaults, accordingto a Houston Chronicleanalysis based on FBI reportsfrom police agencies acrossthe eight area counties.
Harris County aloneclaimed 1,265 sexual assaultcases last year.
And though most sexualassaults involve victimswho either know or at leastrecognize their attacker,police estimate about 25percent are simply random.
One such attack happenedto a 19-year-old Houstonwoman snatched fromher southwest Houstonapartment complex twodays before her high schoolgraduation this year.
Before dinner with afriend at her apartment,she says she walked to aneighborhood store to buyketchup. When she returned— and as she was openingher security gate — a manapproached and put a pointedobject in her back.
