SUBJECT: Certification of the HCNNC By-Laws, Special Meeting on Oct. 29, 2018

Dear Board President Atkinson and Neighborhood Commissioners,

I am a stakeholder of the Historic Cultural Neighborhood Council. I am a member of a non-profit organization located in the Solano Canyon district. I am writing to express my support for the certification of the Historic Cultural North NeighborhoodCouncil (HCNNC) as the City’s 99th neighborhood council, which includes Chinatown,El Pueblo, Solano Canyon, and Victor Heights.

Our organization activities support programs and services to the residents, youth, students, and businesses in these communities.

A lot of time and resources have been invested into this process. An election was held, and the voters have spoken. Over 90% voted in favor of forming the HCNNC, and over twice as many people turned out for this election than the previous HCNC election. It’s time to move forward and make sure that everyone has the opportunity to participate in this new neighborhood council.

Once the HCNNC is established, I would like to see more outreach and action on important issues in our neighborhoods such as helping small businesses, supportingour schools, parks, historic preservation, services for youth and seniors.

HCNNC needs to be officially recognized, so that we can move forward and focus on the issues in our communities. I am asking for your vote, which will allow us to move forward serving our communities.

Sincerely,

October 29, 2018 Wendy Chung Via email [email protected] Re: Public Comment - Support for HCNNC, BONC Special Meeting 10/2918, City Council File 12-1681-S4 Dear Board of Neighborhood Commissioners and Honorable City Council of the City of LA: I am writing to express support for the formation of the Historic Cultural North Neighborhood Council. I am submitting this letter as a stakeholder of LA Chinatown. I have been a visitor since my youth, and recently have gotten more involved through research and local organizations. I am the founding editor of WAPOW Magazine, a current member of Chinese American Citizens Alliance and a sitting boardmember for the Chinese Historical Society of Southern California. In 2016, I also completed an academic research report looking at local economic development. I found that Chinatown is a neighborhood with very low civic engagement--where many residents don’t understand many public processes and don’t know of City resources that exist. The local neighborhood council should function to address that gap. From my experience, there was very little awareness of the neighborhood council and how it functions. As someone who has worked in public administration and civic engagement, I believe that subdividing the former Historic Cultural Neighborhood Council can help the Council be more focused in community outreach and addressing community issues, toward furthering better representation for the 6 districts that make up the HCNC--especially as the populations of these areas continue to grow, and require more resources and attention. I support the formation of a new neighborhood council, and urge the City to conduct extensive outreach to ensure inclusive and active community involvement. Wendy Chung

Re: Case Number 995500 – 995NBDWY400WBST, (PERSONAL and CONFIDENTIAL)

Dear Board of Neighbourhood Commissioners at Casa Italiana in Solano Canyon,

I’m writing you a corresponding letter this is to inform you indicating there has been a run-inwanted outstanding warrant incident with the excessive outrage complaints warning that has beenissued against the current existing 20 cm = 8” small size single face traffic signal lights backplateheads are GUILTY as too small very far long distance as blatant mounted on horizontal signalpoles below the signal mast arm overhead cantilever vertical pole have been used 8 years agolocated at we are the victims of concerned, widened multiple lanes and large gigantic colossalwide fed-up intersections of North Broadway and Bernard Street because due to Broadwaybetween Bernard and Cottage Home Streets are too sharpened curvy and winding roads, caughtin action so I’m standing a pursuit of justice, pursuing emergency signal replacements, conversions and upgrades to enlarge the signal heads because of the existing signal heads 8” aretoo small extremely wide long far distant as blatant since it’s under-investigation and widened largeintersection cross traffic at North Broadway and Bernard Street situated at the limits of boundariesof Chinatown Los Angeles Royal Pagoda Hotel 995 North Broadway in Chinatown and OWSLA(Operating While Sober in Los Angeles) 1001 North Broadway in Solano Canyon where they (thepair of 8” small size current existing signal heads prosecuted) are needed to get replaced, converted and upgraded with the new 12” large size single face traffic signal lights backplateheads at all corners of North Broadway and Bernard Street in Chinatown and Solano Canyonareas of Los Angeles with project is due by Labor Day of this Year (end of August of this year)after all of the North Broadway signalized intersections with 30 cm = 12” signal enlargementupgrades replacing against smaller size 8” signal heads between US-101 and Interstate 5Freeways are recently fully completed except North Broadway and Bernard Streets, why notBroadway and Bernard?

