On Sunday, Aramco presi-dent and chief executive AminNasser said work on the RILdeal is on and they will updateshareholders in due course.

“The impact of crude oil pri-ces on Saudi Aramco’s balancesheet is visible. It wants a mar-ket to place its crude, but it isnot desperate. And, so is notRIL to sell a stake. So, bothcompanies are looking at acommercial deal which is awin-win for both,” said the firstofficial cited above.

D ifferences over the valu-ation of the refining andpetrochemicals busi-

ness of Reliance Industries Ltd(RIL) is likely to prolong apotential mega deal betweenIndia’s largest private sectorcompany and the world’s topcrude oil producer, Saudi Ara-bian Oil Co. (Aramco), said twopeople, requesting anonymity.

The deal was announced lastAugust by RIL chairman andmanaging director MukeshAmbani, wherein Aramco wasto pick up a 20% stake in thecompany’s oil and chemicalsbusiness for $15 billion, at anenterprise value of $75 billion.

However, an agreement isyet to be signed between thetwo companies. Last month,Ambani had informed share-holders at the annual generalmeeting that due to the unfore-seen circumstances in theenergy market, the Aramcodeal has not progressed as perthe original timeline.

Fashions Ltd, which has com-pleted two decades of opera-tions, said it is expanding its retail footprint with the launchof 20 retail stores in tier 2 and tier 3 cities and towns such as Hubli, Lucknow, Siwan, Ooty, Ganganagar, and Srinagar in FY21.

The smart casual clothingbrand, which offers a range of casual and sports-wear for men andboys, is expand-ing at a time whenretailers are reel-ing under losses because of the lockdown follow-ing the coronavi-rus outbreak and the consequent dip in consumer demand.

The company has noticedthat smaller towns are showingmuch more resilience and the consumption impact as the result of covid-19 is much less insmaller towns, said Charath Narsimhan, managing director,Indian Terrain.

A s many as 23 companies,including Bombardier,Alstom, Siemens, India’s

National Investment and Infrastruc-ture Fund (NIIF) and Bharat HeavyElectricals Ltd (BHEL), have showninterest in running special trainsunder the Indian Railways’ plans forprivatization, and attended the pre-application meeting on Wednesday.The railways said the firms will havethe option to either run their owntrains or lease them—a move that isexpected to encourage more playersto bid for the project.

“Ministry of railways (MoR) clari-fied that risks with regard to operationof trains shall be allocated to the par-ties best suited to manage them. MoRalso informed that the private entityshall have the freedom to decide onthe fare to be charged from its passen-gers,” the ministry said.

Other companies that attended themeeting included BEML, IRCTC,CAF, Sterlite, Bharat Forge, JKBInfrastructure and Titagarh Wagons,it added. Last month, the nationaltransporter had invited request for

qualification (RFQ) for private partici-pation in the operation of passengertrains for over 109 routes, with theintroduction of 151 modern trains.This will be in addition to the existingtrains operated on the network.

The first pre-application confer-ence was held on 21 July. After theapplicants are shortlisted, in the nextstage, they will have to offer a fixed-price bid for undertaking the project.

“The applicants raised queries on anumber of issues, including flexibilityin clusters, eligibility criteria, biddingprocess, procurement of trains, fares,operations and maintenance,” the

ministry said. As far as haulage charges(for using tracks) are concerned, it willbe indexed for the entire concession period, bringing certainty on its rate.

This is the first initiative of privateinvestment for running passengertrains on the Indian Railways’ net-work. The project entails a privatesector investment of about ₹30,000crore. According to the railways, thetrains will operate across 12 clusters,including Bengaluru, Chandigarh,Jaipur, Delhi, Mumbai, Patna, Prayag-raj, Secunderabad, Howrah andChennai. By April 2023, some routesare expected to be operationalized.

S everal foreign and private lendershave questioned the definition of“loan exposure” in the ReserveBank of India’s (RBI) recent circu-lar that bars corporate borrowers

from operating multiple current accounts. While public sector banks (PSBs) stand tobenefit the most from the changed regula-tions on current accounts announced byRBI last Thursday, foreign and private sec-tor banks said more clarity is warranted onwhat constitutes a loan exposure.

“How do you define exposure? Whetherit is funded or non-funded? What happensto your draft limit which is given for settle-ment transactions? What about forex set-tlement risk, whether that is defined asexposure?” asked a senior banker with aforeign bank.

