Minutes of Pre-Bid Meeting on Tender for Appointment of Consultant for Study of

Distribution system and Preparation of Perspective Plan for Delhi Discoms, held on

27.03.2012 at 3.00 PM in the Commission

The list of participants is attached at Annexure-1.

Executive Director (Engg./Tariff) welcomed the participants. During the course of

discussion the following issues were raised by the Bidders;

(i) Bidders raised the issue of quantum/size of sample survey to be verified to

assess the manpower required, in the consultancy assignment.

(ii) Bidders expressed apprehension in completing the assignment within

three months as specified in the Tender Document and requested to

extend completion period from 3 months to at least 4 months.

(iii) Bidders enquired about whether estimated cost in the tender in for each

of the four utilities, or for all the four utilities put together.

(iv) Bidders sought to know whether modeling of distribution network is

required to be carried out upto Distribution Transformer (as per sub clause

3 in scopes of work / TOR) or upto LT level (as per sub clause 5 in scope of

work / TOR).

(v) Format of GIS maps? Whether ‘Shape files’ can be provided by Discoms?

(vi) Discom-wise no of DTS, net 11 KV feeders / lines, & their length, LT

feeders/lines of their length.

(vii) Bidders stated that as per sub-clause 4 in Scope of Work/ Terms of

Reference, integrated modeling of Delhi Area System is required to be

carried out. However, they stated that in our tender is split among various

bidders, integration may not be possible due to different software being

used by the bidders.

The above issues were deliberated with the Bidders and the point-wise

clarification is as under;

(i) In case of HT works i.e. 66/33/11kV level sample size shall be of 100%,

whereas for LT works sample size shall be 3%. of the total nos. of Distribution

transformers.

(ii) As per tender document, the assignment is to be completed within three

months. However in view of the period being short for completion of the

assignment as indicated by all the bidders, the same is being extended to

four months.

(iii) The estimated cost of Rs 20 lac, as mentioned in the Tender Document is

for all the four utilities. The consultancy assignment will be awarded to

one agency.

Bidder shall quote per day charges in case he is called upon to attend

meeting and clarification for issues related to report submitted on Study of

Distribution system and Preparation of Perspective Plan for Delhi Discoms,

in the Commission/ATE etc. inclusive of TA, DA and all local expenditure

etc.

Accordingly, Form-6 “Financial Proposal” has been revised and enclosed,

which is to be duly filled-in and is to be submitted with Bid Document.

(iv) The Modeling of Distribution Network is required to be carried out 100% till

11 kV level. For downstream voltage level, 3% sample size may be taken

for modeling purpose. The sample can be extra polluted for working out

loss levels in LT system.

(v) TPDDL - GIS files will be made available in “Shape Files” format.

BRPL - GIS files will be made available in “Shape Files” format.

BYPL - GIS files will be made available in “Shape Files” format.

(vi) As per attached Annexure – II.

(vii) The concern of the bidders is taken note of. The integration problem may

arise in case of incompatilibility of the softwares used by the bidders who

are finally awarded the assignment. If such a situation arises the

Commission will take a decision and the decision shall be binding.

This minutes of Pre-Bid meeting issue with the approval of the Competent

Authority and shall be an integral part of Tender Document for “Study of Distribution

System and Preparation of Perspective Plan for Delhi Discoms”.
