WELCOME
Welcome back to another great year at Mesa Public Schools. As you know, an important part of your morning job is obtaining and monitoring coverage for absent teachers. Substitute Services will do everything we can to make this as painless as possible. Substitute teachers are a critical component in providing a quality education to our students. It is estimated that students will spend more than one year of their K‐12 educational experience under the instruction of a substitute teacher. In the absence of the teacher, the District relies on each substitute to provide continuity of instruction for students. They are often thrown into unfamiliar and varying educational situations. At best, it is a difficult task, requiring professionalism at all times. It is our hope that this handbook will answer your questions about substitute teaching in Mesa Public Schools. Please feel free to duplicate any information for your teachers.

THE ESSENTIALS
Establish a daily routine to: 1. Perform an absence check for the day. 2. Create jobs in SmartFindExpress for emergency absences. 3. Report late arrivals and no shows of substitutes to Substitute Services.
Suggestion: After accessing SmartFindExpress for your daily absences, print an absence sheet to be used for substitute sign‐in.
Train a backup person to manage substitutes in your absence. If they do not already have access, contact Substitute Services.
Treat your substitutes as part of your staff—with respect. This will keep the good ones returning to your school.
Develop a pool of site‐based substitutes to help out in emergency situations. See References for ideas how to attract site‐based substitutes. Posters are available.
Provide “Feedback of Substitute Teacher” forms to the teachers to perform evaluations for substitutes. These are extremely important when a substitute is being considered for a long‐term position or when a substitute needs to be counseled on performance. Forms may be ordered from MDC (91‐30‐19 W) or printed from the intranet at http://www.mpsaz.org/hr/resources/forms/.
Upon signing in at the front desk, provide a Substitute Folder which should include: 1. Map of the campus, showing the classroom. 2. Bell schedule. 3. Emergency evacuation instructions or where these are located in the classroom. 4. Any additional duties (NO BUS DUTY) 5. School discipline program/plan. 6. Instructions on how to reach the nurse, office, security. 7. Substitute Feedback to the Teacher Form. Forms can be order from MDC—see References.
Teachers should have current seating charts, class lists and lesson plans.

HOW TO LOG IN TO SMARTFINDEXPRESS
The URL for SmartFindExpress is https://mps.eschoolsolutions.com. Once you have been set up with access to our automated substitute calling system, SmartFindExpress, keep your log in information private. If another staff member is requiring access, send an email to request access to [email protected].
Enter your Employee Number (EIN) as the Access ID New users enter your birthdate as the Pin. The birthdate format will be MMDDYY.

A QUICK CHECK FOR THE CURRENT DAY ABSENCES
From the Administrator menu, click on Job Inquiry/Reports.
This screen will always default to the current days date. Click on Search for a quick view. A Job List of all current day absences will appear directly below the Search Criteria. If it necessary to make changes to a job, click on the Job # to open the job and view the Job Details

SETTING UP YOUR DAILY REPORT TO SAVE AND RUN AUTOMATICALLY From the Report menu, click on Report List. From the list of reports click on Job Inquiry
The only item in the Search Criteria that you may want to change is the sort order.

If you want to use this report as a substitute sign in page, select Print a signature line. Click on Save & Schedule.

You will leave the Schedule start date blank in order for the report to always run for the current day.
For the Email Notification you can enter as many email addresses as needed. Separate each email with the semicolon (;). Enter the Subject you want to see on the email as well as any message. Lastly, click on Save Schedule.
Select Calendar Recurrence
Choose the time or times you want the system to run the report.
Select Monday‐Friday as the Day(s) to run.
Select each month individually except June and July.

Arranging ONE substitute covering TWO teacher absences.
The purpose of these instructions is to secure one substitute that will cover a morning absence for one teacher and afternoon absence for another teacher at the same school.
The first absence will need to be for the teacher that will be absent during the morning portion of the day. This will be the absence that goes into callout for a full day substitute teacher. From the Administrator menu, click on Create Absence. Select the teacher either by entering their EIN as the Access ID or use the Name Lookup feature.
When using the Name Lookup feature, type in the first few letters of the teacher’s last name and then click on Search. Once you see the name of the teacher you are looking for, click on the teacher’s name.

On the Create Absence screen you will need to do the following:
Select a reason
Indicate the date of the absence
Adjust the Absence End Time for the teacher (make sure to adjust the am/pm when necessary)
DO NOT change the Substitute End Time
DO NOT uncheck any of the days in the Weekly Schedule
Leave instructions for the substitute indicating that they will be subbing for another teacher in the afternoon
Upon completion click on Continue

Verify that the absence is set up correctly, then click on Create Absence.
You will then receive a confirmation message and an Absence Creation email will be sent to the teacher.

