I. Venlo

Venlo, with a population of over 100,000, is located at the economic heart and logistic hotspot of Europe. This strategic location and leading position in Western Europe is unique because of the hinterland of 55 million consumers within 200 kilometres (outer circle of figure on next page) and multimodal access by road, water and rail. In the Venlo region there is a large potential for high-qualified labour supply, flexible and motivated multilingual employees and adequate education. Venlo is also awarded the best city centre of all mid-sized cities in the Netherlands. This endorses Venlo as a really attractive living environment.

Historically, Venlo is a location with a very strong logistics & agriculture and Food functionality and reputation. Good examples are the business parks Trade Port West and Fresh Park Venlo, which are home to many international trading companies. Besides these companies, we also have a large number of horticulture companies in the international fruit and vegetable sectors. Since the 1980's and the arrival of logistics service providers such as Seacon, DSV, UPS, DHL and Geodis, the focus has shifted towards other strong logistics sectors like fashion, e-commerce, electronics, and medical technology products and services. Thanks to these sectors, the region has a great diversity of national and international companies within these sectors. Some examples of the logistics operations of international companies are Michael Kors, Stryker, Tommy Hilfiger, Office Depot, Arrow, Nutricia Advanced Medical Nutrition and Océ / Canon.

Logistics hotspot of the Netherlands and Europe

In 2016, Venlo was chosen as the number one logistics hotspot of the Netherlands for the ninth time since 2005. Recently research on Top European Logistics Hubs by Colliers International concluded that the Venlo region is the number one logistics hotspot of Europe. Research by Prologis on Europe’s most desirable logistics locations endorses this conclusion. Their conclusion is based on a questionnaire completed by users of distribution centres. In their opinion, Venlo was the most desirable logistics location in 2013 and also for the future in 2018. Based on these three items, it is clear that Venlo is the logistics hotspot of Europe! Something we are very proud of.

Modes of transport

Venlo has an excellent infrastructure with multimodal access by road, water and rail. - Venlo is directly connected to two major highways, the A67 (E34) and the

A73 (E31). These are the most important highways for logistics because they connect Venlo with the ports in Rotterdam and Antwerp and the European hinterland. Another major advantage is that there is a minimal risk of traffic jams around the Venlo area. The main access route to Trade Port North Venlo is the Greenportlane (N295), a road with 2x2 traffic lanes connecting the A67 and the A73 highways within three minutes.

- Over water, Venlo has two important inland barge terminals within 25 kilometres from Trade Port North Venlo. Both with direct connections to the ports of Rotterdam and Antwerp.

- Venlo currently has two rail terminals and one additional rail terminal is planned.

Last mile Several companies in the region are specialised in the last mile, such as CTV-Trucking and BCTN. There are also several companies in the region who have their own terminal tractors to handle transport between the different modes. These vehicles use public roads. Via a license system, terminal tractors will be permitted access to Greenportlane by the Province of Limburg.

Venlo Region Knowledge Infrastructure

The Venlo region has an adequate education and knowledge infrastructure in all levels of education. There are several universities and universities of applied sciences in the direct area of Venlo, with specific expertise on trade & logistics and agriculture & food. Some examples are: - Maastricht University: Global Supply Chain Management Master’s

degree course offered in Venlo. - Open University of Venlo: Bachelor and Master studies with courses in

Supply Chain Management and Logistics Management.

- Radboud University in Nijmegen: Bachelor and Master studies

Management, Law and Economics. - Fontys Venlo University for Applied Science (formerly National Transport

Academy) offers a Bachelor’s degree in Logistics Management and Logistics and Technical Transport Studies, 1-year Master of Science in International Supply Chain Management and International Logistics.

- Higher Agricultural School (HAS) University of Applied Sciences in Venlo: Bachelor in food technology, agriculture, agribusiness, horticulture and food design & innovation.

- Zuyd University for Applied Sciences in Maastricht: main subject of Supply Chain Management; ongoing learning pathway for Supply and Operations Management in Heerlen.

- Secondary Vocational Education: Gilde Opleidingen (Regional Education Centre for vocational training and education).

