The Embassy requests your price quote on a priority basis for the following item/Services:
1. ITEM DESCRIPTION:
The U.S. Embassy Islamabad requires supplies/services under Purchase Order for
Islamabad Post. Price must remain valid for 180 days and shall not be revised until
delivery is made in accordance with resultant purchase order.

3. SITE VISIT:
A site visit will be scheduled on April 15, 2019 at 11:00 a.m. Please send names not more than
two persons per firm for site visit at the following E-mail before 12:00 noon April 05, 2019.

4. SCOPE OF WORK
SCOPE OF WORK FOR THE INSTALLATION OF THE CCTV SYSTEM AT THE
PARKING
The Regional Security Office, U.S. Embassy Islamabad is soliciting for installation of CCTV
system at the parking areas.
GENERAL
a. The contractor shall provide all materials required to complete the project unless
otherwise specified.
b. The contractor shall provide skilled labor (Certified/trained artisans/ laborers, should
have experience in their particular field)
c. The contractor shall provide all required equipment, fixtures, and accessories necessary
to perform their work and complete the project.
d. The contractor shall inform and request, in advance, authorization from the COR to
deviate from the SOW.
a. All equipment installed should be suitable to withstand the prevailing environmental
conditions.
b. All cameras and its supporting hardware should be securely mounted. The camera
mounting bracket should safely support the weight of the camera and of any associated
hardware.
c. All interconnecting cables must install in GI pipe and should be fixed, supported and
installed to conform to good working practices.
d. Conduit: when metal is used, suitable bushes or grommets should be fixed to each end
to prevent damage to the cable. When conduit is used to carry the cable it should
terminate as close as possible to the unit to be connected.
e. Insulated clips and cable ties to be used where required.
f. Any cables used underground should be suitable for that purpose and have adequate
protection from mechanical damage. Underground cables should provide a high level of
resistance to dampness, chemical reactions, corrosion and rodents.
SITE CONDITIONS
a. The contractor shall leave the site free of any debris related to the CCTV project during
and after the end of the project. The site cleaning free from debris should also be done
on end of each day. Cutting or welding on the ground shall not leave any markings of
any kind. To prevent marking the ground it is recommended that the cutting or welding
be done offsite or have a protective layer for the pavers/ concrete. If interlocks or any
part need to be removed it should be fitted back to its original state.

PRODUCTS:
1. CCTV CAMERAS
a. The contractor shall provide and install six CCTV wireless cameras made by LOREX
(model# LW1684UW) 1080p Full HD 8-Channel System with audio. The package
includes 4K Super HD DVR (8 channel,1TB), HD 1080P Six Wireless Cameras, Six
wireless Receivers, Six Mounting Kits with hardware, Seven Power Adapters for DVR
& Cameras, Ethernet cables, HMDI cables, remote, mouse, quick guides etc. The Power
Source should be universal 100~240VAC for Cameras and DVR.

c. The wireless camera has a powerful long-range signals and worked up to 600 feet away
from the receiver however contractor is responsible to provide and install any additional
wireless range extender antenna in case of weak signals or cameras needs to be install
on more distance from the receiver.
d. CCTV cameras will be install on the existing light poles at height of 20’ feet above the
power sockets and will be connected. The power sockets for Cameras and monitoring
station must water proof and made by clipsal 13amp, IP56.
e. All CCTV cameras must connected through a dedicated power supply line and circuit
breakers. All cable must run in 1” dia IIL galvanized (GI) pipes made of prime quality
steel coil and galvanized using the highest quality zinc, corrosion and rust resistant.
Installation of GI pipes includes GI bends, GI sockets, GI pull boxes , GI water proof
boxes 6”x6” (size may vary as per requirement or site conditions) for power sockets, GI
liquid type flexible conduits and other pipe accessories which is required.
f. Electric wires will run from new DB in GI pipe at the fence perimeter. On designated
existing light poles power will be supplied at the height of 20’ and terminated in a
weatherproof electric socket receptacle. The new DB must install independently at a
height of at least 30” and should elevated with the help of metal pipe stand embedded in
P.C.C. foundation (1:2:4) size 1’x1’x1’.
g. The power cables for cameras and DVR should be THHN wire 12 AWG with earthing.
Color guideline is as follows: Red, Black and Green/Yellow cabling.
h. Provide and install circuit breaker one 10 Ampere for Cameras, one 20 Ampere for
monitoring station and one 30 Ampere as a main breaker. All breakers should install in
lockable weather proof distribution box as shown in drawing.
i. Provide and install 1” inch thick copper rod for earthing, the length should not less than
10 feet.
j. Minor civil works such as soft soil/hard soil digging etc. required for execution of work.
The GI pipe must buried in ground at least 15” where required. Before starting of any
excavation work required coordination in advance with RSO department.