The second absence will need to be for the teacher that will be absent during the afternoon portion of the day. From the previous screen, click on Same Date/Reason. Again, you will need to select the teacher either by entering their EIN as the Access ID or use the Name Lookup feature.
You will need to do the following:
Indicate “No” Substitute required (this will prevent the system from calling another substitute)
Adjust the Absence Start Time for the teacher (make sure to adjust the am/pm when necessary)
In the Administrator Comments make a note that the teacher is sharing subs, see the example below
Upon completion click on continue

Confirm that the absence has been entered correctly and then click on Create Absence. The Job Status NSR means No Sub Required.
You will receive a confirmation message and the teacher will be sent an Absence Creation email.

VERIFYING TEACHER SCHEDULES
At the beginning of each year, we ask that each school verify the subject and/or classification for each teacher as well as their start/end time and days of the week. Here’s how you view a list of your employee schedules:
Once logged in to SmartFindExpress: Go to the Administrator menu and select Profile Inquiry/Reports and then click on Employee. Select Active and then click on Create Report. Under the report type Employee List, click on View Report. This report will display each certified employee and health assistant at your school and their current schedule. See example below:
Location Normally, SFE shows the school where the teacher starts each day. Remind traveling teachers to leave a detailed message as to where he/she will be during the day. Classification For secondary schools: When entering a new teacher, the profile will show a general classification, such as, “General Math” or “General Science.” By updating the classification to their specific subject (i.e. Trigonometry) you are more likely to retain an effective substitute. The following page is a list of teacher classifications/subjects. Start/End Time and Work Days Verify teachers have the correct time and days of the week. Teachers that were part time, now full time and vise versa may still have their previous schedule in SFE. Also teachers that use to have an “A” hour may have an earlier start time and those starting to teach “A” hour may need to have their schedule adjusted. If we are not using the school default time, we must enter the time as one‐half hour before class begins to one‐half hour after class ends.

TRAINING YOUR STAFF To help your staff make the most of the use of substitutes, you may wish to copy the page “WHAT TEACHERS CAN DO FOR SUBSTIUTES IN THE CLASSROOM” in the Reference section to distribute to your teachers at the beginning of the year. Remember: The teacher should complete and return the “Feedback of Substitute Teacher” form to the Substitute Services. This information is used to help:
a) Find good long‐term substitutes b) Answer requests about substitutes related to full‐time teaching vacancies c) Determine a course of action with those substitutes who consistently perform below
our standards Staff responsibilities in reporting absences: Information on how to enter an absence in SmartFindExpress can be found on the yellow Employee’s Reference sheet. SmartFindExpress is available to teachers and substitutes over the phone and online. To report an absence, a teacher may use the telephone or enter the absence through the internet at https://sems.mpsaz.org/logOnInitAction.do. Teachers use their EIN as the Access ID/User ID The PIN/Password is a six digit number either set up by the teacher or the system Teachers have the following capabilities:
Report an absence
Review present, past and future absences
Cancel an absence
A. All absences must be registered through SmartFindExpress (SFE). A substitute is paid by job number. If the absence is not reported on SFE, the substitute will not be paid in a timely manner.
B. If a teacher does not require a substitute, s/he must specify this when reporting the
absence. Otherwise, a substitute will be sent. C. Professional days and personal leave should be entered in SFE as soon as approved. The
earlier an absence is reported to SFE, the better chance of obtaining a substitute. D. Teachers should review their profiles in SFE for correctness; such as, location, subject
and voiced name. If a location or subject is incorrect, either the secretary or Sub Services can update it. If there was a name change, the teacher should call SFE and follow directions to re‐voice the name.

E. The teacher must get a job number from SFE. The receipt of a job number is the assurance the job has been properly entered. No job number—no job—no sub.
F. A teacher may request a substitute by “specifying” or “pre‐arranging.” Specifying: The teacher has not called a specified substitute before the absence is
entered. To request a specific substitute, you must enter the substitute’s ID number (EIN). A specified substitute will be called every hour during evening callout until 10:00 p.m. the night before the job. If the specified teacher has not accepted the job, SFE will start calling other substitutes.
Pre‐arranging: The teacher has already spoken to the substitute and the sub has agreed
to the job. Again, you must enter the substitute’s ID number (EIN). Over the phone the teacher must indicate that the sub does not need to be called. If they are entering the job online, then they need to indicate that YES the sub has accepted the assignment. If the job is pre‐arranged, the substitute should not be called. SFE assumes the substitute knows about the job.
G. If a job needs to be extended and the same substitute is retained, the teacher must call
the school secretary to confirm the availability of the assigned substitute before extending the job.
H. Substitute Services must be called if a teacher wishes to retain the same substitute for
an extended period. A long‐term assignment starts on the 21st day in the same assignment. All long‐term assignments are to be entered into SFE by Substitute Services only. If any changes or cancellations need to be made regarding the long‐term assignment, call Substitute Services.
I. If a teacher reports to school and then needs to leave due to illness or an emergency,
remember to modify the start time on SFE. Leave special instructions for the substitute to notify the school of the approximate time of arrival.
Professional Days/Travel Request In the Substitute Information section of the Travel Request it states: “Substitute Teacher(s) Needed?” and then “Yes” or “No” is selected. Selecting “Yes” does not mean that a substitute is automatically requested for the teacher. This only means that once the travel request has been approved, the teacher is being authorized the use a substitute. It does not guarantee a substitute teacher. If the request is for a closed day, it must be appealed to the Assistant Superintendent—Human Resources. For the request to be approved, an exclusive or site‐based substitute may be required or teachers may have to cover the absent teacher’s class on their prep periods.