- Lower Secondary Vocational Education, Secondary Education and Secondary Vocational Education: ongoing learning pathway for Logistics.

Labour market

In Venlo, the unemployment rate is 7.7%. For employers this means there is enough supply of employees. Recent publications from the unemployment office of Venlo show that unemployed people are becoming more highly educated. This means for employers that there are enough well educated employees, but the region has also enough lower educated employees. A major advantage of the Venlo region is the educated multilingual population. Another advantage of this region is the potential labour from countries like Germany, Poland and other countries. There are specialised employment agencies in the Venlo region specifically for these employees, which can arrange international employees.

Subsidies on labour

Within the Venlo region there are some possibilities for subsidies on labour. The province of Limburg has the possibility to arrange subsidies specifically concerning labour based on the number of jobs the employer generates for the province. The municipality of Venlo also offers the possibility to arrange a specific labour subsidy .

II. Zoning plan &

Utilities

With respect to Trade Port North Venlo, three zoning plans are to be distinguished.

‘Trade Port Noord’

The “Trade Port Noord” zoning plan was adopted on 31 October 2012 and has been irrevocable since 24 July 2013. It concerns the area below:

This plan can be consulted at www.ruimtelijkeplannen.nl under ID number: NL.IMRO.0983.BPL20100001TPN-VA01. Building over up to 100 % is permitted, maximum building height 25m, with the possibility of building partially up to a 50m height (with the exception of the northern side of the plan area ( 1b and 1c) where the maximum height is 15m). Minimum environmental category 3.1 applies to the whole area. Businesses up to and including environmental category 4.2 (4a, 4c and 4d) or up to and including environmental category 5.2 (4b) can establish their activities in specific areas.

‘Klaver 6b’ The “Trade Port Noord” zoning plan was adopted on 8 October 2012 and has been irrevocable since December 2013. This plan can be consulted at www.ruimtelijkeplannen.nl under ID number: NL.IMRO.1507.BPHMKlaver6b-VA01

‘Klaver 3 (Horst part)’

The Horst part of Klaver 3 will not be developed until the greater part of the Venlo part of Trade Port Noord has been allocated. This is not expected to happen before 2017.

History and soil conditions

Historically, the whole area is an agricultural area. For the adoption of the development plan, an exploratory soil examination was conducted. It was found that no risks are to be expected. It is a sandy soil. The now completed buildings are all built on strips, piles were not necessary.

Utilities Electrics Trade Port North provides a medium voltage (10 KV) network from Enexis (the network operator). Connections with a capacity up to 1750 KVA are possible on this medium voltage network. This is the standard provision to each plot. However, if your connection capacity is higher. Therefore a customised connection will be required. Connectors up to 7.2 MW are fitted within Trade Port North. Enexis has created an intermediate station for this purpose, East of clover 2 at Trade Port North. This station provides connections up to 7.2 MW. The cost of an n-1 safe (2 power cables) connection is estimated at approximately € 360,000. If your connection capacity is higher than 7.2 MW, you must take into account a customised connection of approximately € 600,000. These price indications are non-binding and no rights can be derived from these. The turnaround time for such a connection is 32 weeks after written commission. Gas Trade Port North is responsible for infrastructure at the edge of the plot for gas connections up 400 m3 per hour. This is the standard provision to each plot. Network operator Enexis has already indicated that connections up to 3,200 m3 per hour are possible. The connection costs are then approximately € 90,000. These price indications are non-binding and no rights can be derived

from these. The turnaround time for such a connection is 32 weeks after written commission. Drinking water Trade Port North is responsible for infrastructure at the edge of the plot for water connections up to 14 m3 per hour. This is the standard provision to each plot. Network operator WML has indicated that larger connections would not be a problem due to the presence of a main transport pipe in the area. The turnaround time is approximately 6 to 8 weeks. Process water / cooling water There are opportunities to obtain cooling water and/or process water from your own water well. Fibre optics The current existing fibre optic networks are Ziggo and Tele2. Sewerage The area is equipped with a sewer system (DWA) with discharge to the RWZI (sewage treatment plant) in Venlo. The goal of Trade Port North is to purify and filter wastewater as much as possible in the area as long as it is technically and financially viable. In Trade Port North, there are areas in public spaces reserved for (process) water treatment, whereby helophyte filters or living machines are being considered. Rainwater drainage Trade Port North aims to achieve infiltration of all the rainwater in the area. Infiltration ponds are provided in public areas for this purpose. You therefore do not require infiltration ponds on your own site.

