Discussion
Attached for your review and consideration is an Application for Commercial Operations Permit
(COP) for Bon Appetit Management Company. Bon Appetit Management Company proposes to
provide food warehouse and delivery service exclusively for Snap Inc. Bon Appetit Management
Company is based in Palo Alto California. This Commercial Operations Permit will allow Bon
Appetit Management Company to operate at Snap Inc.’s leasehold located at 2772 Donald
Douglas Loop North leasehold. This property is a designated aviation use leasehold; however,
the portion of the leasehold utilized as food warehouse is not within the Airport Operations Area
(AOA) and has a separated entrance with driveway.
Bon Appetit Management Company will utilize the space for a food storage warehouse to store
Snap Inc. food for both cold storage and dry goods. It will also serve as a small distribution center
for Snap Inc. Cafés in both Venice and Santa Monica. In order to provide on-time service to Snap
Inc. Café locations and receive food vendor deliveries, Bon Appetit operational hours will be 5:00
a.m. to 4:30 p.m. daily. Bon Appetit Management Company will have four on-site employees and
five service vehicles for deliveries to the appropriate cafes. The vehicles consist of one box truck,
one delivery van, and three golf carts. Access the airside of the Airport is not necessary. The
overall impacts associated with the proposed operation will be minimal and comparable to those
associated with surrounding businesses.
Staff has reviewed Bon Appetit Management Company Application for Commercial Operations
Permit and found that it meets the City’s requirements for the proposed operation.
Recommendation
Staff requests that the Airport Commission consider the Commercial Operations Permit for Bon
Appetit Management Company and forward to the City Manager any recommendations on behalf

of the City along with the following restrictions:
1. The term of the COP shall be on a month-to-month basis with a thirty-day notice of
termination.
2. Unless otherwise directed by the Airport Director or his designee, Bon Appetit Management
Company shall park vehicles upon the leasehold space.
3. Bon Appetit Management Company must provide evidence of meeting all City of Santa
Monica insurance requirements and maintain required coverage in full force and effect
throughout the term of the Commercial Operations Permit.
4. Bon Appetit Management Company must maintain a City of Santa Monica Business
License throughout the term of the Commercial Operations Permit.
5. Bon Appetit Management Company is required to annually renew this Commercial
Operations Permit by verifying in writing that all terms and conditions of the COP are being
fully observed.
6. Bon Appetit Management Company is restricted to conducting its business activity during
the following hours: 5:00 A.M. to 4:30 P.M. Monday through Sunday.
7. Applicant’s work involves food warehouse and delivery service, no other purpose is herein
granted.
8. Bon Appetit Management Company is required to adhere to all health and safety laws and
regulations and shall operate in a manner that does not interfere with the quiet enjoyment
of other nearby tenants.
9. This COP is not transferable or assignable to other individuals, employees, or companies.
10. Bon Appetit Management Company is required conduct its business activities in
accordance with all applicable Ordinances, laws, and rules and regulations.
11. The Airport Director must approve any signage.
12. Failure to adhere to the above listed restrictions and conditions shall be considered a
material breach of the COP and subject to termination of the COP.

Operations Permit would be grounds for voiding my application or any subsequent Commercial
Operations Permit that is issued. It is also understood that there will be annual reviews of any COP