TYPES OF SUBSTITUTES
Following are categories of substitutes: Exclusive or Site‐Based Substitutes – Substitutes who work at one site only. Exclusive substitutes may be used on appeal for exceptions on closed days only with the approval of the Assistant Superintendent—Human Resources. Preferred Substitutes – SmartFindExpress (SFE) will use these lists to fill an absence before calling substitutes in the general pool. A list of Exclusive and Preferred Substitutes can be viewed on SFE under “Priority Lists.” Pre‐arranged Substitutes – Substitutes who have been pre‐arranged by the teacher through SFE. No calls are made to the substitutes by SFE. Teachers must have confirmation of the substitute’s availability and acceptance of the assignment before entering the job and specifying the particular substitute. A job number is required for the assignment. Specified Substitutes – A teacher will enter their absence requesting a specific substitute by the substitute’s ID. The teacher has not confirmed the job with the substitute. SFE will call every hour during the evening callout period until 10:30 p.m. the night before the absence. At that time, SFE will start calling other substitutes. General Pool – SFE will call all substitutes who have registered for the particular subject and location of the absent teacher. If a substitute still cannot be found, SFE will call all substitutes who have registered for that location. Long‐Term Substitutes – Substitutes who are in the same assignment for more than twenty days. Long‐term pay starts on the 21st day in the same assignment.

MANAGING YOUR PREFERRED LIST
At the beginning of each school year, run a list of your preferred subs. Review each name and make sure that you want each sub on the list to receive priority calling. Keep in mind that preferred subs will be called for all grade levels and subjects unless they are preferred in a specific classification. If you have a preferred sub that does not perform well in certain areas, you may want to change their priority to a specific classification or change their call order. Running a list of your preferred subs From the Administrator menu select Priority List. Using the drop down box next to List Type, select Preferred and then click on Create Report. This will take you to the Priority List Report screen. Next to Print, click on Access ID, Callback Number, and Profile Status, then click on View Report.

o Access ID is the number used by teachers when specifying or prearranging with a
substitute. o Callback No is the substitute’s phone number. o Profile Status states whether or not the substitute is still an active substitute with MPS.
Adding a substitute to your preferred list From the Administrator menu select Priority List. At the end of the search criteria, click New. Enter the substitute’s ID or click on Name Lookup if you do not have their ID.
o To use the Name Look up feature, enter the first few letters of the subs last name and click search. Once you see the substitute you are looking for, click on their name.
Use the drop down menu next to *List and select Preferred. To add them to the preferred list for a specific grade level or subject, select the appropriate
classification using the drop down menu to the right of the Classification Code box.
Then select your school location using the drop down menu to the right of the Location Code
box.
To add them to the preferred list for all grade levels and subjects, select your school location
using the drop down menu to the right of the Location Code box.

Click Save when finished. To indicate a substitute as Site Based, first add them to the Preferred list with no classification Then add them a second time with the classification as EXCLUSIVE SUB. Remember to select
your site location.
Click Save when finished.
Deleting a substitute from your preferred list From the Administrator menu select Priority List. Using the drop down box next to List Type, select Preferred and then click on Search. Check the box under the Delete column and then click on Delete at the bottom of the screen.
Modifying the call order for preferred substitutes From the Administrator menu select Priority List. Using the drop down box next to List Type, select Preferred and then click on Search. Click on the name of the substitute you wish to modify. Use the Sub List and/or the Level to assign the call order. The substitute with the lowest number
will be called first for an assignment.

COMPENSATION FOR SUBSTITUTES
Substitutes are paid for either a full day or a half day. If a substitute works over eight hours, there is no vehicle for further compensation. This could occur if the teacher has an A period and a sixth period. In this case, we would ask that the teacher cover the sixth period class with another teacher. A half day is 4‐1/2 hours and under. For 2016‐17, the pay for substitutes will be: Substitute teachers will begin on tier 1 at the beginning of each school year.