Noise Lw per m2 is 50 dBa. There are no restrictions on a company’s operating hours (carrying out activities for 24 hours a day is possible).

III. Trade Port North

Venlo

Trade Port North Venlo is a high-quality business park on a Triple A location with excellent access by road, water and rail. There are plenty of possibilities in building, parcel size and environmental class. All this in an attractive working environment. Trade Port North Venlo is part of the logistics hotspot of Venlo and is located in the Greenport Venlo area, where innovation, sustainability and entrepreneurship play key roles.

Legal structure of Trade Port North Venlo

BV Trade Port North (BV TPN) was established in October 2012 by the municipality of Venlo and Development Company Greenport Venlo (DCGV). DCGV is a joint venture between local municipalities and the province of Limburg. The mission of BV TPN is to develop the Trade Port North business park (TPN) as part of Greenport Venlo. BV TPN follows an active, multiple-stakeholder strategy that prioritizes the interests of public authorities, businesses, institutions, visitors and residents. TPN offers 231 hectares of available land for large-scale industrial activities, particularly for logistics, but also for the agriculture-food and manufacturing industries. Its structure is shown in the diagram below.

Mission

The mission of BV Trade Port North is to boost the spatial-economic development of the area by creating an attractive business environment and an optimum mix of industrial activities. It accomplishes this with an integrated location strategy based on the Greenport Venlo Structural Vision and the Klavertje 4 Master Plan. In light of its mission, BV TPN is tasked with combining public governance and the strength of the market within its development tasks.

Vision

In the Horst aan de Maas, Peel en Maas and Venlo area, a working landscape of approximately 5,400 hectares will be created in the coming decades under the name of Greenport Venlo, based on the area vision set out in the Master Plan and the Klavertje 4/Greenport Venlo Structural Vision.

The emphasis at Greenport Venlo will be on the logistics and agricultural & food food sectors. The core of the working landscape is formed by Trade Port North (TPN). The development of TPN will focus on increasing added value, creating innovation and enhancing the quality of the area. TPN will be responsible for implementing this ambition and will respond to market demand, particularly with regard to logistics and agriculture & food activities. TPN will also offer space for manufacturing companies.

Sustainability Since 2006, entrepreneurs and managers in the Venlo region have embraced the Cradle-2-Cradle (C2C) principle. C2C is an ambitious philosophy around sustainable development, implementation, realisation, management and transformation with the emphasis on moving from simply being “less bad” to becoming “better”. It is essential to optimise this ability. C2C is based on closing circles in the “organic” and “technical” cycles to prevent losses in a biological, financial, economic and social sense. In fact the opposite is true: the aim is to add value. TPN’s ambition is to develop and design the area taking the C2C principles as inspiration within market and regulatory constraints. Trade Port North Venlo works proactively to provide practical, cost-effective sustainability solutions. We take joint responsibility for this with our on-site energy company Etriplus and invest directly in solutions for you. We work with you to reduce bottlenecks and offer innovative ways to meet your energy needs. This includes heating/cooling networks with geothermal energy.

Organisation

Within Trade Port North Venlo, there is one contact who coordinates and harmonises all communication related to permits with the municipality. On the part of the municipality, a project team will be formed that will supervise the permit procedure. All disciplines including the fire brigade, environment and spatial quality will be members of this project team. By consulting with this project team during the design phase and when drawing up the permit application, we will achieve smooth and fast processing and issue of the requested permit.

Park management In Trade Port North Venlo, companies will participate in park management. DCGV will take care of the security of the public areas by means of CCTV and of the signposting from Greenportlane to company locations.