k. All work is to include; drilling, welding, grinding, cutting, filling, compacting, damage
repair, finishing work and painting, to include but not limited to any additional work
required for attainment of security standards.
2. LED MONITOR
The contractor shall provide and install LOREX (model# L24LE10BW) 24” LED ultra
slim and energy star certified color monitor. This LED monitor can be used with
security camera system that has a VGA and HDMI output and capable of displaying
high quality 1080p high definition images. The monitor should have include all
necessary power and VGA cables. The Power Source should be universal
100~240VAC.
3. UNINTERRUPTED POWER SUPPLY (UPS)
The contractor shall provide and install uninterrupted power supply (UPS) APC-Smart
2100 Watts/3000 VA 230 Volt including all necessary cables and power sockets.
4. Metal Rack/Cabinet:
Contractor will provide and install a good quality door less small three level metal
cabinet/rack 15”x24”x28” which can accommodate one LED 24”, one DVR and one
UPS effectively in the Guard booth. The rack must have air ventilation features to keep
the equipment cool. The size of rack may little bit modified by COR due to size of
guard booth.
Handover on completion of project:
a. The contractor shall demonstrate all aspects of the system operation to the customer,
including any necessary safety precautions.
b. The contractor shall ensure that the correct documentation is given to the customer to
enable the system to be operated, adjusted and maintained.
c. The contractor shall train the system user(s) in its correct operation.
d. The contractor shall provide contact details to the RSO office for warranty claims and
systems malfunctions
Warranty:
Two year warranty on the equipment/ materials and labor will be applicable.

Site Layout
Contractor Provisions
The Contractor shall supply everything necessary for the execution and completion of the work
including all material, ladders and scaffolding. Site preparation and installation performance
shall be in accordance with local and U.S. building codes and standards.
Working Hours Working hours are to be 0800 Hrs. to 1700 Hrs. from Monday through Friday. No work is to
take place outside these hours without prior approval of COR/POC.
Period Of Performance
Work is to be completed within 30 days of contract award. Extensions must be approved by the
COR.
Site Preparation And Cleaning Up
The Contractor shall at all times keep the work area, including storage areas, free from
accumulations of waste materials. Before completing the work, the Contractor shall remove
from the premises any rubbish, tools, scaffolding, equipment, and materials that are not the
property of the owner. Unsightly materials and debris including excess soil, garbage, leftover
material and equipment should be removed as required.
Exceptional care must be taken to assure tidiness of work. Suitable temporary covers, masking,
drop sheets, drapes and/or barriers shall be provided and maintained effectively where
necessary to protect driveway, patio or other finishes to ensure what they are not exposed to
paint and put at risk. These are to be removed when the protection is no longer required.

Carefully remove and reinstate paint splatters from adjacent surfaces.
Upon completion of the work all materials, containers, debris and protective coverings shall be
cleaned up and removed from site and the Contractor shall leave the area in a clean, neat, and
orderly condition satisfactory to the COR.
Inspection
The Contractor shall maintain a system of quality assurance to ensure that all works meets the
requirements of this contract. The Government reserves the right to inspect the Contractor's
work.
Access
The Embassy reserves the right to deny access to Contractor who do not meet Embassy
standards due to security or other standards. Access for the personnel must be coordinated
with the COR/POC.
Use of Subcontractors The Embassy must approve all contractor-selected subcontractors prior to their use.
Safety Measures
Maximum safety practices shall be exercised throughout the duration of this work. The
contractor shall perform safety inspections and is encouraged to provide safety equipment to all
workers on site as risk dictates in order to prevent serious injury.
The US Government accepts no liability for any injuries or death of any Contractor or
subcontractor employee or casual laborer during the performance of work.
Government Provided Services
The US government shall provide the following:
a) Electricity (Contractor to provide extension cords)
b) Water and
C) Access to toilets (servants quarters)
Warranty
The Contractor shall provide a warranty period of 12 months for all works carried out under the
contract, this warranty shall be in addition to and shall not derogate from any manufacturer’s
warranty or warranty implied by law, attaching to any materials or goods forming part of the
said works. Relevant warranty documents for items supplied shall be forwarded to the General
Services office for the record.
Permits And Responsibilities
The Contractor shall, without additional expense to the Government, be responsible for
obtaining any necessary licenses and permits, and for complying with any Federal, State, and
municipal laws, codes and regulations applicable to the performance of the work. The
Contractor shall also be responsible for all damages to persons or property that occurs as a
result of the Contractor’s fault or negligence.
Protection of Existing Vegetation, Structures, Equipment, Utilities and
Improvements

The Contractor shall preserve and protect all structures, equipment, and vegetation (such as
trees, shrubs, and grass) on or adjacent to the work site, which do not unreasonably interfere
with the work required under this contract. The Contractor shall repair any damage to those
facilities, including those that are the property of a third party, resulting from failure to comply
with the requirements of this contract or failure to exercise reasonable care in performing the
work.