Assignments 4 1/2 hours and less are considered a half day and will be paid at half
the daily rate. Long‐term pay starts on the 21st day in the same assignment. The pay is: For a substitute with a teaching certificate $167.00 For a substitute with a substitute certificate $130.00 Substitutes are paid one week behind. Checks are mailed to the home unless the substitute has elected direct deposit. A substitute who works twenty hours a week for twenty weeks in a fiscal year qualifies for membership in the Arizona State Retirement System (ASRS). Funds must be withheld from a substitute’s paycheck for this purpose.

SUB DUTY PAY AUTHORIZATION What to do when Substitute Services calls and says: “We are so sorry, there are just no more subs?” In the secondary schools, you can ask teachers to substitute during their prep hours. Teachers who use their planning time to substitute for an absent teacher are paid one‐fifth (1/5) of the daily substitute rate per class period covered (approximately 55‐60 minutes). For 2016‐17, this is $18 per period. Elementary schools have this option: In the case where there are four classes at a grade level—one of the teachers is absent—no substitute is available—and the students are divided among the remaining three classes, each teacher can receive one‐third of the $90 substitute pay. The Pay Authorization Form must be completed, approved by the principal and forwarded to Substitute Services. SITE-BASED SUBSTITUTES
A site-based or exclusive substitute works for one site only. The advantages of site-based substitutes are: They can be used for a closed professional day (with the approval of the
Assistant Superintendent—Human Resources), They can be called for absences reported after 6 a.m. and on those pay-
day Fridays. They become knowledgeable about your school—the people, the stu-
dents, the discipline procedures, etc. What does it take to become a substitute: Must have a four-year degree from an accredited university/college. Fingerprint clearance from the Department of Public Safety. A valid Arizona teacher or substitute certificate. A completed Substitute Teacher/Nurse Application filed with Substitute
Services A two-hour orientation with Substitute Services. What can you do: Send home letters to parents noting what steps must be taken to become
a site-based substitute. Substitutes can name the days of the week they wish to work. Substitutes can be pre-arranged only. None of those 5 a.m. calls. Substitutes can choose what grade levels to teach. Get your Parent-Teacher Organization involved. Place the flyer prominently at your site. Note “Certified Substitute Teachers Needed” on your marquee. Call Substitute Services at 472-0433 if you have any questions or if we can help you with your recruitment.

How to arrange for a substitute teacher
MPS utilizes SmartFindExpress to assign substitutes for teacher, nurse, and health assistant absences. SFE is an automated substitute calling system which uses a computer with both data and voice capabilities, and is accessed by the internet or the telephone system.

Registration instructions for new teachers: 1. Call the system phone number at (480) 498‐6558 2. Enter your Access ID followed by the (*) key 3. Enter your Access ID again when it asks you for your PIN followed by the
(*) key 4. Record your name followed by the (*) key 5. You will be asked to select a new PIN. Enter a PIN between six (6) and nine (9)digits in length followed by the (*) key

In accordance with the MEA Working Conditions Document, Article 24 entitled Planning Time, in the agreement
between the Governing Board and the Mesa Education Association, when a teacher is requested by the site
administrator to cover another teacher's class during preparation time because a substitute is not available, as
determined by Human Resources, the teacher substituting in lieu of preparation time shall be reimbursed one-fifth
the daily substitute rate of pay. Reimbursement is dependent upon funding being available.
The following information must be sent to Human Resources and verified in the substitute office in order for
authorization of pay to be given.

Prepare your class early in the school year for a substituteteacher by clearly setting expectations. If possible, remindstudents the day before you are absent of expectations forthe day. Leave one plan/schedule out for the day (not lesson plansfound in three different places). Leave regular lesson plans and engaging activities for yoursubstitute to teach, rather than videos and busy work. Keep an accurate seating chart. Make a list of reliable students the substitute teacher can callon for help. A better suggestion is to choose a "studentambassador" for the substitute to call on. List students who have special medical and/or physicalneeds with a reminder that this information is confidential. Have a schedule for students who leave the room for specialclasses.
List students who have behavior problems and options fordealing with them. Display a class list, class rules and list of consequences inthe room.
List the name(s) of neighboring teachers who can be calledon for assistance. Your substitute will appreciate having a"buddy" teacher. Near the phone, post numbers for the office, nurse and"buddy" teacher. Let substitutes know about instructional assistants and/orvolunteers who work in the room and leave specificinstructions for these individuals. Make sure the school map is current with restrooms andteachers' lounge highlighted. Be specific when listing times for lunch, p.e., etc. One or twominutes can make a difference. Include how much timeshould be allowed for travel to cafeteria, etc. Write down dismissal time, including time it takes students toget ready to leave.