RBI’s 6 August circular says borrowerswith more than ₹50 crore exposure to thebanking system need to have an escrowmechanism and only banks managing suchescrow can open current accounts. Compa-nies with less than ₹50 crore exposure tothe banking system will have fewer restric-tion in opening such accounts.

Senior bankers said PSBs, which collec-tively are the biggest lenders of workingcapital and term loans to cor-porates, tend to lose out to pri-vate peers both in domesticand foreign cash managementbusiness. However, with RBIbarring corporate borrowersfrom maintaining multiplecurrent accounts, especially inbanks with which they havelittle or negligible loan exposure, industryexperts say PSBs will see a surge in cashmanagement business, which in turn willalso give PSBs access to cheaper funds.

But many lenders ask how settlementswill happen in the case of opening a letter ofcredit or bank guarantee or a foreignexchange contract and how end-use moni-

toring will take place. They are also ques-tioning whether PSBs will be able to pro-vide the services attached to external com-mercial borrowing or export credit agencyloans that foreign banks have been able to.

According to the new guidelines, RBIhas asked banks to comply with new normsfor existing current and overdraft accountswithin three months. Most banks said thatit would be a challenging task to realign all

the accounts and relationships, and closecurrent accounts in three months.

“Almost all clients which are sophisti-cated have done technological integrationeither on the cash management side ortrade financing side. To unlock all of this, tomake new arrangements with public sectorbanks that may or may not have right capa-

bility on the product, may not be easy,” saida banker with a private sector bank.

While a large chunk of the business withprivate and foreign banks could be hit,these banks are looking at moving to a fee-based system for all services instead ofoffering them for free against the free floatmoney with the bank.

Analysts believe private banks that havebeen involved in cash management for

large borrowers will be at thereceiving end of this norm.Since RBI says a borrowerdoes not need a separate cur-rent account and can use theexisting cash credit or over-draft account to streamline thecash flows, systemic currentaccount deposits will shrink.

Anil Gupta, vice-president (financial sec-tor ratings) at Icra, said the circular isintended to enable lenders to have a bettercontrol on borrowers’ cash flows and moni-tor the same. The measure may improvediscipline among borrowers as instances offunds diversion could reduce, he added.

F lipkart’s Big Saving Daysand Amazon’s Prime Dayand Freedom Sale failed

to benefit from pent-up con-sumer demand, with nearly66% users staying away, finds asurvey by community mediaplatform LocalCircles.

According to the survey, outof the over 17,000 shoppersfrom across 211 districts, 36%said they browsed through thesites but did not buy anything,while 30% did not even visitthe e-commerce platforms.

Global e-commerce giantAmazon conducted its PrimeDay 2020 sale in India on 6-7August, before the US event

for the first time, while Flip-kart kick started the sale sea-son on 6 August in the run upto its flagship ‘Big Billion Day’sale expected in October.

Following the Prime Daysale, AmazonIndia held a ‘Free-d o m S a l e ’between 8 and 11August, withlucrative offers.

According tothe ‘Mood of theConsumer’ sur-vey, 27% respon-dents said theyspent at least ₹1,000 on thee-commerce sales. While 7%respondents said they spentover ₹10,000, 20% spentbetween ₹1,000 and ₹10,000.Only 7% said they spent up to

₹1,000. The survey said that close to

79% of consumers said theyshopped at the sales becausethey did not want to step outdue to covid-19. Only 11% said

they were drawnby the good dis-counts.

According toearlier LocalCir-cles surveys,e - c o m m e r c eplatforms benefitfrom pent updemand aftermost people held

back from making big-ticketpurchases between March andMay. In the recent survey,most consumers made a bee-line for gadgets, including lap-tops, mobile phones, tablets,

printers and routers, as well asfashion and household items,besides essential supplies.

Amazon said it clocked closeto $600 million in sales duringthe two-day event. Most buy-ers bought smartphones, per-sonal computers, large kitchenappliances, apparel and pantrystocks. Flipkart’s Big SavingsDay sale also saw considerablesales, said industry analysts.

Flipkart-owned Myntra,which conducted its first saleof 2020 with the End Of Rea-son Sale on 19-23 June, said 3.5million customers bought 10million products.

Other smaller online retail-ers, like Grofers and PaytmMall have also announcedtheir sale events starting 11August.