6. TERMS & CONDITIONS
a) Place of Delivery: All deliveries will be made at:

a) Inspection & Acceptance: The COR/POC will inspect the products/services delivered to
determine the quality and acceptability. Substandard products for this project shall be returned
at vendor’s expense.
b) Payment Terms: Payment will be made within 30 days through Electronic Funds Transfer
(EFT) upon submission of legitimate invoice to Financial Management Officer (FMO).
c) Submission of Invoice: Each invoice shall include vendor invoice number, purchase
order/contract number, date issued, brief description of supplies/services provided, quantities,
unit and total price, and signed by the signing authority.

7. Government Furnished Property/Equipment
The Contractor is responsible for the proper care, maintenance and use of
Government property in its possession or control from time of receipt until
properly relieved of responsibility in accordance with the terms of the contract. The
Contractor shall pay all costs for repair or replacement of Government furnished
property that is damaged or destroyed due to Contractor negligence.
The Contractor shall maintain written records of work performed, and report the need
for major repair, replacement, and other capital rehabilitation work for Government
property in its control.
8. Insurance The contractor is responsible for obtaining whatever insurance is necessary according to
local laws. The contractor agrees that the Government shall not be responsible for personal
injuries or for damages to any property of the contractor, its officers, agents, servants, and
employees, or any other person, arising from an incident to the contractor's performance.
The contractor shall hold harmless and indemnify the Government from any and all claims
arising there from, except in the instance of gross negligence on the part of the Government.
9. Safety
652.236-70 ACCIDENT PREVENTION (APR 2004)
(a) General. The Contractor shall provide and maintain work environments and
procedures which will safeguard the public and Government personnel, property, materials,
supplies, and equipment exposed to contractor operations and activities; avoid interruptions of
Government operations and delays in project completion dates; and, control costs in the
performance of this contract. For these purposes, the Contractor shall:
(1) Provide appropriate safety barricades, signs and signal lights;
(2) Comply with the standards issued by any local government authority
having jurisdiction over occupational health and safety issues; and,
(3) Ensure that any additional measures the Contracting Officer determines to
be reasonably necessary for this purpose are taken.
(4) For overseas construction projects, the Contracting Officer shall specify in
writing additional requirements regarding safety if the work involves:
(i) Scaffolding;
(ii) Work at heights above two (2) meters;
(iii) Trenching or other excavation greater than one (1) meter in depth;
(iv) Earth moving equipment;
(v) Temporary wiring, use of portable electric tools, or other recognized
electrical hazards. Temporary wiring and portable electric tools require the use of a
ground fault circuit interrupter (GFCI) in the affected circuits; other electrical hazards
may also require the use of a GFCI;
(vi) Work in confined spaces (limited exits, potential for oxygen less that

19.5 percent or combustible atmosphere, potential for solid or liquid engulfment,
or other hazards considered to be immediately dangerous to life or health such as
water tanks, transformer vaults, sewers, cisterns, etc.);
(vii) Hazardous materials – a material with a physical or health hazard
including but not limited to, flammable, explosive, corrosive, toxic, reactive or
unstable, or any operations which creates any kind of contamination inside an
occupied building such as dust from demolition activities, paints, solvents, etc.; or
(viii) Hazardous noise levels.
(b) Records. The Contractor shall maintain an accurate record of exposure data on all
accidents incident to work performed under this contract resulting in death, traumatic injury,
occupational disease, or damage to or theft of property, materials, supplies, or equipment. The
Contractor shall report this data in the manner prescribed by the Contracting Officer.
(c) Subcontracts. The Contractor shall be responsible for its subcontractors’
compliance with this clause.
(d) Written program. Before commencing work, the Contractor shall:
(1) Submit a written plan to the Contracting Officer for implementing this clause. The
plan shall include specific management or technical procedures for effectively controlling
hazards associated with the project; and,
(2) Meet with the Contracting Officer to discuss and develop a mutual understanding
relative to administration of the overall safety program.
(e) Notification. The Contracting Officer shall notify the Contractor of any non-
compliance with these requirements and the corrective actions required. This notice, when
delivered to the Contractor or the Contractor’s representative on site, shall be deemed sufficient
notice of the non-compliance and corrective action required. After receiving the notice, the
Contractor shall immediately take corrective action. If the Contractor fails or refuses to
promptly take corrective action, the Contracting Officer may issue an order suspending all or
part of the work until satisfactory corrective action has been taken. The Contractor shall not be
entitled to any equitable adjustment of the contract price or extension of the performance
schedule on any suspension of work order issued under this clause.