An appropriate action has been taken against North Broadway and Bernard Street becauseof the excessive outstanding wanted warrants sought against the current existing 8 years old 8”small size signal heads are urgently replaced with 12” large size signal heads since that is orderedto take appropriate action with mandatory emergency replacements for the traffic signal urgentupgrades are mandated as required in case of driveway upgrades and installation underway forthe Solano Canyon / Elysian Park Lofts Apartment Condos Residential Towers South Car Park /Parking Lots Main Entry Exit Driveway Point next to Mandarin Plaza, and/or the brand newChinatown Central Plaza East HARMONY Mixed-Use Commercial and Residential Towers on 942North Broadway, east of the Chinatown Central Plaza Main Entrance across the street from theMetro Gold Line Chinatown Light Rail Station and L.A. State Historic Park. Flashing red/yellowlights modification set by LADOT Special Traffic Operations with 1 of these both events listedbelow. We need to install at least one of two Harmony Lofts Driveways at 942 North BroadwayChinatown Central Plaza East Parking Lot Entrance after we need to modify, reconfigure andwiden the driveway entrances at the current signalised intersection of North Broadway andBernard Street east corner after the signal upgrades completed. The jobsite for the constructionvehicles will move into and park at North Broadway and Bernard Street current lot for demolishingthe current shopping centre by replacing it with the new high-rise tower in Chinatown Los Angelesfor the first time. This will alleviate the Eastbound Bernard Street beyond North Broadway with therear entrance shortcut route into the new proposed Chinatown Central Plaza East driveway andthe alternate route to the Capitol Milling Company, Blossom Plaza and the Metro Gold LineChinatown Station at North Spring Street. We are selling 8 years old current small size 8” singleface traffic signal lights backplate heads from North Broadway and Bernard Street in Los Angeles,

California USA to the Government of Colombia located at Bogotá, Colombia and the sell them tothe rest of South America.

This requirement of signal upsize replacement, conversions, upgrades and synchronizationproject at my intersection of North Broadway and Bernard Street by converting signals to large sizeupgraded signal heads to 30 cm = 12” mandatory for the Ciclavia Heart of Los Angeles Sunday,2nd December 2018 followed by Los Angeles Chinatown Golden Dragon Parade Saturday, 9 th

We stand in pursuit of justice since the pair of current existing 8” smallsignal heads are too blatant far distance from OWSLA/Solano Cyn. and Mandarin Plaza ParkingDriveway/Chinatown when the concerned I mentioned the intersection over there is too big, wideand extra lanes of traffic.

It's time to move forward and make sure thateveryone has the opportunity to participate in this new neighborhood council.

Once the HCNNC is established, 1 would like to see more outreach and actionon important issues in our neighborhoods such as affordable housing, homelessness, public safety, pedestrian and street safety, and hospitals.

HCNNC needs to be officially recognized, so that we can move forward andfocus on the issues in our communit ies.

SUBJECT: Certification of HCNNC, BONC Special Meeting on Oct 29, 2018

DATE: October 23,2018

Dear Board of Neighborhood Commissioners,

I am a stakeholder of the Historic Cultural Neighborhood Council. I am writingto express my support for the certification of Historic Cultural NorthNeighborhood Council (HCNNC) as the City's 99^ neighborhood council, which includes Chinatown, El Pueblo, Solano Canyon, and Victor Heights.

A lot of time and resources have been invested into this process. An electionwas held, and the voters have spoken. Over 90% voted in favor of formingHCNNC, and over twice as many people turned out for this election than theprevious HCNC election. It's time to move forward and make sure thateveryone has the opportunity to participate in this new neighborhood council.

Once the HCNNC is established, I would like to see more outreach and actionon important issues in our neighborhoods such as affordable housing, homelessness, public safety, pedestrian and street safety, and hospitals.

HCNNC needs to be officially recognized, so that we can move forward andfocus on the issues in our communities.

Sincerely,

SUBJECT: Certification of HCNNC, BONC Special Meeting on Oct 29,2018

Sincerely,

I am a stakeholder of the Historic Cultural Neighborhood Council. I am writingto express my support for the certification of Historic Cultural NorthNeighborhood Council [HCNNC) as the City's 99^^ neighborhood council, which includes Chinatown, El Pueblo, Solano Canyon, and Victor Heights.

HCNNC needs to be officially recognized, so that we can move forward andfocus on the issues in our communit ies.

Sincerely,

N a m e
